D’un geste impérial il approcha son marqueur de visas sur le bras de Dan et sa puce passeport et fit la manœuvre pour lui enregistrer le laissez-passer.

Visa stamp?
Is this a custom in the Balkans, like stamping your hand in a club or amusement park?

Could it be in this case that 'puce' is referring to the electronic chip in biometric passports?

@ Asker Sounds to me as if this is a bit more sophisticated than that — I suspect you are being led astray by the word 'marqueur'; from the mention of the 'puce', I strongly suspect this is in fact an electronic scanner of some kind. AS W/A says, it should be easy enough to research what system is in use in the specific country your document refers to; there almost seems to be the suggestion that 'Dan' might have a subcutaneous microchip... is that likely, from his nationality and/or status as (say) a Government employee?
