Note however than 99% of the time ouvrages d'art = "bridges and culverts". The remaining 1% can be retaining walls, toll plazas, and such like.
non courant = "not routine", or in other words "special". In construction, "specials" is said of any pipe fittings and so on that are not part of everyday applications, and the same applies across the board for "non-routine" things.

Someone might have a better term, but I suppose it means, for instance, a bridge across a motorway which is different from the bog standard one because there are more lanes, unusual terrain, or something like that.
