To “dump” a duty in global health means to ascribe obligations to individuals or institutions, holding them accountable for the adverse health effects of their policies, without offering adequate justification for why particular obligations should be imposed on particular individuals or institutions.

Δεν βρίσκω να έχει κάποιος αποδώσει εύστοχα τον όρο (που νομίζω ότι ανήκει στον Allen Buchanan). Υπάρχει επαρκής περιγραφή στην ερώτηση, αλλά φρόντισα να διαβάσω και σχετικά άρθρα του Buchanan.
