Je parlerais plutôt d'externalisation que de délocalisation, qui peut être connoté négativement, d'autant que si j'ai bien compris, le "smart shoring" consiste à externaliser certaines fonctions à des fournisseurs implantés dans une région proche de l'entreprise du donneur d'ordre.
