I don't understand if the author wants to say "they have stolen" or "the have been robbed". Is it possible for you to understand?

To my understanding, it may mean ''kanë gjëra të vjedhura - i.e. sende personale, veshje, bizhuteri etj.''. However, it depends on the whole text.
