What does "que contesta a" mean in this context? The FCPA, btw, is the Foreign Corrupt Practices Act, of 1977.
The document this phrase comes from is a questionnaire - unsure to whom it's given - regarding, evidently (I have only a piece of the text) either an individual or legal entity's compliance with certain policies in place in Mexico, binding the company handing out this questionnaire.

Lo entiendo así: XXX le da un cuestionario a varios Canales de Distribución para que lo contesten.
La frase se refiere al "Canal de Distribución que contesta el presente", en otras palabras, al que rellene el cuestionario.
El sentido general de la oración es que XXX va a analizar la información (la ingresada en cada cuestionario/la que proporcione cada canal de distribución) para saber si cada canal que responde al cuestionario cumplió o no con la FCPA, las convenciones internacionales, etc.
En otras palabras, es una forma de asegurarse de que estas empresas que son sus canales de distribución cumplan efectivamente con las políticas.

I'd suggest that you use "contravene" or any other similar verb here. I must note, however, that that is not what "contestar" means - at least not in Colombian Spanish ;-)

Considering that "contestar" doesn't actually mean "contravene", they probably meant "currently". That'd be my guess.

: I'm not sure how this would work here. Could you illustrate this with a sentence using "incumplimiento", "presente" and FCPA? as they appear in the source text?
