I'm having trouble piecing together this sentence and I don't really understand the above term.
The paper is examining the effects of two international development projects in local administration.
結果、プロジェクト目標の達成に向けた方向づけのための成果の統合には結び付かず、投入効果の分散化の側面が強かった。

impact of investment
投入 can be either "commitment" or "investment". I chose the latter. Perhaps the company has already spent certain amount of money (resources including people's commitment) for the project.
