I need help on trying to figure out what *BE* could mean. Berichterstellung?

Documentation procedures for a chemical manufacturing company:
Das Inhaltsverzeichnis der qualitätsrelevanten Dokumente enthält mindestens folgende Informationen:
- Dokumententitel
- Ablagenummer (= Zeichnungsnummer)
- Zuordnung AKZ und *BE* nach BlmschG-Genehmigung
- Letzter Bearbeitungsstand
- Name des Genehmigenden
I am guessing that BlmschG approval involves the assignment of a code or approval number, or reference number of some sort, which in German is referred to as "BE".
Country: Germany, no dialect.
Target audience: Staff of large multinational chemicals company, ISO standards auditors
Any help would be much appreciated.

(2) BlmschG – Bundesimmissionsschutzgesetz, the Federal Immissions Control Act.
I cannot be more specific on "licence reference number", since there is no reference as to which paragraph of the above Act applies.
(I have treated it in this manner since although a German company, it is international in its scope, and perhaps "BE" is either part of normal speech, or the preface for the licence reference number.)
I have also drawn the agency's attention to this (group) guesswork.
If you wish to enter "Behördliche Entscheidung" as an answer, Norbert, I shall award the points.
I suspect *BE* nach BlmschG-Genehmigung could stand for Behördliche Entscheidung nach BlmschG-Genehmigungsverfahren.
(with a footnote for the Act in the appropriate place). I do not know if a "licence" is issued, or whether it is a classification number.
