A witness statement from a knowledgeable person, experienced in the activity that led to the incident may lend a totally different perspective from an uninformed onlooker.

Explain that the better the understanding of where a witness falls on the axis, the better tailored the interview approach will be towards a successful outcome.
The key to gaining an understanding of the witness’s position is effective Planning and Preparation ie due diligence.

Explain the horizontal axis that surrounds witness ability.
Relate it to some of the factors that could affect the ability of a direct witness ie **time lapse**, multiple simultaneous events, intellect, trauma, distracted, lack of knowledge etc
Highlight that even though someone is present at an event and there is an expectation that they will have a certain level of knowledge, this can be impacted upon just by the speed things happened at or their focus being elsewhere.
Demonstrate how someone can move along the ability axis.
For example they can recall all events surrounding granting of permits, set up of the job, can tell you where, when the incident happened and who was there, they can tell you what equipment was being used and how the task was being approached but they can’t tell you exactly what another member of the workparty did or was doing when the incident occurred.

Explain the vertical axis and seek student input to identify some of the barriers / concerns / fears that may impact upon the witnesses willingness to cooperate with the investigation ie blame, discipline, loyalty, shortcuts, embarrassment.
Also highlight the attitude of the interviewer or poor technique as having the potential to move the witness from willing to unwilling etc.
