Faced with the financial crisis, we have introduced a set of non-standard measures, which we call “enhanced credit support”. These measures are intended to prevent the threat of a drastic loss of liquidity in the financial system as a whole and support the flow of credit to firms and households above and beyond what could be achieved through policy interest rate reductions alone. In mid-September the turbulence turned into a full-blown crisis. The chart of money market spreads tells this tale clearly. As you can see, credit spreads soared. Financial market activity fell dramatically, volatility spiked and the global financial system came close to seizing up. Central banks stepped into the breach, addressing this unprecedented market failure. The ECB was in the vanguard of actions to contain these intensified tensions, taking a number of standard and non-standard measures. The measures by the leading central banks eventually paid off. As you see in the chart, money market spreads – a symptom of the market failures that I mentioned – retreated from their peaks. They are now back at levels comparable to those before the intensification of the crisis last year. But they still remain elevated in a longer time perspective.
The crisis triggered a freefall in economic activity. The chart shows that within a few months only, from January to July 2009, the projections for 2009 shifted massively to the left, in highly negative territory. After they centred around -1.5% in January 2009 and -3.2% in April 2009, they dropped to -4.5% in July, entirely outside the distribution range still a few months earlier. […]

Aktywność rynków finansowych dramatycznie spadła, pojawiła się niestabilność i zmienność, a globalny system finansowy był bliski załamania. Banki centralne przejęły pałeczkę, aby znaleźć rozwiązanie na niespotykaną do tej pory niewydolność rynków. Source text - English Inflation expectations from the ECB Survey of Professional Forecasters
Long-term inflation expectations in the euro area have, since 1999, fluctuated in the range of 1.8%-2%, and, from 2003 to 2007, in the narrower range of 1.9%-2% (see Chart A). The dispersion, as indicated for example by the range between the upper and lower quartiles, has also progressively narrowed, with the lower quartile increasing to 1.9% from a low of 1.5% since mid-2006. The upper quartile has been generally stable at 2.0%, with the exception of the round of the Survey of Professional Forecasters (SPF) for the third quarter of 2008 (conducted in mid-July), where both the upper quartile and mean inflation expectations reached a peak. Overall information on euro area longer-term inflation expectations from surveys, notwithstanding the risks signalled by the slight elevation in 2008, suggests that they remained below, but close to, 2%.
Using survey data, an indirect way of assessing the anchoring of long-term inflation expectations is to consider their sensitivity to changes in very short-term inflation expectations. In this regard, Chart B plots the individual revisions made to short-term (i.e. one year ahead) and longer-term (i.e. five years ahead) inflation expectations for the period from the second quarter of 2001 to the first quarter of 2009. It suggests that there is indeed no clear relationship between movements in shorter-term and longer-term inflation expectations.
Financial indicators of inflation expectations
Chart C depicts a decomposition of the ten-year spot break-even inflation rate (BEIR) into the five-year spot BEIR (measuring average inflation expectations over the next five years) and the five-year forward BEIR in five years (measuring average inflation expectations as of today over the next five to ten years). The five-year forward BEIR in five years has fluctuated in the range of 2%-2.5% for most of the available sample. Large fluctuations were recorded in 2004, in the first half of 2008 and, in particular, since the escalation of the current financial turbulence in the autumn of 2008, when the sharp decline in oil prices and inflation expectations triggered a sell-off of inflation linked bonds that, under extremely low liquidity conditions, led to severe corrections in the prices of these instruments and affected the computation of break-even inflation rates.

Także rozrzut, przedstawiony na przykład za pomocą różnicy pomiędzy kwartylem dolnym a górnym, uległ stopniowemu zawężeniu (dolny kwartyl wzrósł z poziomu 1,5% w połowie 2006 roku do poziomu 1,9%). Górny kwartyl zachowywał się w miarę stabilnie i wyniósł 2,0%, za wyjątkiem jednego raportu Survey of Professional Forecasters (SPF) za trzeci kwartał 2008 roku (przeprowadzonego w połowie lipca), kiedy zarówno górny kwartyl jak i średnie oczekiwania inflacyjne osiągnęły swoje maksymalne wartości. Wykres ten pokazuje, że nie ma wyraźnego związku pomiędzy zmianami oczekiwań krótkoterminowych a zmianami oczekiwań długoterminowych.
Finansowe wskaźniki oczekiwań inflacyjnych
