Romanian to French: 5th ProZ.com Translation Contest - Entry #3020
Source text - Romanian Pe vremuri (hei, hei, nu chiar pe când cu descălecarea lui Mihai la Alba-Iulia!), exista în Cluj o stradă numită Amurg (notaţi: nu „Amurgului”, Amurg). Întotdeauna mi-a plăcut acest nume de stradă; mi se părea ciudat, aparte, straniu, poetic, „punător pe gânduri”. Numele îmi plăcea, strada nu. Nici nu prea avea ce să-ţi placă. O stradă plină de absenţe. Copleşită de absenţe. Adică, de ajungeai pe-acolo, puteai fi sigur că nu vei întâlni pe nimeni (poate câte o gospodină în capot, care trecea alături, la altă gospodină îmbrăcată în capotul ei, sau, potrivit anotimpului, în combinezon; cam atât). De prin curţi te mai lătra câte un câine care ţinea să se afle în treabă. Culmea (fireşte, depinde din ce sens o luai) strada ducea înspre... amurg. Nici după ce am aflat că pe această stradă a locuit (în gazdă) nevastă-mea, pe când nu era (nevastă-mea), dar era studentă.
Ce, naiba, puteai căuta pe strada asta!?! Ni-mic. Nimic. Nu tu prăvălii, nu tu o crâşmă, cât despre firme, pe-atunci, nici vorbă. („Pe-atunci” = în urmă cu vreo, pardon, 30-40 de ani, adică acum cam 1500 de zile; vă daţi seama? 36.000 de ore! Minute? O mulţime.) Aşadar: ce puteai căuta pe strada asta? Neamuri (nu era cazul meu), gagici (n-am văzut), frumuseţi arhitectonice (nici vorbă), umbra copacilor de pe trotuar (nu erau, nici trotuar nu prea era)... atunci, ce? Ori, în mod obligatoriu (de pildă dacă erai poştaş, miliţian sau executor judecătoresc – iarăşi nu era cazul meu), ori de-a nebun (era cazul meu). Adică, încerc să explic:
Atât de altcumva era strada asta încât de multe ori, de multe ori, m-am dus pe-acolo (şi, zău, aveam cam 1/3 din anii mei de astăzi) doar ca să păşesc dinspre levant spre amurg, sau dinspre amurg spre răsărit. Nu avea nici o importanţă.

Translation - French A une époque (euh, non… quand même pas lorsque Michel le Brave s’est établi à Alba-Iulia !), il y avait à Cluj une rue appelé « Le couchant » (attention ! « Le couchant » et non pas « du couchant »). J’ai toujours aimé le nom de cette rue ; je le trouvais bizarre, hors du commun, étrange, poétique, ça me faisait réfléchir. J’aimais le nom, pas la rue. Il n’y avait pas grande chose à aimer dans cette rue-là. Une rue pleine d’absences. Comblée d’absences. Autrement dit, si l’on arrivait à s’y trouver, on pouvait être sûr qu’on ne rencontrerait personne (peut-être une femme au foyer, dans son peignoir, en train d'aller chez la voisine, une autre femme au foyer dans son peignoir, ou, en fonction de la saison, en combinaison; mais pas plus). Des fois, on pouvait entendre, dans une cour, l’aboiement d’un chien qui tenait à se faire remarquer. Etrangement (en fonction du sens de la rue qu’on prenait), la rue menait vers… le couché de soleil. Ni lorsque j’ai appris que ma femme, lorsqu'elle ne l'était pas encore (ma femme), étudiante, y avait habité (en maison d'hôte), la rue ne m’est devenue plus intéressante.
Que diable pouvait-on chercher dans cette rue !?! Rien. Absolument rien. Pas d’épiceries, pas de bistrots, quant aux sociétés… à cette époque-là, c’était hors de question. (« A cette époque-là » c'est-à-dire il y a plus ou moins 30-40 ans, à peu près il y a 1 500 jours ; vous vous en rendez compte? 36 000 heures ! Et en minutes ? Une multitude.) Donc : que pouvait-on chercher dans cette rue ? Des membres de la famille (ce n’était pas mon cas), des gonzesses (pas vues), des beautés architectoniques (loin de là), l’ombre des arbres qui se trouvaient sur le trottoir (il n’y en avait pas, ni beaucoup de trottoir à vrai dire)… alors, quoi ? Soit on s’y trouvait obligé (par exemple, si l’on était un facteur, un milicien ou un huissier – ce qui, de nouveau, n’était pas mon cas) soit parce qu’on était fou (et ça, c’était bien mon cas). Alors, je m’explique :
Cette rue était tellement différente que, bien des fois, beaucoup de fois, j’y suis allé (et, ma foi, je n’avais qu’un tiers de mon âge actuel) rien que pour me balader du levant vers le couchant ou du couchant vers le levant. Le sens ne comptait pas trop.

Source text - French Je pensais en route : Est-ce un grand mal de ne pas avoir vu Smara au soleil couchant, de ne pas m’être assis devant ces ruines, de ne pas avoir appuyé longuement mes yeux sur ses édifices, sur ses horizons ? – Peut-être pas. Je ne me sens pas d’humeur à imiter Chateaubriand sur le Forum romain.
Je ne suis pas venu ici pour cela.
Le corps : ces choses qui me préoccuperaient, ptôse des organes, les dos qui se voûte – ici peu importe.
Que peu de haltes encore j’espère – que peu de nuits ! Ces haltes, les dernières, quand il n’y en aura plus qu’une, que deux avec les chikhs, quelle valeur renouvelée elles prennent, elles prendront pour moi: le partage en cinq parts de la viande, le tirage au sort, etc., comme les dernières cerises les plus belles, au fond du compotier.
Le retour : en plus de cette joie profonde, admirable, venant de nos vies renouvelées ou plutôt hardiment poussées sur un chemin merveilleux – que je ne dirai point –, je songeais, avec quel plaisir, au bain chaud que je prendrais tout de suite – à la première minute –, au premier repas, à la première nuit. Ne plus avoir de poux, ne plus avoir si froid ou si chaud. Dormir dans un lit. Manger. Retrouver tout cela après deux mois très durs, l’acte accompli.

Nu de asta am venit aici.
Corpul: lucrurile care m-ar preocupa în mod normal, ptoza organelor, spatele care se încovoaie… aici, nu mai contează.
Cât de puţine opriri mai sper, cât de puţine nopţi! Aceste popasuri cu şeicii, ultimele, când n-or mai rămânea decât unul sau poate două, cât de nepreţuite vor fi, cât de nepreţuite îmi vor părea - împărţirea cărnii în cinci bucăţi, tragerea la sorţi şi toate celelalte… vor avea gustul ultimelor cireşe, cele mai frumoase, de pe fundul compotierei.
Întoarcerea: pe lângă această bucurie profundă, admirabilă, ce izvora din vieţile noastre reînnoite sau, mai bine zis, împinse cu îndrăzneală pe un drum minunat – despre care nu voi spune nimic -, visam, şi cu câtă plăcere!, la baia caldă pe care urma s-o iau imediat – în prima secundă -, la prima masă, la prima noapte. Gata cu păduchii, cu frigul sau căldura. Să dorm într-un pat. Să mănânc. Să regăsesc toate acestea după două luni teribile, iată un fapt împlinit.
Gândurile acestea îmi veniră ieri, pe drum, când străbătui, de la cinci şi jumătate la opt şi jumătate, nişte ridicături de teren destul de pronunţate.

Source text - English 5. Parties concerned by the investigation
(12) The Commission officially advised the exporting producers, the representatives of the exporting country, importers, Community producers, users and the applicant of the initiation of the expiry review. Interested parties were given the opportunity to make their views known in writing and to request a hearing within the time limit set out in the notice of initiation. All interested parties who so requested and showed that there were particular reasons why they should be heard were granted a hearing.
(13) In view of the apparent large number of Indian exporting producers as well as Community producers and importers listed in the request for the expiry reviews, it was considered appropriate, in conformity with Article 27 of the basic Regulation, to examine whether sampling should be used. In order to enable the Commission to decide whether sampling would be necessary and, if so, to select a sample, the above parties were requested, pursuant to Article 27 of the basic Regulation, to make themselves known within 15 days of the initiation of the reviews and to provide the Commission with the information requested in the notice of initiation.
(14) After examination of the information submitted, given the low number of exporting producers in India indicating their willingness to co-operate, it was decided that sampling was not necessary as regards exporting producers in India.
(15) Having examined the information submitted by Community producers and importers, and given the relative small number of replies, it was considered that sampling for none of these categories would be warranted.
(16) Questionnaires were therefore sent to all known exporting producers in the country concerned, importers, suppliers, Community producers and users.
(17) Replies to the questionnaires were received from three Indian producers, from twelve Community producers, from one importer, one supplier and from ten converters/users.
(18) The Commission sought and verified all the information it deemed necessary for its analysis and carried out verification visits at the premises of the following companies.

(12) Comisia a informat oficial producătorii-exportatori, reprezentanţii ţării exportatoare, importatorii, producătorii comunitari, utilizatorii şi reclamantul cu privire la deschiderea reexaminării în temeiul expirării măsurilor. Părţile interesate au avut posibilitatea să îşi prezinte în scris punctul de vedere şi să solicite o audiere în termenul stabilit în avizul de deschidere. Au fost audiate toate părţile care au solicitat acest lucru şi care au demonstrat că există motive speciale pentru a fi audiate.
(13) Având în vedere numărul aparent ridicat de producători-exportatori indieni, precum şi de producători şi importatori comunitari menţionaţi în cererea de reexaminare în temeiul expirării măsurilor, s-a considerat necesar, în conformitate cu articolul 27 din regulamentul de bază, să se stabilească dacă ar trebui folosită metoda eşantionării. (16) În consecinţă, s-au trimis chestionare tuturor producătorilor-exportatori cunoscuţi din ţara în cauză, importatorilor, furnizorilor, producătorilor şi utilizatorilor comunitari.
(17) Au răspuns la chestionar trei producători indieni, doisprezece producători comunitari, un importator, un furnizor şi zece convertizori/utilizatori.
(18) Comisia a căutat şi a verificat toate informaţiile pe care le-a considerat necesare în vederea analizei şi a efectuat vizite de verificare la sediul următoarelor societăţi.
English to Romanian: ECFIN Detailed field: Finance (general)
Source text - English (1) On [27 February 2007] the Council examined the updated convergence programme of Slovakia, which covers the period 2006 to 2009.
(2) The macroeconomic scenario underlying the programme envisages that real GDP growth will increase from 6.6% in 2006 to 7.1% in 2007 and then decrease to 5.5% and 5.1% in 2008 and 2009, respectively. Assessed against currently available information, this scenario appears to be based on cautious growth assumptions for 2006 and plausible growth assumptions for the rest of the programme period. The programme’s projections for inflation also appear realistic.
(3) For 2006, the general government deficit is estimated at 3.4% of GDP in the Commission services’ autumn 2006 forecast, against a target of 4.2% of GDP set in the previous update of the convergence programme. The better outturn is due to much stronger GDP and employment growth and lower interest expenditure and pension reform costs than expected. However, some of the additional revenues owing to the growth surprise were spent rather than devoted to faster deficit reduction.
(4) As in the previous update, the main goal of the new programme’s medium-term budgetary strategy is to achieve long-term sustainability of public finances in 2010, notably by reaching the medium-term objective (MTO) for the budgetary position of a structural balance (i.e. cyclically-adjusted balance net of one-off and other temporary measures) of -0.9% of GDP. According to the programme the headline deficit should gradually decline from 3.7% of GDP in 2006 to 1.9% of GDP in 2009 and the primary deficit from 1.9% of GDP in 2006 to 0.2% of GDP in 2009. The envisaged fiscal consolidation relies on expenditure restraint with respect to both current and capital expenditure (decline in the expenditure ratio by around 3¼ percentage points of GDP), which is less than fully offset by a decline in the revenue ratio (1½ percentage point). Compared with the previous update, the new programme broadly confirms the planned adjustment against a more favourable macroeconomic scenario.
(5) The structural balance calculated according to the commonly agreed methodology is planned to improve from around -3½% of GDP in 2006 to some -2½% of GDP in 2009. As in the previous update, the medium-term objective (MTO) for the budgetary position presented in the programme is a structural deficit of just below 1% of GDP, which the programme does not aim to achieve within the programme period but by 2010. As the MTO is more demanding than the minimum benchmark (estimated at a deficit of around 2% of GDP), achieving it should fulfil the aim of providing a safety margin against the occurrence of an excessive deficit. The MTO lies within the range indicated for euro-area and ERM II Member States in the Stability and Growth Pact and the code of conduct and adequately reflects the debt ratio and average potential output growth in the long term.

Fiind evaluat în funcţie de informaţiile disponibile în prezent, acest scenariu pare a fi bazat pe ipoteze precaute pentru anul 2006 şi pe ipoteze de creştere plauzibile pentru restul perioadei de programare. Se pare că previziunile programului în ceea ce priveşte inflaţia sunt destul de realiste.
(3) Pentru 2006, deficitul administraţiilor publice este estimat la 3,4% din PIB în conformitate cu previziunile serviciilor Comisiei din toamna anului 2006, în comparaţie cu ţinta de 4,2% din PIB stabilită în actualizarea precedentă a programului de convergenţă. Randamentul mai mare se datorează unui PIB mai puternic, unei ocupări a forţei de muncă mai mari, precum şi unor cheltuieli cu dobânzile şi unor costuri de reformă a sistemului de pensii mai scăzute faţă de cele estimate. English to Romanian: AGRI Detailed field: Agriculture
Source text - English In the light of these specific provisions, I would like to underline that measures relating to state aid in the agricultural sector cannot benefit from the so-called "interim procedure" as set out in Annex V chapter 2 of the Accession Treaty. Any existing state aid for the agricultural sector must therefore be submitted to the Commission before 1 May 2007 with a clear reference to the special provisions for existing state aid in the agriculture sector contained in Annex V, chapter 3 "Agriculture" of the Accession Treaty.
A submission via the "interim procedure" cannot make inapplicable the rule foreseen in Annex V, chapter 3 "Agriculture" of the Accession Treaty, quoted above, that any existing aid in the agriculture sector has to be adapted to Community rules within three years after accession.
Ideally, all existing aid to the agriculture sector should be submitted by your government in the form of or accompanied by a single comprehensive list of all measures concerned. All necessary accompanying documents should be clearly identified and attached. This would accelerate publication and increase transparency and legal certainty for all sides, notably the beneficiaries of existing aid.
The minimum information to be provided for each scheme would comprise:
• The exact and full title of the aid scheme or aid;
• The legal basis;
• The full text of the measure, including implementation rules;
• In the case of individual aid, a copy of the contract / decision granting the aid and all other relevant texts and agreements;
• The date when the aid scheme / aid was actually implemented;
• The duration of the aid scheme / aid;
• A description of
o eligible costs;
o aid intensity;
o maximum amount of aid per beneficiary;
o yearly budget;
o total budget.
Treatment of the existing aids submitted by your government would be greatly facilitated by filling out the attached form for summary information on each scheme or individual aid.
Ideally, all information should also be submitted in electronic form, in particular the list of all measures and the summary information.
I strongly encourage you to put any existing measure that may contain state aid on the list of existing aid. In case of doubt, a measure should be communicated. You may want to add a comment that from the point of view of your government, a given measure does not contain state aid, and that it is only communicated for legal certainty in case the European Commission or the European Courts should come to a different conclusion.
I notably refer you to the following situations that should be verified:
• Attention should be paid to existing tax exemptions, tax reductions or tax measures targeting specific agricultural products or producers. Such tax measures may contain state aid elements.
• The same is true for measures financed through compulsory contributions from the agriculture sector, or from certain sub-sectors. Such measures often have to be considered state aids.
• Any aid measure granted at regional or local level etc must be included in order to be considered “existing aid”. The notion of state aid under Article 87 (1) of the Treaty covers public support granted at any level of government or public administration.
• Various types of processing and marketing activities are also considered an agricultural activity subject to the state aid provisions for agriculture. This is for example the case for slaughterhouses or milk factories.
• The horizontal Commission Regulation 1998/2006 on de minimis aid does not apply to primary agricultural production. A specific de minimis rule for primary agricultural production exists, as laid down in Commission Regulation 1860/2004. Aid to processing and marketing of agricultural products is covered by the horizontal Commission Regulation on de minimis aid.
Translation - Romanian Luând în considerare aceste prevederi specifice, aş dori să subliniez că măsurile privind ajutoarele de stat în sectorul agricol nu pot beneficia de aşa-numita „procedură interimară”, astfel cum se prevede în anexa V capitolul 2 la Tratatul de aderare. Prin urmare, orice ajutor de stat existent pentru sectorul agricol trebuie prezentat Comisiei înainte de 1 mai 2007, făcându-se o trimitere clară la prevederile speciale privind ajutoarele de stat existente în sectorul agricol stipulate în anexa V capitolul 3 „Agricultură” la Tratatul de aderare.

Toate documentele însoţitoare necesare trebuie să fie identificate în mod clar şi anexate la această listă, ceea ce ar accelera publicarea şi ar spori transparenţa şi certitudinea juridică pentru toate părţile interesate, în special pentru beneficiarii ajutoarelor existente.
Informaţiile minime care trebuie furnizate pentru fiecare schemă cuprind:
• Denumirea exactă şi completă a sistemului de ajutor sau a ajutorului;
• Temeiul juridic;
• Textul complet al măsurii, inclusiv normele de punere în aplicare;
• În cazul unui ajutor individual, o copie a contractului / deciziei de acordare a ajutorului în cauză şi orice alte texte şi acorduri pertinente;
• Data la care sistemul de ajutor / ajutorul a fost efectiv pus în aplicare;
• Durata sistemului de ajutor / a ajutorului;
• O descriere a
o costurilor eligibile;
o intensităţii ajutorului;
o valorii maxime a ajutorului per beneficiar;
o bugetului anual;
o bugetului total.
Tratarea cererilor prezentate de guvernul dumneavoastră ar fi în mare măsură facilitată prin completarea, în formularul anexat, a informaţiilor esenţiale privind fiecare sistem de ajutor sau ajutor individual.
În mod ideal, toate informaţiile ar trebui transmise şi în format electronic, în special lista tuturor măsurilor şi informaţiile esenţiale.
Vă recomand să treceţi pe lista ajutoarelor existente orice măsură existentă care poate include un ajutor de stat. Dacă aveţi vreo îndoială în acest sens, măsura trebuie comunicată. Poate veţi dori să adăugaţi o observaţie prin care să explicaţi că, din punctul de vedere al guvernului dumneavoastră, o anumită măsură nu include un ajutor de stat şi este comunicată numai în scopul oferirii unei certitudini juridice în cazul în care Comisia Europeană sau Curţile Europene ajung la o concluzie diferită.
Doresc să vă atrag în special atenţia asupra următoarelor situaţii care trebuie verificate:
• Trebuie acordată atenţie scutirilor şi reducerilor fiscale sau măsurilor de impozitare care vizează produse sau producători agricoli specifici. Astfel de măsuri de impozitare pot conţine elemente de ajutoare de stat.
• Acelaşi lucru este valabil în cazul măsurilor finanţate prin intermediul contribuţiilor obligatorii din sectorul agricol sau din anumite subsectoare. Deseori, astfel de măsuri trebuie considerate ca fiind ajutoare de stat.
• Orice măsură de ajutor acordată la nivel regional, local etc. trebuie să fie inclusă pentru a putea fi considerată „ajutor existent”. În conformitate cu articolul 87 alineatul (1) din tratat, noţiunea de ajutor de stat include ajutorul public acordat la orice nivel de guvernare sau de administraţie publică.
• Diverse tipuri de activităţi de prelucrare şi comercializare sunt, de asemenea, considerate drept activităţi agricole care se supun prevederilor în materie de ajutoare de stat pentru agricultură. Acesta este, de exemplu, cazul abatoarelor sau al fabricilor de lapte.
• Regulamentul orizontal 1998/2006 al Comisiei privind ajutoarele de minimis nu se aplică producţiei agricole primare. Există o regulă de minimis specifică pentru producţia agricolă primară, astfel cum se prevede în Regulamentul 1860/2004 al Comisiei. Ajutoarele pentru prelucrarea şi comercializarea produselor agricole sunt reglementate de regulamentul orizontal al Comisiei privind ajutoarele de minimis.

Definitions
For the purpose of this Regulation the following definitions shall apply:
(a) "Annual fisheries control programme" means an annual programme drawn up by a Member State in accordance with Article 20 of Regulation (EC) No 861/2006;
(b) "Budgetary commitment" means the operation reserving the appropriation necessary to cover subsequent payments to honour a legal commitment;
(c) "Legal commitment" means the act whereby the authorising authority of a Member State enters into or establishes an obligation which results in a charge.
Article 3
Annual fisheries control programmes
1. Member States wishing to receive a financial contribution for expenditure incurred under Article 8(a) of Regulation (EC) No 861/2006 shall notify to the Commission an annual fisheries control programme by 31 January of each year.
2. In addition to the information required by Article 20 of Regulation (EC) No 861/2006, Member States shall state in their fisheries control programme, for each project:
(a) a yearly forecast of reimbursement requests;
(b) the measures foreseen to make known to the public that the project received financial support from the Community;
(c) when the project concerns the purchase and modernisation of vessels and aircraft: the specification of the type of vessel or aircraft;
(d) a description of all means available by the administration for fisheries monitoring and control, drawn up in accordance with Annex I.
3. Detailed rules as to the eligibility of certain actions are set out in Annexes II, III and IV.
Article 4
Commitment of expenditure
Member States shall enter into legal and budgetary commitments for actions considered eligible for a financial contribution under the decision provided for in Article 21 of Regulation (EC) No 861/2006 within 12 months of the end of the year in which they were notified of such decision.

Definiţii
În sensul prezentului regulament, se aplică următoarele definiţii:
(a) „Programul anual de control al pescuitului” este un program anual elaborat de un stat membru în conformitate cu articolul 20 din Regulamentul (CE) nr. 861/2006;
(b) „Angajamentul bugetar” reprezintă operaţiunea de rezervare a alocărilor necesare pentru acoperirea unor plăţi ulterioare pentru a îndeplini un angajament juridic;
(c) „Angajamentul juridic” reprezintă acţiunea prin care autoritatea de autorizare dintr-un stat membru îşi însuşeşte sau îşi stabileşte o obligaţie care duce la o obligaţie de plată.
Articolul 3
Programele de control anuale în domeniul pescuitului
1. Statele membre care doresc să primească o contribuţie financiară pentru cheltuielile efectuate în conformitate cu articolul 8 litera (a) din Regulamentul (CE) nr. 861/2006 trebuie să prezinte Comisiei, până cel târziu în data de 31 ianuarie a fiecărui an, un program de control anual al activităţilor de pescuit.
2. Pe lângă informaţiile solicitate la articolul 20 din Regulamentul (CE) nr. 861/2006, statele membre trebuie să precizeze în programul lor de control al activităţilor de pescuit, pentru fiecare proiect în parte:
(a) o estimare anuală a cererilor de rambursare;
(b) măsurile preconizate pentru a face cunoscut publicului faptul că proiectul a primit sprijin financiar din partea Comunităţii;
(c) atunci când proiectul priveşte achiziţionarea şi modernizarea navelor şi aeronavelor: specificarea tipului de navă sau de aeronavă;
(d) o descriere a tuturor mijloacelor, aflate la dispoziţia administraţiei, privind monitorizarea şi controlul activităţilor de pescuit, realizată în conformitate cu anexa I.
3. Regulile detaliate cu privire la eligibilitatea anumitor acţiuni sunt prezentate la anexele II, III şi IV.
Articolul 4
Angajarea cheltuielilor
Statele membre trebuie să îşi asume angajamente juridice şi bugetare pentru acţiuni considerate eligibile de a primi o contribuţie financiară în conformitate cu decizia stipulată la articolul 21 din Regulamentul (CE) nr. 861/2006 în termen de 12 luni de la finele anului în care au fost înştiinţaţi cu privire la această decizie.
