LONDRES (Reuters) - Boris Johnson a répété mardi qu’il ne demanderait pas de nouveau report du Brexit, quelques heures après la promulgation d’une loi l’obligeant à solliciter trois mois de plus auprès de l’Union européenne si aucun accord n’est conclu avant le 31 octobre.
Pour la deuxième fois en moins d’une semaine, les députés britanniques ont rejeté la proposition du gouvernement, qui souhaite sortir de l’impasse en organisant des élections législatives anticipées.
Alors que l’incertitude est à son comble, les travaux du Parlement ont été suspendus jusqu’au 14 octobre, ce qui a donné lieu à des tensions à la Chambre des communes, où des membres de l’opposition ont brandi des pancartes frappées du slogan “Réduits au silence” et ont scandé “Honte à vous !” à l’adresse des élus conservateurs.
Boris Johnson semble avoir perdu la main sur la sortie de l’UE avec la promulgation lundi du texte qui donne au gouvernement jusqu’au 19 octobre, soit au lendemain du prochain Conseil européen, pour conclure un nouvel accord avec Bruxelles ou pour obtenir l’aval du Parlement à un “no deal”, ce qu’il a déjà exclu.
Les dirigeants européens ont répété à plusieurs reprises qu’ils n’avaient pas reçu de propositions précises avant le prochain conseil européen, au cours duquel le Premier ministre espère parvenir à un accord.
“Ce gouvernement poursuivra les négociations en vue d’un accord, tout en se préparant à une sortie sans accord”, a promis le Premier ministre après le rejet dans la nuit de lundi à mardi de la motion proposant des législatives anticipées.
“J’irai à ce sommet crucial le 17 octobre et peu importe le nombre de dispositifs que ce parlement inventera pour me lier les mains, je vais tout faire pour obtenir un accord dans l’intérêt national (...) Ce gouvernement ne reportera pas encore le Brexit.”
Jeremy Corbyn, chef de file de l’opposition travailliste, a assuré pour sa part que le Labour était impatient de participer à des élections, mais qu’il voulait d’abord qu’un report du Brexit soit validé.
“Malgré notre enthousiasme, nous ne sommes pas prêts à risquer d’infliger à notre communauté le désastre d’un no deal”, a-t-il indiqué.
“PAS DE BACKSTOP, PAS D’ACCORD”
Plus de trois ans après le référendum du 23 juin 2016 par lequel un peu moins de 52% des électeurs ont opté pour une sortie de l’Union européenne, le divorce est suspendu au bras de fer entre Johnson et les opposants au no deal.
Ces derniers ont formé mardi un nouveau groupe parlementaire pour tenter de convaincre leurs collègues d’adopter un texte inspiré de celui qui a été rejeté trois fois aux Communes.
Le groupe formé d’élus conservateurs, travaillistes et libéraux-démocrates a été baptisé “MPs for a deal”. Son objectif et de rassembler autour du projet que l’ex-Première ministre Theresa May a élaboré avec le Parti travailliste.
“Nous sommes tous favorables à la conclusion d’un accord et à une sortie ordonnée”, a déclaré la travailliste Caroline Flint, selon laquelle une cinquantaine de députés du Labour souhaitent un tel accord. “Notre voix ne porte peut-être pas autant que d’autres, mais c’est celle de la raison”, a-t-elle ajouté.
Lundi lors d’un déplacement à Dublin, le Premier ministre a assuré avoir “soigneusement examiné les conséquences” d’un Brexit sans accord, pour l’Irlande comme pour le Royaume-Uni.

London (Reuters) - Boris Johnson reiterated Tuesday that he would not ask for another Brexit extension, several hours after the enactment of a law forcing him to solicit the European Union for a three-month extension if no agreement is finalized by October 31.
For the second time in less than a week, the British Parliament rejected the government's proposition to move past the deadlock by holding early elections.
Parliament has been suspended amid the uncertainty until October 14 , escalating tensions in the House of Commons, where members of the opposition branded signs reading "Silenced" and chanted "Shame on you."
Boris Johnson seemed to have lost control over the departure from the EU on Monday with the new law that gives the government until October 19, i.e. the day after the next European Council meeting, to finalize a new deal with Brussels or obtain parliamentary support for a no deal exit, something that it has already ruled out.
European leaders have stated repeatedly that they have not received detailed propositions ahead of the upcoming European Council meeting, during which the prime minister hopes to strike a deal.
"This government will continue with negotiations in the hopes of reaching a deal, while preparing to leave without a deal," promised the prime minister after early elections were rejected overnight Monday.
"I will go to this crucial summit on October 17 and, no matter how many measures the parliament invents to tie my hands, I will do everything to get an agreement that is in the national interest....This government will not delay Brexit again."
Jeremy Corbyn, head of the Labour opposition, stated that his party was eager to participate in elections, but not before a Brexit extension is confirmed.
"Despite our enthusiasm, we are not ready to risk inflicting on our community the disaster of a no deal," he said.
"NO BACKSTOP, NO DEAL"
More than three years after the June 23, 2016, referendum, in which slightly less than 52 percent of voters opted to leave the European Union, the divorce from Europe is in limbo, locked between Johnson and opponents of a no deal.
The latter formed a new parliamentary group on Tuesday in a bid to convince their colleagues to adopt a text close to the one that has already been rejected three times in the House of Commons.
The group, consisting of MPs from the Conservative, Labour, and Liberal Democrat parties, has been baptized "MPs for a Deal." Its objective is to rally around the would-be deal that former Prime Minister Theresa May drafted with the Labour party.
"We are all in favour of a deal and an orderly exit," declared Caroline Flint of Labour, who claims to represent some 50 Labour MPs. "Our voice may not carry as much weight as others', but it is the voice of reason," she added.
During a trip to Dublin on Monday, the prime minister stated he had, "carefully examined the consequences" of a no deal Brexit for Ireland and the United Kingdom.
Boris Johnson and several members of his government have said that they are in the process of presenting new propositions to the European Union and that talks with Brussels are moving forward.
One of the main points of contention in the discussions concerns the safety net that would hinder the reestablishment of border controls between the Republic of Ireland and Northern Ireland.
Boris Johnson is calling for the removal of this "backstop," something both the EU and Dublin have ruled out. "In the absence of alternative arrangements, no backstop means no deal for us," reiterated Irish Prime Minister Leo Varadkar on Monday.
