Source text - Spanish En el mes de junio de 2016, se contrató una consultoría específica para redactar y fundamentar el documento de “una política de ejercicio del derecho humano al agua y saneamiento para avanzar hacia la universalización de los servicios” que luego de desarrollado el servicio de consultoría y de realizadas las gestiones al interior del Ministerio de Medio Ambiente y Agua (MMAyA), culminó con la emisión de Resolución Ministerial No 569 en fecha 27 de octubre de 2017, que establece la “Política Nacional para el ejercicio del Derecho Humano al Agua y Saneamiento (DHAS) en Bolivia” e instruye al Viceministerio de Agua Potable y Saneamiento Básico (VAPSB) coordinar la implementación, socialización de la referida Política y la aplicación gradual de este derecho humano.
Translation - English In June 2016, a specific consultancy was hired to draft and substantiate the document "a policy of exercising the human right to water and sanitation to move towards making services universal" which, after being developed by the consulting service and negotiations within the Ministry of Environment and Water (MMAyA), culminated with the issuance of Ministerial Resolution No. 569 on October 27, 2017, which establishes the "National Policy for the Exercise of the Human Right to Water and Sanitation" (DHAS) in Bolivia "and instructs the Vice Ministry of Drinking Water and Basic Sanitation (VAPSB) to coordinate the implementation, analysis and discussion of the aforementioned Policy and the gradual application of this human right.

Our study of climate synthesizes the energy-atmosphere phenomena and water-weather phenomena discussed in the next section. The condition of the atmosphere at any given place and time is called weather. The consistent behavior of weather over time, including its variability, represents a region's climate. Therefore, climate includes not just the averages but the extremes experienced in a place, for a climate may have temperatures that average above freezing every month, yet still threaten severe frost problems for agricultural activities (especially in the Bolivian Altiplano). Think of climate as dynamic and shifting rather than static, or fixed and inactive.

This also results in sea level being considerably higher in the west compared to the east. Periodically these conditions shift, often quite dramatically, when the trade winds weaken and the warm water sloshes back towards the east. Both sea surface height and temperature rise in the Eastern Pacific, especially off the western coast of South America, when these El Niño events occur.
