The future? It’s complicated. It offers a wide array of possibilities – good, bad, or a combination of both – but, mostly, it catches us by surprise. As did the Arab Spring, the turn of events in post-conflict Libya, and the civil war in Syria, none of which developed quite as we had hoped.
Hope is not, of course, the most logical ingredient when anticipating the future: knowledge and intellect are the main prerequisites to keep strategic surprise to a minimum, but even then our world will remain a place fraught with uncertainty. That a storm of some sort was taking shape in Middle Eastern and North African societies a few years ago was not a secret – exactly how and when it would break out, however, was a mystery.
But uncertainty is no reason to relax and wait for the future to just unfold. Timely and focused policy decisions do have an impact, and the EUISS’s task is to contribute to informed decision-making. In this report, three potential futures for the Arab world have been spelled out – and all three hinge entirely on policy-makers’ decisions. While there are things we cannot easily change about the future – such as climate change or certain demographic realities – the course of other events and processes can still be influenced: the train might have left the station, but it is up to decision- makers to flip the right switches.
In this sense, this EUISS report seeks to send an optimistic message, as it shows that while a better future in the Middle East and North Africa is not necessarily on the cards, it is nevertheless possible if the right decisions are taken today. The alternative – sitting back and waiting for things to follow their ‘natural’ course – is simply not an option, neither in the region nor elsewhere.
Paradoxically, even the best foresighting can prove wrong, as it pushes for policies designed to avert the very future(s) it depicts. Indeed, in 2025 we might pick up this publication with amusement because some of its gloomy predictions were so off the mark. We might – and indeed we hope we do.

Imagining the future is a difficult task; time and again, researchers have struggled to predict major disruptive events such as the Arab Spring, even though in retrospect certain signs of the upheaval to come were discernible. The main problem with forecasting the future is therefore not that it does not make sense in hindsight, but that there are simply too many dynamics at play simultaneously for us to understand their implications. Simply put, there are always several futures possible at any given time. In the twenty-first century, this challenge is particularly difficult because the amount of available information is growing exponentially at a time when the world is becoming ever more interdependent and connected.
What future studies seek to do is to reduce the element of surprise: they narrow the many possible futures down to those scenarios that are probable or indeed preferable, and thereby provide policy-makers with options to shape the future in a certain way. Once we have imagined a certain situation, we can anticipate not only responses but also mould our choices accordingly. Just imagining will therefore reduce the surprise element. However, future studies can never claim to accurately predict a certain future. Potential futures can be narrowed down to four types: possible futures are all those that are imaginable and therefore unlimited as they involve knowledge we do not yet possess (e.g. on how to travel in time); plausible futures are those which could happen according to our current knowledge, and hence are built on information rather than speculation; probable futures are those which are likely to happen, as they are in part the result of current trends and therefore linear extensions of the present time. A fourth type, preferable futures, could fall into any of the former three categories: predicated on value judgments rather than knowledge, preferable future scenarios are based on normative predictions and optimising the likelihood of such evolutions materialising. One example would be the Apollo moon landing: begun as President Kennedy’s preferred and possible, but not plausible, future, his vision laid the groundwork for the creation of knowledge and expertise necessary to realise it. Futures are in large part shaped by choices, and thinking creatively about them helps to crystallise the different options.

This report is the outcome of three sessions that convened a group of experts, the Arab Foresight Group, during 2014. It takes into account projections made by a wide array of organisations and is based to the maximum extent possible on available data (referenced in the bibliography in the annex, pp. 50-51). It reduces speculation to a bare minimum, and identifies the relative certainties or megatrends which concern the Middle East region and which are not likely to change over the next decade; perhaps more importantly, it also identifies six game-changers: those areas where policy-matters will influence the course of events by their choices. Depending on these choices, three probable scenarios have been hypothesised for the year 2025. All assumptions and extrapolations are based on what the expert group considered both probable and plausible.
Scenarios are, in futurology, not only a description of possible future situations but also of the pathways leading there; they are useful as not only do they flesh out a possible future, but they reduce speculation because they come with an explanation of how the projected future came about. By default, scenarios focus on deliberately chosen key factors while excluding others. All three scenarios are equally likely: in fact, believing that one projection has more chances of materialising than another will lead to an inbuilt pessimism or optimism bias which in return will influence policy decisions. Research shows that economic forecasts are notoriously optimistic, which in the long run can have adverse consequences by incurring delays in the implementation of necessary reforms; regional experts in turn tend to view future evolutions generally negatively based on past experience, leading to a pessimistic, indeed often almost nihilistic, perspective.
The three scenarios are extrapolations of the current situation: in 2015, the Arab world is undergoing its third systemic shock since 2011, and is facing several severe challenges. The turmoil which took the world by surprise in 2011, while it began in the domestic arena, has since developed complex regional ramifications. Since then, the domestic focus of concern has moved from economics to security, which is rapidly imploding across the region. Domestic politics have therefore moved from a reform to a security agenda, ignoring the fact that economic issues were one of the driving factors that led to the upheaval of 2011. While security forces are over-stretched everywhere, defence budgets are rising across the region. The security vacuums which have opened up in the wake of the events of 2011 (ranging from Lebanon to Iraq and Syria, the Egyptian Sinai, Algeria’s south and mountains, Tunisia’s mountains and Libya) have expanded, while illicit networks present there have grown into full-scale jihadi organisations – sometimes cooperating with one another, sometimes not. There has been an alarming rise in terrorism across the region, often combated by the armed forces rather than by intelligence and internal security services. This reinforces the political role of the military, while a series of new terrorism laws conflates political opposition with terrorist activity. Security Sector Reform has been postponed virtually everywhere.
The domestic problems and crises of the Arab states have thus spilled into the regional level and exacerbated pre-existing tensions. The antagonism between Iran and the Gulf States echoes through the Egyptian political landscape, where Morsi is accused of a conspiracy against Egypt along with Hamas and Iran. Across the region, the Muslim Brotherhood, Hamas, Hezbollah, Iran, Turkey and Qatar (whose foreign policy seemed to be under review at the time of writing) are now pitted against the conservative alliance led by Saudi Arabia, the United Arab Emirates (UAE) and Egypt. The latter has largely abdicated its role as a dynamic foreign policy player, taking a back seat rather than engaging constructively in present-day politics, while regional politics have entered a ‘Gulf moment’. Whether this is the result of a power vacuum or a ‘push moment’ is not clear. In any case, Gulf States have moved from being foreign policy observers to makers (e.g. Qatar), but disagree among each other on objectives and instruments. Palestine, although traditionally at the heart of regional politics, had been put on the backburner until the Gaza war in the summer of 2014; nevertheless, the crisis there is dwarfed by other ongoing events such as the takeover by the Islamic State of Iraq and the Levant (ISIL) of whole regions in Iraq and Syria, and the implosion of Libya – both of which have triggered a regional response.
The region remains highly challenged in economic terms: in 2012, Arab GDP per capita was below the world average of $11,975 at $7,981 and, while very wide disparities exist across the region (Yemen’s GDP per capita stands at $2,283, while Qatar’s is $102,211), it clearly faces serious difficulties in terms of wealth creation and distribution.
With the proliferation of conflict in the region, parallel economic systems have established themselves which fuel the ongoing cycle of violence. Syria has evolved from a state beset by economic problems to a full-blown war economy: having struggled with several economic issues before the war – including a years-long drought, hikes in food prices and stalled reforms to introduce a market economy – it is now crippled by destroyed infrastructure and a chaotic environment that deters potential investors. In terms of the Human Development Index, today Syria is back where it was 37 years ago; and even at a very optimistic growth rate of 5% a year it would take Syria 30 years to return to its 2010 GDP value. But Syria is only one example among several of economies damaged by a gaping security vacuum; elsewhere, such as in Libya or Iraq, insecurity has contributed to stifled economic activity, the emergence of shadow economies and discouragement of foreign investment. Not surprisingly, the Middle East and North Africa (MENA) is one of the regions in the world with the lowest rate of foreign direct investment (FDI); the effective cost of conflict (the actual financial cost in addition to the loss of economic opportunities incurred) in the region since 1948 has been estimated at $12 trillion.
The struggling economies of the region – such as Egypt and Libya – are the outcome of several conflated developments, ranging from corruption to delayed reforms, low foreign direct investment, crony capitalism, and lack of resources. The urgent need for reform needs to be addressed in the context of a deteriorated business environment, an evolving shadow economy, rising unemployment (especially among young people, where it stands at 25%) and food prices. In addition, the events of 2011 have created heightened expectations among the population which governments will find it difficult to match. But even rentier economies are struggling because of insecurity. Oil output has decreased throughout 2013 and 2014 in Syria, Iraq, Libya and Yemen, while Saudi Arabia, Qatar and the United Arab Emirates have increased their social spending significantly. Meanwhile, projections foresee a tightening of the global oil market thanks to an increase in unconventional oil production in the United States and weak global demand.
All Arab states struggle with national identity – as highlighted by the ongoing debate on the disappearance of the Sykes-Picot states – as the main political ideologies are regional rather than national, and implicitly seek the abolition of the Arab state as such. The different forms of Islamism or Arabism reject the regional state system as it is and seeks to establish a larger pan-Arab state: both ideologies are infused with sectarianism, used by states and local groups alike, as it promotes either Arabs over non-Arabs (such as Kurds, Israelis or Iranians) or one type of Islam over another. Although the 2011 uprisings initially had a strong Arabist dimension, this has now given way to a militant Islamist rhetoric.
Three distinct currents of political Islam have come to prominence in the aftermath of the Arab Spring, although these did not originally drive the events of 2011: electoral Islamism which is represented by Hamas, Ennahda and the Muslim Brotherhood (and supported by Qatar and Turkey); authoritarian Islamism represented by Saudi Arabia and its allies; and revolutionary Islamism represented by groups such as ISIL, al-Qaeda, Beit al-Maqdis and Jabhat al-Nusra. All three camps are entangled in a regional zero- sum game played out at the domestic level. Political elites struggle with the current situation; all political parties – old and new – have failed to offer sound strategies on how to reform, instead producing wishlists and slogans. So-called Arab liberal parties have begun to engage in decidedly illiberal behaviour, whereas the Arab left has not managed to deliver on the strong demands for social justice. Young people, the mainspring of the 2011 events, have not managed to capitalise on the momentum of the Arab Spring either, and have been left largely excluded and disillusioned.

I. Megatrends
Larger trends that are unlikely to be countered or turned around in the projected timeframe are called megatrends; they define the ‘possibility-space’ of the future.
The population in the Arab world will continue to grow. Standing at 357 million inhabitants in 2015, it will increase to 468 million in 2025. Even though a slowdown in demographic growth is predicted, the regional total fertility rate average (or the average number of children per woman) is expected to remain higher in Arab countries at 3.1 than the world average of 2.7 for the period 2015-2020. Even if fertility rates were to fall rapidly, population growth will persist. Owing to the prevalence of high fertility in the recent past, a large percentage of the population in most of the countries is young (usually defined by the age cohort 15–30).
This coincides with a second trend, urbanisation. In 2015, over 56% of Arab citizens reside in cities, and this proportion is forecast to reach 61.4% in 2020. This trend – which is in line with patterns in the rest of the world – is expected to stall from then onwards. The main drivers for rural exodus within the Arab world are the concentration of economic activities within cities, migration to oil-rich countries, drought and conflict. This migration influx is important because Arab cities lack the infrastructure and resources to accommodate the incoming rural populations, and the phenomenon therefore harbours some potential for friction.
The effects of global warming and climate change have already started to impact on Arab societies on various levels. The Mediterranean region in particular is identified as one of the main climate change hotspots. Nevertheless, the issue is not a priority for most Arab governments today. Climate change threats in the Arab world are threefold: global warming and desertification, scarcity of resources and the rise in sea levels. In 2007, the International Panel on Climate Change (IPCC) projected an increase in temperature of up to 2°C in 2025 for the Southern Mediterranean: this is expected to contribute to increased aridity, lower soil humidity, higher evaporation– transpiration rates and shifts in seasonal rainfall patterns. Already one of the most water-poor regions in the world, the MENA region will be hit particularly hard. Even though the GCC countries have invested in water desalination in an attempt to palliate water shortages, other Arab countries have an annual per capita share of renewable water resources that falls below the water poverty line.
Another impact of climate change includes sea level rise (SLR).The IPCC predicts a rise of 0.1m to 0.3m by 2050, with significant impact in the Southern Mediterranean due to low-lying coastal areas in countries such as Egypt, Morocco, Algeria, Tunisia and Libya. This is made worse by the fact that coastal zones have one of the highest population densities in the Mediterranean area. For example, Egypt is considered one of the top 5 countries in the world expected to be at risk from a 1-metre SLR, and the city of Alexandria is projected to potentially disappear altogether.

In 2025, there will be no incentive for oil-producing Arab states to reform as they will still have access to income from petroleum and gas resources although production will run into diminishing returns. Arab countries hold the biggest proven reserves of oil in the world, with 43%, as well as considerable reserves of natural gas, more than a quarter of the world’s total proven gas reserves. This trend of relying on energy resources will be fostered by a 41% increase in the primary energy demand between 2012 and 2035. Gas demand will rise by 50% by 2035, while oil demand will reach 99.7 mb/d in 2035, up from 87.4 mb/d in 2011. 95% of projected demand growth will come from non-OECD countries, with China and India in the lead for global energy consumption.

The main shift is already visible, as Arab oil and gas increasingly cater for Asia-Pacific markets. Moreover, energy demand in the Middle East will also continue to grow at a rate of 1.9% per year on average between 2010 and 2035, underpinned by an expanding population, rising incomes, rapid development and heavy subsidies for fossil fuels. Although its potential ramifications in the Middle East are stalled for the moment, the Nabucco pipeline project would reinforce the integration of Arab energy producers on the international market.
The implications of discovery and exploitation of unconventional gas (or shale gas) are twofold. First, some Arab countries, such as Algeria and Libya, are identified as promising shale gas producers by the IEA’s Medium-Term Gas Market Report 2013. Algeria ranks third in the world in terms of shale gas reserves, with an estimate of 707 trillion cubic feet, and is already the second largest natural gas supplier to Europe. However, extraction of shale gas in Algeria and Libya before 2018 is unlikely due to the lack of proper investment frameworks and infrastructure, which have an exploitation cost 4 to 5 times higher than that of conventional gas, as well as an unstable geopolitical environment. Second, the North American ‘shale revolution’ is a significant development by virtue of which the subcontinent is becoming increasingly self-sufficient in terms of energy production due to the discovery of considerable unconventional gas fields in the United States, Canada and, to a lesser extent, Mexico. This major development could imply that the United States might potentially lose interest in the Arab Gulf countries as sources of energy production. But as the United States has been reducing its imports from the Middle East since the oil crises of the 1970s, well before the ‘shale revolution’, the US had already stopped importing strategically relevant amounts from the Gulf.
Overall oil and gas prices remain volatile even if the long-term trend is a steady increase. The current shortage and consequent increase in prices is however not the result of short-term shocks, such as war and revolution, but rather of the spike in Asian oil consumption – itself countered by the increase in supply through shale oil production.
Food prices and energy prices are highly correlated especially in food-importing countries such as the Arab ones. The agri-food chain is highly energy-intensive throughout all stages of production, post-harvesting, food storage and processing, transport and distribution, as well as food preparation. Consequently, spikes in oil prices trickle down to the food price. Arab countries are particularly vulnerable to this, as they have ceased producing enough for their own consumption, and rely entirely on food imports. In 2014, agriculture only represented 3% of the region’s GDP and the manufacturing industry remains weak. Critically, Arab states are the highest food subsidisers in the world, spending on average 5.8% of their GDP on food subsidies, but these are considered ineffective as they do not benefit the poorest sections of society.
On a more positive note, literacy rates are projected to improve over the coming decade. From 55% in 1990, the rate of literacy in the region has increased to 77% in 2011, and to 90% among the younger generation. However, as a result of population growth, the actual number of illiterate adults has only fallen from 52 million to 48 million. Moreover, in some countries, adult female literacy remains relatively low compared to the world average.
In part, this reflects the uneven outcome of Education For All (EFA), a commitment to provide quality basic education for all children, youth and adults made in 2000 by all Arab governments. Six goals were identified and had to be met by 2015 by all participating countries. So far, only Bahrain and Kuwait are expected to achieve universal primary education, gender parity and to halve the adult illiteracy rate by 2015. Other countries will miss one of the goals: Qatar will fail to meet the gender goal; Egypt, Jordan, Syria and the UAE the literacy goal; Oman will miss universal primary education. Five other countries will achieve only universal primary education: Algeria, Iraq, Lebanon, Morocco, Saudi Arabia and Tunisia. Three countries will not even achieve one of the EFA time-bound goals: Djibouti, Sudan and Yemen. Inadequate investment in education impedes the creation of ‘tomorrow’s jobs’ that require more advanced skills. Progressive investments in education made today will reap large benefits in the future.
The Arab world lags behind the rest of the world in terms of internet penetration, with 25% of people having access to the internet – although wide disparities exist across the region. By 2025, this figure is expected to increase to possibly reach 50%. In 2012-2013, major changes have been observed in the internet usage patterns in the Arab region: social media, e-transactions and e-commerce have gained significant momentum throughout the region after the Arab uprisings. 53 million users are active on social media platforms, out of the total number of 125 million internet users. It is hoped that increased access to the internet will foster the development of Arab knowledge societies.
Progress is expected also when it comes to gender equality, even though substantial challenges persist in the region overall. However, despite their reservations on the subject of equal rights for women, all Arab states except Sudan ultimately ratified the Convention on the Elimination of All Forms of Discrimination Against Women. Some significant progress has been achieved in the past few years: Algeria, Jordan, Morocco and Tunisia have introduced parliamentary quotas for women in their national electoral laws, and the number of women actively involved in business and politics is slowly but progressively increasing.
II. Game Changers: where do we go from here?
In future studies, game changers are events or circumstances which will not only have a disproportionate influence on the future, but are also accompanied by uncertainty regarding which direction will be taken. This has to do with the fact that there are several options, several actors influencing the specific event or circumstance and several linkages to other shifting areas. Narrowing down these scenarios to relative certainty is therefore simply not possible. Game changers are formulated as questions because there is uncertainty over their evolution.
Perhaps the most important game changer is youth unemployment. The Middle East and North Africa has the highest rate of unemployment in the world, with unemployment figures hovering steadily around 10% across the region – more importantly, it also has by far the highest rate of youth unemployment in the world.
In spite of reform rhetoric, the issue has grown worse since 2011. While youth unemployment in the Middle East stood at 26% in 2011, it stood at 27.9% in 2014, and is expected to rise to 28.6% by 2018. In North Africa, it stood at 28.1% in 2011 and is expected to increase to 29.5% by 2018 – both projections based on the by no means certain assumption that the Middle East’s GDP will continue to grow by around 4% a year, and North Africa’s by 4.5%. But although Arab states’ GDPs grew relatively stable in the last decade, this has not led to job creation and poverty reduction. The phenomenon cuts across both oil-exporting and oil-importing states: Saudi Arabia’s youth unemployment rate for instance stands at 28.3%, whereas Yemen’s is 53%. Although unemployment used to be concentrated in pockets of unskilled labour, it is particularly high among university graduates in the Arab world, where 45% of graduates are unemployed in Jordan, 43% in Saudi Arabia, and 30% in Lebanon.
A youth bulge – a high proportion of the population aged under 30 – does not necessarily translate into a social problem. It can act as a spur to economic development (a phenomenon referred to as the ‘demographic dividend’), or it can turn into a demographic bomb if the labour market cannot absorb the young jobseekers. In this case, unemployment shifts from a purely social or economic issue into a security concern. The correlation between unrest and conflict on the one hand and high unemployment rates in the 15 to 30 age bracket is undeniable: 80% of civil conflicts that occurred between 1970 and 1999 broke out in countries where 60% of the population were under the age of 30 – and unemployed. Statistics show that every percentage point increase in the youth population magnifies the risk of conflict for a given state by 4%. Where young people make up more than 35% of the adult population, the risk of conflict is even 150% higher – especially for terrorism. Recent studies confirm that states with large numbers of young unemployed males present a significantly higher risk for terrorist activities. All of these factors apply to the Arab world, which dangerously combines high fertility rates, urbanisation, and youth unemployment (in particular among the highly educated). Youth unemployment poses a real security challenge for Arab states; will they be able to tackle it by 2025? In contrast to other areas, such as demography or climate change, unemployment is an area where improvements are possible fairly quickly – if the context is right and if adequate policy decisions are taken. The room for manoeuvring is restricted for some of the Arab states in this regard: job-stimulating policies usually require deepening fiscal deficits that are already high in states such as Egypt.

Bár vannak olyan dolgok – mint például a klímaváltozás vagy egyes demográfiai tényezők –, amelyeket nem könnyű megváltoztatni a jövőben, más események és folyamatok alakulását képesek vagyunk befolyásolni: jóllehet, hogy a vonat már elhagyta az állomást, de az a döntéshozók feladata, hogy a megfelelő váltókarokat húzzák meg.
Ilyen értelemben a jelen EUISS-jelentés igyekszik optimista üzenetet közvetíteni, mivel bemutatja, hogy a jövő nem feltétlenül kecsegtet nagyobb reményekkel a Közel-Keleten és Észak-Afrikában, mindazonáltal a jobb jövő lehetséges, amennyiben a megfelelő döntéseket hozzák a jelenben. A másik lehetőséget, hogy ölbe tett kézzel nézzük végig az események „természetes” folyását, egyszerűen nem engedhetjük meg maguknak se ebben a régióban, se másutt.
Látszólagos ellentmondás, hogy még a legjobb előrejelzés is tévesnek bizonyulhat, mert olyan intézkedések foganatosítására sarkall, melyek épp a felvázolt jövő elkerülésére irányulnak. Meglehet, hogy 2025-ben mosolyogva tekintünk vissza erre a jelentésre, mert némely homályos előrejelzése annyira távol állt a valóságtól. Ez elképzelhető – és igazság szerint reméljük is, hogy így lesz.

Bevezető
Nehéz feladat elképzelni a jövőt; a kutatók sokszor hiába próbálják megjósolni az arab tavaszhoz hasonló jelentősebb felforgató eseményeket annak ellenére, hogy visszatekintve a közelgő felfordulás egyes előjelei felismerhetők voltak. A jövő előrejelzésével tehát nem az a gond, hogy utólag nem tudjuk értelmezni a történteket, hanem az, hogy egyszerűen túl sok folyamat játszódik le egy időben ahhoz, hogy megértsük következményeiket. Egyszóval mindig több jövő lehetséges egy adott pillanatban. A 21. században ez különösen komoly kihívást jelent, mert a rendelkezésre álló információmennyiség exponenciálisan növekszik, ugyanakkor az egymásrautaltság és összekapcsolódás egyre meghatározóbb világunkban.
A jövőkutatás arra törekszik, hogy csökkentse a meglepetések kockázatát: leszűkíti a számos lehetséges jövőt a valószínű vagy a kívánatos szcenariókra, és ezáltal lehetőséget nyújt a döntéshozóknak, hogy egy bizonyos irányban alakítsák a jövőt. Ha egyszer elképzeltünk egy bizonyos helyzetet, nem csak reakciókra számíthatunk, hanem a döntéseinket is aszerint tudjuk kidolgozni. Tehát már a jövő elképzelése is csökkenti a meglepetés szerepét. A jövőkutatás azonban sosem állíthatja azt, hogy pontosan képes megjósolni egy bizonyos jövőt. A potenciális jövők négy típusra szűkíthetők: a lehetséges jövők mindazok a jövőváltozatok, amelyek elképzelhetők, és következésképp végtelen számúak, mert olyan tudást is tartalmaznak, amely egyelőre még nincs birtokunkban (pl.: az időutazás képessége); a megvalósítható jövők, amelyek a jelenlegi tudásunk szerint bekövetkezhetnek, és ezért spekuláció helyett az ismereteinkre épülnek; a valószínű jövők , amelyek valószínűleg megtörténnek, hiszen részben a jelenlegi trendek eredményei, és mint ilyenek, a jelen lineáris meghosszabbításai. A negyedik típus, a kívánatos jövők bármelyik előbbi kategóriába tartozhatnak: az inkább értékítéleteken, mintsem ismereteken alapuló kívánatos szcenariók normatív előrejelzésekre épülnek, és az ilyen fejlemények megvalósulásának valószínűségét optimalizálják . Egy jó példa a fentiekre az Apollo-holdra szállás, amely Kennedy elnök kívánatos és lehetséges, de nem megvalósítható jövőjének indult, azonban az ő víziója teremtette meg az expedíció megvalósításához szükséges tudás és szakértelem alapjait. A jövőt nagyrészt döntések alakítják, és a róla alkotott kreatív gondolatok segítenek abban, hogy a különböző lehetőségek kikristályosodjanak.

Jelen jelentést az Arab Foresight Group, egy szakértőket egybegyűjtő csoport készítette három, 2014-ben tartott értekezlete eredményeként. A jelentés figyelembe veszi a különböző szervezetek széles köre által készített előrejelzéseket, és a lehető legnagyobb mértékben támaszkodik a rendelkezésre álló adatokra (a hivatkozásokat ld. a függelékek között a Felhasznált irodalomban , 50-51. o.). Minimálisra csökkenti a spekulációt és azonosítja a közel-keleti régiót érintő relatíve nagy bizonyossággal bekövetkező tényezőket, más néven megatrendeket , amelyek nagy valószínűséggel nem fognak változni a következő évtized során; ami talán ennél is fontosabb, a jelentés hat game changert is kijelöl: vagyis azokat a területeket, ahol a döntéshozók befolyásolják majd az események alakulását. A jelentés az általuk hozott döntésektől függően három valószínű szcenariót feltételez a 2025-ös évre vonatkozóan. A szakértői csoport valamennyi feltételezést és extrapolációt egyaránt valószínűnek és megvalósíthatónak tartott tényezőkre alapozott.
A jövőkutatásban a szcenariók nem csupán lehetséges jövőbeni helyzeteket írnak le, hanem az azokhoz vezető utat is; igen hasznosak, mert a lehetséges jövő kidolgozásán túl csökkentik a spekuláció szerepét is, hiszen magyarázattal szolgálnak arra vonatkozóan, hogy az előre jelzett jövő miként következett be. Alapesetben a szcenariók tudatosan kiválasztott kulcsfontosságú tényezőkre összpontosítanak, míg másokat kizárnak. Mindhárom szcenarió ugyanakkora valószínűséggel következhet be: valójában ha azt hisszük, hogy az egyik előrejelzés nagyobb eséllyel valósul meg, akkor az szükségszerűen pesszimista vagy optimista előítélethez vezet, ami pedig kihat a politikai döntéshozásra. Kutatások szerint a gazdasági előrejelzések közismerten optimisták, ami hosszútávon azzal a káros következménnyel járhat, hogy késlelteti a szükséges reformok bevezetését; a regionális szakértők ellenben hajlamosak általában véve negatívan szemlélni a jövő alakulását a múltbeli tapasztalok alapján, ami pesszimista, sőt gyakran már-már nihilista látásmódhoz vezet.
Mindhárom szcenarió a jelen helyzet extrapolációja: 2015-ben az arab világ a harmadik rendszer szintű válságon megy keresztül 2011 óta, és számos komoly kihívásnak néz elébe. A világot váratlanul érő 2011-es zűrzavar eleinte csak egyes országokra korlátozódott, mára azonban összetett regionális következményeket szült. Azóta ezekben az országokban a hangsúlyt áthelyezték a gazdasági problémák kezeléséről a biztonságra, amely rohamosan romlik a régióban. A hazai politikai napirendekre így a reformok helyett a védelmet tűzték ki, nem törődve azzal, hogy többek között épp a gazdasági problémák voltak a 2011-es felfordulás kiváltó okai. Annak ellenére, hogy a biztonsági erők mindenütt túlméretezettek, a védelmi költségvetés emelkedik a régió országaiban. A 2011-es események nyomán keletkező biztonsági vákuumok (Libanonban, Irakban, Szíriában, az egyiptomi Sínai-félszigeten, Algéria déli részén és hegyvidékén, Tunézia hegyvidékén, valamint Líbiában) továbbterjedtek, és az ott működő betiltott csoportok jelentős dzsihadista szervezetekké fejlődtek, amelyek időnként együttműködnek, máskor nem. A terrorizmus régió szerte aggasztó mértékben nőtt, amely ellen a hírszerzés és a belbiztonsági szolgálatok helyett gyakran a fegyveres erők veszik fel a harcot. Ez megerősíti a hadsereg politikai szerepét, egy sor új terrorizmusellenes törvény pedig egyként kezeli a politikai ellenzéket és a terrorista tevékenységet. A biztonsági ágazat reformját gyakorlatilag mindenhol elhalasztották.
Az arab államokat sújtó belföldi nehézségek és válságok tehát régiós szintre emelkedtek, és fokozták a meglévő feszültségeket. Az Irán és a Perzsa-öböl menti államok közötti ellenségességtől visszhangzik az egyiptomi politikai színtér, ahol Murszit a Hamásszal és Iránnal együtt Egyiptom elleni összeesküvéssel vádolják. A régióban most a Muszlim Testvériség, a Hamász, a Hezbollah, Irán, Törökország és Katar (melyeknek a külpolitikája épp felülvizsgálat alatt állt e jelentés írásakor) áll szemben a Szaúd-Arábia, az Egyesült Arab Emírségek (EAE) és Egyiptom által vezetett konzervatív szövetséggel. Az utóbbi nagyrészt lemondott a meghatározó külpolitikai szerepvállalásról, és inkább megfigyelője, mintsem konstruktív résztvevője az aktuálpolitikának, miközben a regionális politikában új időszak köszöntött be: az ún. „Öböl-momentum” . Nem egyértelmű azonban, hogy ezt vajon mi váltotta ki : egy hatalmi vákuumnak vagy egy döntő momentumnak („push moment”) . Mindenestre az Öböl-államok külpolitikai megfigyelőkből aktív résztvevőkké váltak (pl.: Katar), azonban nem értenek egyet a célokat és az elérésükhöz szükséges eszközöket illetően. A regionális politikában hagyományosan központi szerepet játszó Palesztina háttérbe szorult a 2014 nyarán kirobbanó gázai háborúig; mindazonáltal az ottani válság eltörpül az olyan folyamatban lévő események mellett, mint az Iraki és Levantei Iszlám Állam (ISIL) térhódítása Irak és Szíria egyes régióiban, vagy Líbia összeomlása – ugyanis mindkét esemény regionális reakciókat váltott ki.
A régiónak továbbra is komoly kihívásokkal kell szembe néznie, ami a gazdaságot illeti: 2012-ben az arab egy főre jutó GDP a 11 975 dolláros világátlag alatt 7 981 USD-n állt, és, bár nagyon nagy eltérések vannak a régióban (az egy főre jutó GDP Jemenben 2 283 USD, míg Katarban 102 211 USD), szemmel láthatóan komoly nehézségeknek néz elébe a javak termelését és elosztását illetően.
A konfliktus regionális elterjedésével párhuzamos gazdasági rendszerek jöttek létre, amelyek tovább táplálják a jelenlegi erőszakhullámot. Szíria egy gazdasági problémákkal küszködő államból teljesen kifejlett háborús gazdasággá alakult: az ország számos gazdasági nehézséggel küzdött a háború előtt is – többek között éveken át tartó szárazsággal, kiugróan magas élelmiszerárakkal és a piacgazdaság bevezetésére tett elakadt reformkísérletekkel –, most pedig megbénítja a lerombolt infrastruktúra és a kaotikus környezet, amely elriasztja a potenciális befektetőket. A humán fejlettségi mutató alapján Szíria ma ugyanott tart, mint 37 évvel ezelőtt; még egy nagyon optimista 5%-os növekedés mellett is 30 évig tartana, amíg az ország újra eléri a 2010-es GDP értékét. Szíria azonban csupán egyike a tátongó biztonsági vákuum sújtotta gazdaságoknak; máshol, például Líbiában vagy Irakban a bizonytalanság hozzájárult a gazdasági tevékenység lelassulásához, árnyékgazdaságok megjelenéséhez, valamint a külföldi befektetők elriasztásához. Nem meglepő, hogy a Közel-Kelet és Észak-Afrika (MENA) egyike a világ legalacsonyabb közvetlen külföldi működőtőkebefektetés-aránnyal (FDI) rendelkező régióinak; a régióban a konfliktus effektív költségét (vagyis a tényleges pénzköltséget az elmulasztott gazdasági lehetőségeken felül) 1948 óta 12 billió dollárra becsülték.
A régió nehézségekkel küzdő országainak – úgy mint Egyiptom és Líbia – gazdasági problémái több összetett tényezőből adódnak: többek között az elhalasztott reformok körüli korrupció, a közvetlen külföldi működőtőke-befektetés alacsony aránya, az „urambátyám kapitalizmus”, valamint az erőforrások hiánya. Az égetően szükséges reform megvalósításához az alábbi összefüggéseket kell figyelembe venni: romló üzleti környezet, kialakuló árnyékgazdaság, növekvő munkanélküliség (különösen a fiatalok körében, ahol jelenleg 25%-os), valamint emelkedő élelmiszerárak.
Továbbá a 2011-es történések a népesség körében magas elvárásokat támasztottak, amelyeknek nem lesz könnyű megfelelnie a kormányoknak. Azonban a „járadékélvező” gazdaságok is küszködnek a bizonytalanság miatt. Az olajtermelés 2013 és 2014 folyamán csökkent Szíriában, Irakban, Líbiában és Jemenben, amíg Szaúd-Arábia, Katar és az Egyesült Arab Emírségek jelentősen növelték szociális kiadásaikat. Eközben az előrejelzések a globális olajpiac zsugorodására számítanak, amely a nem konvencionális olajkitermelés egyesült államokbeli elterjedésének, valamint a gyenge globális keresletnek tudható be.
Valamennyi arab államban problémát jelent a nemzeti identitás kérdése – amint azt a Sykes–Picot-egyezmény során létrejött államok eltűnéséről jelenleg folyó vita is mutatja –, ugyanis a főbb politikai ideológiák regionálisak, nem pedig nemzetiek és burkoltan az arab állam eltörlésére irányulnak. Az iszlamizmus vagy arabizmus különböző formái elutasítják a regionális államrendszert ebben a formában, és egy átfogóbb pánarab állam alapítását tűzik ki célul: mindkét ideológia központi eleme a szektarianizmus, amelyet államok és helyi csoportok egyaránt alkalmaznak, mivel előnyben részesíti az arabokat a nem arabokkal (köztük a kurdokat, az izraelieket és az irániakat) szemben, vagy az iszlám egyik változatát a többivel szemben. Bár a 2011-es felkeléseknek kezdetben erős arab jellege volt, mára teret nyert a militáns iszlamista retorika.
A politikai iszlám három elkülöníthető hulláma emelkedett ki az arab tavasz nyomán, jóllehet nem ezek váltották ki a 2011-es eseményeket: az elektorális iszlamizmus, melyet a Hamász, az Ennahda és a Muszlim Testvériség képvisel (valamint Katar és Törökország támogat); a Szaúd-Arábia és szövetségesei által képviselt autoriter iszlamizmus; valamint a forradalmi iszlamizmus, melyet az olyan csoportok képviselnek, mint az ISIL, az al-Káida, a Beit al-Makdisz és a Dzsabhat al-Nuszra . Mindhárom tábor belekeveredett egy olyan regionális zéró-összegű játékba , amely nemzeti szinten fog eldőlni . Az országok politikai elitjei nem bírnak megbirkózni a jelenlegi helyzettel; egyik politikai párt sem, legyen az régi vagy új, tudott épkézláb stratégiákkal előállni a reform mikéntjét illetően, helyette egyre csak kívánságlistákat és szlogeneket találnak ki. Úgynevezett arab liberális politikai pártok tudatosan illiberális politikába fogtak, az arab baloldalnak pedig nem sikerült teljesíteni a társadalmi igazságossággal kapcsolatos magas elvárásokat. A fiataloknak, a 2011-es események fő kezdeményezőinek nem sikerült előnyt kovácsolnia az arab tavasz jelentette lehetőségből, és így legtöbbjük kirekesztetté és kiábrándulttá vált.

I. Megatrendek
Megatrendeknek nevezzük azokat a nagyobb trendeket, amelyek valószínűleg elháríthatatlanok vagy visszafordíthatatlanok; ezek határozzák meg a jövő „lehetséges tartományát”.
Az arab világ népessége tovább nő. A 2015-ben számlált 357 millió fős népesség eléri a 468 milliót 2025-ben. Bár a népességnövekedés üteme az előrejelzés szerint lassulni fog, az egész régió átlagos termékenységi rátája (vagyis az egy nőre eső átlagos gyermekszám) az arab országokban várhatóan magasabb (3,1) marad a 2,7-es világátlagnál a 2015 és 2020 közötti időszakban. Még ha a termékenységi ráta rohamosan csökkenne is, a népességnövekedés folytatódni fog. A közelmúlt magas termékenységi arányának köszönhetően az országok többségében a népesség nagy része fiatalnak számít (amely alatt rendszerint a 15–30 éves korcsoportot értjük).
Ez egybevág egy másik trenddel: az urbanizációval. 2015-ben az arab lakosság több mint 56%-a lakik városban, és ez az arány 2020-ra 61,4%-ra nő az előrejelzés szerint. Ez a trend – amely összhangban van a világ többi részén tapasztalható mintákkal – várhatóan nem folytatódik majd 2020 után. Az arab világban élő vidéki lakosság elvándorlásának fő mozgatórugói a gazdasági tevékenységek városokon belüli összpontosulása, az olajban gazdag országokba irányuló migráció, valamint a szárazság és a konfliktusok. Ez a migrációs hullám azért lényeges, mert az arab városok nélkülözik a beáramló vidéki lakosság befogadásához szükséges infrastruktúrát és erőforrásokat, ezért e jelenség potenciálisan súrlódásokhoz vezethet a népesség körében.
A globális felmelegedés és a klímaváltozás hatásai különböző szinteken már megfigyelhetők az arab társadalmakban. A földközi-tengeri térséget a világnak a klímaváltozás által egyik leginkább veszélyeztetett régiójaként tartják számon. Az arab kormányok többsége ennek ellenére egyelőre nem kezeli prioritásként a problémát. A klímaváltozás három formában fenyegeti az arab világot: globális felmelegedés és elsivatagosodás, szűkös természeti erőforrások, valamint a tengerszint emelkedése. Az Éghajlat-változási Kormányközi Testület 2007-es előrejelzése szerint 2025-ben akár 2°C-os hőmérséklet-emelkedés várható a földközi-tengeri térség déli részén: ez előreláthatólag hozzájárul majd a szárazság fokozódásához, a talaj nedvességtartalmának csökkenéséhez, a magasabb evapotranszspirációs arányhoz, valamint a csapadékviszonyok időbeli eltolódásához. A klímaváltozás különösen rosszul fogja érinteni a közel-keleti és észak-afrikai térséget, amely már most a világ legvízszegényebb régiói közé tartozik. Bár az Öböl-menti Együttműködési Tanácshoz tartozó országok a vízhiány enyhítése érdekében sótalanítási technológiákba fektettek, más arab országokban a megújuló vízforrások egy főre jutó éves aránya nem éri el a minimális vízszükségletet.
A klímaváltozás egy másik hatása a tengerszint-emelkedés. Az Éghajlat-változási Kormányközi Testület 0,1 és 0,3 méter közötti emelkedést jelez előre, amely súlyos hatással lesz a földközi-tengeri térség déli részére a többek között Egyiptomban, Marokkóban, Algériában, Tunéziában és Líbiában található, alacsonyan fekvő part menti területek miatt. Ezt súlyosbítja az a tény, hogy a part menti területek a földközi-tengeri térség legsűrűbben lakott területei közé tartoznak. Egyiptom például egyike annak az öt országnak, amelyek a világon a leginkább ki vannak téve az 1 méteres tengerszint-emelkedés veszélyének, Alexandria városa pedig az előrejelzések szerint teljes egészében víz alá kerülhet.

2025-ben az arab államok nem éreznek majd késztetést reformok bevezetésére, mivel továbbra is hozzájutnak majd a kőolaj- és földgázforrásokból származó bevételekhez, jóllehet a termelési hozam csökkeni fog. Az arab országok rendelkeznek a világ legnagyobb bizonyítottan feltárt olajkészlete felett, 43%-os arányban, valamint jelentős földgáztartalékok is itt találhatók: a világ bizonyítottan feltárt teljes készletének több mint kétharmada. Az energiaforrásokra támaszkodásnak e trendjét a primerenergia-szükséglet 2012 és 2035 közötti 41%-os növekedése fogja erősíteni. A gázszükséglet 50%-al, az olajigény pedig a 2011-es 87,4 mb/d-ről 99,7 mb/d-re növekszik 2035-re. Az előre jelzett szükségletnövekedés 95%-a nem OECD-tagországokból származik; Kína és India fogja vezetni a globális energiafogyasztást.

A változás már megfigyelhető; az arab olaj egyre nagyobb mennyiségben látja el az Csendes-óceán ázsiai piacait. Ráadásul a közel-keleti energiaszükséglet évi átlagos 1,9%-kal tovább nő majd 2010 és 2035 között a gyarapodó népességnek, az emelkedő jövedelmeknek, a gyors fejlődésnek, valamint a fosszilis tüzelőanyagok után járó támogatásoknak köszönhetően. Bár a félbeszakadt Nabucco-projekt lehetséges következményei egyelőre váratnak magukra, a gázvezeték kiépítése megszilárdítaná az arab energiatermelők integrációját a nemzetközi piacon.
A nem konvencionális földgáz (palagáz) feltárása és hasznosítása kettős jelentőséggel bír. Először is némely arab ország, úgy mint Algéria és Líbia ígéretes gáztermelőnek számít a Nemzetközi Energia Ügynökség 2013-as középtávú gázpiaci jelentése (Medium-Term Gas Market Report 2013) szerint. Algéria 707 billió köblábbal a harmadik helyen áll a világ palagázkészleteinek tekintetében, és már most Európa második legnagyobb földgázellátója. Azonban az algériai és líbiai palagáz – amelynek a hagyományos gázénál 4-5-ször magasabb a kitermelési költsége – hasznosítása 2018 előtt valószínűleg nem fog megkezdődni, mivel hiányoznak a szükséges befektetési keretek és az infrastruktúra, valamint a geopolitikai környezet is instabil. Másodszor az észak-amerikai „palagáz-forradalom” komoly fejlődést jelent, mert a szubkontinens egyre inkább önellátó lesz az energiatermelés terén, ami az Egyesült Államokban, Kanadában és kisebb mértékben Mexikóban található nem konvencionális lelőhelyek feltárásának tudható be. E jelentős fejlemény azzal járhat, hogy az Egyesült Államok esetleg elveszti az arab Öböl-államok, mint energiatermelők iránti érdeklődését. Az Egyesült Államok azonban már az 1970-es évek olajválsága óta, azaz jóval a „palagáz-forradalom” előtt csökkenteni kezdte a Közel-Keletről származó importját, tehát már egy ideje nem hoz be stratégiailag jelentős mennyiséget az Perzsa-öbölből.
Általánosságban az olaj és a gáz ára ingatag marad, jóllehet a hosszú távú trend folyamatos emelkedést mutat. A jelenlegi hiány és a velejáró áremelkedés azonban nem az ideiglenes válságoknak, így a háborúnak és a forradalomnak, hanem az ugrásszerűen megnövekedő ázsiai olajfogyasztásnak tudható be – amely igényt a növekvő palagáztermelés igyekszik kielégíteni.
Az élelmiszerárak és az energiaárak szorosan összefüggnek egymással, különösen az arab országokhoz hasonló élelmiszer-importőr országokban. Az agrár-élelmiszeripari lánc az előállítás minden szakaszában igen energiaigényes kezdve a betakarítást követő feldolgozástól az élelmiszer tárolásán, feldolgozásán és szállításán át egészen az elosztásig és a csomagolásig. A kiugró olajárak következésképp befolyásolják az élelmiszerárakat. Az arab országok e tekintetben kifejezetten sebezhetők, mivel nem termelnek elegendő élelmiszert saját fogyasztásuk kielégítésére, és kizárólag a behozatalra támaszkodnak. 2014-ben a mezőgazdaság a régió GDP-jének csupán 3%-át tette ki, és a feldolgozóipar továbbra is gyengén teljesít. Fontos továbbá, hogy az arab államok költik a világon a legtöbbet, átlagosan GDP-jük 5,8%-át élelmiszer-támogatásokra. A támogatásokat azonban nem tartják hatékonynak, ugyanis nem a legszegényebb társadalmi rétegek a haszonélvezői.
Bizakodásra ad okot viszont, hogy az írástudók aránya az előrejelzés szerint javulni fog a következő évtized folyamán. A régió 1990-ben mért 55%-os aránya 2011-re a teljes lakosság körében 77%-ra, a fiatalabb generációkban pedig 90%-ra emelkedett. A népességnövekedés következtében azonban az írástudatlan felnőttek tényleges száma 52 millióról csak 48 millióra csökkent. Ráadásul egyes országokban az írástudó felnőtt nők aránya továbbra is viszonylag alacsony a világátlaghoz képest.
Ez részben tükrözi az Education For All (EFA – „oktatást mindenkinek”) program egyenlőtlen eredményeit. 2000-ben valamennyi arab állam kötelezettséget vállalt arra vonatkozóan, hogy minőségi alapfokú oktatást biztosít minden gyermek, fiatal és felnőtt számára. A program keretében hat, az összes résztvevő ország által 2015-ig teljesítendő célkitűzést jelöltek ki. Ez idáig várhatóan csak Bahrein és Kuvait fogja elérni az egyetemes alapfokú oktatásra és a nemek közötti számbeli egyenlőségre vonatkozó célokat, valamint azt, hogy 2015-ig felére csökkenti a felnőtt írástudatlanok számát. A többi ország legalább egy célkitűzést nem tud majd teljesíteni. Katarnak nem sikerül megvalósítani a nemi egyenlőségre vonatkozó célt; Egyiptom, Jordánia, Szíria és az Egyesült Arab Emírségek nem teljesíti az írástudatlanság csökkentésére irányuló célt; Omán nem fogja tudni bevezetni az egyetemes alapfokú oktatást. Hat másik ország – Algéria, Irak, Libanon, Marokkó, Szaúd-Arábia és Tunézia – csak az egyetemes alapfokú oktatás terén éri el a kitűzött célt. Három országnak – Dzsibutinak, Szudánnak és Jemennek – 2025-ig egyetlen EFA-célkitűzést sem sikerül megvalósítania. A megfelelő mértékű oktatási befektetések hiánya akadályozza, hogy megteremtsék „a jövő munkahelyeit”, amelyek magasabb szintű készségeket igényelnek. Az oktatási rendszer reformját célzó befektetések sokszorosan megtérülnének a jövőben.
Az arab világ lemaradt az internet-hozzáférés terén a világ többi részéhez képest: a népesség 25%-a fér csak hozzá a világhálóhoz – bár a régió nagy eltéréseket mutat e tekintetben. 2025-re ez az arány várhatóan akár az 50%-ot is elérheti. 2012-ben és 2013-ban nagy változásokat figyeltek meg az internethasználati szokások terén az arab régióban: a közösségi média, az online tranzakciók és az elektronikus kereskedelem széles körben elterjedt a régióban az arab felkelések után. A közösségimédia-felületeket 53 millióan használják aktívan az összesen 125 millió internetező közül. A nagyobb mértékű internethozzáférés remélhetőleg elősegíti majd az arab tudásalapú társadalmak fejlődését.
Fejlődés várható a nemi egyenlőség tekintetében is, bár a régió továbbra is komoly kihívásoknak néz elébe. Azonban a női egyenjogúság kérdését illető fenntartásaik ellenére Szudánt kivéve az összes arab állam aláírta a nőkkel szemben alkalmazott hátrányos megkülönböztetések (diszkrimináció) minden formájának kiküszöböléséről szóló egyezményt. Az elmúlt években jelentős előrehaladást sikerült elérni néhány területen. Algéria, Jordánia, Marokkó és Tunézia kvótákat foglalt a nemzeti választási törvénybe a női parlamenti képviselők számának növelése érdekében, és az üzleti szférában és a politikában aktív szerepet vállaló nők száma is lassan de biztosan növekszik.
II. A game changerek, avagy hogyan tovább?
A jövőkutatásban az ún. „game changerek” olyan történések vagy körülmények, amelyek különösen nagy hatással vannak a jövő alakulására, ugyanakkor bizonytalansággal járnak együtt a tekintetben, hogy a döntéshozók melyik irányt fogják választani. Ez összefügg azzal, hogy többféle lehetőség és több, az egyes eseményeket vagy körülményeket befolyásoló szereplő létezik, amelyek mind kapcsolódnak a többi változóhoz. E szcenariókat ezért lehetetlen relatív bizonyossággal előre jelezni. A game changereket kérdésként fogalmazzák meg a bizonytalan kimenetelük miatt.
Talán a legfontosabb game changer a fiatalok körében tapasztalható munkanélküliség. A munkanélküliség a Közel-Keleten és Észak-Afrikában a legmagasabb a világon, stabilan 10% körül mozog a régióban – de ennél is aggasztóbb, hogy a fiatalok körében tapasztalható munkanélküliség is messze itt a legnagyobb a világon.
A reformokról szóló retorika ellenére ez a probléma 2011 óta csak súlyosbodott. A Közel-Keleten a fiatalok 26%-a volt munkanélküli 2011-ben, 2014-ben pedig 27,9%-uk, és ez az arány 2018-ra várhatóan 28,6%-ra emelkedik. Észak-Afrikában a fiatalok munkanélküliségi aránya 28,1%-os volt 2011-ben, és 2018-ra várhatóan eléri majd a 29,5%-ot. Mindkét előrejelzést arra a korántsem biztos feltételezésre alapoztak, miszerint a Közel-Kelet GDP-je évi 4%-al, Észak-Afrikáé pedig 4,5%-al tovább emelkedik. Bár az arab államok GDP-je viszonylag biztosan növekedett az elmúlt évtizedben, ez nem teremtett munkahelyeket és nem mérsékelte a szegénységet. A jelenség az olajexportőr és olajimportőr államokban egyaránt megfigyelhető: Szaúd-Arábiában például a fiatalok munkanélküliségi aránya 28,3%-os, Jemenben pedig eléri az 53%-ot. Bár a munkanélküliség az arab világban korábban elsősorban a képzetlen munkaerőre volt jellemző, ma az egyetemi diplomával rendelkezők körében is kifejezetten magas; a diplomások 45%-a munkanélküli Jordániában, 43 százalékuk Szaúd-Arábiában és 30 százalékuk Libanonban.
A fiatalok ún. demográfiai hulláma, azaz a 30 év alattiak magas aránya nem feltétlenül jelent társadalmi problémát. Vagy ösztönzőleg hat a gazdasági fejlődésre (amely jelenséget „demográfiai osztaléknak” nevezünk), vagy demográfiai bombává alakul át, amennyiben a munkaerőpiac nem képes befogadni a fiatal munkavállalókat. Az utóbbi esetben a munkanélküliség többé nem csak társadalmi vagy gazdasági problémát, hanem biztonsági aggályt is jelent. Nem fér kétség hozzá, hogy összefüggés van a zavargások és konfliktusok, illetve a 15–30 éves korosztály munkanélküliségi aránya között. Az 1970 és 1999 közötti polgári konfliktusok 80%-a olyan országokban tört ki, ahol a népesség 60%-a 30 év alatti munkanélküli volt. A statisztikák szerint a fiatal népesség minden százalékpontnyi növekedése 4%-kal fokozza a konfliktus kockázatát egy adott államban. Ahol a fiatalok teszik ki a felnőtt népesség több mint 35%-át, a konfliktusok, különösen a terrorizmus kockázata 150%-al magasabb. Friss tanulmányok megerősítik, hogy azokban az államokban, ahol magas a fiatal munkanélküli férfiak aránya, jóval nagyobb a terrorista tevékenység veszélye. Mindezen tényezők megfigyelhetők az arab világban, ahol a magas termékenységi ráta, az urbanizáció és a fiatalok magas munkanélküliségi arányának együttes veszélye áll fenn. A fiatalok körében tapasztalható munkanélküliség valódi kihívást jelent az arab államok számára; vajon képesek lesznek megbirkózni vele 2025-ig? Az olyan területekkel ellentétben, mint a demográfia vagy a klímaváltozás, a munkanélküliség tekintetében viszonylag gyors fejlődés érhető el – feltéve, hogy megfelelőek a körülmények és a helyes politikai döntéseket hozzák. Némely arab országban azonban korlátozott a mozgástér e tekintetben: a munkahelyteremtő programok rendszerint a költségvetési hiány növelésével járnak, amely már eleve magas az olyan országokban, mint például Egyiptom.

Source text - English For all Europe's contemporary gloom, the continent's leaders yesterday showed that they have a residual ability to stand together – when they really have to.
The first-ever EU president , Herman Van Rompuy, was hoping to use this week's brief Brussels get-together to lift sullen spirits, and persuade the club, which has just passed a decade expending every last joule of energy on rewriting its rules, to look outward and forward, and plot a path to a future in which Europe can carry its full measure of clout.
Alas, it did not quite pan out that way, but it was hardly going to in the midst of the most serious turbulence yet to befall the continent's currency.
The Greek strain of flu in the bond markets threatens to mutate into a Spanish and even an Italian strain, with the potential to finish the euro.
National leaders devised only the merest outlines of a remedy, but they at least recognised that the eurozone might well, eventually, stand or fall as one.
The outcome, however, was a fuzzy declaration of readiness to take "determined and co-ordinated action" if required, which in practice would most likely involve Paris and Berlin underwriting some Athenian debt in return for additional austerities.
It proved insufficient to steady jittery markets, because resolve to act is not the same as action itself.
Next week's meeting of finance ministers could come unstuck over the detail of what those in trouble will be expected to cut, and what form of support they will get.

A tagállamok vezetői csupán körvonalakban dolgozták ki a megoldást, de azt legalább felismerték, hogy az euróövezet végsősoron együttesen fog elbukni vagy fennmaradni.
Végül azonban csak egy homályos szándéknyilatkozat született arról, hogy a tagállamok szükség esetén készek „határozottan és összehangoltan” fellépni, ami a gyakorlatban alighanem azzal járna, hogy a franciák és a németek átvállalják a görög adósság egy részét további megszorításokért cserébe.
A hektikus piacok konszolidálásának terve önmagában kevésnek bizonyult, hiszen egy dolog valamit elhatározni és más megvalósítani.
A pénzügyminiszterek jövő heti találkozója kudarcba fulladhat, ha nem sikerül megállapodni annak részleteiben, hogy a szorult helyzetben lévő országoknak mely területeken kell költségvetésüket csökkenteni, illetve az EU milyen támogatást nyújtson számukra.
A németek – akik mindig is nagyon tartottak attól, hogy tékozló szomszédjaik az eurónak köszönhetően kihasználják a márka egykori erősségét – elvárják majd a kormánytól, hogy gondoskodjon róla: az orvosság elég keserű legyen ahhoz, hogy a rászorulók kétszer is megfontolják, mielőtt beveszik.

Source text - Hungarian „Ezt nem veszem be” – válaszolta Stefan Füle új bővítési EU-biztos arra a felvetésre, hogy sokak szerint Horvátország csatlakozása után bővítési szünet következik, és jó ideig nem fogadnak be újabb tagjelölteket az Unióba.
Bár a biztos a bővítést az uniós külpolitika legsikeresebb részének tartja, annyit elismert, hogy a gazdasági válság idején az emberek inkább a háztartási költségekre, nem pedig a kibővített Európa előnyeire figyelnek.
Lezárulhatnak ez év végéig a felvételi tárgyalások a horvátokkal, ha az ország addig elvégzi a maradék házi feladatait, a belépés legkorábbi időpontja pedig 2012 lehet.
Noha a szomszédos Szlovénia (a határvita miatt) sokáig blokkolta a csatlakozási tárgyalásokat, a volt NATO-diplomata fontosnak tartotta megjegyezni: egyetlen tagállam, nem pedig a bővítés kedvezőtlen megítélése okozta a késedelmet.
A biztos ugyanakkor elképzelhetőnek nevezte, hogy a nyugat-balkáni térségben további megoldatlan viták „aknái” bukkannak fel: a horvát–szlovén konfliktus mellett ott van mindjárt a macedón–görög névvita.
A fő feladat éppen ezért felkutatni és időben hatástalanítani az efféle „gyújtóanyagot”. Néhány EU-tagállam megpróbálta ugyan lebeszélni Szerbiát, hogy beadja a csatlakozási kérelmet, ám ezt tavaly decemberben Belgrád mégis megtette.
Füle megjegyezte: ezek az országok sem azért akarták lebeszélni a szerbeket, mert nem ítélték őket elég felkészültnek, hanem mert az időzítést tartották szerencsétlennek.
Még mindig nem fejeződött be például az EU–szerb stabilizációs és társulási megállapodás ratifikációja.
A következő állomás a tagság felé vezető úton az lenne, hogy az Európai Bizottság véleményt mond a szerb csatlakozási kérelemről – ám ezt csak akkor teheti meg, ha a tagállamok felkérik rá.
Stefan Füle bizakodó, mert a tavaly év végi EU-csúcson a tagországok kilátásba helyezték, hogy később visszatérnek erre a témára: így talán már ekkor zöld utat adnak.
Translation - English ’I won’t buy this’, Commissioner for Enlargement Štefan Füle commented on the view shared by many that the Croatian accession will be followed by a halt in EU enlargement and new candidate status will not be granted in the foreseeable future.
Although the Commissioner sees enlargement as the main success in EU foreign policy, he admitted that during a recession people tend to be concerned with their daily expenses rather than the benefits of a larger EU.
Accession negotiations with Croatia could be concluded by the end of this year if the country finishes its homework by then, while the actual accession could follow in 2012 at the earliest.
Even though neighbouring Slovenia had been hindering negotiations (due to territorial disputes) for a while, the former NATO diplomat found it important to point out that the delay was caused by a single Member State rather than negative perception of the enlargement.
The Commissioner, nevertheless, said that ‘mines’ of further unresolved disputes might come to surface: on top of the conflict between Croats and Slovenes, there is the Macedonian–Greek name dispute, for instance.
The principal task, therefore, is to detect such ’powder kegs’ and neutralise them in time. Some EU Member States tried to dissuade Serbia from submitting their application for accession, which Belgrade after all submitted last December.
Füle remarked that these countries wanted to discourage the Serbs not because they considered them unprepared but because of the unfortunate timing.
The ratification of the EU¬–Serbia Stabilisation and Association Agreement, for example, is still incomplete.
The next step towards joining the EU would be the European Commission's opinion on the Serbian application for membership¬, which, however, can only be issued if requested by the Member States.
Stefan Füle is being optimistic because Member States during the EU summit late last year raised the prospect of discussing the subject later, possibly already giving the green light then.
