Welcome to the latest edition of DCI Juvenile Justice Newsletter, wherein we hope to inform you of our activities and respective developments around our main issue of concern: justice for children.
In this edition, the expert corner’s discussion focuses on the issue of determining the minimum age of criminal responsibility: defying both the punitive public approach to youth violence, and the call for lowering the age of criminal responsibility. Katherine Covell, Child Rights Expert in Residence, Society for Children and Youth of British Columbia, affirms the crucial need for prevention and rehabilitation practices. In addition, Norberto Liwsky, of DCI – Argentina, reaffirms strong opposition to the lowering of the age of criminal responsibility and calls for legal reforms on adolescents in conflict with the law. He also highlights the country’s significant advancements in recognition of children’s rights, referring to the establishment of compulsory secondary education by the National Law, and noting the right for Argentinians to vote from the age of 16.
Furthermore, we will share information on the 24th Human Rights Council held from 9th to 27th September 2013 in Geneva. Among many other activities, DCI - International Secretariat participated as panellist to a side-event on restorative approach to juvenile justice organised by BICE (International Catholic Child Bureau). It was an opportunity for DCI to present examples of its global accomplishments and to remind participants of the remaining challenges concerning children in detention and the lack of implementation of juvenile justice legislation.
The annual full-day meeting on the Rights of the Child, set to take place during the 25th session of the Human Rights Council in March 2014, will focus on “Access to Justice for Children”. DCI has already started preparations for this day, primarily by submitting information to the official report of the Office of the High Commissioner for Human Rights (OHCHR) which is to be presented; and DCI is also considering events to organize at that time in Geneva.
We would further like to call your attention to the latest report of the International NGO Council on Violence against Children (InCo) entitled “Creating a non-violence juvenile justice system”. The report intends to serve as a reference document on the improvement of juvenile justice standards worldwide.
Finally, in this edition we also present recent news from DCI sections in Cameroon, Palestine, Paraguay, Brazil and France.

Bienvenidos a la última edición del Boletín de DNI sobre Justicia Juvenil, dónde esperamos informaros sobre nuestras actividades y respectivos progresos en lo relativo a nuestro principal asunto de interés: la justicia para los niños.
En esta edición, el debate de “el rincón del experto” se centrará en establecer cuál debe ser la edad mínima para la responsabilidad penal: enfrentándose, por un lado, al método de la disciplina pública contra la violencia juvenil y por otro, a la demanda de rebajar la edad mínima de responsabilidad penal. Experta en Derechos de los Niños en Residencia y Sociedad para Niños y Adolescencia de la Colombia Británica, Katherine Covell, ratifica la necesidad de que existan prácticas de prevención y rehabilitación. Además, Norberto Liwsky, de DNI Argentina, manifiesta una fuerte oposición a rebajar la edad de responsabilidad penal y pide una reforma legal para adolescentes en conflicto con la ley. También destaca los significativos avances en Argentina en relación a los derechos infantiles, refiriéndose a la implantación de la educación secundaria obligatoria establecida por la Ley Nacional y resaltando el derecho al voto de los argentinos a partir de los 16 años.
Asimismo, proporcionaremos información sobre la 24ª sesión del Consejo de Derechos Humanos que tuvo lugar en Ginebra del 9 al 27 de Septiembre del 2013. Entre otras actividades, DNI participó en el panel de un evento paralelo sobre la justicia juvenil restaurativa organizado por BICE (Oficina Internacional Católica de la Infancia). Tuvimos la oportunidad de presentar ejemplos de los logros de DNI a nivel mundial y de recordar a los participantes que aún quedan muchos retos por superar en lo concerniente a niños detenidos y a la falta de la implementación de las leyes y estándares sobre justicia penal juvenil.
La jornada anual sobre los derechos del niño, que tendrá lugar durante la 25ª sesión del Consejo de Derechos Humanos en marzo de 2014, se centrará sobre “El acceso a las justicia para los niños”. DNI ya ha empezado con los preparativos para esta jornada presentando, primeramente, la documentación para el informe oficial de la Oficina del Alto Comisionado para los Derechos Humanos (OACDH); y también está considerando organizar varios eventos en Ginebra durante esas mismas fechas.
Además, nos gustaría dirigir su atención al último informe del Consejo Consultivo Internacional de ONG sobre la Violencia contra los niños, llamado “Creando un sistema de justicia juvenil no violento”. El informe pretende servir como un referente en la mejora de los estándares internacionales de justicia penal juvenil.
Finalmente, en esta edición presentaremos las últimas noticias recibidas de las secciones de DNI en Camerún, Palestina, Paraguay, Brasil y Francia.

Source text - English Researchers today released a long-awaited tool that reveals the extent of forest cover loss and gain on a global scale. Powered by Google's massive computing cloud, the interactive forest map establishes a new baseline for measuring deforestation and forest recovery across all of the world's countries, biomes, and forest types.
The map has far-reaching implications for efforts to slow deforestation, which accounts for roughly ten percent of greenhouse gas emissions produced by human activities, according to the authors of the paper that describes the tool and details its first findings.
“People will use these data in ways we can’t even imagine today,” said Matthew Hansen, a University of Maryland geographer who is the lead author of the study, which will be published in tomorrow's issue of the journal Science. “Brazil had used Landsat data to document its deforestation trends and to inform policy and they also shared their data publicly. But such data has not been widely available for other parts of the world. Our global mapping of forest cover lifts the veil—revealing what’s happening on the ground in places people could only conjecture about before.”

El mapa forestal interactivo, que funciona gracias a la enorme nube de Google, establece un nuevo punto de referencia para la medición de la deforestación y la recuperación de los bosques en los países, los biomas y los tipos de bosque de todo el mundo.
Este mapa tendrá consecuencias a largo alcance en a detención de la deforestación, que representa aproximadamente el diez por ciento de las emisiones de gases de efecto invernadero producidos por las actividades humanas, según los autores del artículo que describe la herramienta y los detalles de sus primeros hallazgos.
«Estos datos se utilizarán en formas que ni siquiera podemos imaginar hoy en día» dijo Matthew Hansen, geógrafo de la Universidad de Maryland y autor principal del estudio, que será publicado en la edición de mañana de la revista Science. «Brasil ha utilizado los datos del Landsat para documentar sus tendencias a la deforestación y para formular políticas.
