Avec plus de 6 millions de personnes en situation de grande précarité, le Soudan devrait rester la cible d’interventions humanitaires importantes dans le courant d’une année qui va probablement être empreinte d’incertitude politique, notamment au regard des référendums sur l’avenir du Sud, de la fin de la période de l’Accord de paix global et de l’absence d’accord de paix au Darfour. Ces enjeux politiques vont certainement charrier leur lot d’implications humanitaires en termes de besoins, de contraintes et de capacité de réaction.
La situation humanitaire au Soudan revêt de multiples facettes et doit être traitée dans sa totalité, à la fois par des moyens financiers et par voie de mobilisation. Au Darfour, l’insécurité et les obstacles administratifs ne cessent de restreindre l’accès et de réduire l’espace humanitaire. Il est extrêmement difficile de pratiquer des évaluations des besoins et de dispenser une aide conformément aux principes humanitaires, en particulier dans les zones reculées ravagées par le conflit. Des efforts ont beau être constamment déployés, la communauté internationale doit se mobiliser davantage pour défendre l’espace humanitaire et faire valoir les principes humanitaires. Le sud, l’est et les zones transitoires (1) demeurent gravement sous-développés, avec des indicateurs bien en-deçà des seuils humanitaires. En 2010, les besoins se sont accrus dans le sud, avec une grave insécurité alimentaire et des déplacements permanents provoqués par les combats intertribaux, les groupes rebelles (LRA) et la lutte livrée pour avoir la mainmise
sur de maigres ressources. Dans tout le pays, les coûts ne cessent d’augmenter et la qualité des programmes se voit compromise par des obstacles d’ordre logistique, par de piètres capacités locales et par les limitations d’accès.

With more than 6 million people in an extremely precarious situation, Sudan is expected to remain the focus of significant humanitarian interventions during a year which is likely to be marked by political uncertainty, notably with regard to referendums on the future of the South, the end of the period of the Comprehensive Peace Agreement and the absence of a Darfur peace agreement. These political issues will undoubtedly bring their share of implications for humanitarian needs, constraints and capacity to respond.
The humanitarian situation in Sudan is multifaceted and should be dealt with in the round, with an approach encompassing both financial support and mobilisation. In Darfur, a lack of security and the presence of administrative obstacles continue to restrict access and to reduce the humanitarian space. It is extremely difficult to carry out needs assessments and to deliver aid in accordance with humanitarian principles, particularly in remote areas which have been ravaged by the conflict. While sustained efforts have been made, the international community must mobilise further to defend the humanitarian space and promote humanitarian principles. The South, the East, and the Transitional Areas (1) remain gravely underdeveloped, with indicators far below humanitarian thresholds. In 2010, needs built up in the South, with significant food insecurity and permanent displacements caused by inter-tribal fighting, rebel groups (LRA), and the ensuing battle to gain a stranglehold
on scarce resources. Throughout the country, costs continue to increase and programme quality has been compromised by logistical obstacles, very poor local capacity and access limitations.
