on Fourth International Meeting of National Focal Points

Introduction
This report summarizes the key issues raised during the Fourth International Meeting of National Focal Points (NFPs) of the European Union Chemical, Biological, Radiological and Nuclear Risk Mitigation Centres of Excellence (EU CBRN CoE) Initiative, organized by the European Commission with the support of the United Nations Interregional Crime and Justice Research Institute (UNICRI).
The National Focal Points Meeting, which took place in La Hulpe, Belgium from 31 May until 2 June 2016, was organized in order to meet with all the National Focal Points and discuss the progress achieved in the different regions and countries, as well as looking forward to future perspectives and in particular towards the regional sustainability of the network. It also gave the participants the opportunity to meet in interregional thematic session, to share ideas for future collaboration.
The EU CBRN CoE Initiative is funded by the European Commission (EC) and implemented in cooperation with UNICRI and the Joint Research Centre of the EC (JRC). The European External Action Service (EEAS) is also involved in the follow-up of the initiative. The initiative has been developed with the technical support of relevant international and regional organisations, EU Member States, and other stakeholders, through coherent and effective cooperation at the national, regional, and international level. The initiative involves 55 partner countries in 8 regions of the world.
The Regional Secretariats play a crucial role in the regional implementation of the Initiative. Following a bottom-up and voluntary approach, they support partner countries in various activities such as: creating National CBRN Teams (NTs); drafting National CBRN Action Plans (NAPs); monitoring ongoing regional EU CBRN CoE projects; assisting in the development of new project proposals; and, the organisation of Regional Round-Table Meetings.
The meeting, chaired by Mr. Adriaan van der Meer, Head of Unit, Mr. Eddie Maier, Deputy Head of Unit and Mr Tristan Simonart, Coordinator, EU CBRN Risk Mitigation Centers of Excellence (CoE) Instrument contributing to Stability and Peace (IcSP) – DG DEVCO B5, Instrument for Stability, Nuclear Safety was attended by 180 delegates from more than 60 countries, involved in the EU CBRN CoE Initiative, as well as representatives of the European Commission, European Union External Action Service, UNICRI and various partner organizations. The meeting represented an important occasion for the National Focal Points to share their experiences and to exchange views on the lessons learned from the activities organized in the countries and the regions and discuss the implementation of the projects.
1. Opening of the Meeting
The Acting Director, Human Development and Migration of the European Commission DG DEVCO, Mr Jean-Louis Ville, welcomed all participants and thanked all National Focal Points, country representatives and partners for attending the meeting.
He emphasised that the CoE CBRN Risk mitigation initiative plays an important role within this overall EU Security policy context, since the misuse of CBRN materials are the core of the security risks.
In this context, He informed the participants that after the European Court of Auditors (CoA) and the European Parliament (EP), the European Council recently welcomed and gave its overall support to the continuation of the CBRN CoE initiative. Indeed, they recognised that, although necessarily complex by its structure, the prime value of the initiative is its bottom-up regional approach. It endorsed the networking approach, the development of regional and international partnerships, but also the need to consolidate, coordinate and optimise existing capabilities in terms of expertise.
Mr Said Abousahl, Head of Nuclear Safety and Security Unit
Joint Research Centre – European Commission, thanked all the participants for attending the Fourth International Meeting of National Focal Points. He proposed that the focus of the current meeting should be on the creation of mechanisms to ensure the sustainability of CBRN CoE, including the provision of support to competent authorities to strengthen long-term sustainability of domestic and regional CBRN safety and security regimes.
Ms. Cindy Smith, Director, UNICRI emphasised the importance of everybody’s presence and the participation in the meeting and the programme. She praised the achievements to encourage further commitment of the EU CBRN Centres of Excellence Initiative, which testify to the hard work and commitment of many countries and individuals who are concretely preventing threats through a new security culture, based on partnership and cooperation, information sharing, and transferring of promising practices and experiences.
Due to the joint efforts, the initiative will be further reinforced and promoted this year, in particular during the UN General Assembly and the Biological Weapons Convention Review Conference where the National CBRN Action Plans and other results will be showcased.
Mr. Adriaan van der Meer, Head of Unit – DG DEVCO B5, Instrument for Stability, Nuclear Safety, provided a comprehensive overview on the current status of the initiative. In particular, he commented on the progress made since the last NFP meeting in June 2015. Including, the participation of 29 countries in the Needs Assessment Questionnaire (NAQ) exercise and more than 10 counties have development their National Action Plans (NAP).
Ms. Margarida Goulart, of the EC Joint Research Centre, presented the results of a mapping exercise of the 54 projects that are implemented through the CoE Initiative, 34 of the already finished.

She proposed to develop together a strong, validated CoE CBRN training programme, which should be shared by all network partners. To ensure access to capacity building in core competences complemented with trained trainers, reinforcing regional communication and enhancing sustainability for future CBRN practitioners
2. Developments in the Regions
The meeting’s first session was devoted to the presentations of the different developments within the EU CBRN Centres of Excellence by representatives from 8 different regions.
The Head of Secretariat for South East and Eastern Europe informed the participants about the tasks of the Secretariat, namely: providing assistance in drafting National CBRN Action Plans, foster the establishment of National CBRN Teams, outreach and communication, monitoring CoE Projects, and providing the strategic view for the Tbilisi Regional Secretariat. Moreover, since June 2015, the Secretariat provides all the National Focal Points with a bi-monthly Regional Secretariat Bulletin.
The National Focal Point of the United Arab Emirates, provided an overview of the activities in the Gulf Cooperation Council Countries. The objective of the Secretariat is to achieve comprehensive cross-border cooperation between countries by establishing an inter-agency structure for coordination, as well as to support the development and implementation of a comprehensive CBRN risk mitigation policy and training centre. The Table Top Exercise Falcon was the first step of the CoE in the region, working together with international partners such as the IAEA, WCO and GICNT, to promote strengthened regional cooperation and capacity-building in radiological and nuclear detection and response.
The Head of Secretariat for Central Asia informed the audience about the main achievements in the region since the last NFP Meeting. The Regional Secretariat Tashkent was officially opened in July 2015. Three countries in the region, namely Afghanistan, Tajikistan and Uzbekistan, have nominated a National Focal Point (NFP) and have established CBRN working groups to work on NAQs and NAPs. The first workshop for the NAQ was held Tajikistan in January 2015 and followed by a NAP workshop for Tajikistan in October 2015. Moreover a regional meeting for Central Asian countries on NAQ was organized in Tashkent in April 2016, together with two separate NAQ workshops for Uzbekistan and Afghanistan. Moreover, an important development in the region was the launch of a regional project on bio-safety and bio-security (project 53).
The Head of Secretariat for the African Atlantic Façade looked, together with the participants, at the objective that the Regional Secretariat has established for the future. Based on a qualitative evaluation the secretariat found that there is an increased level of discussion, an increased involvement of policy makers and a willingness from the partner countries to continue the adventure. For a positive evolution in the future he proposed that there should be increased internationalization of the initiative and that the regions should have the ownership of the initiative, through political and economic regional grouping. Moreover, he proposed that there should be, on the short term, a transition from virtual structures to real structures and that, on the long term, there should be a possibility to open besides the regional structure, domestic antennae.
The Head of Secretariat of Eastern and Central Africa provided an update on the activities in the region. The region is large and diverse and new partner countries are about to join the initiative. In order to create sustainability of the initiative in Eastern and Central Africa, he proposed to formulate and strengthen the National Teams, to increase the recognition of local experts and professionals. He emphasized that it is important for the Secretariat to start networking with interregional CBRN initiatives to enhance visibility and coordinate activities.
The National Focal Point of Algeria expressed her gratitude for the cooperation with the EU and UNICRI. She informed the participants about the signature of the MoU between the Government of Algeria and UNICRI for the opening of the Regional Secretariat in December 2015. On behalf of the Head of Secretariat, the Regional Coordinator for North Africa and Sahel provided the updates on the developments in the region. Moreover, he informed the participants that Mali has recently joined the initiative.
Head of Secretariat for South East Asia, informed the participants about the activities and development related to CBRN risks and threat mitigationin the region. One of the main achievements of the Regional Secretariat and the partner countries is the formulation of a regional strategy. The strategy addresses regional priorities and provides background on the preparation of a Regional Action Plan, the extension of the scope of Round-Table Meetings and the reinforcement of local expertise. Moreover, the document introduces the concept of the CBRN Research & Training NET and promotes intra- and inter-regional cooperation. Other important topics that are addresses in the strategy are the empowerment of the Regional Secretariat, the reinforcement of cooperation with IO and the necessity to ensure of financial sustainability for the initiative in the region.
On behalf of the Head of Secretariat, the Regional Coordinator for the Middle East provided an overview of the situation in the region. The Middle East region is mired with ongoing conflict and crisis. There is a humanitarian crisis, which Europe has felt as well. He instated that the CBRN community must redouble the efforts to build resilience and stability in the region. The CoE initiative is designed to meet medium and long term needs, but this might not be the best approach for the region. The initiative should be able to adapt to current, more immediate needs. He informed the participants about the activities, that were nevertheless, carried out by the countries in the region and successes achieved within the framework of the initiative.

sur la Quatrième Réunion Internationale des Points Focaux Nationaux

Introduction
Ce rapport récapitule les questions clés soulevées au cours de la quatrième réunion internationale des points focaux nationaux (PFN) des centres d’excellence européens de réduction des risques de produit chimique, biologique, radiologique et nucléaire de l’Union européenne (CE CBRN UE), l’initiative organisée par la Commission européenne (CE) avec le soutien de l’Institut interregional de recherche crime et justice des Nations Unies (IIRCJNU).
La réunion des points focaux nationaux, qui a eu lieu en La Hulpe, Belgique du 31 mai au 2 juin 2016, a eté organisée afin de rencontrer tous les points focaux nationaux et discuter le progrès réalisé dans les différentes régions et pays, aussi bien qu’en anticipant avec intérêt de futures perspectives et en particulier vers la durabilité régionale du réseau. Également, Elle a donné aux participants l'occasion de se réunir en session thématique interrégionale, pour partager des idées pour une collaboration future.
L'initiative CE CBRN UE est financée par la Commission européenne (CE) et mise en application en coopération avec l’IIRCJNU et le Centre commun de recherche de la CE (CCR). Le service externe européen d'action (SEEA) est également impliqué dans le suivi de l'initiative. L'initiative a été développée avec le support technique des organismes internationaux et régionaux appropriés, États membres de l'UE, et d'autres partenaires, par la coopération logique et efficace au niveau national, régional, et international. L'initiative implique 55 pays partenaires dans 8 régions du monde.
Les secrétariats régionaux jouent un rôle essentiel dans l'exécution régionale de l'initiative. Tristan Simonart, coordonnateur, centres d'excellence de réduction de risque CBRN de l'UE,un instrument de contribution à la stabilité et la paix (ICSP) – DG DEVCO B5, instrument pour la stabilité, la sécurité nucléaire a été suivie par 180 délégués de plus de 60 pays, impliqués dans l'initiative CE CBRN de l'UE, aussi bien que représentants de la Commission européenne, du service externe d'action d'Union européenne, de l’IIRCJNU et des divers organismes associés. 1. Ouverture de la réunion
Le directeur intérimaire, du développement humain et la migration de la Commission européenne DG DEVCO, M. Jean-Louis Ville, a souhaité la bienvenue à tous les participants et a remercié tous les points focaux nationaux, représentants de pays et associés d'assister à la réunion.
Il a souligné que l'initiative de réduction de risque CE CBRN joue un rôle important dans ce contexte global de politique de sécurité de l'UE, puisque l'abus des matériaux CBRN sont le noyau des risques de sécurité.
Dans ce contexte, il a informé les participants qu'après la Cour Européenne des commissaires aux comptes (CECC) et le Parlement européen (PE), le Conseil européen(CE) a récemment accueilli et a donné son appui global pour la continuité de l'initiative CE CBRN. En effet, ils ont identifiés que, bien que nécessairement complexe par sa structure, la valeur principale de l'initiative est son approche régionale de bas en haut. Elle a approuvé l'approche de mise en réseau, le développement des associations régionales et internationales, mais également la nécessité de consolider, coordonner et optimiser les capacités existantes en termes d'expertise.
M. Said Abousahl, chef d'unité de la sureté et sécurité nucléaire du centre commun de recherche – de la commission européenne, a remercié tous les participants d’assister à la quatrième réunion internationale des points focaux nationaux.
Il a proposé que l’objectif de la réunion actuelle devrait être la création des mécanismes pour assurer la durabilité CE CBRN, y compris la fourniture d'appui aux autorités compétentes de renforcer la viabilité à long terme des régimes domestiques et régionaux de sureté et sécurité du CBRN.
Mme Cindy Smith, la directrice, de l’IIRCJNU a souligné l'importance de la présence et la participation de tout le monde à la réunion et au programme. Elle a félicité les accomplissements pour encourager davantage l'engagement des centres d'excellence de l'initiative CBRN UE, qui témoignent du travail dur et l'engagement de beaucoup de pays et de personnes qui empêchent concrètement des menaces par une nouvelle culture de sécurité, basée sur l'association et la coopération, le partage de l'information, et le transfert des bonnes pratiques et des expériences prometteuses.

2. Développements dans les régions
La première session de la réunion a été consacrée aux présentations des différents développements des centres d'excellence CE CBRN UE par des représentants de 8 régions différentes.
Le chef du secrétariat pour le sud-est et l'Europe de l'Est (SEEE) a informé les participants des tâches du secrétariat, à savoir : assistance à la rédaction des plans d'action nationaux CBRN, stimuler l'établissement des équipes nationales CBRN, travail de proximité et communication, surveillance des projets CE, et fournissant une vue stratégique pour le secrétariat régional de Tbilisi. D'ailleurs, depuis juin 2015, le secrétariat fournit à tous les points focaux nationaux le bulletin régional bi-mensuel du secrétariat.
Le point focal national des Emirats Arabes Unis, a fourni un aperçu des activités dans les pays du Conseil de Coopération du Golfe. L'objectif du secrétariat est de réaliser la coopération transfrontalière complète entre les pays en établissant une structure d'agence intermédiaire pour la coordination, ainsi que de soutenir le développement et l'exécution d'un centre complet de politique et de formation de réduction du risque CBRN. Le “Table Top” Exercice Falcon était la première étape du CE dans la région, collaborant avec des partenaires internationaux tels que l'AIEA, l'OMD et le IGCTN, pour encourager la coopération régionale renforcée et le renforcement des capacités dans la détection et la réponse radiologique et nucléaire.
Le chef du secrétariat pour l'Asie centrale a informé l'assistance des accomplissements principaux dans la région depuis la dernière réunion du PFN. Le secrétariat régional Tashkent a été officiellement ouvert en juillet 2015. Trois pays dans la région, à savoir l’Afghanistan, le Tadjikistan et l'Ouzbékistan, ont nommé un point focal national (PFN) et ont établi des groupes de travail CBRN pour travailler sur les QNEs et PANs. Le premier atelier QNE était tenu en Tadjikistan en janvier 2015 et suivi d'un atelier PAN pour le Tadjikistan en octobre 2015. D'ailleurs une réunion régionale pour les pays asiatiques centraux sur QNE a été organisée à Tashkent en avril 2016, ainsi que deux ateliers distincts QNE pour l'Ouzbékistan et l'Afghanistan. D'ailleurs, un développement majeur dans la région était le lancement d'un projet régional sur la sécurité biologique et la bio-sécurité (projet 53).
Le chef du secrétariat pour la façade atlantique africaine a examiné, ainsi que les participants, l'objectif que le secrétariat régional a établi pour l'avenir. Basé sur une évaluation qualitative le secrétariat a constaté qu'il y’a un plus grand niveau de discussion, d'une plus grande participation des décideurs politiques et d'une bonne volonté des pays partenaires de continuer l'aventure. Pour une évolution positive à l'avenir il a proposé qu'il devrait y avoir de plus grande internationalisation de l'initiative et que les régions devraient avoir la propriété de l'initiative, par le groupement régional politique et économique. D'ailleurs, il a proposé qu'il devrait y avoir, sur le court terme, une transition des structures virtuelles à de vraies structures et que, sur le long terme, il devrait y avoir une possibilité d'ouvrir, à coté de la structure régionale, les antennes domestiques.
Le chef du secrétariat de l'Afrique centrale et orientale a fourni une mise à jour sur les activités dans la région. La région est grande et les pays partenaires divers et de nouveaux sont sur le point de joindre l'initiative. Afin de créer la durabilité de l'initiative en Afrique centrale et orientale, il a proposé de formuler et renforcer les équipes nationales, pour augmenter la reconnaissance des experts et des professionnels locaux. Il a souligné qu'il est important que le secrétariat commence la mise en réseau avec des initiatives interrégionales CBRN pour augmenter la visibilité et les activités du même rang.
Le point focal national de l’Algérie a exprimé sa gratitude pour la coopération avec l’UE et l’IIRCJUN. Elle a informé les participants au sujet de la signature du Mémorandum d'accord (MoU) entre le gouvernement Algérien et l’ IIRCJUN pour l'ouverture du secrétariat régional en décembre 2015. Au nom du chef du secrétariat, le coordonnateur régional pour l'Afrique du Nord et Sahel a fourni les mises à jour sur les développements dans la région. D'ailleurs, il a informé les participants que le Mali a récemment adhéré à l'initiative.
Le chef du secrétariat pour l’Asie du Sud-Est, a informé les participants au sujet des activités et développement rapportés aux risques et menace de mitigation CBRN dans la région. Un des accomplissements principaux du secrétariat régional et des pays partenaires est la formulation d'une stratégie régionale. La stratégie adresse des priorités régionales et fournit un second plan sur la préparation d'un plan d'action régional, l'extension de la portée des réunions de table ronde et le renfort de l'expertise locale. D'ailleurs, le document présente le concept du réseau recherche et formation CBRN et encourage l'intra- et interrégionale coopération. D'autres sujets importants qui sont des adresses dans la stratégie sont l'habilitation du secrétariat régional, le renfort de la coopération avec l'OI et la nécessité à assurer la durabilité financière pour l'initiative dans la région.
Au nom du chef du secrétariat, le coordonnateur régional pour le Moyen-Orient a fourni un aperçu sur la situation dans la région. La région du Moyen-Orient est fortement compromise avec les conflits et les crises actuels. Il y’a une crise humanitaire, que l'Europe a sentie aussi bien. Il a insisté pour que la communauté CBRN doit redoubler d’efforts pour établir la résilience et la stabilité dans la région. L'initiative CE est conçue pour répondre aux besoins à moyen et long terme, mais ceci ne pourrait pas être la meilleure approche pour la région. L'initiative devrait pouvoir s'adapter plus aux besoins courants et immédiats. Il a informé les participants au sujet des activités, néanmoins, celles qui étaient effectuées par les pays dans la région et les succès réalisés dans le cadre de l'initiative.
