Prólogo
La presente Guía se elabora en el marco de las actividades del proyecto "Capacitación de técnicos
municipales en la gestión ambientalmente adecuada de residuos peligrosos", desarrollado
por el Centro Coordinador del Convenio de Basilea para América Latina y el Caribe, con el apoyo de
la Secretaría del Convenio de Basilea, del Ministerio de Vivienda, Ordenamiento Territorial y Medio
Ambiente de Uruguay y del Secretariado del Manejo del Medio Ambiente del Centro Internacional
de Investigaciones para el Desarrollo de Canadá.
El objetivo del proyecto es la capacitación de técnicos municipales en la gestión ambientalmente
adecuada de desechos peligrosos, atendiendo las necesidades de estos actores locales y
fortaleciendo la articulación con la Autoridades Competentes en el cumplimiento de los objetivos
del Convenio de Basilea.
Más allá de las responsabilidades específicas que las legislaciones nacionales les asignan a los
diferentes actores, los municipios tienen un importante rol en la gestión de los residuos peligrosos
por estar integrados al territorio donde se generan, almacenan, transportan y eventualmente se
reciclan, tratan y disponen dichos residuos.
Adicionalmente, en atención a su ingerencia en el ordenamiento del territorio, los municipios están
involucrados en las decisiones sobre la instalación de la infraestructura necesaria para la gestión
de los residuos peligrosos, así como en lograr la aceptación social imprescindible para viabilizar la
implementación de este tipo de proyectos.
Además de los aspectos básicos vinculados a la gestión de residuos peligrosos, la Guía incluye una
serie ejemplos sobre flujos específicos de desechos generados por el consumo de bienes y servicios,
así como algunas tecnologías de tratamiento y disposición, por lo que esperamos que este material
sea de utilidad práctica y contribuya desde los ámbitos locales a mejorar la gestión ambientalmente
adecuada de los desechos peligrosos en los países latinoamericanos.
Translation - English Guidelines for the Environmentally Sound Management of Hazardous Wastes
I. FUNDAMENTALS
FOREWORD
These Guidelines were written as part of the project ‘Training Municipal Technicians in the Environmentally Sound Management of Hazardous Wastes’, which was organized by The Basel Convention Coordinating Centre For Latin America And The Caribbean, in coordination with The Secretariat of the Basel Convention, the Uruguayan Ministry of the Environment, and The International Development Research Center (CIID/IDRC) Environmental Management Secretariat for Latin America and the Caribbean (EMS).
The project aimed at training municipal technicians in the environmentally sound management of hazardous wastes, placing special emphasis on the requirements of local stakeholders and strengthening the interaction with competent local authorities to attain the objectives of the Basel Convention.
Specific responsibilities placed upon different stakeholders by national legislations notwithstanding, municipalities have a most important role in the management of hazardous wastes, since the municipality constitutes the geographical area where waste is generated, stored, transported and eventually recycled, treated o disposed of.
Additionally, in attention to its role in territorial affairs, municipalities are involved in decisions on the installation of the infrastructure necessary for the management of hazardous wastes and achieving the social acceptance indispensable to make the implementation of such projects viable.
Besides the basic aspects related to the management of hazardous wastes, these Guidelines include a series of examples of specific waste streams generated by the production of certain goods and services and treatment and disposal technologies, which makes one expect the material here presented will be of practical use and contribute, from a local approach, to improve the environmentally sound management of hazardous wastes in Latin American countries.
Spanish to English: Industrial Plant Expansion Project
Source text - Spanish 8.3.2 La Planta Industrial Principal
Está compuesta por una construcción que cubre los principales equipos de transformación de los rolos en paneles, a saber, el torno y línea verde, los secaderos de las láminas de madera resultantes del anterior, componedoras de láminas o unidad de armado de núcleos, los tanques de almacenamiento de resinas, el conjunto de pre-prensa y prensa caliente y la línea de terminación, escuadrado, emparchado, lijado, empaquetado y flejado y almacenamiento de los paneles terminados.
Complementariamente, también comprende los locales destinados a Mantenimiento, Almacén y Depósito de Repuestos, laboratorio, dos salas eléctricas y una subestación.
Adicionalmente en su perímetro se conjugan una serie de edificios menores tales como Edificio de chipeo, sub- estación 1, sala eléctrica al oeste, al sur sala de compresores y sub-estación 2, y al norte sub-estación 4 y depósito de lubricantes.
El área total de esta edificación es del orden de los 23,000 m² y la altura libre en su interior oscila entre un máximo de 14 m, que corresponde a la cumbrera del techo, y dos mínimos de 6 m y de 11 m que se corresponden con los paramentos laterales de mayor longitud de esta construcción.
La misma, está resuelta en un solo nivel con estructura de pilares de hormigón armado y cerchas metálicas, con grandes luces entre apoyos, soportando una cubierta metálica galvanizada calibre 24 alternada con chapas traslúcidas de fibra con el objeto de proveer iluminación natural, aislación (R-7) y su correspondiente barrera de vapor y dotada con una cúpula a lo largo de toda su cumbrera como ventilación natural.
Perimetralmente, la planta está provista de paramentos resueltos utilizando chapa metálica galvanizada calibre 24, complementados con un friso de hormigón armado de 1.25 m de altura y 200 mm de espesor. Los paramentos metálicos disponen de celosías que permiten el ingreso de aire y protejan de la lluvia.
Tanto la cubierta como los paramentos metálicos laterales están tratados con una pintura protectora metálica plástica formulada con fluoro polímeros.
Estructuralmente, las correas del techo y sus arriostramientos satisfacen las especificaciones AISI para el diseño de componentes de acero estructural formados en frío.
Como accesorios dignos de mención se hace referencia a las Cortinas de Tiraje construidas de material no combustible y colgadas perpendicularmente del techo con una longitud total de 1.25 m. Estas cortinas se colocaron a unos 6 m del perímetro exterior de los secadores y de la prensa caliente. Las mismas constituyen un componente exigido por la National Fire Protection Agency de Estados Unidos (NFPA); permiten evitar la dispersión del calor y del fuego dentro de los locales y facilitan la disipación del aire caliente hacia el exterior a través de los forzadores dispuestos en el techo a estos efectos.
La losa de piso es de hormigón armado de 200 mm de espesor, con malla de hierro de diámetro 12 cada 30 cm en ambos sentidos.
La resistencia de la losa a la compresión es de 21 Mpa a los 28 días.
Las aberturas para pasaje de vehículos están provistas de cortinas de enrollar, accionadas eléctricamente mediante pulsador.
La ampliación prevista para el galpón principal estará sujeta a los mismos criterios antes mencionados.
La misma estará resuelta en un solo nivel con estructura de pilares de hormigón armado o metálicos, cerchas y correas metálicas, con grandes luces entre apoyos, soportando una cubierta metálica galvanizada calibre 24 alternada con chapas traslúcidas de fibra con el objeto de proveer iluminación natural, aislación y su correspondiente barrera de vapor, y dotada con una cúpula a lo largo de toda su cumbrera como ventilación natural.
Perimetralmente, la planta estará provista de paramentos de chapa metálica prepintada calibre 24, complementados con un friso de hormigón armado de 1.25 m de altura y 200 mm de espesor alternando en el perímetro celosías de ventilación de 5.80 x 1.20 que permitan el ingreso de aire.
Los elementos estructurales metálicos de cubierta y cerramiento lateral, que requieran por su tipo, de confección de pintura protectora, la misma será una pintura protectora metálica plástica formulada con fluoro polímeros. Los elementos galvanizados lucirán su propia terminación.
Estructuralmente, las correas del techo y sus enrriostramientos deberán satisfacer las especificaciones AISI para el diseño de componentes de acero estructural formados en frío.
En los sectores donde se emplazarán los secadores se dispondrán Cortinas de Tiraje a ser construidas de material no combustible y a colgar perpendicularmente del techo con una longitud total de 1.25 m. Estas cortinas se colocarán a unos 6 m del perímetro exterior de los secadores y de las prensas calientes en cumplimiento con las disposiciones de la National Fire Protection Agency de Estados Unidos (NFPA); evitando la dispersión del calor y del fuego dentro de los locales y facilitar la disipación del aire caliente hacia el exterior a través de los forzadores dispuestos en el techo a estos efectos.
La losa de piso será de hormigón armado de 200 mm de espesor, con malla de hierro de diámetro 12 cada 30 cm en ambos sentidos La resistencia de la losa a la compresión será de 21 Mpa a los 28 días.

Translation - English 8.3.2 Main Plant Building
The main building houses the primary equipment used in the processing of logs into plywood panels, including the lathe, green line, dryers, core composers, adhesive storage tanks, pre-press and hot press, sanding and finishing line, packing line, and finished product storage area.
The main building also encloses the maintenance section, supply storage room, warehouse, laboratory, two electric equipment rooms and a power substation.
Several secondary buildings are located within the same compound as the main building, including the chipping building, substation 1, electric equipment building, compressors building, substation 2, substation 4, and lubricant storeroom.
The total area comprises approximately 23,000 m² and has an interior clearance in height of 14 m (at roof ridge), with a minimum 6 m and 11 (at the sides).
The building has a single level, and its structure consists of pre-stressed concrete pillars, set for sufficient horizontal clearance, and supporting a galvanized steel roof (cal. 24) alternated with clear fiberglass sheets, which allow for natural lightning, having R-7 insulation and corresponding steam barrier, topped by a continuous lantern along the roof ridge for natural ventilation.
The plant perimeter is walled using galvanized steel sheets (cal. 24), complemented with 1.25 m by 200 mm concrete wall. The steel section of the walls is fitted with louvers to admit air and shed rain water out.
Both the steel roof and steel walls are treated with flour-polymer, plastic-metallic protective paint.
Roof beams and rafters meet AISI specifications for structural steel design components.
Of special notice are the draught curtains, built of non-combustible materials and vertically hung from the roof. These 1.25 m curtains are placed at approximately 6 m from the exterior of dryers and hot press, and are required by the US National Fire Protection Agency (NFPA). They avoid heat and fire dispersion within the building and facilitate the dissipation of hot air to the outside by means of air extractors installed on the roof for this purpose.
The floor is made of 200 mm-thick pre-stressed concrete, reinforced with 12 mm steel mesh every 30 cm in converse directions. The resistance to compression of the floor is of 21 MPA (at 28 days).
Vehicle passageways are fitted with electrically powered rolling doors, commanded by a push switch.
The extension of the main building will be subject to the same criteria as the main plant building.
The building will also have a single level, and its structure consists of pre-stressed concrete or metal pillars, set for sufficient horizontal clearance, which support metal beams and rafters and a galvanized steel roof (cal. 24) alternated with clear fiberglass sheets. It is to be adequately insulated and has the corresponding steam barrier, topped by a continuous lantern along the roof ridge for natural ventilation.
The perimeter is to be walled using galvanized steel sheets (cal. 24), complemented with 1.25 m by 200 mm concrete wall. The steel section of the walls will be fitted with 5.80 x 1.20 louvers to admit air and shed rain water out.
Metallic structural elements and walls that requiring it will be treated with fluor-polymer, plastic-metallic protective paint. Galvanized elements do not require painting.
