L’acqua è oggi al centro di numerosi conflitti. Lo è sempre stata. Conflitti locali e globali che divengono un punto di osservazione privilegiato per osservare e studiare temi più vasti che progressivamente si allontano dall’acqua per investire altre dimensioni del politico, del sociale, del sapere. I due casi studio presentati ne sono un esempio.
Conflitti geopolitici in primo luogo: la deviazione delle acque del Giordano a valle del lago di Tiberiade, come la definizione dei confini dei nuovi stati nati dalla disgregazione dell’impero sovietico incurante dell’estensione e della configurazione dei bacini versanti dei maggiori fiumi e, in generale, delle acque nelle regioni meridionali ed orientali dello stesso ex-impero hanno un’origine eminentemente geopolitiche ed è sul quel terreno che molto probabilmente si pagherà il prezzo degli errori commessi in passato.
Conflitti commerciali in secondo luogo: la vicenda del cotone dell’Usbekistan, come di altri paesi, ad esempio la Nigeria ne è un esempio. Molto prossimo al conflitto geopolitica fa parte delle politiche di protezionismo dei produttori di cotone statunitensi. In un mondo che si dice liberista, aperto alla libera circolazione delle merci, che si dice guidato dalla scelta della nazione più favorita per la produzione di ciascun bene, la difesa del dumping cotoniero statunitense e di tariffe sostenute ad altissimo costo dall’economia di quel paese genera, in un mondo sempre più globalizzato, la rovina dei produttori e dell’agricoltura in altre parti del mondo.
Conflitti tra usi alternativi dell’acqua: ovunque il conflitto tra un uso domestico e industriale,un uso agricolo ed un uso per la produzione idroelettrica dell’energia è divenuto, negli anni recenti, del tutto evidente. Gli usi domestici dell’acqua, ad esempio; sono ovunque cresciuti, negli ultimi due secoli, in misura impressionante. Assunti come indice di progresso, di più elevati standards igienico-sanitari sono stati potentemente e giustamente incentivati dalle politiche del welfare Contemporaneamente molte produzioni industriali si mostravano sempre più bisognose di acqua. Il prezzo dell’acqua, considerato bene, di fatto, infinitamente disponibile, rifletteva unicamente il costo degli investimenti necessari per il suo approvigionamento e per la manutenzione delle relative infrastrutture. Ma negli ultimi decenni ci si è resi conto che l’acqua, come altre risorse naturali, non è infinitamente disponibile. Di ciò se ne sono accorti i grandi gruppi finanziari ed industriali che tendono ad assicurarsi il monopolio delle più importanti riserve d’acqua mondiali. La fornitura d’aqua avverrà nel futuro in regime oligopolistico, costringerà l’agricoltura a ridurre i propri consumi, con il ricorso a nuove tecniche d’irrigazione che hanno effetti importanti, spesso devastanti, sul territorio e ciò quando il cambiamento climatico suggerirebbe di avere per il territorio, la vegetazione, la biodiversità una maggiore attenzione. Infine questi due aspetti limitano sempre di più la produzione di energia idrolettrica, in molti paesi, limitata a provvedere alle punte od alle emergenze. L’energia idroelettrica, esempio principe di energia rinnovabile, la più pregiata delle energie perché non bisogna si essere trasformata, come ad esempio l’energia termica, per alimentare il nostro spremiagrumi, come le nostre industrie, città e linee ferroviarie, viene limitata a favore di altre forme di produzione di energie meno pregiate. Una costellazione estesissima di attori, dotati di poteri differenti, è, spesso suo malgrado, immerso in questo conflitto: dal piccolo agricoltore usbeko o del veneto, ai consigli di amministrazioni delle grandi società europee ed americane di controllo, commercializzazione e distribuzione dell’acqua. Come in ogni regime di oligopolio i prezzi dell’acqua sono destinati a crescere e l’allocazione della risorsa sarà lontana dall’ottimo.
Conflitti di saperi: l’acqua ha svolto un ruolo importante nella costituzione delle scienze moderne. Con l’astronomia e la meccanica, a partire dalle fine del XV° secolo e dal principio del XVI° l’idraulica si propone come modello di una “nuova scienza” che sottopone le proprie ipotesi, rigorosamente formulate in un linguaggio matematico ed astratto, alla verifica od alla falsificazione empirica. Oggi possiamo riconoscere che la grande impresa dell’inizio della modernità era una razionalizzazione di saperi più antichi che avevano pazientemente permesso, attraverso l’accumularsi in ogni parte del pianeta di un gran numero di esperienze, di successi e di fallimenti, di individuare correttamente i principali problemi teorici ed applicativi. Nel tempo la nuova scienza ha dato luogo ad interventi sempre più ambiziosi, ad importanti opere di ingegneria che, con una certa arroganza, hanno cercato di cambiare la geografia di intere e vaste regioni, provocando in qualche caso qualche serio problema. I due casi studio dei quali stiamo discutendo ne sono un esempio.
Negli anni recenti la riflessione, sospinta dai temi connessi al cambiamento climatico, ha prodotto, non solo per quanto riguarda l’ingegneria idraulica, una seria analisi critica di questa parte della storia più recente e delle culture tecniche che entro questa storia si sono formate e consolidate. Si è quindi cominciato a ragionare sugli “errori degli ingegneri”, come si dovrebbe fare per ogni campo della riflessione teorica e delle scienze applicate. In particolare, si è cominciato a capire che dietro molte delle ambizioni dei grandi progetti stavano troppo scarse conoscenze e troppo alte ambizioni politiche. Ciò ha comportato la nascita di nuovi paradigmi che da una parte recuperano i saperi pre-moderni dai quali aveva preso le mosse la “nuova scienza”, dall’altra, però trovano tutt’ora grandi difficoltà ad affermarsi.
Ognuno di questi conflitti attraversa le scale ed il tempo, dalla scala locale a quella globale, dalla risposta immediata a quella di lungo periodo, ma tutti sono tra loro indissolubilmente legati. Difficilmente si può risolvere l’uno senza coinvolgere l’altro e ciò naturalmente rende ogni soluzioni più difficile.

Water is today at the centre of numerous conflicts. This has always been the case. Local and global conflicts that become a privileged observation point for observing and studying vaster themes that progressively move away from water to invest other dimensions of politics, of society, of knowledge. The two case studies presented are an example of this.
Geopolitical conflicts first and foremost: the deviation of the waters of the Jordan downstream of lake Tiberias, like the definition of the borders of the new states born out of the disintegration of the Soviet empire, regardless of the extension and the configuration of the catchment basins of the large rivers and in general, of the waters of the southern and eastern regions of the ex-empire, have eminently geopolitical origins and it is on this terrain that very probably the price for the mistakes made in the past will be paid in the future.
Commercial conflicts in second place: the question of the cotton of Uzbekistan, like that of other countries, for example Nigeria, is a case in point. The protectionist policies of US cotton producers are very close to geopolitical conflict. In a world that declares itself to be liberalistic, open to the circulation of goods, that declares it is guided by the choice of the nation best endowed for the production of each product or commodity, the defence of US cotton dumping and the sky high rates upheld by the US economy, in an evermore globalised world, lead to the ruin of producers and agriculture in other parts of the world.
Conflicts between alternative uses of water: everywhere the conflict between domestic, industrial and agricultural use and the use of water for hydroelectric production of energy has in recent years become evermore evident. The domestic uses of water, for example; these have grown everywhere, over the last two centuries, to an alarming degree. Taken as an index of progress, of higher hygienic and sanitary standards they have been powerfully and rightfully incentivated by welfare policies. At the same time much industrial production has shown itself to be evermore in need of water. The price of water, indeed considered a commodity actually available to infinity, solely reflected the investment costs required for the provision of the same and for the upkeep of the relative infrastructure. But over the decades it has been realised that water, like other natural resources, is not infinitely available. This has come to the attention of the big financial and industrial groups that are tending towards securing for themselves the monopoly of the most important world water reserves. In the future the supply of water will take place in an oligopolistic manner, compelling agriculture to reduce its consumption, with the resorting to new irrigation techniques that will have sizeable, often devastating effects on the territory, and this when climate change would wish to indicate a greater care for the territory, the vegetation, of biodiversity. Lastly, these two aspects will ever further limit the production of hydroelectric energy in many countries, it being limited to providing for peaks or emergencies. Hydroelectric energy, a noble example of renewable energy, the most valuable form of energy because it does not need to be converted, like for example thermal energy, to run our citrus fruit squeezers, the same as our industries, cities and railway lines, will be restrained in favour of other less noble forms energy production. Hence a vast constellation of agents, all with different powers are, often unwillingly, immersed in this conflict: from the Uzbek or north Italian small-farmer, to the board of directors of the big European and US companies that control, market and distribute water. As in any oligopolistic regime water prices are destined to increase and the allocation of the resource will be far from optimum.
Conflicts of knowledge: water has played an important role in the constitution of modern science. With astronomy and mechanics, starting from the end of the 15th up to the beginning of the 16th century hydraulics is seen to be a model of a “new science” that subjects its hypotheses, rigorously formulated in a mathematical and abstract language, to empirical verification or falsification. Today we can recognise that the great achievement at the beginning of modernity has been the rationalisation of older knowledge that had patiently enabled, through the accumulation in all parts of the planet of a great many experiences, successes and failures, to correctly pinpoint the principal theoretical and applicative problems. In time the new science has given rise to evermore ambitious undertakings, to important engineering works that, with a certain arrogance, have tried to change the geography of entire and vast regions, in some cases provoking serious problems. The two case studies we are discussing are an example of this.
Over recent years the reflection, thrust on by subjects linked to climate change, has produced, not only as far as hydraulic engineering is concerned, a serious critical analysis of this part of more recent history and the technical cultures that have formed and consolidated themselves within the same. Hence one has begun to ponder over the “errors of the engineers”, as should always be done for every field of theoretical reflection and applied science. In particular, one has begun to understand that behind many of the ambitions of great projects lay by poor knowledge and all to high political ambitions. This has led to the creation of new paradigms that on the one hand recuperate the pre-modern wisdom from which the “new science” started out, but that on the other hand still have great difficulty in staking a place for themselves.
Each of these conflicts traverse scales and time, from the local to the global scale, from the immediate to the longterm response, but all are indissolubly linked to each other. One is hard put to solve one without involving the other and this naturally makes any solution all the more difficult.

Giusto cento anni fa i Futuristi cantavano la bellezza della velocità che ci avrebbe emancipato dal “collare di ferro del Tempo e dello Spazio”.
Nel secolo che è trascorso da quei proclami, la tecnologia ci ha regalato così tante invenzioni che quasi stentiamo a capacitarci di come sia possibile progredire ancora ma che di certo condividono la caratteristica di abbreviare, velocizzare, moltiplicare , insomma, che hanno cercato di “liberarci” dai limiti spaziotemporali.
I risultati di questa rivoluzione, che ormai possiamo giudicare da una distanza divenuta nel frattempo storica, non sono stati pari alle aspettative.
Oggi, il tempo è divenuto una specie di lusso – per cui, pur disponendo di strumenti per fare tutto più in fretta e di conseguenza guadagnare tempo “libero”, si tende a fare sempre di più, e paradossalmente non rimane tempo per quasi nulla.
Come ha detto da qualche parte Franco Battiato, “scorrono gli anni nascosti dal fatto che c’è sempre molto da fare / e il tempo presente si lascia fuggire con scuse condizionali”. E come nota Pier Benzi, art director dell’agenzia Artefice - nell’intervista che presentiamo su questo numero - ormai il rischio è di confondere il leisure time con il contracted o committed time finendo per tenere “una telefonata di lavoro durante la settimanale partita di squash, ricevendo mail su una spiaggia di sabbia bianca o dettando un testo tra un tempo e l’altro di un concerto”.
Ciò causa tutta una serie di conseguenze, soprattutto a livello di consumi e di comportamenti d’acquisto, infatti, sempre di più si stanno diffondendo prodotti ibridi: sneakers pensate per il trekking, ma abbastanza eleganti da indossare con il gessato; alimenti e bevande pensate per i palati dei più golosi ma anche salutari; auto crossover, un po’ coupé un po’ fuoristrada, corredi da viaggio per avere tutto ma in poco spazio...
Questo numero di Impackt è dunque dedicato al nuovo concetto di freetime, ed intende fornire - attraverso esempi di packaging interessanti e particolari – le diverse declinazioni di “tempo libero” e dei prodotti ad esso dedicati per settori come quello dello sport, del fitness, del benessere, dei viaggi, del relax in genere.
E poiché, come ormai ben sappiamo, abbigliare, comunicare e veicolare questi prodotti è un compito che spetta all’imballaggio, abbiamo pensato di chiedere lumi ad un tuttofare del packaging come il francese Fabrice Peltier, ma anche a chi sul tempo libero ha creato un’industria, come adidas, o ad artisti, come Raffaella Formenti, che il packaging lo impiegano in ogni sua forma come una moderna tavolozza – per finire con chi, come l’artista americano Brian Jungen, trasforma oggetti usualmente impiegati per il relax, come sneakers o sedie da giardino, in scheletri preistorici o in maschere di un folklore oscuro, eppure così famigliare, così prossimo alla nostra vita di tutti i giorni.

Exactly a hundred years ago the Futurists sang of the beauty of speed that was to have emancipated us from the “iron collar of Time and Space”.
In the century that has passed since those proclamations, technology has given us so many inventions that we are hard put to understand how we might progress further but that certainly share the characteristics of shortening, speeding up, multiplying, that is, they have tried to “liberate” us from spatiotemporal limits.
The results of this revolution, that we can by now judge from a distance that has in the meantime become historic, were not up to expectations.
Today time has become a sort of luxury – hence, even while having tools for doing everything in a greater hurry and to hence gain “free” time, one tends to do more and more, and paradoxically there is no time left for anything.
As the famous contemporary Italian composer and singer-songwriter Franco Battiato said somewhere “the years pass concealed by the fact that there is always a lot to do / and the present escapes us with conditional excuses”. And as Pier Benzi, art director of the agency Artefice notes – in the interview presented in this issue – we have reached the point where we risk confusing leisure time with contracted or committed time, ending up by making “a work phonecall during our weekly game of squash, receiving our e-mails on a sandy white beach or dictating a text message in the interval of a concert”.
This causes a whole series of consequences, aboveall at the level of consumption or purchasing behaviour; indeed hybrid products are becoming evermore popular: sneakers conceived for trekking, but elegant enough to wear with a pinstripe suit; food and beverages conceived for the palates of gourmets that are also good for your health; crossover cars, a bit coupé a bit offroad, travel kits to have everything in limited space…
This issue of Impackt is hence dedicated to the new concept of freetime, and intends providing – through examples of interesting and particular packaging – the different declinations of “freetime” and the products dedicated to the same for sectors such as sport, fitness, wellbeing, travel and generally for relax.
And since, as we by now well know, cladding, communicating and vehicling these products is a task that falls to packaging, we have turned to a packaging all-rounder like Frenchman Fabrice Peltier, but also to those who have turned freetime into an industry, like adidas, or to artists, like Raffaella Formenti, who use packaging in all its forms like a modern paint palette – to end up with those that, like the American artist Brian Jungen, turn objects usually used for relax, such as sneakers or garden chairs, into prehistoric skeletons or into masks of an obscure folklore, albeit strikingly familiar, so close to our everyday lives.
