Les réseaux intérieurs d'immeubles existants sont souvent déployés dans des gaines ou goulottes. Leur réutilisation pour passer un nouveau câblage fibre, lorsqu'elle est possible, permet de diminuer le besoin de nouveaux travaux, et donc les nuisances et les coûts. En particulier, il n'est pas exclu que la réutilisation de gaines existantes puisse exonérer l'opérateur de l'obtention d'une délibération favorable de l'assemblée des copropriétaires pour déployer un réseau fibre. Il s'agirait d'un avantage majeur pour la desserte du parc de logements privés.
Il ne paraît pas évident que les gaines téléphoniques existantes puissent supporter sans modification le tirage d'un réseau fibre. L'Autorité n'est pas certaine que France Télécom soit en mesure de réutiliser les gaines téléphoniques pour supporter ses premiers déploiements fibre.
En théorie, les gaines posées avant 1974 appartiennent à France Télécom, et celles postérieures aux copropriétés. En pratique, il semble que France Télécom et certaines copropriétés considèrent que France Télécom a un droit de jouissance exclusif de ces gaines, en échange de leur maintenance à titre gracieux. Indoor networks in existing buildings are often deployed in the telephone conduits or electrical trunking. Reusing them to run new fibre cables through, whenever possible, can reduce the need for new building modifications, and with them the annoyances and costs.
