Source text - English ARABIC ranks sixth in the world's table of languages, with an estimated 186 million native speakers. As the language of the Qur'an, the holy book of Islam, it is also widely used throughout the Muslim world. It belongs to the Semitic group of languages which also includes Hebrew and Amharic, the main language of Ethiopia.
There are many Arabic dialects. Classical Arabic – the language of the Qur'an – was originally the dialect of Mecca in what is now Saudi Arabia. An adapted form of this, known as Modern Standard Arabic, is used in books, newspapers, on television and radio, in the mosques, and in conversation between educated Arabs from different countries (for example at international conferences).
Local dialects vary, and a Moroccan might have difficulty understanding an Iraqi, even though they speak the same language.

Source text - Spanish Deben destacarse, como características particulares de China: a) la forma de reclutar a los funcionarios públicos, b) la contribución a la navegación y las artes, c) el desarrollo social de los mercados familiares que por su amplitud y fortaleza serán considerados por Adam Smith como más importantes que todos los mercados europeos.
Ello no significó que Smith no tuviera una visión crítica de la situación social de China. En uno de los comentarios más duros respecto a la situación de las áreas agrícolas de ese país destaca la extrema pobreza de muchas de esas regiones, particularmente en sus relatos sobre la hambruna de Cantón y la desesperación de la gente por tal causa.
. El pensamiento de Adam Smith y el futuro de las naciones
En una importante obra de Giovanni Arrighi, publicada en el año 2007, Adam Smith en Pekin el autor cita a Smith para destacar el impacto de la presencia colonial de Europa:
En la época del descubrimiento era tan superior la fuerza de los europeos que, valiéndose de la impunidad que ésta les confería, pudieron cometer toda clase de injusticias en aquellos remotos países. Es posible que en lo sucesivo los habitantes de aquellas regiones aumenten sus fuerzas o que se debiliten las europeas, y que los habitantes de todas las partes del mundo puedan alcanzar aquel nivel de valor y de fuerza que, inspirando a todos un temor recíproco, obligue a todas las naciones independientes a una especie de respeto mutuo.
Por lo tanto Smith advierte que el poder militar europeo y su impunidad no podía extenderse como algo natural, y que llegará el momento en el que resto del mundo crecerá e impondrá a todas las naciones ese respeto mutuo.
La Guerra del Opio, la consolidación de la Revolución Industrial, el dominio europeo sobre el continente africano, latinoamericano y gran parte de Asia, junto con la decadencia de China que perdió importancia mundial durante 150 años, dejaron en el olvido aquella premonición de Adam Smith acerca del respeto mutuo.
Esa posibilidad es uno de los factores en juego en nuestra historia contemporánea porque, a pesar de que Asia Oriental y particularmente China se constituyen como las economías más dinámicas y prósperas, y que América Latina y África emergen del oscuro Siglo XX con menos trabas que las que envuelve a las potencias occidentales el capital financiero del que son dueños y esclavos, aún se presenta el contrapeso militar como un factor de gran importancia.
Este será uno de los componentes centrales del trabajo de Arrighi y lo que él estima una gran diferencia de Adam Smith con respecto a la presunta generalización del capitalismo. La conquista, no constituye según Smith, un factor que permitirá a futuro la generalización del sistema europeo de producción sino una fuente de injusticias que sólo se podrán corregir con el progreso autónomo de las naciones colonizadas.
Relata Arrighi que ya Sylos Labini se preguntaba si, luego de la retirada de los EEUU de Vietnam, había llegado el momento vaticinado por Smith. En la práctica debió y aún deberá pasar algún tiempo para asegurar la profecía. A modo de demostración de que en el imaginario del poderoso establishment económico-militar aún subsiste la pretensión decimonónica, basta con seguir los comentarios de algunos líderes de la Alemania contemporánea. En el año 2011, el comisario europeo de Energía y miembro importante del partido de gobierno de Angela Merkel, Günter Oettinger, propuso una serie de medidas para “corregir” los desequilibrios fiscales y financieros que están sufriendo algunas economías europeas.
En declaraciones al Semanario Bild del 12 de septiembre de 2011, Oettinger planteó que los países endeudados tendrían que “ceder su soberanía presupuestaria a la UE de forma temporal. Ello sería una afrenta para cualquier gobierno y frenaría la propensión a endeudarse en demasía”. Con este planteamiento retorna a la idea inicial y, finalmente, descubre su última intención: en el caso de Grecia se manifestó partidario de enviar funcionarios de otros países europeos para que asesoren y asuman funciones ejecutivas en la administración griega durante un largo periodo de tiempo, remarcando que al ser extranjeros “no tendrían consideración a las resistencias”. En otros términos, poco importa lo que piense la sociedad civil afectada, y sería una medida ejemplar para evitar que otros países se solidaricen con Grecia o con cualquier otra nación en crisis.
Este punto de vista de Oettinger coincide con la concepción eufemística de los “mercados” como parámetros abstractos que, en rigor, es la forma soft de las decisiones que viene adoptando el poder financiero mundial.
La violencia a escala mundial ha seguido aumentando y, como argumentará Arrighi en otra parte del libro citado, la adopción del gobierno de Bush del Proyecto para el Nuevo Siglo Americano como respuesta a los ataques del 11 de septiembre de 2001 fue, en ciertos aspectos clave, un intento de establecer el primer imperio auténticamente global de la historia del mundo. “El fracaso abismal de ese proyecto en el terreno de pruebas iraquí no ha eliminado, pero sí ha reducido en una gran medida la probabilidad de que llegue a materializarse nunca un imperio global centrado en Occidente”. Este es uno de los temas abiertos de discusión diaria.
La dinámica smithiana y la Gran Divergencia
El desarrollo de los mercados, que en la época de Smith tenían sus mayores manifestaciones especialmente en China pero también en Europa, es producto de un proceso en el cual la división del trabajo se va dando en la medida en que éstos se amplían, promoviendo un crecimiento económico que por un lado eleva las rentas y por otro la demanda efectiva. El límite de este proceso es la propia amplitud del mercado con la consecuente tendencia a la disminución de los beneficios estableciéndose un equilibrio de alto nivel al que regresa siempre que las perturbaciones no sean excesivas.
Dada esta circunstancia, si China y Europa experimentaban la misma dinámica, la pregunta de Arrighi no es por qué China quedó atrapada en ese equilibrio sino cómo Europa consiguió escapar de él.
En ese orden Arrighi destacará las respuestas de Wong, G. Frank y Pomeranz, quienes en conjunto complementarán una propuesta que incluye el revelador hecho de que en la China imperial, mucho más que en Europa, se daban las condiciones más cercanas a la competencia descrita por Smith; es decir, descubrieron que el laboratorio smithiano estaba en China. Descubrieron a Adam Smith en Beijing.
Wong concibe la Revolución Industrial como una gran contingencia histórica aislada de acontecimientos anteriores; un hecho material; una variable exógena que impulsa cambios económicos (Marx). Para Gunder Frank la Revolución Industrial es el resultado de una dinámica europea en la que la expansión económica generó una escasez de mano de obra y un excedente de capital, opuesta a la smithiana que tenía lugar en China (excedente de mano de obra y escasez de capital, atractor smithiano de alto nivel). Pomeranz la concibe como producto de lo que se denomina “la Gran Divergencia”, es decir, a las diferencias en las relaciones centro-periferia que establecían, respectivamente, Europa y Asia oriental. La dotación de recursos extraídos del Nuevo Mundo permitió a algunos países de Europa un intercambio de exportaciones industriales por productos primarios superior al que sostenían los más importantes países de Asia oriental con sus periferias. Pomeranz compara los acontecimientos en el delta del Yangtsé y en Inglaterra antes de la Revolución Industrial; en esta última región se produjo una pauta smithiana de evolución económica o de crecimiento auto sostenido que los llevó no a una crisis demográfica sino a la Revolución Industrial.
La pervivencia del legado smithiano
La expansión de la población en China es calificada por Karou Sugihara como “el milagro chino”. Según la cita que hace Arrighi de este autor:
Desde mediados del Siglo XVI hasta el XVIII –asegura– el desarrollo de las instituciones capaces de absorber la mano de obra y de tecnologías intensivas en trabajo como respuesta a las limitaciones en recursos naturales (especialmente la escasez de tierra) permitieron a los países de Asia Oriental experimentar un importante aumento de población acompañado, no por un deterioro, sino por una modesta mejora del nivel de vida.
Apoyándose en gran medida en esa inversión en trabajo humano, recurre al concepto de “Revolución Industriosa” (utilizado inicialmente por Hayami Akira para referirse al proceso de Japón), no definida como un preámbulo de la Revolución Industrial sino como una vía de desarrollo basada en el mercado que “ha desempeñado un papel crucial en la configuración de las respuestas de la región a los desafíos y oportunidades creados por la Revolución Industrial occidental”. Entre sus características beneficiosas Sugihara destaca el marco institucional capaz de absorber fuerza de trabajo centrada en el hogar, la posibilidad de los trabajadores de participar en las decisiones administrativas, la polifuncionalidad del trabajo, los bajos costos de mercadeo y los bajos riesgos de la innovación. Luego, desarrolla la forma original a través de la cual Japón, a finales del Siglo XIX, incorpora tecnología occidental dando lugar a lo que denomina industrialización intensiva en trabajo.
A pesar del largo ciclo de decadencia de Asia Oriental que tuvo su punto culminante en la década de los 50 del Siglo XX, en Asia la fusión de tecnologías occidentales con el camino intensivo en trabajo permitirá el resurgimiento económico de la región, lo que tendrá consecuencias decisivas para la economía y la sociedad mundiales. y
Vías alternativas a la opulencia
Smith destacará en su época que China y Holanda son probablemente los ejemplos de países “plenamente poblados en proporción a lo que su territorio puede mantener o su capital emplear” y con “una cantidad tan grande de capital (…) empleada en cada una de las ramas como lo consienta la naturaleza y extensión del comercio”.
Ambos países se han alcanzado la madurez por vías diferentes. China abordó el crecimiento por el “curso natural de las cosas”; se invierte en primer lugar en la agricultura, después la industria, y por último el comercio exterior. Según Smith, Holanda alcanzó la madurez por la vía “retrógrada y contraria a la naturaleza”, en tanto comienza a partir del Comercio Exterior y el consumo suntuario. Smith propone a Europa orientar el curso de sus países hacia la llamada vía natural. Considera que los capitales dedicados a la agricultura y al comercio al por menor tienen un resultado positivo dado que se aplica entre residentes, cosa no necesariamente verificable en los grandes comercios o en el comercio de tránsito. La agricultura, a la vez, favorece la constitución de una industria local, y el crecimiento de ambas genera un excedente para el mercado exterior. También considera que en las regiones y mercados rurales se da una mayor competencia que en las ciudades.
Con respecto a la vía antinatural sostiene que todo el capital “que una nación adquiera mediante el comercio y la industria resulta una posesión precaria e incierta”.
Crisis capitalistas y destrucción creativa
Mientras para Smith la caída de la tasa de beneficios pone límites a la expansión económica, para Marx esa tendencia es real, pero aparecerá como una barrera a superar: es la tendencia a la expansión sin límites que está en la naturaleza de las crisis. Al respecto, dice Arrighi:
La caída de la tasa de beneficio y la intensificación de la lucha competitiva no acaban empero en un estado estacionario; por el contrario, conducen a la destrucción del marco social en el que está inserta la acumulación y a la creación de uno nuevo. En la presentación de Marx, esa destrucción creativa adopta tres formas principales: un aumento de tamaño de los capitales y la reorganización de la empresa; la formación de un exceso de población y una nueva división internacional del trabajo; y el surgimiento de nuevos y mayores centros de acumulación de capital. (...) A este respecto es crucial el papel del sistema de crédito, que “se convierte en un arma nueva y terrible en la batalla de la competencia y […] se transforma en un enorme mecanismo social para la centralización de los capitales”.
Estas tendencias, aunadas al empleo del ejército industrial de reserva y a la ampliación y aceleración del cambio tecnológico, son elementos constitutivos que se expresan en el Manifiesto acerca del dominio europeo sobre el resto del mundo impulsando el modelo burgués, aunque en realidad la periferia se haya constituido como abastecedor de materias primas para la Europa industrial. Aunque Marx no centra su análisis en el papel de los Estados en este proceso, Arrighi considera que implícitamente está de acuerdo con Smith en que
…todos los contenedores jurisdiccionales que han alojado a las principales organizaciones capitalistas de una época determinada se han visto finalmente “sobreabastecidos” de capital, experimentando así un declive de la rentabilidad y una tendencia al estancamiento; pero Marx también observa que el sistema de crédito internacional proporciona una vía de escape mediante su emigración a un contenedor mayor –como lo era Estados Unidos con respecto a Inglaterra, Inglaterra en relación con Holanda y ésta con respecto a Venecia– donde su autoexpansión podía reanudarse a mayor escala. Así pues, incluso para Marx, la tendencia a la expansión sin fin se refiere únicamente al desarrollo del capitalismo a escala mundial, no en cada país en particular.
Para Schumpeter, la destrucción de viejas estructuras y la creación de nuevas mediante la innovación (que describe en su teoría del desarrollo económico) explican los ciclos de beneficios y pérdidas extraordinarias, que reiteran dos fases: “Mientras estas cosas se inician tenemos un gasto vigoroso y predomina la […] y mientras se completan y sus resultados se difunden tenemos la eliminación de los elementos anticuados en la estructura industrial y predomina la ”.
Ese punto de vista schumpeteriano se presenta como acumulaciones en el tiempo, que determinan largos ciclos de prosperidad y largos de depresión, aunque Arrighi considera que también se pueden interpretar espacialmente, como zonas de prosperidad y zonas de depresión.
Las innovaciones pueden ser de orden industrial o comercial, como una nueva tecnología, nuevos productos, nuevos mercados, nuevos sistemas de comercialización, entre otros.
Los capitalistas en tanto propietarios de dinero pueden actuar como empresarios, o bien, a través del sistema crediticio, proporcionar a éstos los medios de pago, de tal manera que el sistema económico se dirija a una nueva etapa de acumulación. Arrighi rescata una cita de Schumpeter en la que afirma que “El mercado monetario es siempre, por decirlo así, el cuartel general del sistema capitalista del que emanan las órdenes que van a sus divisiones individuales y lo que se debate y se decide allí son siempre en esencia los planes para el desarrollo futuro”, y considera que, en lo que se refiere estrictamente a la concepción del desarrollo capitalista, Marx y Schumpeter se complementan más que oponerse.
En este punto Arrighi retoma los modelos expuestos hasta aquí los vincula de manera más expresa con los procesos históricos. La sucesión de centros capitalistas declinantes y ascendentes que van de Génova a Estados Unidos, son:
(…) centros de acumulación sin fin de capital y de poder, más que ninguna otra cosa, lo que define la vía de desarrollo europea como “capitalista”; y que, recíprocamente, la ausencia de nada comparable a tal sucesión en Asia oriental puede entenderse como el signo más claro de que, antes de la Gran Divergencia, la vía de desarrollo de Asia oriental estaba tan basada en el mercado como la europea pero no era portadora de una dinámica capitalista.
La especificidad de la vía europea se comprende por la presencia de dos tendencias. La tendencia de las crisis de sobreacumulación a provocar largos periodos de expansión financiera (proporcionando según Schumpeter medios de pago) y la intensa competencia interestatal por el capital en busca de inversión que Max Weber entendía como rasgo distintivo a escala mundial e histórica de la era moderna.
Finalmente Arrighi despliega una vez más los escenarios que le inquietan para los próximos tiempos, respecto al desarrollo por la vía “antinatural”:
¿no adquirían los países que se desarrollaban por esa vía una ventaja militar, no sólo frente a los países pobres, sino también frente a las economías de mercado ricas que se desarrollaban por la vía “natural” de Smith? (…) si la riqueza obtenida por la vía capitalista es una fuente de mayor poderío militar, y si esta es la razón por la que los europeos pudieron apropiarse de los beneficios de la mayor integración de la economía global a expensas de los pueblos no europeos, como mantiene Smith, ¿qué fuerzas pueden impedir que esa integración reproduzca la articulación conjunta de un círculo virtuoso de enriquecimiento y aumento de poder para los pueblos de origen europeo y un circulo vicioso de empobrecimiento y pérdida de poder para la mayoría de los restantes pueblos?.
Poder económico y periferia
Los procesos de transformación y el desplazamiento del mayor poder de acumulación y crecimiento de los países capitalistas han contado con el sometimiento de las llamadas economías periféricas que han “completado” las debilidades o demandas de los primeros. Así, Flandes, Inglaterra, Francia, Estados Unidos, entre otros, han acudido al recurso colonial ya citado por Smith o a las formas contemporáneas de dominación a través de diversos mecanismos institucionales o de presiones de diversa naturaleza.

Crisis y progreso: la consolidación de un nuevo paradigma
¿Por qué son tan importantes hoy esas reflexiones de teóricos aparentemente tan lejanos? Especialmente en las últimas décadas existe un gran asombro por el progreso económico de China y de otras regiones del sudeste asiático. Los procesos que algunos historiadores caracterizan como la gran divergencia no son ajenos, son parte constitutiva central de la forma en la que rápidamente el país del centro (explicar, PENDIENTE)
En medio de las crisis europeas y del aumento de las dificultades americanas para liderar la organización del sistema-mundo, China se encuentra en la opción de no repetir la experiencia que condujo el libre cambio al estilo occidental y que perjudicó a las sociedades latinoamericanas y a otros países en vías de desarrollo. Las autoridades de Beijing y los países emergentes deben encontrar variantes creativas que no sean simplemente intercambiar productos chinos de alto valor agregado o con un fuerte componente en salarios por productos en cuyo valor agregado predomina la renta agraria o minera. Esa posición estaría más en consonancia con los lineamientos estratégicos de las relaciones internacionales que pueden sintetizarse en el estudio de Jorge Malena:
En 1980, el gobierno chino adoptó una posición de equilibrio frente a las superpotencias, a la vez que confirmó su solidaridad con el Tercer Mundo. El marco conceptual de esta política se definió como “paz y desarrollo”, siendo una vez más Deng su mentor. Para el líder chino, “paz y desarrollo constituyen las dos principales cuestiones que enfrenta hoy el mundo”, agregando que la búsqueda le cabía principalmente a las relaciones Este-Oeste y la búsqueda del desarrollo a las relaciones Norte-Sur. En este contexto, la RPCh sería “un genuino país no alineado opuesto a la hegemonía, que promovería el diálogo Sur-Sur”.
La distinguida doctora Wu Hongying describe la posición de China frente a algunas críticas de ciertos medios de comunicación norteamericanos y de algunos sectores conservadores de aquel país, mostrando los erróneos fundamentos de esas críticas y proponiendo algunas sugerencias para lo que denomina la triple ganancia para los actores sociales involucrados: América Latina, Estados Unidos y China. Entre esos consejos, destaca:
El nuevo diálogo triangular podría ser útil para mejorar la cooperación de los campos económico, comercial, social y cultural entre China, los Estados Unidos y América Latina. […] China y los Estados Unidos podrían fortalecer la cooperación del apoyo financiero y técnico en la infraestructura, en los sectores de minería, energético y social en América Latina […] Por un lado, China tiene que hacer grandes esfuerzos para mantener el interés y la confianza de todos los círculos de la vida en América Latina, y proteger los lazos sino latinoamericanos de ser perturbados por un tercer factor. Por el otro, China debería persuadir a los Estados Unidos para que abandone la mentalidad de la Guerra Fría. Por supuesto, Estados Unidos debería también intentar disminuir su ansiedad e incertidumbre sobre los lazos sino-latinoamericanos…
Surge pues la posibilidad de un nuevo orden económico que recupere las ideas rectoras que eruditos de distintos espacios del mundo revisan y proponen para avanzar en una armonía que permita la instrumentación de relaciones equitativas entre las naciones, como una acción concurrente con el aumento de los esfuerzos por lograr una mejor distribución del ingreso entre los distintos sectores sociales y un importante compromiso para proteger el ambiente.
. Conclusión
En este trabajo Adam Smith, Giovanni Arrighi, Joseph Schumpeter, Wu Hongying, Ha-Joon Chang, Immanuel Wallerstein y Gunder Frank, entre otros, nos aportan un legado de su pensamiento profundo, creativo, lleno de pasión y brillo.
En particular Giovanni Arrighi conduce magistralmente el discurso (al legislador o al gobernante) de Adam Smith, quien partiendo de la crítica al desarrollo económico europeo muestra la coherencia de su análisis no desde un vacuo modelo económico sino incorporando al estudio de los mercados de su época los valores, las instituciones, los procesos históricos y las consecuencias sociales, y quien también arroja luz a la cuestión colonial y llega a Beijing de la mano de los mercados que desde varios siglos atrás eran más desarrollados del mundo y que siguen teniendo su sede en Asia.
Hemos visto también la extraordinaria contribución de Marx para la comprensión de una de las vías alternativas de los mercados desarrollados, el capitalismo, reconocida por el poder que le confieren sus obras fundamentales, que lo ubican como el gran teórico de la Revolución Industrial que desentraña los orígenes y la evolución del sistema dominante en Europa y en importantes regiones del mundo. Por su parte, Schumpeter complementa a Marx en el análisis de las crisis y los ciclos derivados de tendencias inherentes al sistema, enfatizando en las precisiones que hace respecto al curso del dinero en manos de los capitalistas para definir las sucesivas etapas del proceso de acumulación.
El propio Arrighi, con la selección de los otros pensadores que cita, muestra su virtuosismo al tratar de darnos luz sobre el amplio espacio de posibilidades del nuevo orden por venir.
Todos ellos nos ayudan también a reflexionar en los siguientes términos: hace milenios que los habitantes de gran parte del mundo desarrollan experiencias sociales al margen de la historia de occidente. Sólo porque su presencia es cada vez más imponente apenas torcemos nuestra mirada para tratar de entender algunos aspectos de esas vidas ajenas y lejanas. El desafío es lograr que nuestras sociedades lleguen a adultas con más equidad social y en armonía con la naturaleza. Depende del curso que tome el nuevo orden económico mundial. Translation - English The following should be highlighted as particular features of China: a) the way of recruiting civil servants, b) the contribution to navigation and arts, c) the social development of family markets that, for their size and strength, are considered by Adam Smith as more important than all the European markets.
This doesn’t mean that Smith didn’t have a critic vision of China’s social situation. In one of the harshest comments regarding the situation of the agricultural areas of this country he highlights the extreme poverty of many of these regions, particularly in his tales about the famine of Canton, and the despair it caused.
. Adam Smith’s thought and the future of nations
In an important work by Giovanni Arrighi, published in 2007, Adam Smith in Beijing, the author quotes Smith to point out the impact of Europe’s colonial presence:
At the time of discovery the power of the Europeans was so superior that, using the impunity it gave them, they were able to commit all kinds of injustice in those remote countries. It is possible that henceforth the people of those regions increase their power or that the European power weakens, and that the inhabitants of all parts of the world can reach that level of courage and strength that, inspiring everyone a mutual fear, compels all the independent nations to a kind of mutual respect.
Therefore Smith remarks that the European military power and its impunity could not extend like something natural, and that the moment will come in which the rest of the world will grow and impose on all nations that mutual respect.
The Opium War, the consolidation of the Industrial Revolution, the European dominion over the entire African continent, Latin America and a great part of Asia, along with the decline of China who lost global importance for150 years, left that premonition that Adam Smith had about mutual respect to oblivion.
That possibility is one of the factors in play in our contemporary history because, despite the fact that East Asia and particularly China are established as the most dynamic and prosperous economies, and that Latin America and Africa emerge from the dark twentieth century with less hindrances that those involving the Western powers of financial capital of which they are owners and slaves, the military counterweight still exists as a factor of great importance.
This will be one of the main components of Arrighi’s work and what he considers to be a great difference from Adam Smith concerning the alleged spread of capitalism. The conquest is not, according to Smith, a factor that will enable future spread of the European production system but a source of injustice that can only be corrected by the autonomous progress of colonized nations.
Arrighi tells that Sylos Labini already wondered if, after the U.S. withdrawal from Vietnam, the time Smith predicted had arrived. In practice, some time elapsed and will still elapse to ensure the prophecy. As a demonstration that in the imaginary of the powerful military-economic establishment, the nineteenth claim still exists, you only have to follow the comments of some leaders of the contemporary Germany. In 2011, the European Energy Commissioner and important member of Angela Merkel’s government, Günter Oettinger, proposed a series of measures to “correct” the fiscal and financial imbalances that some European economies are suffering.
Speaking to the 12th September 2011 Bild Weekly, Oettinger argued that the indebted countries should “temporarily give up their budget sovereignty to the EU. This would be an affront for any government and would curb the propensity to get exceedingly indebted”. With this statement he returns to the initial idea and, finally, reveals his ultimate intention: in the case of Greece he was supportive to the idea of sending officials from other European countries to advise and take on executive functions in Greek administration during a long period of time, remarking that as foreigners “they wouldn’t have consideration towards resistances”. In other words, what the concerned civil society believes is of little relevance, and it would be an exemplary measure to avoid that other countries show solidarity with Greece or any other nation in crisis.
This point of view of Oettinger coincides with the euphemistic conception of “markets” as abstract parameters that, strictly speaking, is the soft form of decisions being taken by the global financial power.
Violence, on a global scale, has continued to increase and, as Arrighi will argue in another part of the book quoted, the Bush administration’s adoption of the Project for the New American Century as an answer to the 09/11 attacks was, in certain key points, an attempt to establish the first authentically global empire in world history. “The abysmal failure of this project on Iraqi testing ground has not eliminated, but it has reduced to a large extent the likelihood that a global empire centered in the West never actually materializes”. This is one of the open daily discussion topics.
Smithian dynamics and the Great Divergence
The development of markets, which at the time of Smith had their greatest manifestations especially in China but also in Europe, is the product of a process in which the division of labor is gradually being assigned as they expand, promoting an economic growth that on one hand increases the incomes and on the other hand the effective demand. The limit of this process is the size of the market itself with the resulting tendency to the decrease of benefits establishing a high level balance to which it always returns as long as the perturbations aren’t excessive.
Given this circumstance, if China and Europe experienced the same dynamic, Arrighi’s question is not why China got caught up in that balance but how Europe managed to escape from it.
Along these lines, Arrighi will highlight Wong, G. Frank and Pomeranz’s answers, who will complement a proposal that includes the revealing fact that in the imperial China, much more than in Europe, conditions were closer to the described by Smith, that is, they found that the Smithian laboratory was in China. They discovered Adam Smith in Beijing.
Wong sees the Industrial revolution as a great historical contingency isolated from previous events; it is a material fact, an exogenous variable that drives economic chances (Marx). To Gunder Frank the Industrial Revolution is the result of a European dynamic in which economic expansion generated a labor shortage and a capital surplus, opposed to the smithian which took place in China (labor surplus and capital shortage, smithian high-level attractor). Pomeranz sees it as the product of what is called “the Great Divergence”, i.e., the differences in center-periphery relations that established, respectively, Europe and East Asia. The provision of resources extracted from the New World allowed some European countries to have a superior exchange of industrial exportations for commodity than that sustained by the most important East Asian countries with their peripheries. Pomeranz compares the events in the Yangtze delta to those in England before the Industrial Revolution, in the latter region there was a smithian pattern of economic evolution or self-sustained growth that led them not to a demographic crisis but to the Industrial Revolution.
The survival of the Smithian legacy
The expansion of the population in China is described by Kaoru Sugihara as "the Chinese miracle". According to Arrighi's quotation by this author:
From the mid-sixteenth century to the eighteenth century –he assures– the development of the institutions capable of absorbing labor and labor-intensive technologies as an answer to limited natural resources (especially land scarcity) has enabled East Asian countries to experience an important raise in their population, accompanied by not deterioration, but a modest improvement in living standards.
Relying mainly on that human labor investment, he appeals to the notion of “Industrious Revolution” (which was initially used by Hayami Akira to refer to Japan’s process), not defined as a preamble to the Industrial Revolution, but as a development path based on the market which “has played a crucial role in shaping the region's responses to the challenges and opportunities created by the Western Industrial Revolution”. Among its beneficial features Sugihara emphasizes the institutional framework capable of absorbing labor force centered in the home, the possibility of workers to participate in management decisions, the poly-functionality of work, the low marketing costs and low innovation risks. Then, he develops the original way in which Japan, at the end of the nineteenth century, incorporates Western technology leading to what he calls labor-intensive industrialization.
Despite East Asia’s long cycle of decline which culminated in the 50s, in Asia the fusion of Western technologies with the labor-intensive path will lead to the economic revival of the region, which will have consequences crucial to global economy and society. . and
Alternative paths to opulence
Smith pointed out in his time that China and the Netherlands are probably the examples of countries “populated in complete proportion to what their territory can sustain or their capital employ” and with “such a great amount of capital (…) used in each of the branches according to what the nature and extent of trade allow.”
Both countries have reached their maturity in different ways. China addressed growth following the “natural course of things”; investment is made in first place on agriculture, then industry, and finally foreign trade. According to Smith, the Netherlands reached maturity in the “retrograde and opposed to natural” way, in that it starts by foreign trade and luxury consumption. Smith suggests Europe to guide the course of its countries to the so called natural way. He considers that the capitals assigned to agriculture and retail trade have a positive result because they are applied among residents, which is not necessarily verifiable in wholesale and transit trade. Agriculture, in turn, promotes the formation of a local industry and the growth of both generates a surplus for the foreign market. He also believes that in rural regions and markets there is a greater competition than in cities.
As for the unnatural way he states that all the capital “that a nation acquires through trade and industry is a precarious and uncertain possession”.
Capitalist crises and creative destruction
While to Smith the drop of the benefit rate sets boundaries to the economic expansion, to Marx that trend is real, but it will appear as a barrier to overcome: it is the tendency to limitless expansion that is in the nature of crises. In this regard, Arrighi says:
The drop of the benefit rate and the intensification of the competitive struggle don’t end yet in a stationary state, on the contrary, they lead to the destruction of the social context in which the accumulation is inserted and to the creation of a new one. In Marx’s presentation, that creative destruction takes three main forms: an increase in the size of capitals and the reorganization of the company; the formation of excess population and a new international division of labor; and the emergence of new and greater centers of capital accumulation. (...) In this respect, the role of the credit system is crucial, which “becomes a terrible new weapon in the battle of competition and [...] transforms into a huge social mechanism for capital centralization”.
These trends, in addition to the use of the reserve army of labor and the expansion and acceleration of technological change are constituent elements that are expressed in the Manifesto on European domination over the rest of the world promoting the bourgeois model, although in reality the periphery has established as a supplier of raw materials for industrial Europe. While Marx doesn’t focus his attention on the role of the States in this process, Arrighi declares that implicitly he agrees with Smith in that
…all the jurisdictional containers that have hosted the main capitalist organizations at a particular time have finally been “oversupplied” of capital, experiencing, thus, a decline in profitability and a tendency to stagnation, but Marx also observes that the international credit system provides an escape path through its migration to a larger container- as the US were to England, England to the Netherlands, and these to Venice- where their self-expansion could be resumed on a larger scale. Thereby, even for Marx, the trend to endless expansion refers only to the development of capitalism on a global scale, not in each particular country.
To Schumpeter, the destruction of old structures and the creation of new ones through innovation (which he describes in his theory of economic development) explain the cycles of extraordinary benefits and losses, reiterating two phases: “While things get started we have a vigorous expense and “prosperity” prevails [...] and while things get completed and their results are spread we have the removal of outdated elements of the industrial structure and “depression” prevails”.
This Schumpeterian point of view is presented as accumulation over time, which determines long cycles of prosperity and long cycles of depression; although Arrighi considers that they can also be interpreted spatially, as prosperity areas and depression areas.
Innovations can be of the industrial or trade order, such as a new technology, new products, new markets, and new marketing systems, among others.
Capitalists, as money owners, can act as entrepreneurs or through the credit system, providing them with the payment means, so that the economic system is directed to a new stage of accumulation. Arrighi highlights a quote by Schumpeter in which he states that “The money market is always, so to speak, the headquarters of the capitalist system from which the orders that go to the individual divisions emanate, and what is discussed and decided there are always essentially the plans for future development”, and he considers that, in regard strictly to the concept of capitalist development, Marx and Schumpeter complement each other rather than oppose.
At this point Arrighi retakes the models exposed and links them in a more explicit way to the historical processes. The succession of declining and rising capitalism centers ranging from Genoa to the United States are:
(…) endless capital and power accumulation centers more than anything else, which defines the European development path as “capitalist”, and that, reciprocally, the absence of anything comparable to this succession in East Asia can be seen as the clearest sign, before the Great Divergence, that the East Asian development path was as much based on the market as the European path but it wasn’t a carrier of a capitalist dynamic.
The specificity of the European path is understood by the presence of two tendencies. The tendency of over-accumulation crises to cause long periods of financial expansion (providing, according to Schumpeter, payment means) and the intense interstate competition for investment capital that Max Weber understood as a distinctive feature of the modern era on a global and historic scale.
Finally Arrighi deploys once again the scenarios that concern him for the upcoming times, regarding the development in an “unnatural” way:
Wouldn’t the countries developed in that way obtain a military advantage, not only in front of poor countries, but also in front of the rich market economies that developed in Smith’s “natural” way? (…) if wealth is obtained through the capitalist way it is a source of greater military power, and if this is the reason why Europeans were able to appropriate the benefits of the greater integration of global economy at the expense of non-European peoples, as Smith sustains, what forces can prevent that integration to reproduce the joint articulation of a virtuous cycle of enrichment and increasing power for the peoples of European origin and a vicious cycle of impoverishment and loss of power for most of the remaining peoples?.
Economic power and periphery
The transformation processes and the shift of the greatest accumulation power and growth of the capitalist countries have been under the subjugation of the so called peripheral economies, which have “completed” the weaknesses or demands of the former. This way, Flanders, England, France, the United States, among others, have resorted to the colonial resource quoted by Smith or to the contemporary forms of domination through different institutional mechanisms or pressures of various kinds.

Crisis and progress: the consolidation of a new paradigm
Why are those apparently very distant theoretical reflections so important today? Especially in the last decades there is great astonishment because of China and other regions of Southeast Asia’s economic progress. The processes that some historians distinguish as the Great Divergence are not unconnected, they are a main constitutive part of how the center country quickly ... (explicar, PENDIENTE)
Amid European crises and the increase of American difficulties to lead the organization of the world system, China has the option not to repeat the experience that led free trade to a Western style and that harmed Latin-American societies and other developing countries. Beijing authorities and emerging countries have to find creative alternatives other than the exchange of high added value Chinese products or with a strong component in wages for products in whose added value agrarian and mining income dominate. That position would be more in line with the strategic guidelines of international relations that can be summarized in Jorge Malena’s research:
In 1980, the Chinese government adopted a balanced position against the superpowers, while it confirmed its solidarity towards the Third World. The conceptual framework of this policy was defined as “peace and development”, Deng being, once again, its first mentor. For the Chinese leader, “peace and development constitute the two main issues that the World is facing today”, adding that the search will fit mainly the East-West relationships and the search for the development of North-South relationships. In this context, the PRC would be “a genuine non-aligned country opposed to hegemony, which would promote the South-South dialogue”.
Distinguished Dr, Wu Hongying describes the position of China facing criticism from some U.S. media and some conservative sectors of that country, showing the erroneous basis of these reviews and proposing some suggestions to what she calls the triple-win for the involved social actors: Latin America, the U.S. and China. Among these suggestions, she stands out:
The new triangular dialogue could be useful to improve the cooperation on the economic, commercial, social and cultural fields, between China, the U.S. and Latin America. […] China and the U.S. could strengthen the cooperation of financial and technical support on infrastructure, in the mining, energy and social fields of Latin America […] On one side, China has to make great efforts to keep interest and trust from all circles of life in Latin America, and protect the Sino-Latin American bonds from being disturbed by a third factor. On the other hand, China should persuade the U.S. to abandon the Cold War mentality. Of course, the U.S. should also try to diminish their anxiety and uncertainty about the Sino-Latin American bonds…
Thus, arises the possibility of a new economic order that recovers the guiding ideas that scholars from different places in the world review and propose to move forward in a harmony that will allow the implementation of equal relations between nations, as a concurrent action with increasing efforts to obtain a better income distribution among the different social sectors and a strong commitment to protect the environment.
. Conclusion
In this work Adam Smith, Giovanni Arrighi, Joseph Schumpeter, Wu Hongying, Ha-Joon Chang, Immanuel Wallerstein and Gunder Frank, among others, leave us a legacy of their profound, creative, passionate and bright thinking.
Particularly Giovanni Arrighi masterfully leads Adam Smith’s speech (to the legislator or to the governor), who, based on the critique of European economic development, shows the consistency of his analysis not from an empty economic model, but incorporating the values, institutions, historical processes and social consequences to the market studies of his time, and he also sheds light on the colonial matter and arrives in Beijing hand in hand with the markets that many centuries earlier were the most developed in the world and that still have their headquarters in Asia.
We have also seen Marx’s extraordinary contribution to understanding one of the alternative ways of developed markets, capitalism, recognized by the power conferred to him by his fundamental works, which place him as the great theorist of the Industrial Revolution, who unravels the origins and evolution of the dominating system in Europe and in other important regions of the world. Meanwhile, Schumpeter complements Marx in the analysis of crises and the cycles derived from tendencies inherent to the system, emphasizing the details regarding the course of money in capitalist hands to define the successive stages of the accumulation process.
Arrighi himself, with the selection of other thinkers he quotes, shows his virtuosity trying to shed light on the vast range of possibilities of the new upcoming order.
All of them also help us to ponder about the following terms: for millennia inhabitants of a great part of the world have developed social experiences outside Western history. Only because their presence is becoming more imposing, do we turn our eyes to try and understand some aspects of those foreign and distant lives. It is not enough; our studies centered on the so called capitalist ways still don’t account more deeply what happens with the greatest part of humanity.
There are military threats to the planet, maybe because humanity finds itself in a teenage stage. The challenge is to get our societies to reach the adult stage with more social equity and in harmony with nature. It depends on the course that the new economic order will take. It depends on each one of us.
