Poland, like many developed world countries, is in the middle of implementing controversial pension reforms as part of a wider drive to put public finance on a more sustainable path ahead of a demographic shift towards a higher number of retirees. The majority of Poles are against Prime Minister Donald Tusk’s plans to raise the retirement age, yet without lifting the retirement age, Poland’s workforce would decrease by 4.9 million people, leaving one person in retirement for every two holding jobs, by 2040, according to government estimates. With the population at 38.2 million, Poland had a workforce of 16 million at the end of last year, according to an official statistical survey. Tusk wants to raise the retirement age to 67 for all Poles from 60 for women and 65 for men to help bring down state spending. Pawlak’s more welfare-oriented Polish Peasants’ Party felt that was too harsh and managed to water down the plan somewhat. The dispute had led to questions about whether the coalition would survive.
The nationalization of private pensions in the wake of the financial crisis has been a worry for many Poles. Although this hasn’t been as drastic as in the case of Hungary, the government wants to transfer one third of future contributions from individual retirement accounts to the state run social system. There is a concern that this model may lead to lower levels of retirement security in the future, as well as lower returns for savers than previously.

Source text - English GIVING AND ACCEPTING GIFTS/ENTERTAINMENT
Business gifts and entertainment on a modest scale are commonly used to build goodwill and strengthen working relationships among business associates. Providing or accepting occasional meals, small company mementos and tickets to sporting and cultural events may be appropriate in certain circumstances. You should use good judgment when determining whether a gift, meal or entertainment is appropriate. Associates should talk to their manager when in doubt as to whether a gift, event, or expenditure is appropriate.
Gifts
Associates may give or receive gifts to/from suppliers, customers or other persons with whom we are doing or may do business, if the gift meets all of the following criteria:
- the gift is customary and would not appear extravagant, improper or inappropriate to the recipient or an objective observer;
- the gift imposes no sense of obligation on the giver or recipient;
- the gift does not result in any special or favored treatment between the giver and recipient;
- the gift is not cash or cash equivalent such as gift certificates (gifts of cash or cash equivalents are absolutely prohibited);
- the gift is valued below US$100, unless a larger gift, not to exceed US$250, has been approved by the associate’s first and second level reporting manager. Amounts in excess of US$250 require approval by the President and Associate General Counsel for the region;
- the gift complies with any additional specific limits established by local Goodyear management;
- gifts given are reported on an appropriate expense report and reimbursable by Goodyear;
- the gift does not violate the internal policy of the giver or recipient.
Examples of generally acceptable gifts include:
- Standard sales promotion, advertising or publicity items such as pens or coffee mugs with company name or logo imprinted
- Fruit baskets and other foods
- Flowers and plants
Associates must not ask for gifts from a customer or supplier and must refuse or return any gift that is not in compliance with this or any other Company policy. If refusal or return would damage an important business relationship, then the gift should be turned over immediately to the Associate General Counsel for the region for handling and ultimate disposition.
Entertainment
Associates may provide or accept occasional meals and entertainment to/from suppliers, customers or other persons with whom we are doing or may do business, if the entertainment meets all of the following criteria:
- the entertainment is customary and would not appear extravagant, improper or inappropriate to the recipient or an objective observer;
- the entertainment imposes no sense of obligation on the giver or recipient;
- the entertainment does not result in any special or favored treatment between the giver and recipient;
- the event is attended by the customer or supplier that is providing the meal or entertainment;
- the event is held at a venue which is appropriate for business discussions;
- the entertainment complies with any additional specific limits established by local Goodyear management;
- entertainment provided is reported on an appropriate expense report and reimbursable by Goodyear;
- the entertainment does not violate the internal policy of the giver or recipient.
Examples of permissible entertainment include:
- Refreshments before, during, or after a business meeting
- Meals before, during, or after a business meeting or when otherwise business related
- Infrequent business related invitations to engage in activities such as sporting or cultural events
Invitations by a customer or supplier to an event involving out-of-town travel or overnight stay should be approved by your first and second level reporting managers to determine if there is adequate business rationale for your attendance.
This policy is not intended to cover Goodyear dealer/distributor incentive trips or award programs since these are designed to reward customer loyalty, show new products, etc.
This policy does not cover gifts for and entertainment of government officials. Government officials may include employees and agents of foreign governments, government-owned enterprises or joint venture companies, and public international organizations (such as the United Nations), or to a foreign political party or party official, any candidate for foreign political office, or members of foreign armed forces. Such gifts and entertainment must comply with the applicable sections of Goodyear’s Anti-bribery Policy which is located on the Policies page on Goodyear Online (GO).

Prezenty biznesowe oraz wydatki reprezentacyjne w skromnej skali są dość powszechnie wykorzystywanym sposobem na okazanie dobrej woli oraz na wzmocnienie relacji pracowniczych między partnerami biznesowymi. Oferowanie lub przyjmowanie zaproszeń na okazjonalne posiłki, przyjmowanie niewielkich pamiątek firmowych lub biletów na imprezy o charakterze sportowym lub kulturalnym, może być w pewnych okolicznościach właściwe. Należy uważnie i wnikliwie osądzić czy prezent, posiłek lub korzyść o charakterze reprezentacyjnym są odpowiednie. Współpracownicy powinni zasięgnąć porady swoich kierowników, jeśli są niepewni odnośnie tego, czy dany prezent, zaproszenie na imprezę lub wydatek są stosowne.
Prezenty
Współpracownicy mogą oferować bądź otrzymywać prezenty dla/od dostawców, klientów i innych osób, z którymi przeprowadzają lub mogą przeprowadzać transakcje natury biznesowej, jeśli prezent ten spełnia wszystkie z poniższych kryteriów:
- prezent będzie miał charakter zwyczajowy i nie będzie wydawał się odbiorcy lub obiektywnemu obserwatorowi ekstrawagancki, nieodpowiedni lub niewłaściwy;
- prezent nie wywołuje poczucia zobowiązania na dawcy lub odbiorcy;
- wręczenie prezentu nie skutkuje jakimkolwiek wyjątkowym lub uprzywilejowanym traktowaniem w relacjach dawca - obdarowany;
- Prezent nie ma formy gotówkowej lub jej odpowiednika, np. świadectwa prezentu (prezenty gotówkowe lub ekwiwalenty gotówki są całkowicie zakazane);
- Wartość prezentu szacuje się na mniej niż 100 dolarów USA, chyba że prezent o większej wartości, nie przekraczającej 250 dolarów USA, został uprzednio zaaprobowany przez współpracownika i kierownika do spraw sprawozdawczości drugiego szczebla. W przypadku kwot przekraczających wartość 250 dolarów USA, prezenty takie wymagają zatwierdzenia przez Prezesa i Zastępcę Doradcy Prawnego dla danego regionu;
- charakter prezentu zgodny jest ze wszystkimi dodatkowymi konkretnymi ograniczeniami ustalonymi przez miejscowy zarząd Goodyear;

- impreza odbywa się w lokalizacji odpowiedniej do prowadzenia rozmów o charakterze biznesowym;
- charakter wydatku reprezentacyjnego zgodny jest ze wszystkimi dodatkowymi konkretnymi limitami ustalonymi przez miejscowy zarząd Goodyear;
- oferowany wydatek o charakterze reprezentacyjnym jest zgłoszony na stosownym formularzu wydatków i jego koszt jest zwracany przez Goodyear;
- nie narusza on wewnętrznych regulaminów obowiązujących ofiarodawcę lub osobę obdarowywaną.
Przykłady dopuszczalnych wydatków natury reprezentacyjnej obejmują:
- Przekąski i napoje przed, podczas lub po zakończeniu spotkań biznesowych
- Posiłki podczas, w trakcie lub po zakończeniu spotkań biznesowych lub w innych okolicznościach powiązanych z biznesem

Urzędnikami rządowymi mogą być pracownicy i agenci rządów zagranicznych, przedsiębiorstwa kontrolowane przez skarb państwa lub spółki joint venture, oraz publiczne organizacje międzynarodowe (takie jak Organizacja Narodów Zjednoczonych), lub obca partia polityczna lub przedstawiciel partii, każdy kandydat na zagraniczny urząd polityczny lub członkowie obcych sił zbrojnych.
