PAIiIZ przewiduje, że w 2006 r. wartość BIZ osiągnie poziom 10 mld dolarów, wskazując na rosnącą atrakcyjność inwestycyjną Polski.
Poza uwarunkowaniami geograficznymi, prawnymi, konkurencyjnym rynkiem pracy czy dynamiką wzrostu gospodarczego, atrakcyjność inwestycyjna będzie rosła w latach 2007 – 2013 dzięki dostępnym funduszom strukturalnym. Pomimo, że UE dokłada starań by powstrzymać proces delokalizacji inwestycji do nowych państw członkowskich m.in. poprzez utrzymanie inwestycji przez 5 lat w danym regionie, jednocześnie wspierając w formie bezzwrotnych dotacji innowacyjność przedsięwzięć lokalizowane w np. Polsce, zachęca do inwestowania poza „starą” UE.
W najbliższych latach duże, średnie i małe przedsiębiorstwa będą mogły skorzystać m.in. z dotacji na realizację nowych inwestycji, wprowadzających innowacyjność w ramach produktu czy procesu technologicznego. Na realizację Programu Operacyjnego Innowacyjna Gospodarka przeznacza się ponad 8 mld euro, w tym ponad 40% będzie skierowane bezpośrednio do przedsiębiorców. Inwestorzy planujący inwestycje o wartości 2 do 50 mln euro oraz ponad 50 mln euro, związane z utworzeniem co najmniej 500 miejsc pracy mogą liczyć na dofinansowanie nawet do 50% kosztów realizacji inwestycji. Na te dwa instrumenty przeznaczono niemal 3 mln euro w ciągu najbliższych 6 lat.
Fundusze strukturalne powinny być dodatkową zachętą do inwestowania w Polsce. Ich obecna skala sprawia, że stały czymś więcej niż tylko zachętą. Są elementem niezbędnym w planowaniu inwestycji. Przedsiębiorcy pomijający w analizach inwestycyjnych możliwości wykorzystania dotacji narażają się osłabienie pozycji konkurencyjnej, szczególnie, gdy np. konkurent otrzymał dotację.
Translation - English EU funds – an investment incentive or a competitive requirement?
PAIiIZ, the Polish Information and Foreign Investment Agency, forecasts that in 2006 the value of FDI will amount to $ 10 billion, which shows the growing attractiveness of investing in Poland.
Apart from geographical and legal conditions, the competitive labour market and rapid economic growth, Poland’s attractiveness to investors will grow in 2007-2013 thanks to the availability of structural funds. Poland will receive nearly € 100 billion to implement the community priorities of cohesion policy, the common agricultural policy and the common fisheries policy. Although the EU is trying to restrain the process of delocalisation of investment to new member states, inter alia by supporting investment for five years in a given region, it is at the same time encouraging investment outside the “old” EU by offering non-repayable subsidies to assist innovation in ventures located, for instance, in Poland.
In the next few years large, medium-sized and small enterprises will be able to make use, among other things, of subsidies for new investments that introduce innovations to products or technical processes. More than € 8 billion is assigned to implementing the Innovative Economy Operational Programme and of this more than 40% will be aimed directly at enterprises. Investors planning investments valued at € 2 million to 50 million or over € 50 million and associated with the creation of at least 500 jobs can count on support covering as much as up to 50% of the costs of the investments. Almost € 3 billion is assigned to these two instruments for the next six years.
Structural funds should be an additional incentive for investment in Poland. Their present scale means that they have become something greater than just an incentive. They are a necessary element in planning an investment. Firms that ignore in their investment analyses the possibility of making use of subsidies risk weakening their competitive position, particularly if a competitor obtains a subsidy.

4. UWAGI SZCZEGÓŁOWE DOTYCZĄCE POSZCZEGÓLNYCH RODZAJÓW PRAC PRZEDSTAWIONYCH W ZAŁĄCZNIKU NR 1.
4.0 Przygotowanie dokumentacji winno być poprzedzone wykonaniem planu sytuacyjno – wysokościowego (geodezyjnego) oraz badań geologicznych. Szczegółowość tych opracowań musi być wystarczające dla celu wykonania projektu budowlanego (dla pozwolenia na budowę) jak również projektów wykonawczych wszystkich branż, na podstawie których obiekty zostaną zrealizowane.
Należy także opracować projekt organizacji technologii budowy gwarantujący możliwość prawidłowego, zgodnego ze sztuką budowlaną, wykonawstwa w tym montażu urządzeń (np. suwnic) oraz dotrzymania terminów umownych realizacji.
4.0.a Ogólne rozwiązania projektowe zawarte w projekcie budowlanym (dla pozwolenia na budowę) winny być konsultowane z Zamawiającym. Zaleca się sporządzenia każdorazowe pisemnego protokołu z konsultacji.
Szczegółowe rozwiązania projektowe zawarte w projektach wykonawczych winny zostać dostarczone do Zamawiającego w terminie min 3 tygodnie przed przystąpieniem do realizacji. Zamawiający powinien w umowie zastrzec sobie ostateczną decyzję odnośnie przyjęcia do realizacji lub odrzucenia przedstawionego szczegółowego rozwiązania projektowego.
Uwagi końcowe do p. 4.0
1. Zwraca się uwagę, że projekty winny być opracowane i sprawdzone przez projektantów i weryfikatorów posiadających wymagane uprawnienia.
2. Każde z opracować projektowych zawarte w projekcje budowlanym (dla pozwolenia na budowę) musi posiadać wszelkie wymagane urządzenia np. BHP, P. POŻ, SANEPID itp.
3. Autorzy opracowań projektowych powinni mieć w swoich umowach klauzule gwarantujące zapewnienie sprawowania nadzoru autorskiego.
4.1 ZAGOSPODAROWANIE TERENU BUDOWY
W Roboty przygotowawcze winny być prowadzone zgodnie z projektem organizacji i technologii robót.
Zleceniodawca winien zastrzec w barakach dwa pomieszczenia z doprowadzoną linią telefoniczną dla swoich potrzeb (inspektorzy nadzoru, osoby kontrolujące budowę itp.)
Wykonawca powinien zapewnić całodobową ochronę placu budowy.
4.1.a Roboty rozbiórkowe.
W robotach rozbiórkowych należy podkreślić, że wywiezienie materiałów pozostałych po rozbiórce leży w gestii Wykonawcy.
Należy rozważyć możliwość ich ponownego wykorzystania.
Uwagi końcowe do p. 4.1
1. Właściwe przygotowanie placu budowy powinno gwarantować prawidłową i terminową realizacje robót i montaż urządzeń.
2. Ochrona placu budowy musi być całodobowa i zapewnić bezpieczeństwo budowy.
4.2 ROBOTY FUNDAMENTOWE I ZIEMNE
- Wykonanie wykopów pod fundamenty należy powiązać z komisyjnym odbiorem gruntu w poziomie posadowienia przeprowadzonych przy udziale geologa – najlepiej autora badań geologicznych.
- Technologia ocieplenia podwalin i cokołów musi być rozwiązaniem typowym gwarantowanym przez którąś z renomowanych firm: XXXXX, XXXXX, XXXXX, XXXXX itp.
W dokumentacji otwartej winno znaleźć się typowe rozwiązanie katalogowe danej firmy wraz opisem.
Dopuszcza się zastosowanie wyłącznie styropianu eksbudowanego (o dużej odporności na wilgoć) o grubości wynikającej z obliczeń wykonanych w oparciu o zespół norm „Ochrona cieplna budynków” w tym normę PN-EN ISO 9646.
- Wszelkie izolacje p. wilgociowe muszą brać pod uwagę warunki gruntowo – wodne określone na podstawie badań geologicznych.
- Oprócz zasypania fundamentów wraz z zagęszczeniem należy przewidzieć na końcu ukształtowanie terenu zgodnie z planem zagospodarowania i wykonanie górnej warstwy z ziemi roślinnej.
- W robotach związanych z zaizolowaniem i ociepleniem cokołów należy przewidzieć także wykonanie opaski dookoła budynku.
Uwagi końcowe do punktu 4.2
- Roboty ziemne zawsze wiążą się z ryzykiem wystąpienia nieprzewidzianych okoliczności takich jak np. natrafienie na stare fundamenty, głazy narzutowe, niewypały itp.
Umowa powinna precyzować co w takich wypadkach robić i kto za to płaci.
- Należy wyraźnie podkreślić, że wykonawca musi wymienić warstwę gruntu w wykopie o ile dopuści do jej rozpulchnienia np. na skutek zalegania wody opadowej w dnie wykopu i zastąpi ją chudym betonem.
4.3 POSADZKA
4.3.1. Podbudowa posadzki
Opracowanie nie zawiera danych wytrzymałościowych jakie powinna spełniać posadzka przed wykonaniem na niej płyty posadzki.
Należy określić wykonując badania metodą VSS zgodnie z normą PN-S-02205 wielkość modułów odkształcenia podłoża pierwotnego (E1) i wtórnego (E2) oraz ich wzajemny stosunek. Winien on wynosić 2.2, a moduł wtórny (E2) nie może być mniejszy niż
E2 ≥ 100 k1Pa. Wszelkie prace związane z zagęszczeniem gruntu podbudowy, wraz z ewentualną jego wymianą gdyby nie dało się osiągnąć wymaganych parametrów leżą w gestii Wykonawcy. Dopiero oficjalny protokół potwierdzający wyniki badań może być podstawą do ułożenia na podłożu betonu podkładowego B10 grubości minimum 10cm.
Wszelkie prace naprawcze podbudowy np. ponowne zagęszczenie po wykonaniu wykopów instalacyjnych czy uszkodzeniach wykonanych przez sprzęt ciężki muszą być przeprowadzone przez Wykonawcę, a ich jakość potwierdzona ponownymi badaniami VSS. Należy precyzyjnie określić dokładność wykonania powierzchni z chudego betonu i opisać metodą kontroli jego płaskości. Nie można dopuścić do powstania nierówności, które mogłyby blokować poślizg płyty lub spowodować rozdarcie folii PE.
4.3.2
- Podkład z folii korzystniej by było wykonać jako dwuwarstwowy, aby zapewnić łatwiejszy poślizg jednej folii po drugiej.
- Średnia nośność posadzki w wielkości 5t/m2 przewidziana w opisie wymaga uzasadnienia obliczeniowego. Do obliczeń statyczno wytrzymałościowych należy wziąć najbardziej niekorzystny układ obciążeń (np. w szachownicę o boku ok. 2m). Jest mało prawdopodobne aby takie obciążenia mogła przenieść płyta posadzki grubości 18cm zbrojona tylko zbrojeniem rozproszonym w ilość 20kg/m3. Ilość zbrojenia rozproszonego poniżej 40kg/m3 prof. XXXXX uważa za absolutnie niewystarczającą. Należy wziąć pod uwagę konieczność zbrojenia płyty posadzki klasycznymi dwoma siatkami górą i dołem.
- Tolerancja wykonania grubości płyty posadzki winna wynosić – 0,00cm 2,0cm i należy określić sposób pomiarów kontrolnych sprawdzając grubość płyty posadzki. Proponuje się zastosować do tego celu przepisy francuskie.
- Ilość i równomierność rozprowadzenia w betonie zbrojenia rozproszonego będzie sprawdzona metodą wymywania, na losowo pobranych próbkach o objętości 10 litrów.
- Dylatacje w płycie wykonane z polach 36m2 przez nacięcie do głębokości około 1/3 grubości płyty nie mogą być jedynymi dylatacjami w całej hali. Należy przewidzieć również dylatacje konstrukcyjne najlepiej pokrywające się z przerwami roboczymi w betonowaniu przecinające całą grubość płyty. Winny one być zaopatrzone z złącze dyblowe z prętami stalowymi. Do części rysunkowej oferty należy dołączyć rysunek pokazujący proponowany przebieg dylatacji.
- Zabezpieczenie szczelin dylatacyjnych wymaga szczegółowego opisu. W dylatacji konstrukcyjnej należy zastosować profesjonalną listwę dylatacyjną dobrana do rodzaju wózków transportowych stosowanych w hali.
- Utwardzenie powierzchni płyty posypką karborundową wymaga przedstawienia szczegółowego opisu. Najlepiej należy dostarczyć opis opracowany przez autora technologii (producenta preparatu), który może być podstawą realizacji prac.
- Sposób wykończenia posadzki środkiem perstop wymaga dokładnego opisu technicznego dostarczonego przez autora technologii.
- Należy rozważyć możliwość osadzenia prowadnic stosowanych pod regały o ciężarze 70 ton nie w posadzce, ale na oddylatowanych osobnych ławach fundamentowych.
Uwagi końcowe do p. 4.3 (Posadzka)
1. Zwraca się uwagą na to, że bardzo ważnym zagadnieniem jest właściwe zagęszczenie podłoża. Nawet najlepiej wykonana płyta popęka jak będzie leżała na słabym niejednorodnym podłożu.
2. Utwardzenie posadzki najlepiej wykonać zgodnie z wymogami dostawcy materiałów (autora technologii przy obecności jego doradcy technicznego. Wtedy w wypadku wystąpienia wad można liczyć na jego udział w ich usunięciu.
3. Dozowanie zbrojenia rozproszonego do betonu jest trudne i wymaga nieraz odpowiedniego sprzętu aby nie dopuścić do powstawania tzw. „jeży” (błędów zbrojenia w jednym miejscu). Technologię tą powinien określić dostawca zbrojenia np. XXXXX i zapewnić kontrolę.
4. Zwraca się uwagę, że wszelkie naprawy posadzki po oddaniu hali do użytku są kosztowne i wymagają wyłączenia z eksploatacji całej hali lub jej części, co pociąga za sobą znaczne straty. Dlatego też dobra jakość wykonania posadzki ma zasadnicze znaczenie dla późniejszej eksploatacji.
4.4 KONSTRUKCJA HALI
- W ofercie powinny znaleźć się bliższe dane wymiarowe dotyczące projektowanej konstrukcji stalowej hali – niezbędne są podstawowe wymiary takie jak siatka słupów (na rysunkach brak wymiarów) rozstaw słupków ścianek obudowy, wysokość itp. Należy także określić sposób stężenia całej hali pokazując elementy usztywniające obiekt oraz stężenia połaciowe zabezpieczające sztywność tarczy dachowej oraz całość usztywnienia przestrzennego hali. Tak samo należy określić typ belek podsuwnicowych, sposób ich podparcia na słupach oraz pokazać tężniki gwarantujące ich sztywność.
- Winno się także pokazać typ szyny dźwigowej dla suwnicy i sposób jej mocowania do konstrukcji belki. Tu zaleca się zaproponować rozwiązanie typowe = katalogowe gwarantujące możliwość regulacji.
- Należy określić typ śrub łączących dla całej konstrukcji – winny to być śruby klasy 8.8 luby wyższej. Nie dopuszcza się śrub zwykłych. Należy określić gatunek stali z jakiej ma być wykonana konstrukcja.
- Zaleca się aby projektując połączenie śrubowe konstrukcji stalowej w maksymalnym stopniu wykorzystać typowe rozwiązania katalogowe typu XXXXXX.
- Zabezpieczenie antykorozyjne konstrukcji stalowej winna być znacznie dokładniej opisane. Nie wystarczy podanie wyłącznie koloru farby i grubości powłoki. Należy precyzyjnie określić rodzaj farby (np. epoksydowa, chlorokauczuk czy inne). Rodzaj farby musi być dobrany do środowiska – agresji chemicznej o ile taka występuje zaleca się rozważyć możliwość ocynkowania konstrukcji stalowej.
Uwagi końcowe do p. 4.4
- Sztywność przestrzenna hali ma zasadnicze znaczenie dla pracy całej konstrukcji na obciążenia poziome. Ma ona większe znaczenie w tym przypadku gdzie mamy do czynienie ze znacznymi obciążeniami poziomymi od pracy suwnic.
W ofercie powinny się znaleźć precyzyjne szkice pokazujące wszystkie stężenia mające zapewnić usztywnienie hali.
- Należy także sprecyzować czy poszczególne elementy hali będą zwymiarowane na obciążenia poziome wyjątkowe pochodzące od uderzenia wózka podnośnikowego.
Wymagane przez normę PN-82 B-02004. Ma to duże znaczenie przy wymiarowaniu elementów drugorzędnych – takich jak słupki ściany ryglowej.
4.5 DACH
- Należy określić spadek dachu. Optymalnym nachyleniem winno być 10%. Do spadku dachu należy dobrać rodzaj poszycia. Proponowana membrana dachowa jest rozwiązaniem prawidłowym – nie mnie jednak należy określić typ membrany lub co najmniej producenta.
- Wełna mineralna jako warstwa układana bezpośrednio pod izolacją p. wilgociową jest rozwiązaniem obciążonym bardzo dużym ryzykiem deformacji np. podczas obciążeń wywołanych chodzeniem ludzi po dachu podczas jego odśnieżenia. Zaleca się inne rozwiązanie np. dołem warstwa wełny, górą warstwa twardego styropianu.
Najlepiej całość warstwa dachowych przyjąć zgodnie z rozwiązaniem katalogowym wyspecjalizowanej firmy np. XXXXX, XXXXX.
- Grubość materiałów izolacyjnych musi wynikać z potrzebnego oporu cieplnego wynikającego z obliczeń w oparciu o normy „Ochrona cieplna budynków”.
- Rozwiązanie przyjmujące typ z profili zimnogiętych podpierające poszycie z blach trapezowych powlekanych można uznać za prawidłowe. Należy jednak określić rozpiętość tych elementów i wyraźnie zaznaczyć, że obciążenie śniegiem zostanie ustalone w oparciu o obowiązującą normę i uwzględnić wszelkie elementy ustawione na dachu, a powodujące powstanie worków śnieżnych.
Zaleca się przyjąć obciążenia śniegiem z pewnym nadmiarem aby zabezpieczyć się przed ewentualnym przeciążeniem konstrukcji w wypadkach katastrofalnych opadów śniegu.
- Należy sprecyzować w umowie wielkość obciążenia podwieszanego pod dachem takich jak kamery, wentylatory itp. Zaleca się aby nie obciążały one blach dachowych.
Uwagi końcowe do p. 4.5.
1. Zwraca się uwagę Wykonawcy i Zamawiającemu, że prawidłowe rozwiązanie konstrukcji dachu hali jak i jej poszycia ma zasadnicze znaczenie dla prawidłowej długotrwałej eksploatacji hali , a błędy popełnione w tym zakresie mogą mieć bardzo przykre następstwa – patrz w załączeniu opinia o tegorocznej katastrofie na Śląsku.
2. W związku z tym, że mamy do czynienia z dachem zagłębionym, wyposażonym w świetliki należy liczyć się ze znacznym obciążeniem śniegiem – warto może rozważyć inne ukształtowanie dachu i zminimalizować ustawianie na nim jakichkolwiek powodujących powstawanie worków śnieżnych.
3. Zaleca się przewidzieć możliwość mechanicznego odśnieżania dachu już na etapie projektowania. Bardzo w tym przeszkadza instalacja odgromowa i wszelkie inne urządzenia na dachu: anteny, kable, wentylatory itp.
Ponadto pokrycie dachu musi umożliwić bezawaryjną jazdę urządzeń odśnieżających.
4. Jak pokazały badania hali po awarii na Śląsku obciążenia śniegiem wielokrotnie przewyższyły wymagania normowe – w związku z tym należy rozważyć możliwość umownego ich zwiększenia – np. przyjąć obciążenia w wielkości 0,9 kN/m2 jak dla II strefy obciążeń zamiast 0,7 kN/m2 dla I strefy, w której leży XXXXXX.
4.6 ŚCIANY
- Sama idea wykonania ściany jako przegrody typy sandwichowego złożonej z dwu blach z wypełnieniem z wełny mineralnej może być uznana za słuszną.
Zaleca się jednak przedstawić dokładniejsze rozwiązanie najlepiej typu systemowego oparte na katalogu np. firmy XXXXX. Proponuje się rozważyć także możliwość wykonania obudowy z płyt gotowych do montażu np. XXXXX XXXXX.
Grubość warstwy izolacji cieplnej musi wynikać z obliczeń oporu cieplnego
- Należy także zastosować systemowe okna dostosowane do przyjętego systemu ściany obudowy.
4.7 BRAMY PRZESYŁOWE
- Należy przedstawić rozwiązanie katalogowe w oparciu o dostępne na rynku typowe rozwiązania np. XXXXX. To samo dotyczy drzwi wejściowych.

- Proponowanie rozwiązanie wiąże się z ryzykiem powstawania mostków cieplnych na skutek osuwania się wełny mineralnej stanowiącej izolację cieplną. Należy zapewnić metodę kontroli – może kamerą termowizyjną.
Wykonawca musi zagwarantować w umowie naprawę takich błędów.
- Zastosowanie gotowych płyt eliminuje takie ryzyko.
4.8 ŚWIETLIKI
- Przewidziane w projekcie zastosowanie świetlików połączonych usytuowanych na kalenicy dachu jest rozwiązaniem prawidłowym. Konstrukcja aluminiowa także nie budzi zastrzeżeń. Grubość poliwęglanu musi jednak wynikać z obliczeń statyczno – wytrzymałościowych.
- Ważnym zagadnieniem jest także wyniesienie świetlików ponad połać dachu i ich ukształtowanie aby nie były narażona na pokrycie śniegiem przy wystąpieniu normalnych (biorąc pod uwagę normową, standardową grubość pokrywy śnieżnej) co spowoduje, że w hali będzie ciemno.
Zaleca się załączenie do dokumentacji szkicu omawianego świetlika z podaniem wymiarów. Zaleca się także i w tym przypadku zastosować rozwiązanie typowe.
- Świetliki dachowe winny być wzięte pod uwagę w obliczeniach statycznych przy ustalaniu obciążenia śniegiem jako przeszkoda na dach powodująca powstawanie worków śnieżnych.
4.9 BUDYNEK SOCJALNO – BIUROWY
- Zamieszczenie w opisie 2 zdań jako oferty dla zbudowania budynku o powierzchni ok. 300m2 jest nieporozumieniem. Punkt ten należy uzupełnić przynajmniej o podstawowe dane:
• Sposób fundamentowania np. żelbetowe ławy fundamentowe.
• Typ schodów np. żelbetowe płytowe
• Materiały ścienne
• Rodzaj stropu np. gęstożebrowe typu FERT
• Konstrukcja dachu
• Podstawowe materiały wykończeniowe: rodzaj stolarki drzwiowej i okiennej, podłóg, wykończenia ścian itp.
- Do opisu należy załączyć rysunek w skali dającej możliwość odczytać podstawowe dane i podający zasadnicze wymiary obiektu.

Proponowane rozwiązanie ofertowe dotyczące budynku biurowo – socjalnego należy opracować od nowa dokładnie i szczegółowo.
5. UWAGI DOTYCZĄCE CAŁOŚCI ZAGADNIENIA – POWIĄZANIA
STAREJ HALI Z NOWĄ
5.1. DACHY
- Zwraca się uwagę Wykonawcy, że po dobudowaniu nowej części hali całość dach należy rozpatrywać jako „dachy wklęsłe” lub dach na różnych wysokościach w rozumieniu załączników Z 1-2, Z 1-4 do normy PN-80/B-02010 określając obciążenie śniegiem
Obciążenie śniegiem biorąc pod uwagę nowy kształt dachu może być większe niż było wzięte przy projektowaniu starej hali. W związku z tym niezbędne jest sprawdzenie nośności wszystkich elementów konstrukcyjnych starej hali biorąc pod uwagę nowe, większe obciążenia. Ustalając te obciążenia należy także wziąć pod uwagę wszystkie inne przegrody na dachu, zinwentaryzowane w naturze i odpowiednio zwiększyć obciążenia w oparciu o załącznik Z1-5 do tej normy uwzględniając tzw. „worki śnieżne”.
W wypadku stwierdzenia niedoborów nośności należy zaprojektować i wykonać wzmocnienia starej hali.
- Samo ukształtowanie dachów ze spadkiem do środka nastręczy dodatkowo cały szereg problemów eksploatacyjnych związanych z gromadzeniem się śniegu i odprowadzeniem wody. W opracowaniu ofertowym winno się znaleźć dokładne opracowanie pokazujące w sposób w miarę szczegółowy rozwiązanie tego problemu. Np. wykonanie nowego koryta odpływowego wzdłuż hali czy realizacja przeciwspadków.
5.2. POSADZKA STAREJ HALI
W opracowaniu ofertowym winien się znaleźć rysunek pokazujący poszczególne warstwy posadzki wykonany w oparciu o kilka odwiertów wykonanych w różnych częściach hali w miejscach wybranych losowo.
Zaleca się także sprawdzenie zagęszczenia podłoża pod istniejącą posadzką metodą VWS.
Na bazie tych danych Wykonawca powinien określić nośność posadzki w starej hali. W wypadku gdyby nośność ta okazała się niewystarczająca dla potrzeb Zamawiającego należy rozważyć możliwość wzmocnienia bądź całkowitej wymiany tej posadzki.
Analizując pracę statyczną starej posadzki można wziąć pod uwagę archiwalną dokumentację techniczną dotyczącą tej posadzki ( o ile takowa istnieje). Może ona być jednym z elementów pozwalającym na określenie nośności tej posadzki, ale nie powinno się bazować wyłącznie na tych danych – konieczna jest weryfikacja w naturze.
6. WNIOSKI KOŃCOWE I ZALECENIA
1. Całość dokumentacji dostarczonej do zaopiniowania jest zbyt mało dokładna i nie powinna być podstawa do podpisania umowy pomiędzy Generalnym Wykonawcą, a Zamawiającym.
2. Omawiana dokumentacja winna być w znacznym stopniu uszczegółowiona i dopracowana, aby pozostawić jak najmniejsze pole do różnych interpretacji. Uszczegółowienie dokumentacji leży w interesie obu stron i spowoduje mniejsze możliwości powstania jakichkolwiek konfliktów dotyczących przedmiotu umowy.
3. Zaleca się w maksymalnym stopniu wykorzystać gotowe, katalogowe rozwiązania proponowane przez różne firmy. Pozwala to na zapewnienie bezpłatnych konsultacji technicznych doradców technicznych producenta podczas projektowania i realizacji.
Ponadto w takich wypadkach część ryzyka inwestycyjnego przeniesiona jest autora technologii zwykle poważną firmę np. XXXXX czy XXXXX.
4. Zaleca się aby w dokumentacji ofertowej znalazło się jak najwięcej kart katalogowych, opisów technicznych itp. obrazujących proponowane typowe rozwiązania techniczne czy technologie.
5. W związku z licznymi w ostatnich latach awariami konstrukcji halowych tak w Polsce jak i za graniczą zaleca się umownie zwiększyć obciążenie śniegiem powyżej wymagań Polskiej Normy.
6. W umowie winien się znaleźć punkt, w którym mowa będzie o dostarczeniu przez Wykonawcę dla Zamawiającego kompletnej dokumentacji technicznej starej hali. Dokumentacja taka musi być kompletna i zawierać wszystkie opracowania końcowe.
W wypadku braku takiej dokumentacji Wykonawca winien sporządzić dokładną inwentaryzację, odtworzyć wszystkie rozwiązania techniczne i przedstawić całość opracowania podpisanego przez osoby posiadające odpowiednie uprawnienia.
7. Niezbędne jest sprawdzenie nośności starej hali (wszystkich jej elementów konstrukcyjnych w nowych warunkach eksploatacyjnych – po dostawieniu do niej nowej części.
W wypadku stwierdzenie niedoborów nośności Wykonawca powinien zaprojektować i wykonać niezbędne wzmocnienia, a całość szczegółowych rozwiązań technicznych dostarczyć Zamawiającemu w ramach dokumentacji powykonawczej.
8. W ateście winno się znaleźć sprawdzenie nośności posadzki starej hali (wraz z rzutem pochodzącym z inwentaryzacji) aby pozwolić Zamawiającemu stwierdzić czy jej nośność jest wystarczająca dla jego potrzeb.

2. EXTENT OF THE STUDY
The study covers only construction questions and excludes issues of architectural installations.
3. PURPOSE OF THE STUDY
- The purpose of this opinion is to establish whether on the basis of the agreement together with the appendices it is possible to perform the investment task that is the subject of the agreement in a manner that accords with construction practice while taking into account both the requirements of the Ordering Party and those of the Contractor.
- The opinion seeks to identify issues which could be interpreted in different manners by the Ordering Party and the Contractor and be the cause of technical errors and the appearance of possible hazards.
- This opinion also deals with the degree of detail of the documents presented and indicates places in which, in the author’s opinion, it should be increased so as to describe in an unambiguous manner the subject of the agreement and to reduce to the minimum the risk of the Ordering Party and the Contractor interpreting a given issue in different ways.
4. DETAILED OBSERVATIONS CONCERNING PARTICULAR KINDS OF WORK PRESENTED IN APPENDIX 1
4.0 Preparation of documentation should be preceded by preparation of a three-dimensional (geodesic) plan and geological research. The degree of detail of these studies must be sufficient for execution of the construction project (and obtaining building consent) and also of the working plans for all branches, on the basis of which the building will be built.
There should also be worked out a plan for the organisation of construction technology that makes possible correct execution of the project, including the installation of equipment (e.g. of gantries), in accordance with construction industry practice, and keeping to the agreed construction deadlines.
4.0.a The general planning solutions contained in the construction plan (and for obtaining building consent) should be discussed with the Ordering Party. It is advisable to prepare on each occasion written minutes of discussions.
Detailed planning solutions contained in the working plans should be delivered to the Ordering Party at least three weeks before their implementation begins. The Ordering Party should in the agreement reserve to itself the final decision in relation to proceeding with the implementation or rejection of particular planning solutions that are presented.

1. Attention is drawn to the fact that plans should be developed and checked by properly qualified planners and verifiers.
2. Each of the design plans included in a building plan (and for obtaining building consent) must contain all the devices required by, for instance, Health and Safety rules, fire prevention and the Sanitary and Hygiene Board.
3. The authors of design plans should include in their contracts clauses that guarantee them the right to exercise supervision as authors.
4.1 PREPARATION OF THE LAND ON WHICH CONSTRUCTION WILL TAKE PLACE
Preparatory works should be performed in accordance with an organisational and technical plan for the works.
The Ordering Party should reserve two rooms for itself in the portable site office buildings together with a telephone line to meet its needs (supervisory inspectors, persons inspecting the site, etc.) The Contractor should ensure round-the-clock protection of the construction site.
4.1.a Demolition works.
It should be emphasised in demolition works that the taking away of material that remains after demolition is to be performed by the Contractor.
The possibility of their being recycled into other uses should be examined.

1. The proper preparation of the construction site should ensure the proper and timely performance of works and installation of equipment.
2. Protection of the construction site must be round-the-clock and must ensure its security
4.2 WORKS ON FOUNDATIONS AND EARTHWORKS
- The performance of excavations for foundations should be linked to the acceptance by a committee of the land at the level of seating [of the building] conducted with the participation of a geologist, preferably the author of the geological research.
- The technology used for warming foundations and pedestals must be of a standard type guaranteed by a well-known firm such as XXXXXXX, XXXXXXX, XXXXXX or XXXXXXX.
The open documentation should contain a standard ex-catalogue solution by a given company together with a description of it.
It is acceptable to use only external polystyrene foam (with high resistance to humidity) of a thickness calculated on the basis of the “Thermal Insulation of Buldings” standards, including the PN-EN ISO 9646 standard.
- Any anti-dampness insulation must take into account soil and water conditions established on the basis of geological research.
- Apart from covering the foundations with thickener provisions should be made so that at the end the land is transformed in accordance with the development plan and an upper layer from topsoil is made.
- In works related to the insulation and warming of pedestals provision should also be made for a band [of concrete] to be laid around the building.
Closing remarks re point 4.2
- Earthworks are always associated with the risk of unforeseen circumstances arising, such as encountering old foundations, erratic boulders, unexploded munitions, etc.
The agreement should make precise what should be done in such circumstances and who is to pay for it.
- It should be clearly emphasised that if the layer of soil in the excavation is loosened, e.g. as a result of rainwater lying in the bottom of the excavation, the contractor must replace it with weak concrete.
4.3 FLOORING
4.3.1. Foundation for floor
The study does not contain data on the loadbearing characteristics that should be met by the floor before floor panels are placed on it.
The VSS dynamic panel test method should be used in accordance with the PN-S-02205 standard to determine the extent of deformation of the initial (E1) and secondary (E2) flooring and their interrelation. This should amount to 2.2 and the secondary module (E2) should not be less than E2 ≥ 100 k1Pa.
All and any works associated with thickening the soil below the building, together with its replacement if it is not possible to achieve the required parameters, lie in the hands of the Contractor. Only an official record that confirms the results of analysis can be the basis for laying on the soil foundation concrete B10, which must be at least 10cm thick.
All and any remedial foundation works, e.g. repeated thickening after installation excavations are dug or damage is caused by heavy machinery, must be carried out by the Contractor and their quality confirmed by renewed VSS analysis. The accuracy with which the layer of weak concrete is laid must be precisely specified and the method used to check its flatness must be specified. Unevenness which could block the sliding of panels or cause tearing of PE plastic sheeting cannot be permitted to appear.
4.3.2
- It would be more convenient to make the plastic sheeting underfloor two-layered so as to achieve easier sliding of one sheet on the other.
- The average loadbearing capacity of the flooring at 5t/m2 provided for in the description needs to be justified by calculations. Calculations of static resilience must assume the most inconvenient form of loading (for example in a chessboard with sides of about two metres). It is improbably that such loading could be borne by a flooring panel with a thickness of 18cm reinforced only with steel fibre at a rate of 20kg/m3. Professor XXXXXX considers a rate of steel fibre reinforcing less than 40kg/m3 to be quite insufficient. The need to reinforce floor panels with two classic meshes above and below must be taken into account.
- The tolerance of depth of the floor panel should be -0.00cm/ 2.0cm and it is necessary to specify the manner in which inspection measures will be made in order to check the thickness of the floor. It is suggested that XXXXX provisions should be applied for this purpose.
- The quantity and variety of the distribution of reinforcements in the fibre-reinforced concrete will be checked by the washing-away method on random samples with a volume of 10 litres.
- Dilatations in the panel performed on 36m2 fields by cutting to a depth of about 1/3 of the depth of the panel cannot be the only dilatations in the entire hall. Provision should also be made for construction dilatations, preferably coinciding with interruptions in concreting work that cut through the entire thickness of the panel. They should be fitted with dowel joints with steel bars. A diagram showing the proposed course of dilatation should be attached to the diagrammatic part of the offer.
- Securing the dilatation gaps requires a detailed description. In construction dilatation use should be made of a professional dilatation strip that matches the kind of trolleys used in the hall.
- Hardening of the surface of the panel with a sprinkling of carborundum requires presentation of a detailed description. It would be best to supply a description prepared by the originator of the technique (the producer of the preparation), which can be the basis for the implementation of this work.
- The manner in which the floor will be finished using the material “XXXXXX” requires a detailed technical description supplied by the technique’s originator.
- Consideration should be given to the possibility of seating runners under shelves with a weight of 70 tons not in the floor but on separate continuous footings separated by movement joints.
Closing remarks re point 4.3 (Flooring)
1. Attention is drawn to the fact that a very important issue is that of proper thickening of the soil. Even the best made panel will break if it is laid on weak and non-homogeneous ground.
2. It is best to perform hardening of the soil in accordance with the requirements of the supplier of the materials (the technique’s originator) in the presence of its technical advisor. Then in the event of defects appearing one can count on its participation in putting them right.
3. The addition of reinforcements to concrete is difficult and often requires appropriate equipment to avoid the appearance of so-called “hedgehogs” (errors in reinforcement in one place). The supplier of the reinforcement, e.g. XXXXXXX, should specify this technique and control its performance.
4. Attention is drawn to the fact that any repairs to the floor after the hall is put into use are costly and require taking the whole or part of the hall of out of use, which brings with itself substantial losses. The good quality of creation of the floor is thus of fundamental importance for later use.
4.4 CONSTRUCTION OF THE HALL
- The offer ought to contain more precise measurements relating to the planned construction of the steel hall – such basic measurements as the network of pillars (no measurements are shown on the diagrams), the distances between posts in the walls of the building, their height, etc. are needed. It is necessary also to specify the manner of strengthening the whole hall, showing elements that make the structure rigid and bracings that ensure the rigidity of the roof shield and the whole of the spatial stiffening of the hall. It is also necessary to specify the type of the beams under the gantry and the manner in which they will be supported on pillars and to show the braces that ensure their rigidity.
- The type of crane rail for the gantry should also be shown together with the manner in which it is attached to the beam construction. Here a standard ex-catalogue solution, assuring the possibility of adjustment, is recommended.
- The kind of connected screws for the entire construction should be specified – these should be screws of class 8.8 or higher. The use of ordinary screws is inadmissible. The kind of steel from which the construction is to be built should be specified.
- It is recommended standard ex-catalogue solutions of the XXXXXXX type should be used when designing screw connections of the steel construction.
- Protection against corrosion of the steel constructions should be much more precisely described. It is insufficient just to give the colour of the paint and thickness of the coat. The kind of paint (e.g. epoxide, chloro-rubber or other) should be specified. The kind of paint must be matched to the environment – if it takes place then chemical attack argues for considering the possibility of zinc coating of the steel construction.

- The spatial rigidity of the hall is of fundamental importance for the work of the whole construction on horizontal loading. It is more important if we have to deal with significant horizontal loading from the work of the gantries.
The offer ought to contain precise drawings showing all the strengthening elements which are to ensure the rigidity of the hall.
- It should also be made precise whether particular elements of the hall will be designed for the exceptional horizontal loadings coming from blows from forklift trucks required by the PN-82 B-02004 standard. This is of great importance in specifying secondary elements, such as the posts in the bolted wall.
4.5 THE ROOF
- The slope of the roof should be specified. The optimal inclination should be 10%. The kind of roofing should be matched to the slope of the roof. The proposed roof membrane is the right solution but nevertheless the type of membrane or at least the producer should be specified.
- Glass fibre as a layer placed immediately under the anti-dampness insulation is a solution that is burdened with a very high risk of deformation, e.g. during loading caused by people walking on the roof during cleansing it of snow. Another solution, e.g. underneath a layer of glass fibre and above it a layer of hard polystyrene foam, is recommended.
It would be best to accept the whole of the roof layers in accordance with the ex-catalogue solutions of specialised companies, e.g. XXXXXX and XXXXXXX.
- The depth of insulating materials must derive from the needed thermal resistance that arises from calculations based on the “Thermal Insulation of Buildings” standard.
- The solution relying on cold-formed profiles supporting trapezium sheet metal can be considered correct. However the span of these elements should be specified and it should be explicitly stated that loading with snow will be established on the basis of the standard in effect and will take into account all the elements situated on the roof that give rise to local accumulations of snow.
It is recommended that assumptions about snow loading should be somewhat excessive so as to guard against possible overloading of the construction in the event of catastrophic snowfall.
- In the agreement the amount of load on the roof from suspended equipment such as cameras and ventilators should be specified. It is recommended that they should not burden the roof sheeting.
Closing remarks re point 4.5.
1. The attention of the Contractor and the Ordering Party is drawn to the fact that a proper solution for the construction of the roof of the hall and its covering is of fundamental importance for the correct long-term use of the hall and errors made in this respect may have very sad consequences – see the attached opinion on this year’s catastrophe in Silesia.
2. Since we are dealing with a sunken roof equipped with skylights one should expect significant snow loading and it may be worth considering a different shape for the roof and reducing to a minimum the placing on it of anything that might give rise to local accumulations of snow.
3. It is recommended that the possibility of mechanical removal of snow be provided for at the planning stage. The lightning protector and all other kinds of equipment of the roof – aerials, cables, ventilators, etc. – are a great obstacle to this.
4. Furthermore the roof covering must facilitate the accident-free movement of snow-removing equipment.
5. As has been shown by examination of the hall after the accident in Silesia the burden of snow [there] exceeded the requirements of standards many times over. As a result the possibility of agreeing to increase them should be considered, e.g. accepting loading that amounts to 0.9 kN/m2 as for the second zone of loading rather than 0.7 kN/m2 for the first zone, in which XXXXXXX lies.
4.6 WALLS
- In itself the idea of making the walls a partition of the sandwich type composed of two sheets filled with glass fibre may be considered correct.
It is recommended, however, that more precise solutions of the best type of system based on the catalogue, for instance, of the company XXXXXXX should be presented. It is proposed also that consideration should also be given to the possibility of making use of ready-for-assembly sheets, such as XXXXXX XXXXXX.
The depth of the insulating layer must be derived from calculations of thermal resistance.
- Use should also be made of a window system that suits the system that is employed for building the walls.
Closing remarks re point 4.6
- The solution proposed brings with it the risk of the appearance of heat bridges as a result of slippage of the glass fibre that forms the thermal isolation. A method of inspection – perhaps a thermovisual camera – is needed.
The Contractor must guarantee in the agreement to remedy such defects.
- The use of prefabricated sheets eliminates this risk.
4.7 ACCESS GATES [paragraph moved to where it belongs]
- Ex-catalogue solutions based on standard solutions available in the market, such as that of XXXXXXX, should be presented. The same applies to entry doors.
4.8 SKYLIGHTS
- The use of skylights situated in the ridge of the roof that is provided for in the design is a good solution. Their aluminium construction also gives rise to no reservations. The thickness of the polycarbonate must however be derived from calculations of static resilience.
- An important issue is also the raising of the skylights above the level of the roof and their being shaped so that they are not subject to becoming covered by snow under normal conditions (taking into account the normal, usual depth of snow coverage) which would cause darkness in the hall.
It is recommended that a drawing of the skylight discussed together with its measurements be attached to the documentation. It is recommended in this case too that use be made of standard solutions.
- The roof skylights should be taken into account in static calculations when establishing snow loadings as an obstacle on the roof that gives rise to local accumulations of snow.
4.9 THE SOCIAL-OFFICE BUILDING
- Then inclusion in the description of two sentences as an offer to build a building with an areas of about 300m2 is a misunderstanding. This point must be supplement at least with the fundamental data:
• The kind of foundations, e.g. reinforced concrete foundation footings
• The type of stairs, e.g. reinforced concrete flagstones
• The wall materials
• The kind of floor, e.g. closely ribbed of the XXXXX type
• The construction of the roof
• The major finishing materials: the kind of carpentry of doors and windows, floors, wall surfaces, etc
- A scale diagram should be appended to the description, making it possible to read basis data and giving the most important measurements of the structure.

The proposed solution relating to the social-office building should be prepared again from the beginning, exactly and in detail.
5. OBSERVATIONS RELATING TO THE QUESTION AS A WHOLE – RELATIONS BETWEEN THE OLD AND NEW HALLS
5.1. ROOFS
- The attention of the Contractor is drawn to the fact that after adding on the new part of the hall the roofs as a whole should be regarded as “concave roofs” in the meaning of of appendices Z 1-2 and Z 1-4 to the PN-80/B-02010 standard, which defines snow loading.
Snow loading when the new shape of the roof is taken into account may be higher than was assumed when the old hall was designed. As a result it is necessary to check the bearing capacity of all the construction elements of the old hall taking into account the new, greater loading. In establishing this loading other divisions on the roof, considered as they are, must be taken into account and the loading increased on the basis of appendix Z1-5 to this standard which deals with local accumulations of snow.
If loadbearing inadequacies are found then ways of strengthening the old hall must be designed and implemented.
- The shape of the roofs with a downward slope towards the centre gives rise to a whole series of problems in use associated with the build-up of snow and the discharge of water. The offer documentation should contain precise plans that show in a fairly detailed manner the solution of this problem, e.g. the provision of new guttering along the hall or the construction of counterslopes.
5.2. THE FLOOR OF THE OLD HALL
The offer documentation should contain a diagram showing the particular layers of the floor and based on drilling into the floor in various parts of the hall at randomly chosen places.
It is also recommended that the density of the ground under the existing floor should be checked using the VWS method. [should probably be VSS as at p. 6 above]. On the basis of these data the Contractor should establish the loadbearing capacity of the floor in the old hall. If this capacity proves to be insufficient for the needs of the Ordering Party the possibility of strengthening or totally replacing this floor should be considered. In analysing the static work of the old floor one can take into account archival technical documentation relating to this floor (if such exists). It may be one of the elements making it possible to establish the loadbearing capacity of this floor but one should not base this just on such data: it is necessary to check the floor as it is.
6. FINAL CONCLUSIONS AND RECOMMENDATIONS
1. The whole of the documentation submitted for assessment is insufficiently precise and should not be the basis for signature of the agreement between the General Contractor and the Ordering Party.
2. The documentation discussed should be made significantly more detailed and worked up so as to leave the least possible room for differing interpretations. Making the documentation more detailed is in the interest of both sides and will reduce the possibility of conflicts arising in relation to the subject of the agreement.
3. It is recommended that as far as possible use should be made of ready, ex-catalogue solutions proposed by various firms. This makes it possible to be sure of free technical consultancy from the producers’ technical advisers during design and implementation. Furthermore in such cases a part of the investment risk is transferred to the originator of a technique, which is usually a major company such as XXXXX or XXXXX.
4. It is recommended that the offer documentation should contain as many catalogue pages, technical descriptions, etc. as possible that depict the proposed standard technical solutions or techniques.
5. In view of the numerous construction accidents that halls have suffered both in Poland and in other countries in recent years it is recommended that the snow burden [surely the snow bearing capacity] should be increased above the requirements of Polish Standards.
6. The agreement should contain a point which provides for the supply by the Contractor to the Ordering Party of the old hall’s complete technical documentation. This documentation must be complete and must contain all final documents. If this documentation is lacking the Contractor should conduct a detailed survey of the hall, reconstruct all the technical solutions and present the whole of the study signed by an appropriately qualified person.
7. It is necessary to check the loadbearing capacity of the old hall (i.e. of all its construction elements in the new conditions in which they will be used) after adding the new part to it.
8. If deficiencies in loadbearing capacity are found the Contractor should design and implement necessary strengthening and supply the whole of the detailed technical solutions to the Ordering Party as part of the as-built documentation.
9. The certificate should contain verification of the loadbearing capacity of the floor in the old hall (together with the assessment coming from survey), so as to allow the Ordering Party to state whether its loadbearing capacity is sufficient for its needs.
