Source text - English For many people, today’s world is an insecure place, full of threats on many fronts.
Protracted crises, violent conflicts, natural disasters, persistent poverty, epidemics and economic downturns impose hardships and undercut prospects for peace, stability, and sustainable development.
Such crises are complex, entailing multiple forms of human insecurity.
When they overlap, they can grow exponentially, spilling into all aspects of people’s lives, destroying entire communities and crossing national borders.
The end of the Cold War changed the perception of the meaning of security.
From that moment on/Since then, the lives of individuals have not only been threatened by international wars and conflicts, but also by criminal organizations, terrorism, environmental decline, infectious diseases, chronic poverty and weapons of mass destruction.
New conflicts are taking place/are occuring/are raging in developing countries: these are “low-intensity” conflicts involving relatively small and not necessarily regular armies.
As a result/The outcome is/The result is that civilians become the main target in these situations, and so the violation of human rights and rapes become common forms of war.
Moreover, the state is no longer the only actor/player/party that can guarantee/ensure security.
This implies a more extensive participation of different actors (regional and international organizations, non governamental organizations and local communities).
In addition, there are different schools of thought concerning/regarding the meaning, mainly three.
The third and broadest could be defined/may be defined as “sustainable human development”, and is associated with the UNDP’s HDR of 1994, which defined the human security in terms of economic, food, health, environmental, personal, collective and political security.
The report clearly states/declares that the threat of physical violence is only one aspect and not necessarily the most significant, and since the end of the Cold War the real threats of the new century have come/have arisen from diseases such as AIDS, the drug trade/drug trafficking, terrorism, global poverty and environmental problems.
These issues/problems were not local but global, and they require new ways of thinking, new institutions and new forms of global cooperation in order to tackle them.
Translation - Italian Per molte persone, il mondo di oggi è un posto insicuro, pieno di minacce su molti fronti.
Crisi protratte, conflitti violenti, disastri naturali, povertà persistente, epidemie e recessioni economiche arrecano difficoltà e minano prospettive di pace, stabilità e sviluppo sostenibile.
Tali crisi sono complesse e comportano molteplici forme di insicurezza umana.
Quando si sovrappongono, possono crescere in modo esponenziale, riversandosi su tutti gli aspetti di vita delle persone, distruggendo intere comunità e attraversando i confini nazionali.
La fine della Guerra Fredda ha cambiato la percezione del significato di sicurezza.
Da quel momento in poi la vita degli individui non è stata minacciata solamente da guerre e conflitti internazionali, ma anche da organizzazioni criminali, terrorismo, degrado ambientale, malattie infettive, povertà cronica e armi di distruzione di massa.
Nuove guerre hanno luogo in PVS: si tratta di conflitti a “bassa intensità” che coinvolgono eserciti relativamente piccoli e non necessariamente regolari.
Il risultato è che i civili diventano i principali bersagli in queste situazioni, così la violazione dei diritti umani e gli stupri diventano comuni forme di guerra.
Lo stato, inoltre, non è più l’unico soggetto che garantisce la sicurezza.
Ciò implica una più ampia partecipazione di differenti attori (organizzazioni regionali e internazionali, non governative e comunità locali).
Ci sono inoltre differenti scuole di pensiero riguardo il significato, principalmente tre.
La terza, quella più espansiva che potrebbe essere definita “sviluppo umano sostenibile”, associata proprio con l’Human Development Report dell’UNDP del 1994 che definì l’human security in termini di sicurezza economica, alimentare, sanitaria, ambientale, personale, collettiva e politica.
Il report ha dichiarato chiaramente che la minaccia della violenza fisica era solo un aspetto e non necessariamente il più significativo e dalla fine della Guerra Fredda le vere minacce nel nuovo secolo stavano venendo da malattie come l’AIDS, dal traffico di droga, dal terrorismo, dalla povertà globale e dai problemi ambientali.
Questi problemi non erano locali ma globali e richiedono nuovi modi di pensare, nuove istituzioni e forme di cooperazione globale per affrontarli.
