Mit Hilfe von Ein-Euro-Jobs will die Bundesregierung Flüchtlingen den Weg in Arbeit ebnen. Doch für den massenhaften sinnvollen Einsatz taugt das Instrument nicht. Die Alternative: „Integrationsarbeit“.
In der Flüchtlingspolitik stand in den vergangenen Monaten die Frage im Vordergrund, wie die schiere Unterbringung und Registrierung der Menschen bewältigt werden kann. Die größte Herausforderung steht aber noch bevor. Ein großer Teil der Flüchtlinge wird dauerhaft bleiben oder zumindest vorübergehend geduldet werden. Die wenigsten werden einen schnellen Zugang zum Arbeitsmarkt finden. Wenn wir in der Integrationspolitik keine neuen Wege gehen, werden Hunderttausende leistungsfähiger und leistungswilliger Menschen über Jahre hinweg Leistungen aus den Sozialsystemen beziehen werden, ohne sich selbst und der aufnehmenden Gemeinschaft helfen zu können.
Der Arbeitsmarktökonom Holger Bonin hat die realistischerweise zu erwartenden langfristigen Kosten der Aufnahme von einer Million Flüchtlingen kürzlich auf zwischen 110 und 220 Milliarden Euro geschätzt. Diese Kosten stehen einer Aufnahme notleidender Menschen keineswegs entgegen, sollten aber natürlich möglichst gering gehalten werden. Dazu kann versucht werden, auf der Ausgabenseite Mittel einzusparen oder auf der Ertragsseite Wege zu erschließen, dank derer die Zuwanderer ihren Hilfebedarf aus eigener Kraft reduzieren und der aufnehmenden Gesellschaft etwas zurückgeben können. Letzteres steht hier im Mittelpunkt.
Negative Folgen bei anhaltender Untätigkeit
Aus sozialwissenschaftlicher Sicht ist außerdem zu erwarten, dass eine anhaltende Untätigkeit der Flüchtlinge negative Folgen auf deren Integrations- und Beschäftigungsfähigkeit hat. Anhaltende unfreiwillige Untätigkeit wirkt sich negativ auf die psychische und physische Gesundheit der Betroffenen aus und bewirkt Resignationseffekte. Jüngste psychologische Studien zeigen darüber hinaus signifikante Effekte auf Persönlichkeitsveränderungen, die einer zukünftigen Beschäftigung entgegenstehen können. Das System der sozialen Mindestsicherung in Deutschland sichert die wirtschaftliche Existenz der von Arbeitslosigkeit Betroffenen weitgehend. Deutschland ist wohlhabend genug, diese Grundsicherung allen zu garantieren, die hier leben und hilfebedürftig sind.
Der dauerhafte Bezug solcher steuerfinanzierter Hilfen muss jedoch die seltene Ausnahme bleiben und bei leistungsfähigen Mitbürgern auf möglichst kurze Zeiten reduziert werden. Wenn arbeitsfähige Flüchtlinge zu Beginn ihres Aufenthalts in Deutschland von Arbeit abgehalten werden, drohen jedoch Gewöhnungseffekte an den gegenleistungslosen Transferbezug.
Diskutiert wird hier die Idee der „Integrationsarbeit“: Sie bietet arbeitsfähigen Flüchtlingen eine breite Palette Tätigkeiten, erschließt ihnen unmittelbar sinnstiftende und integrationsfördernde Arbeit im Dienste der sie aufnehmenden Gemeinschaft. Da die Tätigkeiten der Integrationsarbeit im schlechtesten Fall kostenneutral für die öffentlichen Haushalte sein sollen und bestenfalls sogar Ersparnisse oder Einnahmen generieren, können alle arbeitsfähigen Flüchtlinge an solchen Maßnahmen teilhaben. Im Kern geht es darum, den Betroffenen Tätigkeiten zu eröffnen, in denen ein Wert geschaffen wird, für den auch eine Zahlungsbereitschaft der Bevölkerung besteht. Da die Versorgung der Flüchtlinge durch Sach- oder Geldleistungen im Rahmen des Asylbewerberleistungsgesetzes, durch Arbeitslosengeld II oder Sozialhilfe gewährleistet wird, sollen die in der Integrationsarbeit erwirtschafteten Leistungen und Entgelte prinzipiell nicht den Teilnehmern persönlich, sondern der sie unterstützenden Gemeinschaft zukommen.
Der Schaffensdrang der Menschen
Die Flüchtlinge erlangen durch ihre Einsätze in der Integrationsarbeit Fähigkeiten, die ihnen bei einer späteren Eingliederung in den regulären Arbeitsmarkt behilflich sein können. So lernen sie, sich in der hiesigen Arbeitswelt zurechtzufinden, lernen typische Arbeitsweisen und übliche Anforderungen kennen. Nebenbei verbessern sie im Kontakt mit deutschen Kollegen und Auftraggebern ihre Sprachkenntnisse. Zudem knüpfen sie soziale Kontakte außerhalb der Flüchtlingsgruppe und beginnen so, sich in die Gesellschaft zu integrieren. Vor allem aber erhalten sie die Möglichkeit, die zermürbende und lähmende Zeit des untätigen Abwartens zu beenden. Den meisten Menschen wohnt ein Schaffensdrang inne, der ihnen Motivation genug ist, einer erkennbar sinnvollen Tätigkeit nachzugehen, die ihnen Anerkennung und Selbstbewusstsein erschließt. Zudem mögen viele Flüchtlinge den Wunsch haben, der Gesellschaft etwas zurückzugeben, die ihnen einen Neuanfang ohne Angst um Leib und Leben ermöglicht.
Bevor die Unterschiede der Integrationsarbeit zu den bislang überwiegend eingesetzten Maßnahmen der sogenannten „Arbeitsgelegenheiten“ beleuchtet werden, soll die zugrundeliegende Idee anhand eines Gedankenexperiments verdeutlicht werden: Nehmen wir an, ein Flüchtling erfährt die Hilfsbereitschaft einer Anwohnerin seiner Unterkunft, die ihn ehrenamtlich bei Behördengängen und beim Erwerb der deutschen Sprache unterstützt. Nehmen wir weiterhin an, dieser Flüchtling würde bei einem Spaziergang bemerken, wie sich ebenjene hilfsbereite Person mit schweren Einkaufstaschen abmüht. Er entscheidet ohne zu zögern, der Frau zu helfen, und bringt ihren Einkauf nach Hause. Sie bedankt sich freundlich, bietet ihm einen Tee an, man unterhält sich.
Märchenhafte Geschichte
Im Gespräch erfährt der Flüchtling, dass es der Frau schwerfällt, den Rasen zu mähen. Er bietet an, diese Arbeit zu übernehmen. Die Frau willigt ein und freut sich zu beobachten, wie emsig der junge Mann die Aufgabe erledigt. Bei der Verabschiedung drückt ihm die Frau zehn Euro in die Hand. Der junge Mann lehnt höflich ab. Schließlich wollte er sich für die zuvor erfahrene Hilfsbereitschaft erkenntlich zeigen. Die Frau wiederum will die Tatkraft des jungen Mannes nicht ausnutzen. Die beiden einigen sich schließlich darauf, dass die Frau die zehn Euro dem Flüchtlingsnetzwerk vor Ort spenden wird.
Diese Geschichte kommt vermutlich vielen märchenhaft vor. Aber es scheint doch immerhin eine schöne Geschichte zu sein. Ein unromantisch-kritischer Geist wird jedoch mahnend auf eventuelle unerwünschte gesellschaftliche Folgen aufmerksam machen: Wieso unterrichtet die Anwohnerin Deutsch und hilft bei Behördengängen? Verdrängt solche ehrenamtliche Tätigkeit nicht professionelle Deutschlehrer und Anwälte oder Sozialarbeiter? Und kann die Anwohnerin diese Tätigkeiten überhaupt auf einem ausreichend hohen Niveau ausüben? Welche Folgen hat es, wenn der Flüchtling der Frau beim Einkauf oder Rasenmähen hilft?

If we do not break the mold of integration policy, hundreds of thousands of capable and motivated individuals will benefit from welfare without being able to support themselves and their host community.
Labor economist Holgar Bonin predicted the expected long-term costs of recently taking in a million refugees to be between 110 and 220 billion euros. These costs are in no way an obstacle to taking in disadvantaged people, but should of course remain as low as possible. In addition, the government can try to reduce expenditures or find ways to increase revenue, which are made possible by the immigrants who reduce their need for assistance through their own efforts and are able to give back to the host community. The latter is the focal point of this article.
The consequences of prolonged inactivity
From the viewpoint of social science, refugees’ prolonged inactivity is expected to have negative effects on their employability and their ability to integrate. Ongoing forced inactivity affects the mental and physical health of those concerned and causes feelings of resignation. Recent psychological studies show that personality changes can significantly affect opportunities for future employment. The guaranteed minimum income in Germany widely ensures the economic livelihoods of those affected by unemployment. Germany is wealthy enough to guarantee these basic social security benefits to anyone who lives in Germany and is underprivileged.
Receiving such long-term tax-funded assistance should be regarded as a special exception and should be reduced to the shortest time possible for able-bodied citizens. When employable refugees are barred from work starting at the beginning of their stay in Germany, their ability to adapt becomes a threat to their ability to pay back the assistance they have received.
The idea being discussed is “integration work”. This entails providing refugees with a wide variety of occupations, and makes work that is meaningful and promotes integration instantly accessible to them - all while serving their host community. Since occupations within integration work should, at the least, be cost-neutral for the budgets in the public sector and, at best, create even more income and reduce costs, all employable refugees can take part in such provisions. Essentially, it is about creating valuable jobs for these refugees that the population is also willing to pay into. Refugees are guaranteed to be supported through non-cash or cash benefits under the provisions of the German social welfare law for asylum seekers, through unemployment benefits ll, which are paid after the first 12-18 months of unemployment, or through welfare. Therefore, in theory, the services and compensation generated by integration work should not benefit the participants personally, but rather the community supporting them.
A person’s creative drive
Through their employment in integration work, refugees gain skills that can be helpful to them later when they become integrated into the regular job market. In this way, they learn how to find their way around the local work environment and familiarize themselves with typical workplace procedures and demands. Refugees thereby improve their language skills by communicating with German coworkers and employers. Furthermore, they are socializing outside of the community of refugees and begin to integrate into society. But above all, they have the opportunity to bring the grueling and debilitating period of idle waiting to an end. Most people possess a creative drive within that motivates them to pursue discernibly meaningful work that develops their self-awareness and validation. Many refugees would also like to be able to give back to the society that gave them a new beginning without them having to risk life and limb.
Before we examine the differences between integration work and what we call “employment opportunity” measures that are predominantly used, we should clarify the underlying idea with the help of “thought experiments”. Let’s imagine that a refugee receives help from a resident in his housing complex who voluntarily supports him on visits to the authorities and with learning the German language. Imagine further that he goes for a walk and notices that same helpful person struggling to carry heavy shopping bags. Without hesitating, he decides to help the woman and carries her purchases home. She thanks him kindly, offers him some tea, and they start a conversation.
Fairytale-like Stories
During the conversation, the refugee finds out that the woman in his building has difficulty mowing the lawn and he offers to undertake the task for her. The woman agrees and it pleases her to see how hardworking he is. When they say their goodbyes, the woman slips ten euros into his hand. The young man politely declines. After all, he wants to show that he is grateful for all her previous help. In turn, the woman does not want to exploit the young man’s efforts. In the end they both decide that she should give the ten euros to the local refugee network.
This story presumably seems very fairytale-like, but is a charming story all the same. An unromantic, critical mind will bring to attention the possibly undesirable social ramifications, such as: Why is this resident teaching German and helping with visits to the authorities? Don’t such volunteer activities threaten the jobs of professional German teachers and lawyers or social workers? And can the resident even carry out these tasks with a high level of skill? What does it imply when the refugee helps the woman shop or mow the lawn?

Savoir comment demander un départ au galop : que de discussions à ce sujet ! Faut-il employer les aides diagonales ou latérales ? Faut-il agir avec la rêne extérieure ou intérieure ?…Vaines querelles !
L’essentiel, lors du départ au galop, est d’alléger et de rendre libre le côté intérieur du cheval. Agir avec la jambe extérieure ou intérieure est avant tout une affaire d’opportunité et de tact.
Comment partir au galop ? les aides.
Soutenez l’épaule extérieure du cheval par la rêne et allégez l’épaule intérieure du cheval.
Gardez le contact avec la rêne intérieure mais restez neutre.
Pesez sur votre fesse extérieure en reculant légèrement votre épaule extérieure.
Demandez le départ au galop en reculant la jambe extérieure et en touchant délicatement.
Laissez votre jambe intérieure à la sangle.
Comment faire avec un très jeune cheval ?
Peu après le débourrage le cheval galope à partir du trot très librement. Il galope large, sans placer ni rassembler. Il doit maintenant apprendre à galoper à la demande du cavalier :
Rassemblez un peu plus le trot, commencez au trot à placer vos aides de départ. (jambe extérieure un peu plus en arrière, léger recul de l’épaule extérieure et pesée sur la fesse extérieure, rênes également tendues.)
Sur le petit coté, juste avant le premier coin, touchez avec la jambe extérieure.
Simultanément : touchez délicatement mais nettement avec la badine sur l’épaule intérieure du cheval et demandez vocalement « galop ». ( le cheval retrouvant l’ordre donné à la longe.)
Demandez aux deux mains. Lorsque le cheval donne facilement les départs au galop à partir du trot, procédez de même du pas. Puis variez les endroits où vous partez au galop.
Employez peu à peu les aides classiques.

pour le départ au galop
Vous devez préparer votre départ au galop avec le plus grand soin.
Obtenez d’abord un pas rassemblé, droit, léger, vibrant : votre cheval va alors prendre le galop à la plus petite indication.
Avec un cheval dressé, vous partirez au galop par la pensée !
Avec les chevaux qui se traversent, demandez le départ avec la jambe intérieure à la sangle :Vous sollicitez ainsi le postérieur interne et empêcherez le cheval de venir en dedans.
Utilisez la jambe extérieure en arrière de la sangle avec les chevaux droits.
Ne mettez pas la jambe extérieure trop en arrière : selon les chevaux votre jambe sera plus ou moins en arrière.
Avant l’action de la jambe, écartez légèrement votre jambe des flancs du cheval.
Travaillez sans relâche vos départs au galop : cherchez la relaxation et la perfection.
N’acceptez pas un départ au galop quelconque : remettez au pas, réfléchissez et recommencez…c’est ainsi que vous améliorerez le galop de votre cheval.
Avec un très jeune cheval qui apprend :
Un départ au galop est source d’ excitation pour un très jeune cheval. N’hésitez pas à calmer au pas votre cheval. Rassurez le, faîtes un autre exercice puis recommencez. Après quelques foulées ou un cercle, lâchez les rênes et récompensez.
Modérez vos exigences.
Si votre cheval part plus énergiquement que prévu, ne vous opposez surtout pas au mouvement : accompagnez le moelleusement, restez relâché puis reprenez en caressant.

How to pick up the canter: The aids
Support the outside shoulder of the horse with the reins and soften up the inside shoulder. Keep contact on the inside rein but keep it still.
Put weight into your outside buttock by gently pulling back your outside shoulder.
Ask for the canter by pulling your outside leg back and softly pressing it against the horse.
Your inside leg should remain at the girth.
What to do with a very young horse

My advice
For canter transitions
You must be attentive when you organize your canter transitions.
First ask for a walk that is collected, light, and forward-moving. By doing this, your horse will learn to pick up the canter with the slightest cue.
With a well-trained horse, you can pick up the canter simply by thinking!
With horses who step to the inside, ask for the transition with the inside leg at the girth. By doing this, you apply pressure on the inside of the hind end and prevent the horse from moving into that pressure.
Place the outside leg behind the girth with horses who move in a straight line.
Do not place the outside leg too far behind on the horse’s side. To the horse, your leg is simply behind.
Before pressing with your legs, quietly move them away from the horse’s sides.
Work consistently on your canter transitions; strive for relaxation and perfection.
Don’t just accept any transition. Return to the walk, reorganize, and start again. This is how you will improve your horse’s canter.
Dealing with a very young horse who is still learning
Canter transitions make young horses excited. Don’t hesitate to return to the walk to calm your horse. Reassure him, do a different exercise, then start again. After a few strides or after asking for a circle, relax the reins and pat your horse.
Do not ask for too much.
If your horse takes off with more energy than expected, do not fight. Go along with it quietly, remain calm, then bring the horse back down while patting him.
