2. ASPECTOS GENERALES DE LA INSTITUCIÓN:
El Instituto Latinoamericano de las Naciones Unidas para la Prevención del Delito y la Justicia Penal (ILANUD) se estableció en la ciudad de San José, Costa Rica. Mediante un acuerdo suscrito el 11 de junio de 1975 en la Organización de las Naciones Unidas y el Gobierno de la República de Costa Rica, por resolución del Consejo Económico y Social de Naciones Unidas (Resoluciones 7311-FXXVII & 1584-L). Fue aprobado por la Asamblea Legislativa de la República de Costa Rica mediante la Ley N°6135 del 18 de noviembre de 1977.
Es un organismo internacional, de carácter regional, multilateral, especializado, sin fines de lucro y que tiene incidencia técnica y política en los gobiernos de los países de América Latina y el Caribe, en la esfera de la prevención del delito y la justicia penal. Además, tiene plena personería jurídica y la más amplia capacidad para aceptar donaciones de agencias cooperantes, recibir y administrar contribuciones de los Gobiernos que comprende su mandato y adquirir, ejercer, transferir y otorgar derechos sobre la propiedad intelectual.
Forma parte de la red de institutos interregionales y regionales bajo la égida de la Comisión de Prevención del Delito y Justicia Penal del Consejo Económico y Social (ECOSOC). Dicha red se conforma por la Oficina de Naciones Unidas contra la Droga y el Delito (UNODC), con asiento en Viena; el Instituto Interregional de las Naciones Unidas para investigaciones sobre delincuencia y justicia (UNICRI), con asiento en Turín; institutos regionales para Europa (HEUNI, con sede en Helsinki), Asia y el Pacífico (UNAFEI, con sede en Tokio), África (UNAFRI, con sede en Kampala) y América Latina y el Caribe (ILANUD, con sede en San José).
En el marco de la región que dicta el mandato del ILANUD, se han firmado acuerdos bilaterales y de cooperación con los siguientes gobiernos: (Argentina (1989), Bolivia (1990), Brasil (1989), Costa Rica (1975), Colombia (1988), Cuba (1989), Ecuador (1988), Guatemala (1988), Honduras (1986), Jamaica (1977), México (1986), Nicaragua (1993), Panamá (1991), Perú (1985), Uruguay (1989), Venezuela (2006); además de España (1988). Así mismo ha firmado acuerdos con numerosas universidades de la región.
Desde su creación, el ILANUD ha venido desempeñando un papel fundamental en la región en la atención de los temas de: la violencia, la criminalidad y la justicia penal. Con el apoyo del Gobierno de Costa Rica, de otros gobiernos de la región y fuera de la misma, de organismos internacionales y distintas agencias de cooperación internacional, ha diseñado, dirigido y ejecutado múltiples programas, proyectos y actividades a nivel regional y nacional. Dirigidos a formular y poner en práctica políticas y pautas de acción en el campo de la prevención del delito y la justicia penal, y a mejorar y fortalecer la capacidad de las instituciones del sector justicia en los países de América Latina y el Caribe.
El ILANUD cuenta con amplia experiencia técnica y política en su campo de acción. También una reconocida trayectoria de más de cuarenta años de aportes importantes a los países de la región. Ha brindado prestaciones de servicios de investigación criminológica y jurídica penal: servicios de capacitación de operadores jurídicos, penitenciarios, policiales y de otras ramas vinculadas con la prevención del delito y justicia penal, esto lo ha realizado a través de congresos, cursos, seminarios, talleres y reuniones de expertos, así como por medio de servicios de asistencia técnica a las instituciones del sector y de servicios de recolección y difusión de información jurídica penal y criminológica.
La labor que el ILANUD ha desplegado y sus aportes han sido reconocidos por el Gobierno de Costa Rica, que forma parte de su Consejo Asesor, por los otros gobiernos de los países de la región, por organismos internacionales, por organizaciones internacionales no gubernamentales y también por diversas agencias de cooperación internacional e instituciones académicas.
2.1 MISIÓN
Contribuir al desarrollo económico y social integral, a la preservación del Estado de Derecho, al respeto a los derechos humanos y al mantenimiento de la paz social, ayudando a los gobiernos de los países de América Latina y el Caribe a adoptar y aplicar adecuadamente los estándares de las Naciones Unidas en materia de prevención del delito y justicia penal.
2.2 OBJETIVO:
Como se expresa en el Artículo 1 del Acuerdo entre las Naciones Unidas y el Gobierno de Costa Rica, el principal objetivo del ILANUD es colaborar con los gobiernos en el desarrollo económico y social equilibrado de los países de América Latina y el Caribe, mediante la formulación e incorporación en los planes nacionales de desarrollo de políticas e instrumentos de acción adecuados en el área de la prevención del delito y la justicia penal.
3. TEMAS PRIORITARIOS:
El Plan de Trabajo Institucional del ILANUD es guiado por la Declaración de Viena “Sobre la delincuencia y la justicia: frente a los retos del Siglo XXI” (Austria, 2000); la Declaración de Bangkok “Sinergias y respuestas: alianzas estratégicas en materia de prevención del delito y justicia penal” (Tailandia, 2005); la Declaración de Salvador de Bahía, Brasil sobre “Estrategias amplias ante problemas globales: los sistemas de prevención del delito y justicia penal y su desarrollo en un mundo en evolución” (Brasil, 2010); la Declaración de Doha “La integración de la prevención del delito y la justicia penal en el marco más amplio del Programa de las Naciones Unidas para abordar los problemas sociales y económicos y promover el estado de derecho a nivel nacional e internacional y la participación pública” (Qatar, 2015); y “Los Objetivos de Desarrollo Sostenible de las Naciones Unidas: Agenda 2030” (Nueva York, 2015). Particularmente el Objetivo 16 sobre Promover sociedades pacíficas e inclusivas para el desarrollo sostenible, facilitar el acceso a la justicia para todos y crear instituciones eficaces, responsables e inclusivas a todos los niveles.
Así también las recomendaciones que anualmente hace la Comisión de Prevención del Delito y Justicia Penal de las Naciones Unidas, y primordialmente el plan de trabajo institucional que se formula en atención a las necesidades específicas surgidas de los mismos países de la región.
Para alcanzar sus fines y objetivos el ILANUD desarrolla y ejecuta programas, proyectos y actividades regionales y nacionales que incluyen acciones específicas de investigación criminológica y de los sistemas de justicia penal; de capacitación por medio de seminarios, cursos, talleres y reuniones de expertos; de prestación de servicios de asistencia técnica, y servicios de recolección y difusión de información científica en los principales ejes temáticos de su competencia a saber:

- Delincuencia organizada transnacional y delitos conexos

4. Trabajo conjunto entre el ILANUD y el TCU Comunicación y Derechos Humanos
A partir de lo explicado anteriormente con respecto a las líneas de acción y enfoque del ILANUD, es posible entablar una estrategia de trabajo conjunto entre el Instituto y el TCU de Comunicación y Derechos Humanos de la Escuela de Ciencias de Comunicación Colectiva de la UCR. Ambas instituciones tienen un compromiso claro y evidente con la protección de los derechos humanos de todas las personas, por este motivo se encuentra un espacio de convergencia que puede ser aprovechado.
Para el ILANUD el trabajo que pueden desempeñar los estudiantes del TCU es de suma importancia para avanzar en el cumplimiento de los objetivos institucionales, sobre todo lo relacionado con posicionar a la población privada de libertad como sujetos de derechos. Para el Instituto, uno de los principales desafíos es comunicar que el trabajo en materia de prevención de la violencia y tratamiento del delincuente es fundamental para la transformación social de un país. Por lo tanto, se visualizan tres posibles proyectos con el TCU.
Proyecto 1
Título: El podcast como incentivo para la discusión
Objetivo: Contribuir a la discusión sobre diversos temas a partir del uso del podcast como herramienta.
Descripción: Por medio de este proyecto, los estudiantes realizarán podcasts sobre temas específicos que sean de interés para la comunidad, se puede realizar con entrevistas a expertos, a funcionarios del sistema judicial o a privados de libertad. El objetivo es generar conocimiento y focalizar la atención en temas específicos y prioritarios en poco tiempo y de manera atractiva, esto le va a permitir a la institución posicionarse como referente y va a dar espacio para desarrollar discusiones relevantes en cuanto a diversos tópicos.
Productos: entrevistas, podcasts, difusión de los podcasts en redes sociales.
Proyecto 2
Título: Las caras de nuestras cárceles
Objetivo: Visibilizar a la población privada de libertad por medio de una campaña de sensibilización que cuente historias de vida.
Descripción: Se pretende que los estudiantes elaboren una campaña de
concientización que tenga como producto final una serie de vídeos en los que se cuente la historia de vida de personas privadas de libertad, con el fin de retratar quienes son las personas que se encuentran en esta condición, de dónde vienen, cuáles han sido sus experiencias y sus
dificultades, se pueden abordar casos en los que las personas sufran doble vulnerabilidad. Con esta campaña no solo se visibiliza a la población si no que se humaniza, además de demostrar los casos de exclusión social que representan. Esta iniciativa puede ser reproducida en otros países de la región, lo que permitiría demostrar que no existen grandes diferencias entre Latinoamérica.
Productos: una serie de vídeos para conformar la campaña.
Proyecto 3 Migrantes privados de libertad
Título: Historias de personas migrantes
Objetivo: Visibilizar la situación de las personas migrantes que se
encuentran recluidas a la orden de la Dirección General Migración y Extranjería.
Descripción: Trabajar sobre la situación de las personas que llegan al centro de migrantes en Hatillo, conocer sus historias y denunciar eventuales violaciones a los derechos humanos.
Productos: Entrevistas, videos, reportajes.
Por último, es importante mencionar que estos proyectos son ideas que pueden discutirse con los estudiantes, ya que se quiere que sean ellos quienes le impregnen su creatividad. Además, los proyectos no son excluyentes entre ellos y pueden ser vinculados entre sí según los intereses de los estudiantes. El instituto pretende ser un espacio facilitador para el aprendizaje, formación y el desarrollo del compromiso social de los estudiantes, mientras ponen en práctica sus conocimientos y competencias profesionales.

It is a multilateral, specialized and non-profit international organization, regional in scope, that exerts both technical and political impact on the countries of Latin America and the Caribbean in the realm of crime prevention and criminal justice. It also has full legal representation and is able to, with full power and authority, accept donations from supporting agencies, receive and administer contributions from Governments that comprise its authority and to acquire, exercise, transfer and grant intellectual property rights.
It is a part of the network of interregional and regional institutions under the aegis of the Commission on Crime Prevention and Criminal Justice of the Economic and Social Council (ECOSOC). Said network is made up of the United Nations Office on Drugs and Crime (UNODC), located in Vienna; the United Nations Interregional Crime and Justice Research Institute (UNICRI), located in Turin; regional institutes in Europe (HEUNI, based in Helsinki), Asia and the Pacific Region (UNAFEI, based in Tokyo), Africa (UNAFRI, based in Kampala) and Latin American and the Caribbean (ILANUD, based in San José).

These are focused on developing and putting into practice policies and action guidelines for the field of crime prevention and criminal justice as well as improving and strengthening the power of the justice system institutions in Latin American and Caribbean countries.
ILANUD has extensive technical and political experience within its field of work. It also has a proven track record of more than 40 years of making important contributions to the countries of the region. It has provided services to investigate criminology and criminal justice such as training for legal practitioners, prison and police authorities as well as other branches connected to crime prevention and criminal justice. Such training has been carried out in the form of conferences, courses, seminars, workshops and meetings with experts as well as through technical support at respective institutions and services for the collection and dissemination of criminal justice and criminology information.
The work done and the contributions made by ILANUD have been recognized by the Costa Rican government, which forms part of ILANUD’s Advisory Council, as well as by the other regional countries’ governments, international organizations, international non-governmental organizations and also by various international-support agencies and academic institutions.
2.1 MISIÓN
To contribute to comprehensive economic and social development, to the preservation of the Rule of Law with respect to human rights and to the maintenance of social peace, helping the governments of Latin American and the Caribbean adopt and adequately apply United Nations standards to crime prevention and criminal justice.
2.2 OBJETIVO:
As expressed in Article 1 of the Agreement between the United Nations and the Costa Rican government, the primary objective of ILANUD is to collaborate with the governments in the development of economic and social equilibrium of the Latin American and Caribbean countries
through the formulation and incorporation into national development plans of adequate policies in the field of crime prevention and criminal justice.

In particular, Objective 16 on Promoting Peaceful and Inclusive Societies for Sustainable Development, Provide Access to Justice for All and Build Effective, Accountable and Inclusive Institutions at All Levels.
ILANUD is also guided by the annual recommendations made by the United Nation’s Commission on Crime Prevention and Criminal Justice. Primarily, however, the institution’s work plan is created with regard to the specific needs that come up in the countries of the region.
In order to meet its aims and objectives, ILANUD develops and executes programs, projects, and regional and national activities that include specific initiatives on criminal investigation and the criminal justice system; training through seminars, courses, workshops and meetings with experts; the provision of technical support services, and the collection and dissemination of scientific information on the main themes within its purview:

4. Joint Work between ILANUD and UCR’s Program for Community Service Work (TCU)
Based on the previous explanation with respect to ILANUD’s focus and course of action, it is possible to implement a work strategy together with the Institute and the Community Service Work Program for Communication and Human Rights in the School of Collective Communication Sciences at the University of Costa Rica (UCR). Both institutions have a clear and precise commitment to the protection of human rights for all persons and, thus, provide space for an advantageous union.
The role that the students in TCU can play is of utmost importance to ILANUD in order to advance the institute’s ability to fulfill its objectives: above all, those related to positioning the population of imprisoned persons as having rights. For the Institute, one of the main challenges is to get across that the work being done regarding the prevention of violence and the treatment of criminals is fundamental to the social transformation of a country. Therefore, three possible TCU projects are displayed below.
Project #1
Title: A Podcast to Encourage Discussion
Objective: Contribute to the discussion of diverse topics through the use of the podcast.
Description: Through this project, students will produce podcasts on specific topics that the community would find interesting. Such topics could include interviews with experts, employees of the judicial system or persons deprived of their liberty. The objective is to generate knowledge and focus attention on specific issues of priority within a short period of time and in an appealing way. This will allow the institution to position itself as a reference and create space in which to develop relevant discussions regarding diverse topics.
Products: Interviews, podcasts, and broadcasting of podcasts on social media
Project #2
Title: The Faces of Our Jails
Objective: To make the population of people deprived of their liberty visible by means of an awareness-raising campaign that recounts life stories.
Description: It is intended for students to create an awareness campaign consisting of a series of videos revealing the life stories of prisoners in order to provide a profile of those who find themselves in this condition, where they come from, what they have experienced and what difficulties they have encountered. Cases in which people are in a situation of double vulnerability may also be addressed. This campaign will not only make these populations more visible, it will also humanize them as well as illustrate cases of social exclusion that they represent. This initiative could be reproduced in other countries of the region and would demonstrate that there are no major differences throughout Latin America.
Products: The campaign will consist of a series of videos.
Project #3: Migrants Deprived of their Liberty
Title: Migrants and Their Stories
Objective: To show the migrants who are detained by the Department of Migration and Foreign Citizens.
Description: To work on the situation of people who end up in the migrant center located in Hatillo, Costa Rica; to get to know their stories; and to report possible human rights violations.
Products: Interviews, videos, reports
Finally, it is important to mention that these projects are ideas that can be discussed with students so as to allow them to use their own creativity. What is more, the projects are not mutually exclusive and can be connected together according to students’ interests. The institute seeks to be a space that promotes the education, formation and development of students’ social commitment while they put into practice their knowledge and professional skills.

El Instituto Latinoamericano de las Naciones Unidas para la Prevención del Delito y la Justicia Penal (ILANUD), inició la ejecución del proyecto “Banco de Información de Poblaciones Penitenciarias de América Latina y el Caribe”. El mismo tiene por objetivo compendiar información de diversas fuentes relativas a las poblaciones penitenciarias de la región, datos que actualmente se encuentran dispersos en registros de los diferentes países o del todo no existen, por lo que, esta iniciativa pretende estimular a los diferentes países en la necesidad imperiosa de contar con información para el establecimiento de políticas públicas así como insumo para el diseño de planes y proyectos gubernamentales o de organizaciones no gubernamentales.
La realización de investigaciones científicas para la construcción de conocimiento respecto de estas poblaciones en la región, encuentra su principal obstáculo en el difícil o imposible acceso a información cuantitativa y cualitativa respecto de los servicios penitenciarios y sus poblaciones.
El Banco de Información de Poblaciones Penitenciarias de América Latina y el Caribe, se alimentará de los datos que envíen los distintos países o centros de conocimiento como las universidades y estará a la disposición de los investigadores.
Adjunto encontrará el cuestionario con los primeros datos solicitados para constituir el banco de información. Es indispensable que sea enviado al ILANUD una vez contestado y estaremos pidiendo actualización de esos datos anualmente.

The United Nations Latin American Institute for the Prevention of Crime and Criminal Justice (ILANUD), has begun implementing the project “Prison Population Information Database for Latin America and the Caribbean”. The goal of this database is to compile information from a variety of sources related to prison populations in the region. This information is currently dispersed throughout the different countries’ records or does not exist at all. This initiative aims to inform these countries of this urgent need and to encourage them to gather this information in order to put into place public policies and to provide input for the designing of both governmental and non-governmental organizations’ plans and projects.
The main obstacle to conducting scientific research in order to advance knowledge regarding these regions’ populations lies in the difficulty or the impossibility of accessing quantitative or qualitative information with regard to correctional services and its populations.
The Prison Population Information Database for Latin America and the Caribbean will receive data from the different countries or knowledge centers, like universities, and will be available to researchers.
Attached you will find the questionnaire with the preliminary data requested to create the database. It is imperative that this be sent to ILANUD once filled out. We will be requesting an update of this information annually.
