Source text - English Dla milionów pracujących Polaków średnie wynagrodzenie w sektorze przedsiębiorstw za 2016 r. w wysokości 4277 zł brutto, mocno różni się od rzeczywistości. Połowa zatrudnionych nie zarabia na rękę nawet 2,5 tys. zł, a pracownicy małych firm najczęściej muszą się godzić na pensję niższą niż 2 tys. zł netto - pisze Marcin Lipka, główny analityk Cinkciarz.pl.
Średnia ma to do siebie, że jest zniekształcona w przez wartości skrajne, a w przypadku wynagrodzeń najbardziej przez te najwyższe wielkości. Publikowane co miesiąc informacje GUS o średniej krajowej dodatkowo zaburza dobór danych do próby, ponieważ obejmuje wyłącznie przedsiębiorstwa zatrudniające powyżej 9 osób.
Takie przedsiębiorstwa, często z udziałem kapitału zagranicznego lub publicznego, zwykle działają w dobrze prosperujących miastach i rekrutują osoby z ponadprzeciętnym wykształceniem. Zatrudnienie w nich wynosi jednak tylko 6 mln pracowników, podczas gdy według danych GUS, w Polsce na umowach pracuje niemal 13 mln ludzi, a niespełna 3 mln prowadzi działalność na własny rachunek.
Dodatkowo tylko w samej Warszawie, gdzie przeciętne wynagrodzenie brutto w 2016 r. wynosiło 5537 zł, zatrudnionych było milion osób z około 6 milionów zaliczanych do badania. W rezultacie stolica, której udział wśród gospodarstw domowych wynosi w Polsce nieco ponad 5 proc., ma więcej niż 15-procentowy wkład w krajową średnią. W Łodzi natomiast trzecim co do wielkości mieście Polski, w sektorze przedsiębiorstw pracuje 120 tys. osób, czyli zaledwie 12 proc. tego, co w Warszawie.
Małe firmy to niskie zarobki
Więcej informacji dają kwartalne raporty GUS na temat „Zatrudnienie i wynagrodzenia w gospodarce narodowej”. Praktycznie jednak są one rozszerzone przede wszystkim o sektor publiczny, zatrudniający (dane z 30 września 2016 r.) niemal 3 miliony osób z przeciętnym miesięcznym wynagrodzeniem na poziomie 4545 zł brutto (w tym w administracji 4971 zł). Z raportów dowiadujemy się również, że średnio w całym sektorze prywatnym wynagrodzenie brutto wynosi 3880 zł. Akurat ta wartość obejmuje także miejsca pracy z mniej niż 9 pracownikami.
Co dwa lata GUS publikuje wyniki badania struktury wynagrodzeń (ostatnie za październik 2014 r. jest datowane na 11 grudnia 2015 r.). Tutaj możemy przeczytać, że przeciętne wynagrodzenie brutto w październiku 2014 r., w sektorze przedsiębiorstw zatrudniających powyżej 9 osób, wynosiło 4107 zł, ale już mediana tam pracujących to jedynie 3291 zł brutto. Oznaczało to, że połowa otrzymywała wynagrodzenie powyżej tej wartości, a połowa poniżej. Stanowiła ona także 80 proc. przeciętnego wynagrodzenia w sektorze przedsiębiorstw. Nadal jednak, również w tym zestawieniu, nie ma informacji, jak wygląda rozkład zarobków w najmniejszych firmach.
Kluczowym elementem tego raportu jest natomiast fakt, że aż 37,1 proc. pracowników sektora prywatnego otrzymywało wynagrodzenia poniżej 2469 zł brutto. Było to więc zaledwie 60 proc. średniej krajowej. Statystyka ta cały czas nie obejmuje pracowników w firmach zatrudniających poniżej 9 osób. Szerzej dochody tych osób opisuje dopiero coroczne opracowanie GUS o mikroprzedsiębiorstwach. Według informacji za 2015 r. małe firmy dawały zatrudnienie 3,74 mln osób, w tym 1,31 mln jako pracownikom, których przeciętne miesięczne wynagrodzenie brutto wynosiło 2397 zł. To 58 proc. średniej w przedsiębiorstwach mających powyżej 9 pracowników w 2015 r.
Miliony Polaków zarabiają mniej niż 2 tys.
Biorąc pod uwagę, że trendy w dochodach dla danej grupy pracowników się nie zmieniały, to dla wielu Polaków średnie wynagrodzenie w sektorze przedsiębiorstw za 2016 r. (4277 zł brutto) miało niewiele wspólnego z rzeczywistością.
Prawdopodobnie połowa zatrudnionych otrzymała wynagrodzenie bez potrącenia podatku i składek na ubezpieczenie emerytalne i zdrowotne poniżej 3420 zł. Przy umowie o pracę netto było to 2450 zł. Dodatkowo około 40 proc. zatrudnionych w sektorze prywatnym nadal zarabia na rękę mniej niż 2000 zł, co jeszcze wyraźniej pokazuje różnice pomiędzy popularną średnią krajową, a faktycznymi płacami znacznej części Polaków.

The average wage rate is usually distorted by large disproportions in salaries. In addition, the monthly report regarding this index from the Polish Central Statistical Office (GUS) is distorted by its methodology – the sample group only includes companies that hire at least nine people.
Such companies usually use foreign or public capital. Additionally, they’re based in well prospering cities and hire people whose qualifications are above average. Nevertheless, these companies hire a combined total of 6 million employees, whereas according to the GUS data, the amount of Poles with a job contract is at the level of approximately 13 million and approximately 3 million Poles are self-employed.
One million of the company sector employees work in Warsaw, where the average gross salary in 2016 was at the level of 5,537 PLN. As a result, the contribution of Poland’s capital city to the average wage rate is higher than 15%, whereas its contribution to Polish households is approximately 5%. Łódź is the third largest city in Poland. The amount of people who live there and work in the company sector is at the level of 120,000 people. This is 12% of those employed in the company sector in Warsaw.
Small companies, small wages
More accurate information can be found in the GUS quarterly reports regarding employment and wages. They include the data from the public sector. According to the GUS data from September 30th, 2016, the amount of people employed in the public sector was at the level of approximately 3 million people and their average salary was PLN 4,545 gross. Moreover, the reports show that the average wage for the entire private sector is at the level of PLN 3,880 gross. This index includes companies that hire less than nine employees, as well.
Every other year, the GUS publishes wage structure data. The recent document states that in October 2014, the average gross wage for companies that hire at least nine people was at the level of 4,107 PLN. However, the median for the entire company sector was at the level of PLN 3,291 gross. This means that half of the company sector employees earned more than this value and the other half earned less. Nevertheless, this data also does not contain data regarding the salaries in the smallest companies.
A crucial element of this report is the information that 37.1% of the private sector earns less than PLN 2,469 gross. This data does not include employees of small companies (less than nine people). However, we can find information regarding their salaries in the GUS annual report on small businesses. In 2015, small companies had 3.74 million employees and 1.31 million of them earned the average monthly salary at the level of PLN 2,397 gross. This is 58% of the average wage in companies that hire at least nine employees (data for 2015).
Millions of Poles earn less than 2,000 PLN
The average salary for the Polish company sector in 2016 (PLN 4,277 gross) was very different from the actual wages of many Poles. It’s most likely that 50% of employees received their salaries at the level of PLN 3,420 gross. After subtracting tax and insurance premiums they would receive 2,450 PLN. Moreover, approximately 40% of the private sector employees earn less than PLN 2,000 net. This clearly shows how considerable the difference between the average wage and actual wages for the majority of Poles really is.
