מדוע החליטה איראן להעמיד למבחן את ממשלו של דונלד טראמפ בחודש שעבר ולבצע ניסוי בטיל בליסטי? שאלה דומה אפשר כמובן לשאול גם את בנימין נתניהו, שהחליט להעמיד את טראמפ למבחן כשהודיע על הכוונה לבנות עוד כ–5,000 יחידות דיור בשטחים, כולל התנחלות חדשה.
בשני המקרים התשובה יכולה להיות זהה וקלה מדי. שני המשטרים, של איראן ושל ישראל, מציבים עובדות בשטח כדי לחייב את טראמפ לקבוע את גבולות המותר מבחינתו, לבחון את מידת הגמישות שלו, ולהבין מה אפשר לגזור מתגובתו. התשובות של טראמפ לשתי המדינות לא היו זהות אבל דומות. לישראל הוא הבהיר שהבנייה החדשה עלולה לפגוע בתהליך השלום, ואילו על איראן הוא הטיל כמה סנקציות לא מאוד מכבידות.
אבל למבחן הקבלה שהעבירו ישראל ואיראן את הנשיא החדש, יש גם תשובה מורכבת יותר. שתי המדינות שרויות בקלחת רותחת של מאבקים פוליטיים שמתיזה גצים לוהטים גם לעבר ארה”ב. אפשר לשער שלולא היה נתניהו לפות באחיזת החנק של נפתלי בנט, הוא לא היה ממהר לבשר על בניית התנחלויות. נראה שגם משמרות המהפכה של איראן, שעסוקה מאוד בהכנות מתוחות לבחירות לנשיאות שיתקיימו בחודש מאי, לא היו ממהרים לבצע דווקא עכשיו את הניסוי בטילים.
עיתוי הניסוי והתגובה האמריקאית מגיעים בזמן רע מאוד לנשיא רוחאני. מטחי הביקורת נגדו אינם נורים רק מהצד השמרני־רדיקלי של המפה פוליטית, גם ליברלים ורפורמיסטים רבים מאוכזבים מהישגיו בכהונתו הראשונה. ההבטחות הכלכליות שהביא עמו הסכם הגרעין עדיין לא חלחלו אל האזרחים, למרות נתוני המאקרו המשופרים והצמיחה — 7.4% במחצית הראשונה של שנת הכספים האיראנית (שמתחילה במארס). שיעורי האבטלה עדיין גבוהים, יותר מ-12% וכ-26% בקרב צעירים. מצב זכויות האזרח לא השתפר, ובכמה מישורים אף הורע. ועכשיו, ההישג ההיסטורי של ממשל רוחאני, הסכם הגרעין, עלול לעבור במקרה הטוב בחינה אמריקאית מחודשת, או במקרה הגרוע להפוך למאבק כוח בין ארה"ב לאיראן.
רוחאני עדיין לא הכריז על מועמדותו לתקופת כהונה שנייה (ואחרונה על פי החוקה האיראנית), כנראה מחשש שהכרזה מוקדמת מדי תלהיט את יריביו, שיתחילו לפעול במרץ כדי לפסול את מועמדותו ולהכשיר את הקרקע למועמד רדיקלי ותוקפני יותר. עם זאת, מעניינת העובדה שחמינאי, המנהיג העליון, לא התייחס בפומבי לפרשת ניסוי הטילים והניח לבכירי משמרות המהפכה ולדרשנים רדיקליים לפזר אזהרות ואיומים על ארה"ב.
מנגד, העמדה הרשמית והזהירה של איראן, כפי שהציג אותה שר החוץ ג'וואד זריף, היא שלאיראן יש זכות לבצע ניסוי טילים כחלק מתוכנית ההגנה הקונבנציונלית שלה, וכי אין בניסוי הזה הפרה של הסכם הגרעין. אולם זוהי טענה נכונה חלקית. אמנם הסכם הגרעין אינו נוגע למערך הטילים הבליסטיים, אבל החלטת האו"ם שאישרה את ההסכם, כוללת סעיף שאוסר על איראן לבצע ניסויים בטילים שיכולים לשאת ראש נפץ גרעיני, יכולת שקיימת בטיל שנוסה. הפער הזה בין ההסכם לבין החלטת האו"ם, משאיר בידי האו"ם, ולא בידי ממשל טראמפ, את הסמכות לקבוע אם היתה או לא היתה הפרה. תידרש אז החלטה של מועצת הביטחון, שבה צפוי וטו רוסי, לכל צעד פורמלי של ענישה או אפילו של ניסוח הודעה מרשיעה שעלולה לסלול את הדרך להחזרת הסנקציות.
מעבר לדיונים המשפטיים שצפויים להתקיים בימים הקרובים, טראמפ יוכל אמנם להוסיף סנקציות אמריקאיות, ותיאורטית הוא יכול לפרוש מהסכם הגרעין, אבל אז הוא עלול להעמיד את ארה"ב במסלול התנגשות עם האיחוד האירופי, ששלוש מחברותיו, צרפת, בריטניה וגרמניה, חתומות על ההסכם, ועם רוסיה וסין, שמתנגדות לביטול ההסכם. מדינות אלה כבר מושקעות עמוק במשק האיראני, בריטניה חידשה את יחסיה הדיפלומטיים עם איראן, האיחוד האירופי חתום על עסקת מיליארדים לאספקת מטוסים אזרחיים, צרפת קשורה בהסכמים לקידוח נפט, וגם בואינג האמריקאית בוודאי לא תהיה מרוצה להפסיד הסכם בהיקף של 16.5 מיליארד דולר לאספקת 80 מטוסים. בואינג, אגב, כבר הזדרזה להעביר לאיראן מטוס ראשון כדי להפוך את ההסכם לעובדה מוגמרת.
וכך, מעבר לתחרות הורדת הידיים שמתנהלת בין טהראן לוושינגטון, זהו גם מבחנו של האיחוד האירופי שאמור להרגיע את השותף האמריקאי, אחרי שהתחיל את יחסיו עם האיחוד ברגל שמאל כשחתם על צו האיסור על כניסתם של אזרחים משבע מדינות מוסלמיות ופליטים סורים. ביצוע הצו הוקפא זמנית על ידי בית המשפט הפדרלי אבל לא בוטל, ואילו איראן כבר מיהרה לגרוף רווח דיפלומטי קטן כשהתירה אתמול את כניסתם של המתאבקים האמריקאים לתחרות הבינלאומית בסגנון חופשי. אשרת הכניסה בוטלה קודם לכן כפעולת תגמול על הצו הנשיאותי שאסר את כניסתם של אזרחי איראן לארה"ב.
השאלה עכשיו היא אם טראמפ יוכל לבדו, ובניגוד לעמדתן של בעלות בריתה של ארה"ב, להפוך את איראן ל"לא פרטנר" על ידי חיזוקם של הרדיקלים המתלהמים באיראן, ואם חמינאי, שכבר מכשיר את האווירה לקראת פרישתו מסיבות רפואיות, יניח למשמרות המהפכה לסכן את הסכם הגרעין, אחרי שהגן עליו כעל הישג לאומי ונכס אסטרטגי.
Translation - English Like Israel, Iran is Trying Trump’s Patience
Why did Iran decide to challenge the government of Donald Trump last month by carrying out a ballistic missile test? A similar question can be asked of Prime Minister Benjamin Netanyahu, who decided to test Trump by announcing his intention to build another 5,000 housing units in the Occupied Territories, including a new settlement.
In both cases the answer may be the same and very simple. The two regimes of Iran and Israel are establishing facts on the ground to oblige Trump to set his limits, to test his degree of flexibility, and to see what can be learned from his reactions. Trump’s response to the two countries was not identical but similar: regarding Israel he stated only that the new construction could harm the peace process; on Iran he imposed sanctions but not very onerous ones.
However, there is a more complex way of understanding the tests with which Israel and Iran greeted the new president. At the moment both countries are cauldrons of political intrigue, cauldrons that are spluttering at the US. One can assume that if Netanyahu were not in the chokehold of Naftali Bennett he would not have been in such a hurry to announce the construction of new settlements. It also seems that if Iran's Revolutionary Guard were not busily preparing for presidential elections in May they would not necessarily be rushing to perform missile tests right now.
The missile test and the American response come at a very bad time for Iranian President Rouhani. A barrage of criticism is being fired at him not only from the Radical-Conservative part of the political map - many liberals and reformers are also disappointed with his achievements over his first term. The economic benefits that were promised to accompany the nuclear deal have not filtered down to the average citizen, in spite of improved macroeconomic growth - 7.4% in the first half of the Iranian fiscal year (starting in March). Unemployment rates are still high, more than 12% generally and 26% among young people. The civil rights situation has not improved, and in several ways is even worse. Now the nuclear agreement, the historic achievement of the Rouhani administration, may in the best scenario undergo review by the Americans, and in the worst devolve into a power struggle between the US and Iran. Rouhani has not yet declared his candidacy for a second and final term (under the terms of the Constitution), apparently fearing that a premature declaration will ignite his opponents, who in March will begin working to reject his candidacy and prepare the ground for a more radical and aggressive candidate. It is interesting that the Supreme Leader Khamenei did not publicly address the missile test, but instead allowed senior members of the Revolutionary Guard and radical preachers to publicize warnings and threats agains the United States.
As opposed to this, the official and cautious stance of the government, as presented by Foreign Minister Javad Zarif, is that Iran has the right to test missiles as part of its conventional defence and that the recent trial did not violate the nuclear deal. This statement is partially true. Although the nuclear agreement does not relate to ballistic missile systems, the UN resolution which affirms the agreement includes a clause forbidding Iran to conduct experiments with missiles capable of carrying nuclear warheads. The recently tested missile would fall into this category. This gap between the nuclear agreement and the UN resolution gives the UN, not the American administration, the authority to determine whether or not there was a violation of the agreement. For any formal punishment, or even a condemnatory statement that might pave the way to a return of sanctions, a Security Council resolution would be required; this would likely draw a Russian veto,
Beyond the legal discussions regarding a possible violation of the agreement expected in the coming days, Trump could also enact American sanctions and could theoretically drop out of the nuclear deal; this, however, would put the US on a collision course both with the European Union, whose three members France, Britain and Germany are signatories of the agreement, and with Russia and China, who oppose the agreement’s cancellation. Both Russia and China are already heavily invested in Iran. In addition, Britain has resumed diplomatic relations with Iran, the EU has signed an agreement worth billions of dollars to supply the country civilian aircraft, France has agreements to drill for oil, and the American company Boeing probably will not want to forego a $16.5 billion deal to supply Iran with 80 new planes. Boeing, incidentally, was quick to deliver the first plane to make the agreement a fait accompli.
Thus beyond the arm wrestling in progress between Tehran and Washington, there is also a challenge for the EU to reassure its American partner in the agreement - this after Trump started his relationship with the EU off on the wrong foot by signing a decree forbidding Syrian refugees and citizens from seven Muslim countries from entering the US. Implementation of Trump’s executive order has been suspended temporarily by the US Federal Court but has not been canceled. Meanwhile, Iran was quick to scoop a small diplomatic prize by allowing the entry of American wrestlers into its International Freestyle Competition yesterday; their Iranian entry visas had been canceled in reprisal for the presidential decree banning Iranians entry into the United States.
The question now is whether Trump could, on his own and contrary to the position of America’s allies, return Iran to the status of a non-partner by strengthening that country’s impassioned radicals; also whether Supreme Leader Khamenei, who is currently setting the mood ahead of his impending retirement for medical reasons, will let the Revolutionary Guard jeopardize the nuclear deal after defending it as a national achievement and strategic asset.

על פי דו"ח עמותת "קו לעובד", הפרת חוק שכר המינימום כלפי העובדים הפכה לתופעה מבנית בענף החקלאות. העובדים משתכרים בממוצע רק כ-70% מהשכר המגיע להם כחוק, והיקף הפגיעה הכספית בעובדים, עשוי להגיע לכחצי מיליארד שקלים בשנה. בחודש שעבר פנה הארגון לתאגידי מזון בקריאה לנהוג באחריות תאגידית ולבחון יחס הוגן לעובדי החקלאות
דו"ח חדש שמוציא ארגון "קו לעובד" קובע כי המידע המתקבל מן העובדים אשר פנו לעמותה בשנת 2013 מעלה תמונה חד–משמעית ועגומה שלאי–ציות גורף לחוקי השכר בענף החקלאות בישראל, המצביעה על תופעה מבנית עליה מתבסס הענף כולו.
מאות מהגרי חקלאות בישראל פונים לעמותת "קו לעובד" מדי שנה ומדווחים על הפרות שונות של זכויותיהם כעובדים ואף כבני אדם, תלונות הכוללות, בין השאר, אי מתן ימי מנוחה, הטרדות מיניות, כבילה למעסיק הלכה למעשה, העסקה בשעות רבות מהמותר ועוד. הדו"ח מעלה כי תלונת הפרת חוק שכר המינימום כלפי העובדים הינה הנפוצה ביותר מבין תלונות הפונים, ולמעט בודדים, כל המשקים החקלאיים שעליהם קיבלה עמותת "קו לעובד" מידע מן העובדים, מהערבה ועד מטולה, אינם משלמים שכר כחוק למהגרי החקלאות אותם הם מעסיקים. על בסיס זה מתריע הדו"ח כי ענף החקלאות בישראל הפך תלוי בהפרת חוקי השכר כלפי העובדים ולפיכך, גם אכיפה של החוק עליה להיות מלווה במתן תמיכה לחקלאים.
על פי בסיס הנתונים שהתקבלו מהעובדים, ארגון "קו לעובד" מעריך כי העובד הממוצע מועסק כ-309 ימים בשנה, וכי התשלום ממוצע לעובד הינו כ- 70% משכר המינימום. מצב זה יוצר אובדן של 74.28 ש"ח לעובד ליום, ומצטבר במשך שנה לכ-23 אלף שקלים לעובד. לאור הדיווח הגורף על היקף התופעה, החלת הנתון על כלל 22,000 מהגרי החקלאות המועסקים בישראל מעלה סכנה כי הרווחים הזורמים לידי החקלאים שלא כדין בשל הפרת חוקי השכר עשויים להגיע עד לכחצי מיליארד שקלים בשנה. (החקלאים אמנם רשאים לנכות הוצאות משכרם של העובדים, אך רק בשיעור של עד 25%, פירוט נוסף בדו"ח המצורף, עמ' 11).
רק בחודש שעבר פנה הארגון לרשתות השיווק, תאגידי וספקי מזון וחברות נוספות, בקריאה לבחון ולבדוק האם ניתן לעובדים יחס הוגן לאורך כל שרשרת האספקה, ולפעול ליצירת מרחב להבטחת מיגור תופעת הפרת זכויות העובדים בענף כולו. במסגרת המכתב קרא הארגון "לפעול לטובת ציבור העובדים בענף החקלאות וייצור המזון בישראל, תוך הכרה באחריותם התאגידית החוסה גם על שותפים ושרשרת אספקה. אחריות זו עליה לכלול גם את העובדים המוחלשים בענף, עובדים שלעיתים קרובות הופכים שקופים לאור מיקומם בקצה שרשרת האספקה של תעשיית ענק, מצב המקל מאוד על פגיעה בזכויותיהם כעובדים וכבני אדם." A new report by Kav Le’Oved warns that there is a danger that the agricultural sector in Israel is becoming dependent on wage law violations

According to the report of Kav Le’Oved, violation of the minimum wage law has become endemic throughout the Israeli agricultural sector. Workers earn on average about 70% of the salary due to them by law, and the extent of financial loss to workers may reach half a billion NIS a year. Last month Kav Le’Oved called on food corporations to observe corporate responsibility and to examine whether fair treatment was being extended to agricultural workers.
In a new report from Kav Le’Oved, information received from workers appealing to the association in 2013 shows a uniform picture of disobedience to wage laws across the Israeli agricultural sector, indicating a structural phenomenon on which the entire industry is based.
Hundreds of migrant agricultural workers in Israel turn to Kav Le’Oved every year to report violations of their rights as workers and human beings; their complaints include, among others, failure to provide rest days, sexual harassment, inability to leave their employers, working over the legal limit, and more.
The report indicates that infringement of the minimum wage is the most common complaint of applicants, and with few exceptions all farms about which Kav Le’Oved received information, from the Arava to Metulla, do not pay the legal wage to their workers. On this basis the report warned that Israel's agricultural sector has become dependent on wage law violation, and that enforcement of these laws must be accompanied by provisions of support for farmers.
According to the data received from employees, Kav Le’Oved estimates that the average worker is employed 309 days a year, and that the average payment per employee is about 70% of the minimum wage. The result is a loss of 74.28 NIS per employee per day, which accumulates over the year to roughly 23,000 NIS per worker. The sweeping report on the wide scope of the phenomenon, applying data to 22,000 migrant agricultural workers employed in Israel, raises the danger that the profits made by farmers in breach of wage laws may reach up to half a billion NIS a year. (Farmers are allowed to deduct employee salaries, up to 25% of expenses; see page 11 of the attached report for further details).
Just last month Kav Le’Oved appealed to retail chains, food corporations, suppliers and other businesses to examine whether employees were subject to fair treatment along the supply chain, and to ensure the elimination of workers' rights violations throughout the sector. In a letter the organization called for "work for the benefit of workers in the agriculture and food production sectors in Israel, while recognizing that corporate responsibility must extend to partners and to the supply chain in general. This responsibility must embrace the weakest workers, workers who often remain unseen at the margins of the supply chain of this huge industry, a situation that enables the violation of their rights as workers and as human beings." From the report: "Even if a portion of claims of the country's farmers against the state are justified, there is no justification for compensating them through "indirect subsidies” at the expense of workers. We close the report with a brief policy recommendation for the state and civil society bodies: increase the enforcement of wage and other labor laws throughout the sector; explore possible measures of state support for agriculture and international best practices; relieve the fee burden involved in employment, but not at the expense of employees; encourage association amongst agricultural workers."
According to Noa Schauer, coordinator of the agricultural section at Kav Le’Oved: the State of Israel is committing a double fault in that it grossly neglects the Israeli agriculture sector and is enabling a climate of rights violations for the workers it brought here from other countries. It cannot be that a sector so central to the Israeli economy should rely on the exploitation of the workers it employs. In light of our data, we call on the Ministry of Economy, which has the authority to enforce the law in this area as well as the resources and the responsibility to do so, to conduct a transparent and comprehensive study on the situation of migrant agricultural workers in Israel, and to take care to uphold the rights and welfare of workers in this industry.

Consideration of the events that preceded the appearance of Christ on earth leads the sober student of history to acknowledge the truth of the statements of Paul and Mark.
In most discussions of this subject it has been forgotten that not only the Jew but also the Greek and the Roman contributed to the religious preparation for the appearance of Christ.
Greek and Roman contributions aided in bringing historical development to the point where
Christ could make the maximum impact on history in a way not possible before or since the time of His birth.
The political contribution to history preceding the coming of Christ was primarily the work of the Romans. This people - who followed the way of idolatry, mystery religions, and emperor worship - were used by God, of whom they were ignorant, to bring about the fulfillment of his will.
The Romans, as no other people up to their time, developed a sense of the unity of mankind under a universal law. This sense of the solidarity of man within the empire created an environment favorable to the reception of a gospel that proclaimed the unity of the human race in the fact that all men are under the penalty of sin and in the fact that all are offered a salvation that makes them a part of a universal organism, the Christian church, Christ's body.

Translation - Hebrew באל הגלטיים 4:4 הצביע פולוס לתקופה ההיסטורית של הכנה השגחתית שקדמה לביאת ישוע לעולם בדמות אדם: "ובמלאת הימים שלח האלוהים את בנו". גם מארק הדגיש שביאת המשיח קרה כשכל נעשה מוכן בעולם (מארק 1:15). בחינת האירועים שקדמו להופעתו של ישוע מובילה התלמיד המפוכח של ההיסטוריה להכיר את אמת הצהרותם של פולוס ומארק.
ברוב הדיונים בנושא זה נשכח שלא רק היהודי אלא גם היווני והרומי תרמו להכנה הדתית להופעתו של ישוע.
תרומות היוונית והרומית סייעו להתפתחות ההיסטוריה עד מצב שבו היה יכול המשיח להשפיע השפעה מקסימלית על ההיסטוריה בצורה בלתי אפשרית לפני או מאז לידתו.
התרומה הפוליטית לתקופה שקדמה ביאת המשיח הייתה בעיקר זו של הרומאים. עם זה - העובד אלילים, דתות מסתורין, ופולחן קיסר - שימש אלוהים, של מי הוא היה בור, כדי להביא להגשמת רצונו.
