Source text - Persian (Farsi) همکاری‌های ايران، روسيه و چين در سياست بین‌الملل را می‌توان به‌عنوان يك روند نوپديد محسوب داشت. تعاملات اين سه كشور در حل‌وفصل برنامه هسته‌ای ايران، حفظ نظام سياسي مستقر در سوريه، همكاري در قالب سازمان همكاري شانگهاي، مقابله مشترك با تروريسم و تعاملات اقتصادي از نمادهاي اين همكاري به شمار می‌آیند؛ اما اين روند نوپديد عليرغم اهميت آن، چندان واكاوي نشده است. به ديگر سخن اينكه تا چه ميزان اين همکاری‌ها نهادينه است و چه حوزه‌هایی را در بر می‌گیرد چندان موردبحث و بررسي قرار نگرفته است. به بيان واضح‌تر تعاملات ایران، روسيه و چین یا آنچه برخی به‌عنوان مثلث استراتژیک در حال ظهور در سياست بین‌الملل مطرح کرده‌اند را چگونه می‌توان مفهوم تبیین نمود نویسنده می‌کوشد به این پرسش پاسخ دهد. در این راستا تعاملات، همکاری‌ها و رقابت‌های سه کشور در سه سطح تحلیل جهانی، منطقه‌ای و سه‌جانبه موردبحث قرار می‌گیرد تا در پرتو آن اهمیت‌هایی همکاری‌ها از منظر استراتژیک قابل تبیین گردد.
سطح تحلیل جهانی
در سطح تحلیل جهانی آنچه ایران و روسیه و چین را دارای منافع مشترک می‌سازد، رویکرد تجدیدنظرطلبانه آنان در قبال نظم موجود بین‌المللی است. هر سه کشور چندقطبی گرایی را به‌عنوان یکی از اولویت‌های استراتژیک خود تعریف کرده بر پاي آن فشرده‌اند؛ اما نکته مهم آنکه این سه کشور گونه‌های متفاوتی از دولت‌های تجدیدنظرطلب محسوب می‌شوند. ایران و روسیه را می‌توان با تسامح دولت‌های تجدید طلب انقلابی دانست، درحالی‌که چين تجدیدنظرطلب اصلاح‌طلب به شمار می‌آید که بر اصلاح نظم موجود با تکیه بر مکانیسم‌های درون سیستمی اولویت می‌دهد. تفاوت در نوع تجدیدنظرطلبی سه دولت باعث شده تا آنان مسیرهای متفاوتی برای سوق دادن نظم بین‌المللی به چندقطبی شدن در پیش گیرند.
عامل دیگر که در این سطح تحلیل بر تعاملات استراتژیک سه کشور با یکدیگر تأثیر می‌گذارد، نوع روابط آنان با ایالات‌متحده است. به ديگر سخن هر یک از این سه کشور تعریف خاصی از آمریکا در سیاست خارجی خود دارد و از دیگر سو ایالات‌متحده به‌عنوان مهم‌ترین بازیگر در نظم موجود بین‌المللی نیز رویکردهای متفاوتی در قبال این سه کشور اتخاذ کرده است. آمريكا در سیاست خارجی روسیه به‌عنوان رقیب استراتژیک و تا حدی تهدید تعریف می‌شود و همين امر به الگوی خاصی از رقابت و همکاری به تعاملات دو کشور شکل می‌دهد. به‌بیان‌دیگر ایالات‌متحده و روسیه به‌طور توأمان استراتژی‌های مهار و تعامل را در قبال یکدیگر به کار می‌گیرند. از دیگر سو الگوي حاکم بر تعاملات چين و ایالات‌متحده را می‌توان همکاری و رقابت استراتژیک نامید؛ زیرا هم حوزه همکاری دو کشور بسیار گسترده است و هم رقابت استراتژیک آنان جلوه‌های متنوعی دارد.
الگوي تعامل ایران و آمریکا با هر دو الگوی فوق متفاوت است و نه‌تنها روابطی میان دو کشور وجود ندارد بلکه آمريكا می‌کوشد آزادی عمل ایران در سیاست بین‌الملل را مهار نماید. از دیگر سو ایران را می‌توان مهم‌ترین چالش در برابر سیاست‌های منطقه‌ای آمریکا در غرب آسیا مصوب داشت.
افزون بر آمریکا، نگرش سه کشور به شورای امنيت سازمان ملل متحد به‌عنوان مهم‌ترین رکن نهادي نظم موجود بین‌المللی تفاوت‌های مهمی با یکدیگر دارد. چین و روسیه به‌عنوان دو عضو دائمی این شورا آن را به‌عنوان یکی از مکانیسم‌های کلیدی نقش‌آفرینی در سیاست بین‌المللی تلقی می‌کنند. به دیگر سخن از منظر چین و روسیه این شورا یکی از مکانیسم‌های کلیدی چندقطبی گرایی نظام بین‌الملل و یکی از موانع مهم در برابر تمایلات یکجانبه گرایانه آمریکا محسوب می‌شود؛ اما ایران کشوري است که از آغاز دهه 1980 تاکنون در موارد متعدد در معرض تحریم‌های این شورا قرار گرفته و آن را به‌عنوان مکانیسمی ناعادلانه زورگویانه و حتی نامشروع تعریف می‌کند.
بنابراین می‌توان گفت که گر چه چین، روسیه و ایران هر سه بازیگران تجدیدنظرطلب در سیاست بین‌الملل امروز محسوب می‌شود و چندقطبی گرایی را به‌عنوان یکی از اولویت‌های سیاست خارجی خود تلقی می‌کنند، اما رویکرد هر یک از آنان در پیشبرد این اولویت در تعامل با ایالات‌متحده و نیز در مورد ابعاد نهادی نظم موجود بین‌المللی خاص است و اشتراک حداقلی با رویکرد دیگری دارد.
نتیجه‌گیری
منافع مشترك ايران، چين و روسيه در نظم در حال گذار بین‌المللي رو به افزايش است. پيشبرد چندقطبی گرايي، ثبات و امنيت در خاورميانه، آسياي مركزي و افغانستان، مبارزه با تروريسم، پيشبرد همگرايي منطقه‌ای در اوراسيا و همکاری‌های نظامي را می‌توان ازجمله منافع مشترك آنان برشمرد؛ اما عليرغم منافع مشترك رو به رشد، مکانیسم‌های همكاري سه‌جانبه ميان اين كشورها هنوز تعريف نشده است. گرچه آنان در بحران‌هایی چون بحران هسته‌ای ايران و جنگ سوريه با يكديگر همکاری‌هایي صورت می‌دهند، اما اين همکاری‌ها عمدتاً ناشي از ضرورت است و جنبه موقتي دارد.
به ديگر سخن مثلث استراتژیک ايران، چين و روسيه هنوز نهادينه نشده است. عواملي چون ضعف بوروکراسی‌های استراتژیک در سه كشور، تعارض اولویت‌های آنان با يكديگر، عدم تقارن در قدرت و اولویت‌های ملي آنان، ناهمگوني ارزشي و روابط متفاوت آنان با مجموعه غرب را می‌توان مهم‌ترین علل نهادينه نشدن اين مثلث دانست. فرايند طولاني عضويت كامل ايران در سازمان همكاري شانگهاي را می‌توان مهم‌ترین نماد نهادينه نشدن اين همكاري دانست. آينده مبهم اين موضوع را نيز می‌توان نماد آينده مبهم مثلث استراتژیک ايران، چين و روسيه دانست. به ديگر سخن اين مثلث بيش از آنكه از اراده استراتژیک مشترك و تعریف‌شده‌ای پيروي كند، احتمالاً از تحولات بيروني متأثر خواهد شد و سمت‌وسو خواهد يافت.
Translation - English Although there is no question that Russia's relations with Kurds have undergone considerable developments in recent years, Russia's attitude towards Kurds suggests that they are acting cautiously with respect to deepening their relation with Kurds. Since the Kurdish crisis has regional consequences, the expansion of this relation more than what it already is will inevitably undermine the stability and security of the region. The Russians are aware that due to Middle East's proximity to Russia, the possibility of extending disintegrative processes over to Russia is not far off. In addition, the unbridled expansion of relations with Kurds goes against their foreign policy concerning Middle East, as it doubtless irritates central governments. In fact, the Russians pursue their foreign affairs in a way that their relation with one key player in the Middle East would not deteriorate their relation with others. Tellingly, no active-duty Russian government officials were present at the opening ceremony of the Rojava Self Rule Administration office in Moscow. Russia's oil-related relation with the Kurdistan Region was not set into motion until Baghdad and Erbil in December 2014 reached a consensus on the terms of oil export and sharing its revenue.
Moreover, in last year's September, The Russian Federation Consul, Mr. Arzhantsev, said in an interview that he still believes that supplying Kurds with arms and ammunitions should be done through Baghdad. In addition, Russia's representative to the United Nations, Vitaly Churkin's comment brings this country's position on Kurds to the light. In an Interview with Kommersant, he said: "Kurds have an official territory in Iraq, and they probably live better than the rest of the country. We believe that the Kurd's requirements should be honored, provided that this does not lead to the dissolution of states as this would aggravate many crises".
Putting aside ISIS for the moment, it could be perceived that Russia uses its relation with Kurds as a lever in its relations with regional and world powers, specifically Turkey and the United States. Basically Russians find the relation with Kurds expedient; and after Erdogan's apology to Vladimir Putin (for downing the Russian bomber) and the restoration of the relations between the two countries, in particular the stepping up of pace in the Turkish foreign policies' changes after the 15 June failed coup attempt and finally Erdogan's meeting in 9 August with his counterpart Vladimir Putin in St. Petersburg has consequences for its Kurdish-related policies.
It should be noted, however, that Recep Tayyip Erdogan's visit had various reasons. Before his trip to Russia, he mentioned, in an interview, that the fight with terrorism along with bilateral relations and the Syria conflict constitute the focal point of his meeting with Putin. It could be concluded that by terrorism he was alluding to the Kurdish question. Nevertheless, this meeting contributed to the abatement of tensions between the two countries. This rapprochement has a number of consequences, but one that concerns the Kurds is that probably Russia will shift its position on Kurds as a consequence of Turkey's collaboration with Moscow's foreign policies or changing its stance toward Syria.

چکیده
در این مقاله با رویکردی میان رشته ای به بررسی وجود الگوهای رفتار تکاملی (تکثیر، جهش و انتخاب طبیعی) در موجودات زنده به عنوان سیستم های پیچیدة تکاملی – با درنظر گرفتن مفهوم تکامل در دانش زیست شناسی تکاملی - در سیستم های نشانه ای پرداخته شده است. بررسی و انطباق الگوهای تکامل زیستی در سیستم‌های نشانهای نشان می دهد که نمادها و نشانه‌های زبانی و غیر‌زبانی نیز همانند ارگانیسم های زنده در فرآیندهای درزمانی و تاریخی با یکدیگر بر سر تکثیر در قلمروی وسیع‌تر، رقابت داشته و از راهبردهای دوگانه تکثیر که به R & K-selection موسومند بهره برده و در خلال این فرآیندِ رقابت تحت تاثیر عوامل محیطی – که در سیستم های نشانه ای شامل انسان و عوامل اجتماعی و فرهنگی می باشد - دچار تغییرات یا به عبارت دیگر جهش می‌شوند؛ از میان این نسخه‌های جهش‌یافته که در رقابت با یکدیگرند آن دسته در فرآیند انتخاب طبیعی پالایش می‌شوند که به شکلی عام، سازگارتر با محیط بوده و بدین ترتیب شانس تکثیر و بقای بیشتری می‌یابند. البته معیارهای انتخاب طبیعی در سیستم های نشانه ای بسیار پیچیده تر از فرآیند پالایش در ارگانیسم های زنده بوده و عوامل اجتماعی و فرهنگی نیز در آن از سهم بسزایی برخوردارند که در این مقاله به بررسی نحوه تاثیر این عوامل نیز پرداخته ایم. دستآورد مهم این تحلیل و بررسی، شکل‌گیری نوعی مدل مطالعاتی میان‌رشته‌ای است که بوسیلۀ آن می‌توان به درکی جامع‌تر نسبت به چگونگی فرآیند تحولات ریختی و معنایی نمادها و نشانه‌ها در بازه‌های زمانی بلند‌مدت، رسید. بدیهی است این مدل مطالعاتی دارای کاربردهای متنوعی در مطالعات تاریخی مرتبط با حوزه های مختلف علوم انسانی، نشانه شناسی و هنر می باشد. شایان ذکر است که در این بحث روش پژوهش ما به شیوه تحلیلی توصیفی می‌باشد.
تازه های تحقیق و نکات برجسته (Highlights )
1- بررسی و انطباق الگوهای تکامل زیستی در سیستم‌های نشانهای نشان می دهد که نمادها و نشانه‌های زبانی و غیر‌زبانی نیز همانند ارگانیسم های زنده تابع سه مشخصه رفتار تکاملی یعنی تکثیر، جهش و انتخاب طبیعی می باشند.
2- معیارهای انتخاب طبیعی در سیستم های نشانه ای به واسطه رفتار پیچیده انسان، بسیار پیچیده تر از فرآیند پالایش در ارگانیسم های زنده بوده و عوامل اجتماعی و فرهنگی نیز در آن از سهم بسزایی برخوردارند.
3- مشاهده می شود که در فرآیندی تکاملی در سیستم های نشانه ای، انتخاب طبیعی از میان انبوهی از جهش های رخ داده در نمادها و نشانه ها، جهش هایی را گزینش می نماید که همسو با دو کارکرد اصلی یعنی بقای ژن در سطح زیستی یا بقای مِم(Meme) در سطح فرهنگی باشند.
4- دستآورد مهم این تحلیل و بررسی، شکل‌گیری نوعی مدل مطالعاتی میان‌رشته‌ای است که بوسیلۀ آن می‌توان به درکی جامع‌تر نسبت به چگونگی فرآیند تحولات ریختی و معنایی نمادها و نشانه‌ها در بازه‌های زمانی بلند‌مدت، رسید. بدیهی است که این دستآورد کارایی وسیعی در مطالعات تاریخی مرتبط با حوزه های مختلف علوم انسانی، نشانه شناسی و هنر خواهد داشت.
Translation - English An Interdisciplinary Discussion of the presence of Evolutionary Patterns in Semiotic Systems
Abstract
This article adopts an interdisciplinary approach to ascertain the presence of evolutionary patterns of behavior such as reproduction, mutation and natural selection in living organisms, which serve as complex evolutionary systems in semiotic systems, while taking into account the concept of evolution as is known by evolutionary biology. The study of the biological pattern of evolution and its application to semiotic systems suggest that verbal and non-verbal symbols and signs behave like living organisms as they, too, compete for reproduction in a vaster territory and adopt what is known as r/k selection strategies. During this competitive process, these signs and symbols undergo a transformation or, more accurately, a mutation due to the influence of the environmental factors, defined for semiotic systems as human and social, cultural factors. Among these mutated competing variants, those which are generally more adaptive to the environment are refined through the natural selection process, thus improving their chances of survival and reproduction. It should be noted, however, that natural selection criteria in semiotic systems are far more complex than the refinement process in living organisms, with social and cultural factors playing a distinct role. In this article the manner in which these factors interact with this process has been studied.
This analysis' greatest accomplishment is developing an interdisciplinary research model whereby we could attain a more comprehensive grasp of morphological and semantic changes of symbols and signs in long-term timescales. Needless to say, this research model finds numerous applications in a variety of historical studies pertaining to different humanities disciplines, semiotics and arts. It is worth noting that in this article we have adopted a descriptive analytical research method.
Findings
1. The study of biological patterns of evolution and their application to semiotic systems suggests that verbal and non-verbal symbols and signs behave like living organisms as they, too, are governed by the three evolutionary behaviors of reproduction, mutation and natural selection.
2. Natural selection criteria in semiotic systems are far more complex than the refinement processes in living organisms, as human beings exhibit a complex behavioral pattern, largely influenced by social and cultural factors.
3. It could be observed that an evolutionary process in semiotic systems, choose among a set of occurred mutations in symbols and signs those that are compatible with the two key functions of survival of gene, at biological level, or survival of meme at cultural level.
4. Needless to say, this research model finds numerous applications in a variety of historical studies pertaining to different humanities disciplines, semiotics and arts.
