Source text - English 1- The Vines of Mendoza Owners Conference
From October 6th to the 9th, The Vines of Mendoza organized their annual conference for private vineyards owners. With more than 50 in attendance, the conference filled the resort and all experienced an unforgettable weekend.
Work sessions included: The State of the Vines, Grape Sales, Label and Brand Design, Export and Import, Harvest Rankings, Prizes and Recognitions as well as two practical sessions on planting and blending. In addition, a Wine Competition was held in which some of the winery owners submitted their wines for the consideration of all those in attendance.
A dinner was held Saturday evening with Roberto de la Motta and Santiago Mayorga as the special invited guests. Roberto is considered one of the top winemakers in Argentina and Santiago was recently elected best young winemaker in 2017. Both shared their most recent creations with the guests.
To end the event, Francis Mallmann offered a “Seven Fires” experience in which participants were invited to sample dishes made with the chef’s famous fire-driven cooking techniques. These included clay oven baking, infiernillo, curanto dirt pit cooking and traditional parrilla, among others.

Wine Enthusiast recently revealed its Top 100 Best Buys of 2017, after tasting more than 1,450 wines that obtained the Best Buy designation this year. To be considered, wines must meet be priced at US$15 or less, and to have a high quality-to-price ratio. They’ve embraced diversity, and you’ll find selections hailing from 17 countries, and more than 35 different grape varieties.

4 - Trend tasting - what to sip in 2018
Although you will probably find the same old bottle of your ‘go to’ Malbec from Argentina being sold in your local wine shop, within Argentina the wine industry is constantly reinventing itself with new wine styles, varieties and vineyards. As we head into the last couple of months of 2017, here’s our tip off for 3 new wine trends in Argentina that are well worth tasting.
A lighter shade of pink
There was a time in Argentina when you couldn’t find a rose wine any shade lighter than deep, Barbie pink. The violet-tinted hue and colour concentration of Malbec was of course part of the reason, but the other reason was that that no one really drank rosé in Argentina. So making rosé was often an afterthought for the winemaker. That, I’m happy to say, is certainly not the case in 2017.
There are a host of interesting rosé wines on the market, ranging from the shade of rainbow trout and onion peel through to candy floss and Champagne pink. Rosé wines are still made predominantly from Malbec, but also from Pinot Noir, Cabernet Franc, Syrah and Bonarda. Whether you want a fanciful and delicate rosé, or a full-bodied and fruity rose, you’ll easily find your favourite shade of pink in Argentina.
Taste the trend: Susana Balbo, Signature Rosé. In a shapely bottle, this rose is a joy to the eye and nose with its delicate floral and red fruit notes with refreshing acidity.

Clockwork orange
Winemakers are going back in time to make orange wine from Torrontes, as they would have over a century ago. This white grape achieves an orange wine after you leave it in contact with the skins for an extended period of time - giving a darker, orange colour and a more exuberant and floral nose with some structure to the palate. It is a great style of wine to try with food and is definitely one of the most exciting gastronomy styles to emerge from Argentina recently.
Taste the trend: Passionate Wine, Torrontes Brutal. Matias Michelini is the modern pioneer of orange wines in Mendoza and he has a trio of delicious orange wines from different aromatic varieties. The Torrontes Brutal is the original and still one of the most interesting, with 100 days on the skins it is a fruit bomb on the nose but bone dry in the palate.
Malbec
“When people ask me ‘what’s the next Malbec?’, I always answer ‘More Malbec!” quips winemaker Santiago Achaval, and I couldn’t agree more. Mendoza is Malbec in terms of wine, just like Napa is Cab and Burgundy is Pinot. Although there’s a diversity of great wine styles today (peppery Cabernet Franc, rich Chardonnay, mouthwatering white blends) Malbec will always be the No 1 wine for Argentina. That doesn’t mean that there’s no innovation in Malbec though…
The wine trend in Malbec this year has been producing fresher, fruitier styles of Malbec with little or no oak ageing. Fermented and/or aged in stainless steel and/or concrete, these wines retain all the vibrant fruit flavours of the variety and show its potential as a young and juicy wine that works wonderfully before your BBQ with light bites and nibbles.
Taste the trend: Concreto, Zuccardi. A top quality wine which has been fermented and aged in concrete, you can taste the fresh character of Altamira with its trademark notes of violet as well as plenty of crunchy black fruit.

Source text - English Perfecting Peer-to-Peer Learning
Brainly’s heartbeat has always been its power to connect students with one another in a collaborative learning environment. As educators have long told us, students learn best when they put their heads together. So we built Brainly to offer a kind of lunch-table for the digital age, where students around the world can gather together to tackle problems in a socially engaging and highly collaborative space.
The tricky part, however, is that our lunch-table now has some 80 million students sitting at it. The good news is that every time a student has a question someone else is bound to have the answer. But it can also be tough to put those two students in touch when there’s so much else going on.
Fortunately, we have a few high-powered tools to help us solve this problem, not least of which is the formidable Professor Chirag Shah of Rutgers University.
We’ve partnered with Professor Shah and Rutgers for the past two years to devise ways to personalize the learning experience on Brainly. Professor Shah is a bona-fide rockstar in artificial intelligence and machine learning, and he’s using cutting-edge developments in those fields to help Brainly connect exactly the right students at exactly the right moments to make collaborative learning more effective and more engaging than ever before.
For Professor Shah, that process starts with understanding exactly what students need, and when. “We want to connect the right questioners with the right answerers,” he explained to us recently. “And a big part of how we’re doing that is by finding ways to recommend specific questions to specific users who have a clear record of success with that kind of question.”
That means dealing with a lot of information at once. As it turns out, 80 million students can produce a lot of questions and a lot of answers, and machines are much better than humans at sorting it all out. “We’re looking for patterns,” Professor Shah says. “We have this massive quantity of information coming in all the time, and the starting point is to organize it all into categories. Right now we’re building programs that can sort questions according to their relative level of difficulty. If we know how difficult a question is, then we can be much more accurate when we recommend questions for students to answer. For instance, if you’re a student performing at an eighth-grade level then there’s far less of a reason for you to be shown a 12th-grade question to answer.”
Putting the right students together at the right time means making some informed guesses about what students’ needs and capabilities in the near future. Just because we know that a particular student has an excellent record when it comes to answering American History questions, we still can’t be 100% certain that she’ll be able to answer the next question that comes up in that category. This is where machines can really lend a hand. “One of the ways we’re sorting all this information out is by using something called deep learning, which has been one of the biggest waves in machine learning in the past few years” Professor Shah says.
Simply put, deep learning is a way of capturing information about the various contexts surrounding a particular prediction. “Often we assume certain things about those contexts,” he says. We might assume, for instance, that if a student was good at history last year, she’ll also be good at history this year, which means we’re assuming that the context of her performance last year is exactly the same as the context of her performance this year. “So obviously if we’re wrong in those assumptions we can end up making big mistakes in our predictions. Deep learning shows us how to make better assumptions about a situation by capturing contexts in ways that haven’t ever been done before.”
Still, this is hardly magic. Professor Shah never says he’s “predicting the future,” but insists that he’s only “making predictions about the future” using known facts.“This is not mind-reading or palm-reading,” he says. “We’re making predictions that are limited to what would happen within a context given what we know. It’s an evidence-based science.”
The vision is to use this science to perfect the process of mentoring students on Brainly by offering them increasingly more challenging questions to answer and by putting them in touch with more advanced students who can lend a hand. “We start off by determining a new user’s learning level by offering them easier questions to answer. Then we connect them with other, more established Brainly users who can mentor them, and then we gradually move them forward. We’re looking to do much, much more than just recommend questions for students to answer. We’re looking to spark interest and endow confidence for students who may lack interest or support.”
An especially exciting potential of this approach is the opportunity to use technology to help students focus in on particular problem-areas in their learning experiences. “Technology has a reputation for scattering the attention,” Professor Shah says, “but it simply doesn’t have to be that way. The whole point of Brainly is to use data and technology to focus the attention on a very precise and specific problem. So Amazon, for instance, wants you to look at more and more stuff and to do things in quantity. But Brainly wants to do the opposite. We want to use machine learning to create a fully personalized learning path, to identify precisely where a student is stuck or confused or unclear, then hone in on that one specific problem and find a solution.”
Even so, advanced software methodologies like machine learning and data analysis can feel starkly inhuman at times. When we imagine education we imagine interpersonal exchanges. We think of students interacting with their teachers and fellow students in classrooms and libraries, and not of machines crunching numbers, because we recognize that learning is a powerfully human phenomenon.
But, as Professor Shah argues, “Brainly is a very human learning platform. All of the content is being produced by real people according to their very human interests and needs. All of the conversations are happening between real human beings. But behind the scenes machines are helping to make the right connections possible.”

Fundada em 1953, no Rio de Janeiro, a 2 Alianças Armazéns Gerais escreve uma história de sucesso como um operador logístico. Pela grande proximidade do porto do Rio de Janeiro, facilidade de acesso e a disponibilidade de uma área de 20.000 m2, nasceu como um armazém geral de café, na época em que os armazéns gerais controlavam os estoques reguladores, para assegurar melhores preços do produto no mercado internacional. O seu principal ativo, além das instalações, era a confiança do mercado e a competência na gestão dos estoques de terceiros através de controles rígidos. No modelo de armazém geral, definido no decreto lei 1.102 de 1903 e em vigor atualmente, era fundamental a idoneidade do “fiel depositário” para emissão de títulos negociados na bolsa de mercadorias (warrants), respondendo criminalmente caso ocorresse qualquer desvio no estoque das mercadorias, como pessoa física e com os próprios bens.
O desenvolvimento da empresa e sua especialização podem ser verificados ao longo dos mais de sessenta anos de presença o mercado.
1953 – Inicia as sua atividades no Rio de Janeiro, caracterizando-se como “fiel depositário”;

Classificar os itens a serem armazenados e estabelecer diretrizes para a conservação.
Emitir relatórios periódicos de estoque de insumos e medicamentos especiais conforme Portaria nº 344, de 12/05/1998 SNVS/MS e promover as atualizações, caso necessário.
Emitir relatórios de insumos controlados, deixando disponível aos órgãos responsáveis, como Polícia Federal e Comando do Exército.

Armazenagem Inteligente
A 2 Alianças oferece um serviço de armazenagem totalmente customizado e dimensionado de acordo com as especificações e necessidades do cliente. A partir da combinação da melhor tecnologia, conhecimento do segmento e inteligência na elaboração de projetos é possível um atendimento completo.
A Armazenagem Inteligente 2 Alianças foi desenvolvida para ser a melhor plataforma para a cadeia produtiva do cliente, uma extensão dos seus processos de gestão eficiente de estoques. Isso resulta em uma oferta de serviço de armazenagem totalmente customizado e ancorado em tecnologia.
Gestão de Transporte
A partir de 2010, a 2 Alianças passou a oferecer a gestão de transportes para os clientes que buscam concentrar sua operação logística em um único fornecedor, facilitando processos internos. A 2 Alianças utiliza o WMS, sistema de gerenciamento de armazéns, e o TMS, sistema de gestão de transportes. Operações in House
A 2 Alianças realiza operações logísticas nas instalações de seus clientes (fábricas, armazéns, almoxarifados) agregando tecnologia de gestão de estoques e pessoal capacitado para separar e preparar pedidos, montar kits entre outros serviços. Desta forma, seus clientes trabalham com alta produtividade, sem investimentos em atualização tecnológica em sistemas especializados e com custos variáveis de pessoal, conforme a demanda de mercado para seus produtos.
Operações Door to Door
Através de seus parceiros 2 Alianças oferece operações porta a porta (Freight Forwarding & Despacho Aduaneiro), abrangendo todo o processo de importação e desembaraço aduaneiro. 2 Alianças assegura a redução do tempo total no processo de importação desde a coleta no país de origem até a entrega no destino final. O serviço inclui :
• Pick up da carga na fábrica do cliente Europa, Américas e Ásia;
• Recebimento e checagem da carga no Armazém especializado em produtos medicinais, pesagem da carga e fotografia;
• Fechamento do frete aéreo / marítimo;
• Despacho aduaneiro na origem;
• Análise da documentação de importação da carga e eventuais correções para fins de registro da Licença de importação na ANVISA;
• Follow up de toda cadeia de logística desde da origem até o Centros Logísticos de 2 Alianças através do sistema on line;
• Acompanhamento do deferimento e registro da DI;
• Liberação aduaneira da carga para ser transportada aos Centros Logísticos de 2 Alianças.

Tecnologia da Informação
A 2 Alianças, pensando em melhor atender as necessidades de seus clientes, criou o Centro de Tecnologia da Informação. A empresa conta com um data center próprio, que oferece serviços essenciais como:
- Fornecimento ininterrupto de energia elétrica garantido por geradores e no-breaks;
- Controle da temperatura e umidade do ambiente;
- Fornecimento de conectividade ininterrupta com a internet;
- Colaboradores sempre capacitados com as melhores práticas de mercado.

Gestão de Produtividade – LMS
O sistema de Gestão de Produtividade ou Labor Management System (LMS) permite monitorar a produtividade de cada operador, em cada atividade e etapa do processo envolvendo: recebimento, armazenagem, picking, packing, expedição e embarque dos pedidos. Desta forma, obtemos índices padrões de produtividade por atividade desenvolvida conforme o grau de complexidade de cada operação. A partir destes padrões, determinamos as metas de produção por hora trabalhada a serem alcançadas por operador, atividades e processos. Assim asseguramos a otimização na utilização de todos os recursos empregados nas operações.
Indicadores de Performance
Nosso modelo de gestão operacional está baseado no atingimento das metas monitoradas através de indicadores de desempenho estabelecidos para cada operação. Estes indicadores fazem parte do Acordo de Nível de Serviço – Service Level Agreement – SLA definido com o clientes no contrato de prestação de serviços. Este indicadores podem ser acompanhados em nosso aplicativo web (Dashboard).

Acurácia de Inventário
Nível Médio
OTIF - É considerado o indicador de performance mais importante na cadeia logística, pois mede a operação pela ótica do consumidor. Representa a eficácia no cumprimento de prazos (on time) e a eficiência de todos os processos de atendimento (in full), que significa que o pedido também foi entregue como o cliente esperava: no local solicitado, completo, sem erros e dentro de todas as especificações esperadas.
Para mensurar o OTIF corretamente é recomendado:
Ter a data e a hora em que o pedido foi processado
Ter/dar uma previsão de entrega ao consumidor
Manter o registro de OTIF sempre atualizado
Como calcular: OTIF (em %) = número de entregas OTIF ÷ número total de entregas * 100.
Custo de Transporte como % de Vendas - Esse indicador logístico proporciona a visão global dos custos de transporte dentro da receita da empresa.
Para mensurar o custo de transporte corretamente é recomendado:
Para ter uma visão mais acurada do peso do transporte nas atividades comerciais, é indicado segregar a análise por grupos de produto ou clientes.
Também é possível incluir todos os custos logísticos ou calculá-los em paralelo para identificar as principais frentes de melhoria de eficiência e redução de custos.
Como calcular: Custo total de transporte ÷ total receitas brutas * 100.
OCT - É o tempo total decorrido desde o recebimento do pedido até a entrega para o cliente. Esse é o tempo que é percebido pelo cliente e sobre o qual as suas expectativas estão definidas após a loja informar o prazo de entrega previsto.
Para mensurar corretamente o OCT é recomendado:
Considerar menos de 24 horas para localidades mais próximas ou até um limite de 350 km.
Como calcular: Data da entrega menos a data da realização do pedido.
OFR - É o tempo interno para o processamento do pedido, ou seja, o tempo médio para realizar o fulfillment do pedido, desde o picking, packing até a expedição para a transportadora ou meio de entrega escolhido. Como são as etapas do processo sob maior controle do varejista, tende a ser o ponto de busca por maior eficiência e otimização de recursos.
Para mensurar corretamente o OFR é recomendado:
A frequência de medição deve ser diária, semanal ou mensal, por cliente, linha de produto ou total.
Se for considerado o pedido recebido no armazém, o índice deverá ser próximo de100%, mas se for levado em consideração o pedido original, o índice poderá variar muito.
Como calcular: OFR = Média de tempo de processamento de cada pedido.
ACURACIDADE DE INVENTÁRIO - Utilizado para medir a diferença entre o estoque físico (os produtos que realmente estão alocados em seu armazém) e a informação que consta no seu sistema de controle de estoque.
Para mensurar corretamente a acuracidade do inventário é recomendado:
Ficar atento se estiver abaixo de 99%. Quanto mais próximo de 100%, melhor.
Como calcular: basta dividir o estoque físico e o número que aparece no sistema de controle de estoque.

Meet 2 Alianças
Founded in 1953 in Rio de Janeiro, 2 Alianças Armazéns Gerais writes a success story as a logistics operator. Due to the proximity to the Rio de Janeiro’s port, easy access and the availability of a 20,000 square meters area, it was born as a public coffee warehouse, at the time when the public warehouses controlled the safety stocks to ensure better product prices in the international market. Besides the facilities, its main asset was the market trust and its competence in the management of third-party inventories through rigid controls. In the public warehouse model, defined by the Decree-Law No. 1,102 of 1903 and in force today, the trustee suitability was essential to issue securities traded on the commodities exchange (warrants), being criminally responsible - as an individual person and with their own assets - if there was any deviation in the stock of goods.
The company development and specialization can be verified over its 60+ years of market presence.
1953 – Beginning of its activities in Rio de Janeiro, characterizing itself as a trustee;
2002 – Specialization in pharmaceutical logistics, investment in air-conditioning and cold rooms and opening of its Centro Frio (Cold Center) in Rio de Janeiro;
2006 – Approval in its first international audit by Pfizer;

2 Alianças offers a warehousing service fully customized and tailored to the customer’s specifications and requirements. From the combination of the best technology, knowledge of the segment and intelligence in the elaboration of projects, a complete service is made possible.

Transportation Management
As of 2010, 2 Alianças has started to offer transportation management to the customers that seek to concentrate their logistics operation into a single supplier, making internal processes easier. 2 Alianças uses the WMS, warehouse management system, and the TMS, transportation management system. In-House Operations
2 Alianças performs logistics operations at its customers’ facilities (factories, warehouses, storehouses) by adding inventory management technology and qualified personnel to separate and prepare orders, assemble kits and to perform other services. In this way, its customers work with high productivity, without needing to invest in technological updating of specialized systems and with variable personnel costs, according to the market demand for their products.
Door-to-Door Operations
Through its partners, 2 Alianças offers door-to-door operations (Freight Forwarding & Customs Clearance Support), covering the whole process of import and customs clearance. 2 Alianças ensures the reduction of the total time in the import process from the picking in the country of origin to the delivery at the final destination. The service includes:
• Picking of cargo at customer’s factory in Europe, Americas, and Asia;
• Receiving and checking of the cargo at the Warehouse specialized in medicinal products, cargo weighing, and photography;
• Air/sea freight booking;
• Customs clearance at origin;
• Analysis of the cargo’s import documentation and any corrections for registration of the Import License with ANVISA;
• Follow up of the entire logistics chain from the origin to 2 Alianças Logistics Centers through the online system;

Information Technology

Labor Management - LMS
The Labor Management System (LMS) allows it to monitor the productivity of each operator, in each activity and stage of the processes involving: receipt, storage, picking, packing, dispatch and shipping of orders. In this way, we obtain standard productivity indexes by performed activity according to the complexity degree of each operation. From these standards, we determine the production goals per hour worked to be achieved by the operator, activities, and by the processes. This ensures the optimum use of all the resources related to the operations.

Our operations management model is based on the achievement of the goals monitored through performance indicators established for each operation. These indicators are part of the Service Level Agreement - SLA established with the customer in the service agreement. These indicators can be tracked in our web application (Dashboard).

OTIF - It is considered the most important performance indicator in the logistics chain, since it measures the operation from the consumer perspective. It represents the effectiveness in meeting deadlines (on time) and the efficiency of all the processes of service (in full), which means that the order was also delivered as the customer expected: in the requested place, complete, without errors and within all specifications.
To correctly measure the OTIF, it is recommended to:
Have the date and time when the order was processed
Have/provide a delivery forecast to the consumer
Keep the OTIF record always up to date
How to calculate it: OTIF (in %) = number of OTIF deliveries / total number of deliveries * 100.
Transportation Cost as a percentage of Sales - This logistics indicator provides the overall view of transportation costs within the company’s revenue.
To correctly measure the transportation cost, it is recommended to:
Segregate the analysis by product or customer groups in order to have a more accurate view of the importance of transportation in commercial activities.
Also include all logistics costs or to calculate them in parallel to identify the main fronts of efficiency improvement and cost reduction.
How to calculate it: Total transportation cost / total gross revenue * 100.
OCT - It is the total amount of time elapsed from the order receipt to the delivery to the customer. This is the amount of time that is perceived by the customer and on which their expectations are set after a store informs the expected delivery time.
To correctly measure the OCT, it is recommended to:
Consider less than 24 hours for nearby locations or up to 350 km in distance.
How to calculate it: Delivery date minus the order date.
OFR - This is the internal amount of time for processing an order, that is, the average amount of time to fulfill the order, from picking, packing to dispatch to the chosen shipping carrier or delivery method. As the process steps are under more control of the retailer, it tends to be the quest for greater efficiency and optimization of resources.
To correctly measure the OFR, it is recommended to:
Have a daily, weekly or monthly measurement frequency, per customer, product line or total.
If the order received in the warehouse is considered, the indicator should be close to 100%, but if the original order is taken into account, the indicator may vary widely.
How to calculate it: OFR = Average processing time for each order.
INVENTORY ACCURACY - Used to measure the difference between the physical inventory (the products that are actually allocated in your warehouse) and the information present in your inventory control system.
To correctly measure the inventory accuracy, it is recommended to:
Be aware if it is below 99%. Think that the closer to 100%, the better.
How to calculate it: Just divide the physical inventory by the number that appears in the inventory control system.

Resumo
Embora a automação seja uma realidade cada vez mais presente nos sistemas de controle embarcados nas aeronaves, a ausência de formação e treinamento adequados do piloto no Brasil tem se mostrado um fator preocupante para sua atuação. Este artigo se propõe, com base nos estudos desenvolvidos por Machado (2002), Hollnagel e Woods (2005), Henriqson et al (2009), Bent (2011), e outros, discutir a complexidade dos artefatos tecnológicos disponíveis nos sistemas automatizados das modernas aeronaves e os desafios da formação do piloto diante das novas exigências do mundo tecnológico de alta complexidade, onde as habilidades psicomotoras não são mais suficientes para o desempenho da profissão. Neste sentido, o texto propõe uma formação que privilegie o desenvolvimento de novas competências que requerem habilidades de controle cognitivo do piloto numa nova interface homem-máquina.

Abstract
Although automation is an increasingly present reality in aircraft control systems, the absence of adequate training and training of the pilot in Brazil has been a worrying factor for its performance. Based on the studies developed by Machado (2002), Hollnagel and Woods (2005), Henriqson et al (2009), Bent (2011), and others, discuss the complexity of technological artifacts available in the automated systems of modern Aircraft and the challenges of pilot training in the face of the new demands of the technological world of high complexity where psychomotor skills are no longer sufficient for the performance of the profession. In this sense, the text proposes a training that privileges the development of new competences that require pilot cognitive control skills in a new human-machine interface.

1. O ‘controle do sistema’ como ferramenta essencial
Os resultados de algumas investigações de acidentes aeronáuticos apontam como um dos fatores contribuintes, o despreparo da tripulação em monitorar adequadamente o automatismo da aeronave (HENRIQSON et al, 2009); ou seja, o aumento no número de informações sobre a condição de um voo sem um adequado tratamento a fim de que seja possível, por exemplo, sanar uma situação imprevista causada por falha do sistema tecnológico ou condição adversa.
Embora as medições e os dados sejam necessários para se controlar, compreender e prever o comportamento dos sistemas tecnológicos, os dados em si não são suficientes. A crença de que mais dados ou informações automaticamente levam a melhores decisões é provavelmente um dos maiores equívocos da sociedade da informação (HOLLNAGEL e WOODS, 2005).
A ideia de sociedade da informação tem sua origem nos avanços da ciência e da tecnologia pós-revolução industrial. Esta criou “uma nova realidade que exige dos indivíduos competências e habilidades para lidar com a informatização do saber” (COUTINHO e LISBÔA, 2011, p. 2).
Neste sentido, é importante destacar que o conceito de conhecimento não se reduz a informação, que é sua matéria-prima. É preciso se debruçar, avaliar, analisar e relacionar a informação para que esta se transforme em conhecimento. Atualmente, a possibilidade de acesso à informação é infinitamente maior do que no passado devido às próprias fontes de produção e busca desta informação: internet, celulares interativos, aplicativos que reproduzem dados em tempo real, produção dinâmica em rede, flexibilidade, fluidez, etc. Contudo, isto é apenas informação, ainda não é conhecimento.
As informações constituem a base do conhecimento, mas a aquisição deste implica, antes de mais, o desencadear de uma série de operações intelectuais, que colocam em relação os novos dados com as informações armazenadas previamente pelo indivíduo. O conhecimento adquire-se, pois, quando as diversas informações se interrelacionam mutuamente, criando uma rede de significações que se interiorizam. Na actualidade, uma das perturbações provocadas pelos médias é o facto de que o homem moderno crê ter acesso à significação dos acontecimentos, simplesmente porque recebeu informação sobre aqueles (PELLICER, 1997, p.88).
Atualmente, com o avanço das tecnologias embarcadas nas aeronaves de última geração, cuja produção de dados e informações mostra-se mais complexa que no passado, é preciso repensar a formação, o exercício da atividade e o conhecimento que o piloto possui destes complexos artefatos tecnológicos neste novo cenário mundial.
Hollnagel e Woods (2005) apontam três consequências significativas do crescimento da complexidade dos sistemas tecnológicos:
Primeira consequência – a busca por maior eficiência traz, inevitavelmente, o sistema mais próximo dos limites de seu desempenho seguro. Mesmo possuidores de diferentes conceitos sobre riscos, preocupações com a segurança nas atividades, ou mesmo levando-se em consideração a opinião pública ou o senso de negócio da indústria aeronáutica, pode-se aceitar o aumento dos riscos em uma operação que envolve sistemas automatizados, quando se vislumbra um ganho de eficiência.
Riscos maiores são combatidos por meio de aplicação de sistemas de segurança automatizada e sistemas de avisos, embora estes possam aumentar a complexidade do sistema tecnológico e, em virtude disto, levar a riscos ainda maiores, criando um ciclo vicioso que gira em torno da busca de meios mais seguros de se fazer voar, e formas mais diretas de se ter sistemas com operações mais seguras.
Cabe salientar que os autores apontam para o fato de que o aumento na utilização de complexos sistemas tecnológicos pode manter ou mesmo contribuir para a diminuição do número de acidentes. Entretanto, os acidentes que ocorrerem podem vir a ter consequências ainda mais graves, uma vez que, com a complexidade dos sistemas, tem-se maior necessidade de compreensão por parte dos operadores do funcionamento dos modernos equipamentos.
Segunda consequência – aumento da dependência no adequado desempenho dos sistemas tecnológicos. Uma falha de sistema pode levar a consequências muito além do ambiente natural de trabalho no qual o operador/piloto está acostumado a conviver.
O incremento na interdependência entre os diversos sistemas de controle de voo traz a necessidade de questões relacionadas à interação do homem com a tecnologia serem, também, estendidas para assuntos ligados ao desenho dos sistemas tecnológicos nos diversos ambientes, à implementação dos sistemas nas atividades, ao gerenciamento e à manutenção desses sistemas. Esta interação homem-máquina deve então ser cuidadosamente analisada sob o ponto de vista da formação do piloto no Brasil (RONDON, CAPANEMA e FONTES, 2013).
Terceira consequência – por fim, o incremento significativo na quantidade de dados gerados. Tem-se aumentado o número de sistemas e com isso a quantidade de dados que se pode obter de cada um deles. Graças ainda, dentre outros pontos, à melhoria no sistema de medição e na capacidade de transmissão. Os computadores têm auxiliado tanto na produção de mais dados, quanto em uma maior flexibilização no armazenamento, transformação, transmissão e apresentação desses dados.
Esses apontamentos determinam novas demandas para os modelos e métodos que descrevem a interação homem-máquina, bem como um novo paradigma para a ciência que descreve esse processo.
O paradigma digital modificou sobremaneira a relação do homem com as diversas máquinas que com ele interagem. Novas competências são necessárias para atenderem às demandas apresentadas por esses complexos sistemas (STATON et al, 2005 apud HENRIQSON, 2011; RIBEIRO, 2008).
Assim, na perspectiva do paradigma digital a capacidade de tomar decisões e a experiência estão intrinsecamente relacionadas com a operacionalização de uma competência. Uma competência só pode ser constituída na prática com base nos conhecimentos, habilidades e atitudes adquiridas pelo homem. É preciso que o piloto aprenda para que serve o conhecimento, quando e como aplicá-lo no gerenciamento das diferentes variáveis tecnológicas que estão presentes na realização de um voo, dentro e fora dos sistemas de controle de uma aeronave.
As mudanças no ambiente de trabalho dos pilotos, tanto em suas cabines, com a crescente utilização de complexos sistemas tecnológicos por parte da indústria aeronáutica, quanto no crescente uso da automação como filosofia de controle das operações aéreas, apontam para uma progressiva e contínua transferência quanto ao tipo de atividade exercida por esses profissionais, uma tarefa que antes apresentava uma natureza tipicamente física ou mecânica, o ato de voar, passa a ser tratada, cada vez mais, com uma natureza mental ou cognitiva (BILINGS, 1996, 1997; SARTER e WOODS, 1997 apud HENRIQSON et al, 2009).
Nove grandes categorias foram descritas pela ICAO (1998) em um estudo realizado pelo G-10 subcomitê, da Sociedade de Engenharia Automotiva, que abordou as deficiências nos sistemas de informação e as possíveis razões em alguns ‘reportes’ de acidentes. As categorias apontam algumas preocupações importantes a serem analisadas:
1. Consciência situacional;
2. Complacência com a automação;
3. Intimidação para com a automação;
4. Manutenção da autoridade do piloto em comando;
5. Desenho de interface piloto-sistema das aeronaves;
6. Seleção de pilotos;
7. Treinamento e procedimentos;
8. A ‘relação’ do piloto com a automação das aeronaves; e
9. Outras questões abordadas.
Essas categorias de estudo revestem a preocupação dos responsáveis pelo sistema na modificação do caráter da atividade. As nove categorias versam, direta ou indiretamente, sobre a natureza mental ou cognitiva da atividade aérea. A atenção de operadores do sistema deve ser direcionada para uma melhor interação desses com as máquinas ou equipamentos tecnológicos.
Como afirma Ribeiro (2008), a evolução dos sistemas de automação tem feito as operações aéreas cada vez mais seguras e eficientes, reduzindo drasticamente o número de acidentes devidos a falhas em equipamentos. Esses sistemas auxiliam os pilotos no desempenho da aeronave e no alcance da segurança no voo e da economia de combustível.
Entretanto, a complexidade dos atuais sistemas de automação exige decisões que demandam conhecimento e domínio de todos os recursos automatizados disponíveis nas cabines de voo.
Importante salientar, como afirma Ribeiro (2008), ainda que as estatísticas apontem os erros humanos como os maiores responsáveis pelos acidentes, sabe-se que estes erros são decorrentes de um cenário que envolve, além do piloto, o seu treinamento, a organização onde trabalha e o projeto de engenharia do sistema de automação.
Considerando a complexidade dos sistemas tecnológicos, alguns pontos devem ser observados para que seja possível melhorar o relacionamento homem-máquina. Entende-se complexidade aqui, como aponta Hollnagel e Woods (2005), de uma forma mais estrutural, que envolve o desenvolvimento de sistemas e sistemas de controle em busca de operações cada vez mais seguras.
A questão complexidade e os fatores que a afetam podem ser visualizados na Figura 1 abaixo.

Nesta figura, Hollnagel e Woods (2005) buscam identificar três momentos relevantes na comunicação homem-máquina. A primeira é percebida na identificação e avaliação dos eventos que ocorrem em determinada atividade. Neste ponto, dois fatores apontados são o treinamento insuficiente e a falta de experiência; essas deficiências de avaliação e interpretação dos eventos podem direcionar a uma compreensão da situação de maneira incompleta, parcial ou mesmo indevida.
Um segundo fator a ser apontado são o tempo e o conhecimento insuficientes; o que quer dizer que, ainda que seja possível a identificação de um problema, fica muito difícil manter uma correta atitude na execução de determinada tarefa, caso o tempo para determinado contexto e/ou o conhecimento de determinada reação não forem suficientemente satisfatórios. Esses fatores são imprescindíveis, em especial, para momentos anormais, situações de emergência ou de respostas inadequadas do equipamento.
Por fim, o terceiro fator apontado na figura é a complexidade do sistema que aliada a falta de conhecimentos para seu gerenciamento dificulta a interação do homem com a informação apresentada pelo equipamento ou dispositivos de interação que, após analisar os dados obtidos dos diversos sensores da aeronave, mostra ao operador qual a melhor atitude a ser tomada em determinada situação, isso quando operando de maneira adequada e sem panes no sistema.
Entretanto, como apontam Hollnagel e Woods (2005), se os dispositivos de interação do homem com a máquina forem de difícil interpretação ou compreensão, a implementação de uma ação corretiva ou diretiva pode ser incompleta ou mesmo incorreta.
A ICAO (1998) afirma que diversas questões podem ser observadas quando a utilização da automação não é promovida com uma adequada interação homem-máquina de maneira a atender às necessidades e particularidades de determinado momento do voo.
Para Hollnagel e Woods (2005), essas deficiências elencadas por diversos estudos caracterizam certa perda de controle por parte dos operadores, justificada seja pela falta de tempo para agir, pela falta de conhecimentos quanto aos diversos equipamentos e seu modus operandi, ou ainda pela falta de competências essenciais para o entendimento de avançados sistemas cognitivos.
Essa ausência de habilidades, conhecimentos e atitudes no trato com os equipamentos altamente avançados pode ocasionar a sensação de perda de controle do sistema por parte do operador.
Dentre os diversos motivos que justificariam a sensação de perda de controle e incorreta interpretação desses equipamentos, podem-se citar: os eventos inesperados ou desconhecidos que ocorrem ao longo de uma operação; a pressão em agir em um curto espaço de tempo em casos de emergências ou situações anormais; não saber compreender ou reconhecer o que ocorre em determinados momentos da operação; não saber o que se fazer em determinado contexto; e também não possuir recursos, materiais ou cognitivos, necessários para agir com controle e segurança em determinado momento, especialmente, em situações anormais, ou mesmo, momentos em que a ausência dos sistemas automatizados for inevitável.
O processo de se manter no controle de um equipamento se dá conhecendo-se e compreendendo-se o que acontece (supervisão constante), o que aconteceu (feedback) e o que acontecerá (feedforward), em um determinado momento, por determinada razão, dentro de um contexto específico (HOLLNAGEL e WOODS, 2005).
Para facilitar o entendimento do processo de se manter o controle por meio de uma supervisão constante, Hollnagel e Woods (2005) apresentam a metáfora do rio, de forma a se reconhecer os elementos de feedback e feedforward, como pode ser visto na Figura 2 abaixo.

Outros pontos importantes para a manutenção do controle dos sistemas cognitivos seriam ainda a clareza de alternativas nas ações e nos procedimentos e a capacidade de planejar e avaliar determinada situação, habilidades que podem e devem ser desenvolvidas em um operador/piloto de sistemas cognitivos avançados.
A crescente complexidade dos sistemas cognitivos pode apontar para uma incompatibilidade entre a demanda nas tarefas desses sistemas e a capacidade operativa de seus ‘controladores’ . Essa deficiência pode ser diminuída ou mesmo extinta, com a simplificação dos sistemas cognitivos ou com uma melhora na formação e qualificação de seus operadores, ou mesmo, na execução de ambos (HOLLNAGEL e WOODS, 2005).
No tocante ao treinamento, Hollnagel e Woods (2005) defendem que são fundamentais o desenvolvimento e o aprimoramento das competências essenciais à manutenção ou mesmo retomada de controle dos diversos sistemas tecnológicos por parte dos operadores/pilotos.
Para a ICAO (1998), os pilotos possuem ferramentas novas e tecnologicamente complexas para lidarem em seu dia a dia. Essas novas ferramentas, ou novos artefatos tecnológicos, representam, claramente, novos desafios, particularmente, no processo de formação desses profissionais.
Esses desafios relacionam-se, em grande parte, com a interação deste piloto com a máquina, em uma abordagem que amplie a consciência situacional, dê condições de o piloto responder às demandas da automação e manter-se consciente de sua responsabilidade durante um voo, no qual, atualmente, atua de forma mais contundente como um gerenciador de sistemas (ICAO, 1998).
2. O ‘controle cognitivo’ para os sistemas tecnologicamente avançados
Segundo Reason (1990), a automação não eliminou o erro humano, apenas modificou sua natureza. O fator humano teve como vantagens na introdução da automação, entre outros pontos, a redução de sua carga de trabalho físico, em alguns momentos do voo, e da diminuição da fadiga, com a liberação de algumas cargas repetitivas no controle da aeronave.
Entretanto, a carga de trabalho mental foi ampliada nas diversas fases de um voo. Faz-se necessário o controle cognitivo por parte do piloto para a execução segura e mais eficaz no relacionamento com os sistemas tecnológicos (HENRIQSON et al, 2009).
Para Staton et al. (2005 apud HENRIQSON et al, 2009), as capacidades cognitivas a serem consideradas são a percepção de determinada informação, a compreensão do dado trabalhado pelos diversos sistemas e a capacidade de análise e entendimento dessa informação (conhecimento), por parte do piloto, para projeção futura.
O que é corroborado por Endsley (1996) e Endsley e Tillburry (2004 apud HENRIQSON et al, 2009), quando afirmam que as compreensões das diversas situações ou a permanência positiva de uma consciência situacional se processa cognitivamente em três níveis:
1° nível – a percepção dos elementos da situação corrente;
2° nível – a compreensão dos elementos percebidos pela ativação dos mecanismos da memória e associação direta ou indireta com modelos mentais (esquemas e planos) mais próximos da situação percebida; e
3° nível – a manifestação dos mecanismos de antecipação, como aponta Hollnagel e Woods (2005) o feedforward, estado futuro do sistema.
Esse controle cognitivo, mediado pela consciência situacional mantida pelo piloto quando da realização do voo, é o que indica o esforço cognitivo desse profissional, esforço este classificado em três níveis de controle estabelecidos por Rasmussen (1982 apud HENRIQSON et al, 2009).
Para Rasmussen (1982), o controle cognitivo pode se dar de forma consciente, inconsciente ou misto, dependendo do tipo de solicitação cognitiva nas mais variadas situações que se processam em um voo.
Os níveis de controle cognitivo apresentados por Rasmussen (1982) são:
1° nível – Skill-based behavior – SBB: um momento no qual o grau de previsibilidade das situações são maiores, e o piloto poderá contar com suas habilidades ou aptidões psicomotoras básicas para responder às diferentes situações;
2° nível – Rule-based behavior – RBB: situações predeterminadas por procedimentos estabelecidos ou contidos em legislação vigente; e
3° nível – Knowledge-based behavior – KBB: situações imprevistas que necessitarão dos conhecimentos adquiridos, sejam eles práticos ou teóricos, para serem solucionadas.
Como aponta Dekker et al (2006), um dos desafios mais cruciais na aviação comercial nesses tempos tem sido o treinamento de transição dos pilotos de uma paradigma analógico, de cabine tradicional e pensamento mecânico, para um ambiente altamente automatizado e sofisticado como das aeronaves glasscockpit. A introdução de conceitos relacionados à automação e seu uso deve ocorrer já nos primeiros momentos da formação de um piloto.
Como visto, a tecnologia emerge como uma “faca de dois gumes’ (AOPA, 2005), que, ao mesmo tempo em que amplifica as potencialidades e capacidades do piloto e das aeronaves, promove um incremento na carga de trabalho mental e na necessidade de investimentos na formação dos pilotos (DEKKER, DAHLSTROM, NAHLINDER, 2006; ICAO, 1998; RONDON, CAPANEMA e FONTES, 2013).
3. Novas competências para um efetivo ‘controle cognitivo’
Diante de novas exigências no mundo tecnológico, a formação de pilotos da aviação civil deverá assumir uma postura na qual atenda às demandas de um mundo no qual os complexos sistemas sociotecnológicos estão cada vez mais presentes, necessitando redefinir características e finalidades da formação, bem como as competências exigidas para um ‘novo’ aviador.
A necessidade de mudança no quadro de formação de pilotos civis, em especial, devido às constantes e contínuas evoluções no mundo tecnológico, levanta a necessidade de se repensar nas políticas educacionais para o aprimoramento desses aeronautas na utilização das novas ferramentas de trabalho e no novo e mais complexo ambiente de voo no qual estão inseridos, desde o primeiro momento da formação do piloto (DEKKER, 2002).
No setor da aviação, não diferente de outros setores que tiveram o incremento da automação para a execução de suas tarefas, os pilotos têm sentido os reflexos dessa nova conjuntura que permeia as esferas que utilizam a tecnologia com vistas, dentre outros pontos, a aumentar a segurança e diminuir os custos operacionais.
Como aponta Pezzi (2001), o trabalhador de um setor, com elevado uso de tecnologia, deve desenvolver habilidades, tais como, ser criativo e adaptável a novas situações, saber realizar multitarefas, tomar atitudes proativas, ter confiança em sua capacidade de decisão, uma formação humanística, habilidade de encontrar soluções em situações de risco e capacidade de manter relações interpessoais.
Saber dialogar sobre um determinado tema significa receber uma determinada informação e processá-la em um nível que possa ser transformada em conhecimento tácito e deste em ação ou conhecimento expresso, possibilitado pela criação de novas relações com a articulação entre os diversos conteúdos estudados (ALESSANDRINI, 2002).
Quando se fala de competência, alguns pontos devem ser levantados. Primeiramente, é necessário conceituar o termo competência. Para Alessandrini (2002, p. 164), “competência refere-se à capacidade de compreender uma determinada situação e reagir adequadamente frente a ela”. Ou seja, é um conjunto de recursos (background) formado por conhecimentos, atitudes e habilidades, através do qual o desempenho de um indivíduo é avaliado por demonstrar um determinado conhecimento na prática.
Competência pode ser entendida, portanto, como a capacidade de avaliar a situação enfrentada, estabelecer um parâmetro com o que foi vivenciado, identificar anormalidades, reagir de forma proporcional ao momento e sugerir/agir a fim de atuar da melhor maneira possível, na intenção de mitigar ou sanar qualquer problema existente.
Machado (2002, p. 151) afirma que:
[...] já algum tempo, as transformações no quadro de ocupações ocorrem em um ritmo acelerado. Já não se aprende a manejar certo tipo de máquina, que logo se tornará obsoleto, mas sim a ler e a entender o manual de instruções de um novo equipamento, a aprender padrões gerais de funcionamento de variados tipos de equipamentos, ou mesmo a buscar no help dos novos softwares os elementos fundamentais para uma utilização competente.
Portanto, é de fundamental importância que a formação escolar possa dar condições aos profissionais das mais diversas áreas de possuírem as competências básicas para um melhor agir frente às novas exigências dos setores.
Dentre as diversas competências, pode-se destacar:
[...] capacidade de expressão, de compreensão do que se lê, de interpretação de representações, a capacidade de mobilização de esquemas de ação progressivamente mais complexos e significativos nos mais diferentes contextos, a capacidade de construção de mapas de relevância das informações disponíveis, tendo em vista a tomada de decisão, a solução de problemas ou o alcance de objetivos previamente traçados, a capacidade de colaborar, de trabalhar em equipe e, sobretudo, a capacidade de projetar o novo, de criar em um cenário de problemas, valores e circunstâncias no qual se é lançado e no qual deve-se agir solidariamente (MACHADO, 2002, p. 151).
De acordo com o relatório DeSeCo (RUCHEN E TIANA, 2004 apud SACRISTÁN, 2009, p. 37), “a competência é um conceito holístico que integra a existência de demandas externas, os atributos pessoais (incluída a ética e os valores), bem como o contexto”.
Para o relatório, competência se torna o conjunto de conhecimentos, habilidades e atitudes adequadas para enfrentar uma determinada situação e ainda “a habilidade de satisfazer com êxito as demandas de um contexto ou situação, mobiliando os recursos psicológicos necessários (de caráter cognitivo e metacognitivo)” (RUCHEN E TIANA, 2004 apud SACRISTÁN, 2009).
Como afirma Sacristán (2001), as competências básicas são aquelas que capacitam os indivíduos para participar, de modo ativo, em múltiplos contextos ou âmbitos sociais.
Constata-se a importância de desenvolver nos profissionais os aspectos ligados à competência – conhecimentos, habilidades e atitudes – para que assim tenham condições de responderem às demandas sociais de acordo com as necessidades de um dado problema, seja de ordem técnica seja de ordem pessoal.
Como aponta o relatório final do programa da Organização para a cooperação e desenvolvimento econômico – OCDE, explicitadas no DeSeCo, as competências básicas podem ser agrupadas em três categorias (SACRISTÁN, 2009, p. 45):
a) Interatuar no cerne de grupos socialmente heterogêneos.
1. Habilidade para se relacionar adequadamente com outras pessoas;
2. Habilidade para cooperar; e
3. Habilidade para manejar e resolver conflitos.
b) Atuar autonomamente
1. Habilidade para agir dentro de um marco geral; e
2. Habilidade para planejar e executar planos e projetos pessoais.
c) Utilizar os recursos ou instrumentos interativamente
1. Habilidade para usar a linguagem, símbolos e textos de forma interativa;
2. Habilidade para usar o conhecimento e a informação de forma interativa; e
3. Usar a tecnologia.
Competência, pois, pode ser entendida dentre tantas possibilidades como a capacidade de mobilizar o conhecimento adquirido, no uso de habilidades essenciais, com determinada atitude, no intuito de enfrentar situações diversas das submetidas em treinamentos, ou situações padronizadas, a fim de que possam obter bons resultados nas mais diferentes situações vivenciadas no ambiente operacional, em especial nas inesperadas.
Muito mais importante que aprender os conteúdos das diversas disciplinas nas escolas, é essencial que a formação profissional dê condições à pessoa de ter pleno desfrute de suas potencialidades.
Como defende Machado (2002), a formação profissional deve possibilitar uma “incorporação com a consciência propiciada pela construção de canais de emergência, de mobilização do que se aprendeu, do que se sabe”. Faz-se necessário, pois, dar, ao profissional, condições afetivo-cognitivas de explicitar o que antes teria apenas como conhecimento tácito ou implícito.
O espectro de competências que Machado (2002) denominou de ‘pessoais’ não é desenvolvido em uma metodologia na qual está presente apenas o tecnicismo e a valorização independente de conteúdos.
A formação tecnicista, como afirma Machado (2002), inviabiliza o ‘enraizamento’ do conhecimento tácito, impossibilitando ao profissional a capacidade de articular conhecimento teórico com a habilidade prática, ou seja, pôr em prática o que se aprendeu na teoria.
Para Machado (2002), esse enraizamento pode ser viabilizado inserindo todo o conhecimento disciplinar, conteudista, fixo e tecnicista em um contexto mais amplo, podendo ser caracterizado como uma contextualização no processo de ensino-aprendizagem.
Contextualizar significa “enraizar uma referência em um texto do qual foi extraída e longe do qual perde parte substancial de seu significado”. É, pois, para o autor, uma estratégia fundamental para a construção de significações (MACHADO, 2002, p.150).
O que se pode dizer de um ambiente com elevado uso de tecnologia?
Não seriam necessárias competências básicas que permitissem, sempre que necessário, a resolução de conflitos entre informações?
Não é esperado do piloto, por exemplo, que seu conhecimento esteja ‘enraizado/contextualizado’ a fim de ter condições de pôr em prática o que se aprendeu na teoria?
Como já apontadas com relação às reações baseadas no conhecimento (RASMUSSEN, 1982), o piloto deve ter condições físicas, psicológicas e cognitivas de forma a responder adequadamente a uma situação inesperada em qualquer fase de seu voo.
O uso de novas tecnologias não exigiria, pois, a ‘contextualização’ dos diversos saberes para o uso devido em determinado momento?
Para Machado (2002, p.152):
[...] a formação profissional que vise ao universo de trabalho, tal como hoje se configura, deve necessariamente situar no foco das atenções algo que não é novo, que sempre existiu, mas que produziu seus efeitos de modo coadjuvante ou colateral: as competências básicas a serem desenvolvidas dizem respeito à formação pessoal, às capacidades pessoais que transcendem os temas estudados, que sobrevivem às transformações cada vez mais rápidas nos cenários dos equipamentos e da produção material.
4. Novos desafios para a formação do piloto no Brasil
A despeito de todo esforço para se manterem os elevados índices de segurança no sistema aeronáutico de forma geral, e ainda que se saiba que o desempenho dos pilotos é um ponto crítico para a segurança na aviação, o treinamento desses permanece mais reativo e voltado para aspectos motores que proativo e preocupado em criar e desenvolver nos pilotos melhor preparo para sua atuação como operadores de sistemas tecnológicos complexos (BENT, 2011).
Um estudo realizado pela Center for Asia Pacif Aviation – CAPA, em 2009, apontou que o treinamento para as empresas aéreas é visto mais como um custo que pode ser evitado, do que uma prioridade para as políticas empresariais (BENT, 2011).
Entretanto, a transformação tecnológica no ambiente aeronáutico requer das políticas de formação um olhar mais ativo, no sentido de fazer da formação um ponto fundamental para o desenvolvimento seguro da aviação, trazendo mais pontos favoráveis para o uso da automação no ambiente aéreo (FAA, 2003).
Atualmente, como afirma Bent (2011), as aeronaves possuem sistemas de gerenciamento de voo tão complexos, que dificilmente pode se esperar que os pilotos conheçam ou entendam todos os sistemas com a profundidade que seria ideal para se operar de forma segura e eficaz. Isso já considerando uma adequada formação.
A despeito da complexidade de um sistema, espera-se que um piloto saiba conduzir de forma competente uma aeronave em todas as situações. Em especial, nas situações anormais, quando a tecnologia ‘passa’ a responsabilidade para o piloto (BENT, 2011).
A indústria aeronáutica, na tentativa de manter as atividades aeronáuticas em altos patamares de segurança, cria softwares para cercarem por todos os lados a falibilidade humana.
A tecnologia, ao longo do tempo, vem se desenvolvendo de maneira exponencial, enquanto os pilotos, humanos, mantêm, normalmente, suas limitações, ampliando suas habilidades, sua cognição, ao menos no que concerne às questões de ordem técnicas, de acordo com sua formação, ainda que de forma limitada (BENT, 2011).
É certo que a introdução da automação na aviação reduziu o número de acidentes e incidentes. Entretanto, falhas e erros ainda permanecem, por parte do desenho do projeto, da programação dos sistemas ou mesmo por falha na regulação do setor.
A fim de salvaguardar a segurança na aviação, sistemas mais complexos são criados, como forma de barreira para se certificarem que erros não ocorrerão, aumentando dessa forma a complexidade do sistema e com isso as demandas por parte dos pilotos para a interação com as máquinas (HOLLNAGEL e WOODS, 2005).
Incrementando sistemas com vistas a diminuir falhas latentes e potenciais, aumenta-se a complexidade das tarefas e da compreensão exigidas por parte dos pilotos e do envolvimento cognitivo deste em uma operação aérea, criando um ciclo sem início e fim definidos, e explicitando o paradoxo da automação (HOLLNAGEL e WOODS, 2005).
Na figura 3 abaixo, pode-se identificar o denominado ‘paradoxo da automação’. Com vistas a diminuir a possibilidade de falhas, o sistema é incrementado, ou melhor, recebe adaptações para melhorar suas funcionalidades. Com isto, aumenta-se a complexidade das diversas tarefas disponíveis; aumentando da mesma forma as exigências aos operadores/pilotos. Estes, caso não tenham preparo necessário para lidar com os aplicativos dos complexos sistemas, estão sujeitos a não conseguirem lidar com falhas inesperadas, o que acarretará em consequências também inesperadas, o que leva a nova reavaliação do sistema, e possivelmente, retornar a se incrementar suas funcionalidades.

O piloto, mais que um condutor de aeronave, passa a ser um gerenciador e supervisor de modernos e complexos sistemas (BHANA, 2010).
O desafio, portanto, é promover um treinamento eficiente, eficaz e efetivo de forma a possibilitar que um piloto compreenda e anteveja as peculiaridades da automação, suas nuanças e limitações e incorpore essa vasta gama de conhecimentos à variedade de desenhos de cabine, às características diferenciadas de cada tipo de avião, aos sistemas integrados de controle da aeronave e aos procedimentos padronizados pelas empresas, e ainda agrupe a essas características o fato de se operar em um ambiente diverso do natural - o ambiente aéreo.
Para que seja possível responder a tamanha complexidade, a formação do piloto deve abarcar elementos que favoreçam o desenvolvimento de competências que o auxiliem a realizar, com segurança e eficiência, as atividades de uma operação aérea.
Mas como deve ser o modelo de formação de competências de um piloto? Baseando-se na complexidade, tecnológica e social, qual seria a formação mais adequada a ser implantada por uma instituição? Como entender competências no mundo altamente tecnológico como o meio aeronáutico? Quais competências são necessárias para uma condução segura dos sistemas tecnológicos complexos em uma cabine de voo?
Esses e outros questionamentos tornam-se desafios para esse e outros trabalhos. Nessas discussões e pesquisas deve-se atentar para as peculiaridades da profissão de piloto, com o intuito de promover uma formação que atenda à ‘complexidade’ apresentada pela atividade.
Considerações finais
Dificilmente encontrar-se-á uma formação profissional na qual tantas ciências se interseccionam como a profissão de piloto. Física, com aerodinâmica e teoria dos transportes; matemática com seu raciocínio lógico; cartografia e geografia por meio da navegação; meteorologia e a climatologia; o gerenciamento de pessoas e administração de conflitos, sejam de pessoas sejam de máquinas.
Os gregos já trabalhavam com ideia de ‘homem integral’, um conceito no qual as disciplinas, tal como são conhecidas hoje, eram desenvolvidas naturalmente e de forma integrada. Sem adentrar nas definições e parâmetros de ‘homem integral’, ser um piloto requer, como apontado ao longo do texto, uma formação tão global que permita que esse profissional tenha condições de conduzir um voo, prezando pela técnica e atentando para as falhas latentes dos diversos sistemas envolvidos em uma operação aérea, sejam elas falhas relacionadas a sistemas tecnológicos complexos ou a falhas relativas a fatores humanos.
Como se observa na cultura de instrução da aviação, a formação de um piloto baseia-se, em um paradigma ligado à quantidade de horas de voo necessárias para se desenvolver as habilidades psicomotoras necessárias à condução de uma aeronave com segurança e eficiência. E, com certa razão, o chamado paradigma analógico pode ter sido considerado suficiente para a formação desses profissionais do ar.
Entretanto, com o progressivo e inevitável ingresso de ferramentas tecnológicas para a condução mais segura, mais eficaz e mais econômica das aeronaves, apenas habilidade ‘pé e mão’ – psicomotora – já não atende mais às necessidades de uma profissão na qual envolve a segurança de tantas vidas.
Documentos de outrora apontam para requisitos mínimos julgados suficientes para a formação de um piloto, na qual a técnica motora era necessária e se fazia suficiente. Já em um ambiente de alta complexidade tecnológica, as habilidades psicomotoras vêm se mostrando insuficientes, ainda que necessárias.
Diversas investigações de acidentes ou incidentes aeronáuticos apontam a falta de preparo das tripulações em respostas ao mau funcionamento dos sistemas de gerenciamento de voo, ou mesmo a incompreensão ou incorreta leitura dos dados fornecidos por esses equipamentos, como causas desses incidentes ou acidentes.
A formação tradicional, comprovadamente, já não mais atende às necessidades de uma realidade tecnológica de alta complexidade como a que se configura no sistema aeronáutico.
Diversos estudos, bem como os agentes participantes do sistema aéreo (pilotos, setores de treinamento das empresas, coordenadores do curso de ciências aeronáuticas, centros de estudos ligados à aviação), apontam para a existência de novas competências a serem desenvolvidas pelos pilotos em virtude da automação presente nas modernas aeronaves. Essas novas competências requerem desses pilotos habilidades cognitivas, somadas às habilidades motoras e perceptuais, que possibilitariam maior segurança na condução das operações de voo.
Competência é mais que conhecimento e habilidade. Envolve condições de o profissional mover recursos psicológicos e cognitivos a fim de responder a contextos em particular, sejam esses envolvendo conflitos de ordem pessoal, organizacional, tecnológica ou social.
Torna-se fundamental, pois, rever as matrizes curriculares de formação dos pilotos no Brasil, bem como, envidar esforços para que seja elaborado um currículo nacional que contemple, seja no âmbito de cursos profissionalizantes (pós-médio) ou de nível superior (bacharelado ou tecnólogo), as competências básicas necessárias para atuar com controle e segurança numa aviação cada vez mais automatizada no Brasil e no mundo.

Translation - English REFLECTIONS ON AUTOMATION AND THE NEED FOR NEW COMPETENCIES IN THE CIVIL PILOT TRAINING

Resumo
Embora a automação seja uma realidade cada vez mais presente nos sistemas de controle embarcados nas aeronaves, a ausência de formação e treinamento adequados do piloto tem se mostrado um fator preocupante para sua atuação. Este artigo se propõe, com base nos estudos desenvolvidos por Machado (2002), Hollnagel e Woods (2005), Henriqson et al (2009), Bent (2011), Fontes (2017), e outros, discutir a complexidade dos artefatos tecnológicos disponíveis nos sistemas automatizados das modernas aeronaves e os desafios da formação do piloto diante das novas exigências do mundo tecnológico de alta complexidade, onde as habilidades psicomotoras não são mais suficientes para o desempenho da profissão. Neste sentido, o texto propõe uma formação que privilegie o desenvolvimento de novas competências que requerem habilidades de controle cognitivo do piloto numa nova interface homem-máquina. O artigo apresenta duas novas competências a serem integradas ao quadro de competências essenciais proposto pela ICAO: gerenciamento de recursos de cabine com um único piloto e compromisso com a aprendizagem.

Abstract
Although automation is an increasingly present reality in aircraft control systems, the absence of adequate systems training and pilot training has been a worrying factor that may affect performance. Based on the studies developed by Machado (2002), Hollnagel and Woods (2005), Henriqson et al (2009), Bent (2011), Fontes (2017) and others, the paper discusses the complexity of technological tools currently being used in automated systems of modern Aircraft and the pilot training challenges confronted with new demands of the highly complex technological world, where psychomotor skills alone are no longer enough for the safe performance of the profession. The following paper proposes an innovative training that emphasizes the development of new competencies requiring pilot cognitive control skills in a new human-machine interface. The paper presents two new competencies to be integrated into the main competency framework proposed by ICAO: single-pilot resource management and commitment to learning.

1. ‘System control’ as an essential tool
The results of some investigations on aircraft accidents point to the crew’s unpreparedness in properly monitoring the aircraft`s automation systems as one of the contributing factors to accidents (HENRIQSON et al, 2009); in other words, increased volumes of information regarding the conditions of a given flight without proper analytical and solution training may lead to more accidents.
Although measurements and data are necessary to control, understand and predict technological systems’ behavior, the data themselves are not enough. The belief that more data or information automatically leads to better decisions is probably one of the greatest mistakes made by the information society (HOLLNAGEL; WOODS, 2005).
The idea of an information society has its origins in the scientific and technological advances of the post-industrial revolution. This has created a “new reality that demands competencies and skills from individuals to deal with the computerization of knowledge” (COUTINHO; LISBÔA, 2011, p. 2).
In this regard, it is important to highlight that the concept of knowledge is not reduced to information itself, which is its raw material. It is necessary to elaborate, assess, analyze and relate the information so it can be transformed into knowledge. Currently, the possibility to access information is infinitely greater than it was in the past due to the new information production sources, such as the internet, interactive cellphones, applications that reproduce real-time data, dynamic production in the network, flexibility, flow, etc. However, they only produce information, not knowledge.
The information constitutes the knowledge’s foundation, but first, its acquisition implies the triggering of a series of intellectual operations, which relate the newer data with the information previously stored by the individual. Knowledge is acquired when many information mutually interconnect themselves, creating a network of meanings that interiorize themselves. Currently, one of the disturbances provoked by the media is the fact that modern human beings believe they have access to the meaning of events, simply because they have received information on it (PELLICER, 1997, p.88).
Currently, given the advanced technologies present on the latest-generation aircraft, whose data and information production is shown to be more complex when compared to the past, it is necessary to rethink the preparation, the professional activities and the knowledge the pilot has regarding these complex technologies in this new worldwide scenario.
Hollnagel and Woods (2005) mention three significant consequences arising from the growth of the new technological systems’ complexity:
First consequence – the search for greater efficiency inevitably brings systems closer to their limits of safe performance. Even having different concepts about risks or training safety concerns, or taking the public opinion or the Aeronautics Industry’s business purpose into account, it is possible to accept an increase in risks in an operation that involves automated systems, when an efficiency gain is aimed.
Greater risks are reduced by applying automated security and warning systems. However, these may increase the complexity of technological systems and lead to even greater risks, thus creating a vicious cycle that spins around the search for safer ways to fly and more direct means to have systems with safer operations.
It is necessary to emphasize the authors indicate the fact that the increase in the use of complex technological systems may keep or even contribute to a reduction in the number of accidents. On the other hand, future accidents that occur may have even more severe consequences, because operators of modern equipment need to better understand the new complexity of the systems.
Second consequence – an increase in the dependency on the proper performance of the technological systems. A system failure may lead to consequences far beyond the working natural environment in which the operator/pilot is used to live and work in.
The increase in the interdependency between the various flight control systems creates the need for issues related to the man-technology interaction to be also extended to subjects linked to the design of the technological systems on the several environments, to the deployment of systems on the activities, and to the management and maintenance of these systems. (RONDON; CAPANEMA; FONTES, 2013).
Third consequence – finally, the significant increase in the amount of generated data. The number of systems has increased and, with that, the amount of data that may be obtained has also increased. Thanks to these and other improvements, the measurement systems and the transmission capacity have improved too. Computers have contributed to managing increases in data generation as well as greater flexibility in the storage, transformation, transmission, and presentation of these data.
These notes express new demands for the models and methods that describe the man-machine interaction, as well as a new paradigm for the science that supports this process.
The digital paradigm has modified in significant ways the human relationship with the various machines they interact with. New competencies are required to address the demands presented by these complex systems (STATON et al, 2005 apud HENRIQSON, 2011; RIBEIRO, 2008).
Thus, from the digital paradigm perspective, the ability to make decisions and the experience are intrinsically related to the operationalization of new competencies. Competencies can only be put into practice based on knowledge, flying skills, and attitudes acquired by the pilot. It is necessary for pilots to learn what the purpose of the knowledge is, and when and how to apply it to the management of different technological variables present during the performance of a flight, both inside and outside an aircraft’s control systems.
Thanks to the increasing use of complex technological systems by the aeronautics industry and to the use of automation as a control philosophy for air operations, changes in the pilots’ working environment, including their cockpits, indicate a progressive and continuous shift on the type of activities performed by those professionals. Whereas flying was traditionally considered as a typically physical or mechanical task, nowadays, it is increasingly considered as a mental or cognitive activity (BILINGS, 1997; SARTER; WOODS, 1997 apud HENRIQSON et al, 2009).
Nine main categories were described by ICAO (1998) in a study performed by the subcommittee G-10, from the Automotive Engineering Society, which approached the deficiencies of information systems and the possible reasons for those deficiencies in some accident ‘reports’. The categories identify some important concerns to be analyzed:
1. Situational awareness;
2. Complacency with automation;
3. Intimidation by automation;
4. Conservation of the pilot-in-command authority;
5. Design of the aircraft’s pilot-systems interface;
6. Pilot selection;
7. Training and procedures;
8. Pilot ‘relation’ to the aircraft’s automation; and
9. Other issues.
These study categories cover the concerns of those responsible for the system involved in the activity aspect modification. The nine categories refer, directly or indirectly, to the mental or cognitive nature of the air experience. The systems operator’s attention must be directed towards a better interaction between those and the technological machines and equipment.
As stated by Ribeiro (2008), the evolution of automation systems has made air operations safer and more efficient over time, severely reducing the number of accidents due to equipment failure. These systems support pilots on aircraft performance, flight security and fuel economy.
Nevertheless, the complexity of the current automation systems demands decisions that require knowledge and command of all the available automated resources in the cockpits.
Although the statistics point to human error as the main reason for aircraft accidents, it is important to emphasize that, as stated by Ribeiro (2008), it is also known that these errors are a result from scenarios which involve, besides the pilots, the pilot training, airlines and the engineering behind the automation systems.
Considering the complexity of current technological systems, some aspects must be observed that may improve the man-machine relationship. As mentioned by Hollnagel and Woods (2005), complexity is understood as a more structural way, which involves the development of systems and control systems aiming for safer operations over time.
The complexity issue and the factors that affect it can be viewed in Figure 1 below.

In the above diagram, Hollnagel and Woods (2005) aim to identify three relevant models of man-machine communication. The first one is perceived as the identification and assessment of events that occur during a certain activity. Two important factors to be noticed are the insufficient training and lack of experience; these event assessment and interpretation deficiencies may result in an incomplete, partial or improper comprehension of the situation.
The second factor is time and insufficient knowledge; even if it is possible to identify a problem, it is very difficult to keep a correct execution attitude of a specific task if the time for a specific context and/or the knowledge of a specific reaction are not sufficiently satisfying. These factors are paramount, especially for abnormal moments, emergency situations or for understanding confusing responses from onboard equipment.
Finally, the third factor present in the figure is the system’s complexity, which combined with the lack of knowledge for its proper management makes it difficult the interaction of pilots with the information produced by equipment or the interaction devices, especially after analyzing data obtained from the several aircraft sensors, which show the operator what the better attitude to be taken is, in a specific situation, when operating in a proper way and without any breakdowns in the system.
However, as stated by Hollnagel and Woods (2005), if the pilot-machine interaction devices are difficult to be interpreted or comprehended, the implementation of a corrective or directive action may be incomplete or even incorrect.
ICAO (1998) states that several issues may be observed when the use of automation is not promoted with an adequate interaction between man and machine in order to support the needs and particularities of a specific situation during flight.
For Hollnagel and Woods (2005), these deficiencies, listed in several studies, characterize a certain loss of control by the operators, justified by a lack of time to act quickly, a lack of knowledge regarding the onboard equipment and their modus operandi, and even a lack of essential competencies required for the comprehension of advanced cognitive systems.
This absence of skills, knowledge, and attitudes involved in the handling of highly advanced equipment may cause the sensation of loss of systems control by the operator.
Among the several reasons that would justify the sensation of loss of control and incorrect interpretation of equipment readings, one can mention: the unexpected or unknown events that occur during operations, the pressure to act in a short period of time during emergencies or abnormal situations, the inability to comprehend or recognize what occurs during specific moments in operations, not knowing what to do in a specific context, and not knowing how to use resources, materials or cognitive skills, especially in abnormal situations or during moments when the absence of automated systems is inevitable.
The process of keeping control over equipment occurs by knowing and comprehending what happens (constant supervision), what happened (feedback) and what will happen (feedforward), in a certain moment, for a certain reason, within a specific context (HOLLNAGEL; WOODS, 2005).
To help the comprehension of a process and keep control through constant supervision, Hollnagel and Woods (2005) present the river metaphor in order to recognize the feedback and feedforward elements, as it can be seen in Figure 2 below.

Other important factors that help pilots to keep control over cognitive systems are clearly understanding the alternatives of actions and procedures and the ability to plan and assess certain situations, which are skills that should and must be developed in an operator/pilot who is using advanced cognitive systems.
The increasing complexity surrounding the cognitive systems may result in an incompatibility between the demand of these systems tasks and the operating capacity of system ‘controllers’ . This deficiency may be reduced or even extinguished by simplifying the cognitive systems or improving the preparation and qualification of its operators, or even both (HOLLNAGEL; WOODS, 2005).
Concerning the training, Hollnagel and Woods (2005) argue that the development and improvement of essential competencies are paramount to keep or retake control of several technologically-advanced operator/pilot systems.
The Federal Aviation Administration (FAA, 2003) has already stated that the pilot preparation and training methods are inadequate and do not promote the development of skills to operate an aircraft safely. The study has demonstrated that the development of training in aircraft environments with a high degree of automation does not favor the development of the fundamental cognitive skills to perform a safe flight.
In order to overcome this issue, the report has suggested exploring additional opportunities for security of new technologies or operating within the limitations of such technologies in the training programs, including the development of competencies that lead the pilot to make more accurate assessments of flight risk as well as to know how to properly manage the flight risk in situations that traditionally cause fatal accidents, such as abnormal operations.
The competency-based training is geared towards mobilizing, integrating and transferring the knowledge, attitudes, and skills required to perform a given activity or task effectively. The correct mobilization of knowledge and skills to perform a given task provides subsidies for proper decision-making in unexpected situations that may occur in the exercise of an air operation.
2. The ‘cognitive control’ for the highly-advanced systems
According to Reason (1990), the automation has not eliminated the human error, rather, it has only modified its nature. In the introduction of automation, the human error had as advantages, among others, the reduction of its physical workload during some moments of a flight, and the reduction of fatigue due to the elimination of some repetitive tasks on the aircraft’s control.
However, the mental workload has increased during the several phases of a flight. Today, the cognitive control is necessary from the pilots for a safer and more effective maintenance of operational relationships between pilots and advanced technological systems (HENRIQSON et al, 2009).
For Staton et al. (2005 apud HENRIQSON et al, 2009), the cognitive capacities to be considered are the perception of specific information, the comprehension of data produced by various systems and the pilots’ ability to analyze and comprehend that information (knowledge) for future application.
Endsley (1996) and Endsley and Tillburry (2004 apud HENRIQSON et al, 2009) support this implication by stating that the comprehension arising from several situations or the positive keeping of the situational awareness is cognitively processed in three levels:
1st level – the perception of the current situation’s elements;
2nd level – the comprehension of elements perceived through the activation of mechanisms from memory and direct or indirect association with mental models (mindsets and plans) closer to the perceived situation; and
3rd level – the manifestation of anticipation mechanisms, which is, as pointed by Hollnagel and Woods (2005), the feedforward, a future state of the system.
This cognitive control, controlled by the situational awareness kept by the pilot during flight performance is what indicates the level of cognitive effort made by the professional, which is an effort classified in three control levels established by Rasmussen (1982 apud HENRIQSON et al, 2009).
To Rasmussen (1982), cognitive control can occur in a conscious, unconscious or mixed way, depending on the type of cognitive requirement derived from the most varied situations processed during a flight.
The levels of cognitive control presented by Rasmussen (1982) are:
1st level – Skill-based behavior – SBB: a moment in which there is a higher predictability degree of the situations, and the pilot will be able to rely on his/her skills or basic psychomotor skills to respond to the different situations;
2nd level – Rule-based behavior – RBB: situations pre-determined by procedures established by or present in the current regulation; and
3rd level – Knowledge-based behavior – KBB: unforeseen situations that will need the acquired knowledge, practical or theoretical, to be solved.
As mentioned by Dekker et. al. (2006), one of the most important challenges the current commercial aviation faces is the pilots’ training on the transition from a traditional cockpit analog paradigm with mechanical thought to a highly automated and sophisticated environment, such as those seen in glass cockpit aircraft. The introduction of concepts related to automation and its use must occur during the first moments of a pilot’s training.
As already shown, the technology brings two sides with it (AOPA, 2005). At the same time it enhances the pilot’s and the aircraft’s potential and capabilities, it significantly increases the pilot’s mental workload and thus requires further investments in pilot training and preparation (DEKKER; DAHLSTROM; NAHLINDER, 2006; ICAO, 1998; RONDON; CAPANEMA; FONTES, 2013; FONTES, 2017).
3. New competencies for effective ‘cognitive control’
Due to new requirements on the technological world, the preparation of civil aviation pilots must assume a position in which it supports the demands of a world where the complex socio-technological systems are more present over time, being necessary to redefine features and purposes of the preparation, as well as the demanded competencies for a ‘new’ pilot.
The need for changing the structure of the civil pilot training and preparation due to the constant and continuous evolution of new aviation technologies generates the need to rethink the educational policies regarding the improvement of commercial pilots, especially on the use of new tools suitable for newer and more complex flight environments in which they are being introduced, from the moment they begin their pilot training and preparation (DEKKER, 2002).
On the aviation sector, which is not different from other sectors that had an increase on automation for the execution of their tasks, the pilots have been experiencing the reflexes of this new situation present in the spheres that use the technology with the goal of increasing the safety and reducing the operational costs, among others.
As stated by Pezzi (2001), the worker of a sector with a high technological use must develop some skills, such as being creative and adaptable to new situations, know-how to execute multitasks, taking proactive attitudes, trusting their own decision-making capacities, having a humanistic education, finding solutions in risky situations, and ability to keep interpersonal relationships.
Knowing how to be engaged in a dialogue on a specific subject means to receive a specific information and process it in such a level that it can be transformed into tacit knowledge and from it into an express action or knowledge, enabled by the creation of new relationships with the articulation between the several studied contents (ALESSANDRINI, 2002).
When it comes to competency, some points must be considered. Primarily, it is necessary to conceptualize the ‘competency’ term. For Alessandrini (2002, p.164), “competency is the capacity of a person to understand a situation and to act reasonably”. In other words, it is a group of resources (background) constituted by knowledge, attitudes, and skills, through which an individual’s performance is assessed by showing a specific knowledge at practice.
Therefore, competency can be comprehended as the capacity to assess experienced situations, establish a parameter with what was experienced, identify abnormalities, react in a proportional way to the moment and to suggest/act in order to perform as better as possible, with the intention of clarifying or solving any existing issues.
Machado (2002, p. 151) states that:
[...] for some time, the transformation of the tasks’ structure occurs at a fast pace. Nowadays, it is not learned how to handle a certain type of machine that will soon become obsolete. It is only learned how to read and understand the instruction manual of a new equipment, learn general standards of operation from several types of equipment, or even to search fundamental elements for a competent use on the new software’s help area.
Therefore, it is extremely important that the school education must provide conditions for the professionals so they can have the basic competencies for a better acting in face of the new requirements from the different sectors.
Among the several competencies, it is possible to highlight:
[...] capacity of expression, comprehension about what is being read, interpretation of representations, mobilization capacity for progressively more complex and significant action schemes at different contexts, capacity to create relevance maps of the available information, aiming in the decision-making, ability of collaborating, of teamworking and, mainly, the ability to project the new, to create a scenario of problems, values and circumstances in which one is inserted and must mutually act (MACHADO, 2002, p. 151).
According to the DeSeCo report (RUCHEN and TIANA, 2004 apud SACRISTÁN, 2009, p.37), “competency is a holistic concept that integrates the existence of external demands, personal attributes (ethics and values included), as well as the context”.
For the report, competency becomes the group of knowledge, skills, and proper attitudes to face a certain situation and also, “the skill to successfully satisfy the demands of a context or situation, providing the required psychological resources (from a cognitive and metacognitive aspect)” (RUCHEN and TIANA, 2004 apud SACRISTÁN, 2009).
As stated by Sacristán (2009), the basic competencies are those which empower the individuals to participate in multiple contexts or social scopes in an active way.
It is important to develop the aspects related to competency – knowledge, skills, and attitudes – in the professionals so they are able to respond to the social demands according to the needs of a given problem, either from a technical or personal range.
As reported on the final report of the Organization for Economic Co-operation and Development – OECD, explained on DeSeCo, the basic competencies can be grouped in three categories (SACRISTÁN, 2009, p. 45):
a) Interacting at the core of socially heterogenic groups.
1. Ability to properly engage with others;
2. Ability to cooperate; and
3. Ability to handle and solve conflicts.
b) Working autonomously
1. Ability to act within a general goal; and
2. Ability to plan and execute personal plans and projects.
c) Using interactive resources or instruments
1. Ability to use language, symbols, and texts in an interactive way;
2. Ability to use the knowledge and information in an interactive way; and
3. Use of technology.
Consequently, competency may be understood, among so many possibilities, as the capacity to mobilize the acquired knowledge on the use of essential skills with a certain attitude, aiming to face any situations arising from trainings, or standardized situations, to enable the acquisition of satisfactory results on the most different situations experienced on the operational environment, especially the unexpected ones.
More important than learning the content from the several subjects in school, it is essential that the preparation of a pilot provides conditions for them to use their potential.
As affirmed by Machado (2002, p. 151), the professional training must enable an “incorporation of the awareness provided by the construction of emergency channels with a mobilization of what was learned and what is known”. Thus, it is necessary to provide affective-cognitive opportunities for the professional to explain what they would only have as a tacit or implicit knowledge in the past.
The spectrum of competencies Machado (2002) denominated as ‘personal’ is not developed in a methodology in which there are only the technical aspects and the independent appreciation of the content.
As stated by Machado (2002), the technical education makes the tacit knowledge retention non-feasible, disabling the professional’s ability to articulate a theoretical knowledge with the practical ability; in other words, putting into practice what was learned on theory.
For Machado (2002), this retention may be made feasible by inserting the entire subject, content, fixed and technical knowledge in a broader context, and it may be characterized as a contextualization on the teaching-learning process.
Contextualizing means “to retain a reference from a text from which it was extracted that loses a substantial part of its meaning when separated from the text”. For the author, this is a fundamental strategy for the construction of meanings (MACHADO, 2002, p.150).
What can be said about an environment with a high use of technology?
Would it not be necessary basic competencies that would allow the resolution of conflicts between information every time they are needed?
For example, is it not expected that the pilot’s knowledge should be ‘retained/contextualized’ so they can have conditions to put into practice the things he or she has learned on theory?
As already stated in the relationships based on knowledge (RASMUSSEN, 1982), the pilot must have physical, psychological, and cognitive conditions to properly respond to an unexpected situation during any moment of a flight.
Therefore, would the use of modern technologies not require the ‘contextualization’ of several pieces of knowledge for its proper use at a certain moment?
For Machado (2002, p.152):
[...] the professional training that aims the working world, as it is set today, must necessarily position the attention focus in something that is not new and has always existed, but that produced its effects in a supporting or collateral way: the basic competencies to be developed are related to the personal education, the personal capacities that transcend the studied subjects, which survive the transformations that are growing rapidly on the equipment and material production scenarios.
4. New challenges for the preparation of pilots
Despite all efforts to keep the high safety levels in the aeronautic system in general, and even knowing that the pilots’ performance is a critical point for the aviation safety, their training remains more reactive and focused on motor aspects rather than proactive and concerned to creating and developing a better preparation for the pilot to act as an operator of complex technological systems (BENT, 2011).
A study performed by the Center for Asia Pacific Aviation – CAPA, in 2009, reported that the training is considered by the airline companies as a cost that can be avoided rather than a priority for company policies (BENT, 2011).
However, the technological shift on the aeronautic environment requires a more active judgment from the training policies in order to transform it into a critical point for the safe development of the aviation sector, providing more favorable aspects for the automation use on the air environment (FAA, 2003).
As stated by Bent (2011), the current aircraft have such complex flight management systems that it is hardly expected that pilots know or comprehend all systems with the depth that would be considered ideal to operate them in a safe and effective way. This already considering a proper preparation.
Despite the complexity of a system, it is expected that a pilot knows how to competently operate an aircraft in all situations, especially in abnormal situations when the technology ‘transfers’ the responsibility for the pilot (BENT, 2011).
The aeronautic industry, in the attempt to keep its activities in high-security levels, creates software to surround all sides of the human fallibility.
Technology has been evolving at an exponential rate over time, whereas the pilots, as human beings, keep their limitations, expand their skills and cognition, at least in what concerns the technical issues, according to their training, even if in a limited manner (BENT, 2011).
It is proven that the insertion of automation on aviation has reduced the number of accidents and incidents. Yet, failures and mistakes still remain, either due to the project design, the systems programming or even due to failures in the sector’s regulation.
To preserve the aviation security, more complex systems are created as a barrier so it can be certified that mistakes will not occur, increasing the systems’ complexity and, with it, the pilots’ demands for the interaction with the machines (HOLLNAGEL; WOODS, 2005).
By improving the systems with the aim to reduce latent and potential failures, the complexity of the tasks and comprehension required from the pilots are increased, besides an increase on the cognitive engagement in an air operation, creating a cycle without an established beginning and end, expressing the automation paradox (HOLLNAGEL; WOODS, 2005).
In Figure 3 below, it is possible to identify the ‘automation paradox’. Aimed to reduce the possibility of failures, the system is increased or receives adaptations to improve its functionalities. With it, the complexity of several available tasks is expanded, increasing the requirements from the operators/pilots at the same rate. If these individuals do not have the necessary preparation to deal with the applications from the complex systems, they are subject to not being able to handle unexpected failures, which will cause consequences that are also unexpected, leading to a new reassessment of the system and to a possible increase in its functionalities.

The pilot, more than an aircraft operator, becomes a manager and supervisor of modern and complex systems (BHANA, 2010).
Thus, the challenge is to promote an efficient, useful and effective training in order to enable a pilot to comprehend and foresee the automation peculiarities, its nuances and limitations, and to incorporate this wide range of knowledge to the series of cockpit designs, the different features of each type of aircraft, the integrated control systems of the aircraft and to the procedures standardized by companies, and also to group these features to the fact of operating in an environment other than the natural one – the air environment.
In order to respond to such complexity, the pilots’ training must include elements that benefit the development of competencies that help them to perform the activities of an air operation with safety and efficiency.
But how should the model for a pilot’s competencies training be? Based on the technological and social complexity, what would be the most proper training to be applied by an institution? How can one understand the competencies in the highly technological world as the aeronautical sector? Which are the necessary competencies for a safer operation of the complex technological systems in a cockpit?
The competency-based training in the pilot preparation builds on the idea that it is not possible to train for emergencies and unexpected events. However, it is possible to prepare the pilot for these situations through scenario-based (problem-solving) instruction, where key competencies must be focused in the training of the 21st-century pilot. Learning is thus based on the mobilization of superior mindsets in the face of real or simulated challenges imposed by the environment, which would result in meaningful professional learning.
With severe criticisms on the adoption of the competency-based training model in pilots’ training in Australia, by understanding it as a method that privileges the product rather than the process, that emphasizes skills at the expense of knowledge, reduces the assessment of observable behaviors and modulates the curriculum by scoring the minimum competencies to be achieved by the student as opposed to the development of more complex skills necessary for the safe operation of an aircraft, Franks, Hay and Mavin (2014) mentioned “the need for CBT to be used in a more holistic and integrated way of what the current practice in the pilots training is” (page 143). The authors argue for the importance of adding the competency concept to problem-solving and decision-making in aviation contexts/scenarios to promote higher-order cognitive skills from the beginning of the pilot training, integrating skills and knowledge, theory and practice and reinforcing the ability to transfer skills to real flight situations.
The ability to make decisions and the experience are closely related in a competency’s operationalization. Making a decision often involves some degree of improvisation, but an improvisation guided by experience and knowledge.
The main elements of competency to be covered in the multi-crew pilot training can be defined as follows: application of procedures; communication; aircraft flight path management, automation; aircraft flight path management, manual control; leadership and teamwork; problem-solving and decision-making; situational awareness and workload management.
These competencies and their respective performance criteria constitute a set of observable behaviors for a safe, efficient and effective multi-crew flight operation, according to the table below, formulated by ICAO (2013).

The essential competencies presented in the table above define the pilot’s profile for flying automated aircraft, who must also demonstrate manual control of the aircraft. In summary, the training should emphasize the need for the pilot to recognize a divergence as soon as possible and immediately take the corrective measures and decisions required to return the aircraft to the planned path, either by managing the automated system or by manually operating the aircraft.
Analyzing the competency table, it is possible to verify that the presented competencies no longer distinguish between technical (operational) and non-technical (human factor) skills, seeking to align the training content with the challenges of the automated aviation environment, such as the management of threats and errors as an advanced discussion within the CRM concept.
Those competencies demonstrate more than the transition from the “stick-and-rudder” aviation (analog paradigm) to the automated aviation (digital paradigm). They evidence the incorporation of the piloting concept from a manual aviation to a more technological one and impose new challenges on the pilot, who has a greater intellectual workload, requiring him or her a constant vigilance and a high degree of judgment for unequivocal decision-making.
In addition, the development of technologically-advanced small aircraft, known as VLJ (very light jets), has introduced a new demand in the field of pilot training in the world. Also known as single-pilot aircraft, the VLJ can be operated with a single pilot, has a maximum takeoff weight of up to 10,000 lbs. (4,540 kg) and adds technological features of larger jets such as: satellite navigation with one or more integrated GPS; flight management system and instrument panel with digital technology, which includes: moving map with information on the navigation, ground and onboard weather radar, traffic information, engine instrumentation, electronic checklist, instrument approach procedure data, etc. Moreover, these aircraft are available in the aeronautical market at affordable prices and carry up to seven passengers, which makes them an attractive option for newly qualified private or commercial pilots, or pilots with little flight experience and precarious knowledge on advanced avionics, which may contribute for faulty judgments and mistaken decision-making in emergency situations.
To that end, the VLJ have created a specific competency requirement not provided in Table 1, which is the Single-pilot Resource Management or SRM. In this concept, the pilot must develop the competency to individually manage a set of tasks effectively, becoming responsible for assessing, judging and making decisions unilaterally, which is not different from actions to be taken in class aircraft that have less complex operations but are also operated by a single pilot. Therefore, the pilot training should lead students to learn how to learn, to properly gather the most important data available, both inside and outside the cockpit, to identify possible courses of action, to assess the inherent risk of each maneuver, and to make proper decisions.
Adding this new focus to Table 1, the list of core competencies proposed by this paper would be established as follows:

The “Single Pilot Resource Management” was initially proposed by the FAA (2008) as a flight instruction technique, defined as “the art and science of managing all resources (both on board the aircraft and from external sources) available to a single pilot (prior and during flight) to ensure the successful outcome of the flight” (9-11). The single pilot resource management includes concepts such as: decision-making, risk management, task management, ground collision in controlled flight, automation, and situational awareness. However, due to the inherent characteristics of this type of instruction, it was concluded that this is, in fact, a competency whose development and training help the pilot to keep the situational awareness through the management of automation and related aircraft and navigation control tasks (FONTES, 2017).
Regarding the “commitment to learning” or “learning to learn” competency, it is intrinsically related to the “learning to do” that is present in the working world, where the knowledge capacity has become the main appreciation currency of the worker. In a world in which machines have become increasingly intelligent and the work has dematerialized itself, the workers have had to reinvent themselves, entering into a continuous process of training and developing competencies to replace traditional skills.
It is important to emphasize that this competency covers two important areas of development that are both distinct and complementary: the ability to self-learning and the ability to remain in a continuous learning process. The first is related to an individual’s ability to create learning strategies and establish connections between knowledge due to the situations experienced. The second concerns an individual’s ability to remain in a continuous training process, either through self-learning or periodic participation in qualification/training courses.
The commitment to learning may be the most valuable competency for the professional in the contemporary world, especially for those whose activities are being profoundly transformed by technology.
Final considerations
It will be difficult to find a professional training where so many sciences are involved as it occurs with the pilot profession. Physics, with aerodynamics and transportation theory; math, with its logical reasoning; cartography and geography through navigation; meteorology and climatology; management of people and conflicts, either from people or machines.
The Greeks were used to working with the idea of ‘integral man’, a concept where the subjects, as they are known today, were developed in a natural and integrated way. Without discussing the definitions and parameters of the ‘integral man’, as mentioned over the text, being a pilot requires a training so global that it allows the professional to have conditions to perform a flight valuing the technique and observing latent failures from the several systems involved in an air operation, either being related to complex technological systems or to human factors.
As observed on the aviation instruction culture, a pilot’s training is based on a paradigm linked to the number of flying hours required to develop the necessary psychomotor skills to operate an aircraft with safety and efficiency. And, for a certain reason, the so-called analog paradigm might have been considered enough for the training of these professionals.
On the other hand, with the progressive and inevitable use of technological tools for a safer, more effective and more economic aircraft operation, only the ‘stick-and-rudder’ – psychomotor – skill does not attend the needs of a profession that involves the safety of so many lives anymore.
Former documents point for minimal requirements judged as adequate for a pilot’s training, in which the motor practice was necessary and was considered enough. In an environment filled with a high technological complexity, the psychomotor skills are being shown to be inefficient, but still necessary.
Several investigations on aeronautical accidents or incidents indicate the lack of preparation from the crew in response to the malfunctioning of the flight management systems, or even the incomprehension or incorrect reading of the data provided by those equipment as the reason for these incidents or accidents.
The traditional training undoubtedly does not attend the needs of a technological reality of high complexity, such as the one configured on the aeronautical system.
Several studies, as well as the agents involved in the air system (pilots, companies’ training sectors, coordinators of the aeronautical science course, study centers linked to aviation), indicate the existence of new competencies to be developed by the pilots due to the automation present on the modern aircraft. These new competencies require cognitive skills from the pilots, added to the motor and perceptual skills, which would enable a higher safety on the flying operations.
Competency is more than a knowledge and skill. It involves opportunities for the professional to use psychological and cognitive resources to respond to contexts, either involved in personal, organizational, technological or social conflicts.
Therefore, it becomes critical to review the subject program regarding pilots’ training, as well as to implement efforts to elaborate a national curriculum which contemplates the basic competencies required to operate with control and safety in an increasingly automated aviation environment.
It is believed that technological advances in aviation will continue to happen on a large scale in this century. Therefore, research in the pilot training area must also go hand in hand with the aviation industry’s development. In this sense, this paper should only be considered as the first draft of a study that can contribute to flight safety in Brazil and in the world.
