آقای ابوالفضل انصاری، رئیس هیئت مدیره انجمن مجتمعهای تجاری چند منظوره ایران از ثبت و آغاز به کار رسمی این انجمن خبر داد. وی در مصاحبه ای با نشریه اختصاصی انجمن مجتمعهای تجاری چند منظوره ایران اعلام نمود پروانه ثبت و فعالیت این انجمن توسط اتاق بازرگانی، صنایع، معادن و کشاورزی ایران در تاریخ 12/5/1394 تحت شماره 439 صادر شده و مورخ 28/5/1394 در اداره کل ثبت شرکتها و موسسات غیر تجاری به ثبت رسیده است.
ایشان مراحل قانونی طی شده در ماههای اخیر تا آغاز به کار رسمی انجمن را اینگونه تشریح نمود: بر اساس موافقت اصولی شماره 11199/3/10/د مورخ 27/11/1393 اتاق بازرگانی، صنایع، معادن و کشاورزی ایران مبنی بر تاسیس انجمن مجتمعهای تجاری چند منظوره ایران و پیرو آگهی فراخوان منتشره در روزنامه دنیای اقتصاد مورخ 17/2/1394، نخستین مجمع عمومی موسسین انجمن مجتمعهای تجاری چند منظوره ایران، در تاریخ 28/2/1394 در محل اتاق بازرگانی، صنایع، معادن و کشاورزی ایران با حضور نمایندگان اتاق بازرگانی، صنایع، معادن و کشاورزی ایران و مشارکت افراد واجد شرایط که در دبیرخانه هیئت موسس انجمن واقع در محل اتاق ایران ثبت نام نموده بودند برگزار شد. از جمله مصوبات اولین مجمع عمومی انجمن میتوان به تصویب اساسنامه انجمن، تعیین ورودیه و حق عضویت سالیانه و انتخاب روزنامه کثیر الانتشار جهت درج آگهی های مربوطه اشاره نمود. از دیگر مصوبات نخستین مجمع عمومی، انتخاب اعضای اصلی و علی البدل هیئت مدیره برای مدت مسئولیت سه ساله و بازرس اصلی (آقای اسحاق اصغری) و بازرس علی البدل (آقای توفیق بهجت پور) برای مدت یکساله و قبول مسئولیت ایشان بود. نخستین جلسه هیئت مدیره منتخب انجمن مجتمعهای تجاری چند منظوره ایران نیز در تاریخ 10/5/1394 در محل معاونت تشکل های اتاق ایران تشکیل شد که از جمله مهمترین مصوبات آن میتوان به انتخاب سمت های اعضای هیئت مدیره و انتخاب دبیر کل انجمن اشاره کرد. در نخستین جلسه رسمی هیئت مدیره انجمن مجتمعهای تجاری چند منظوره ایران، آقای ابوالفضل انصاری به سمت رئیس هیئت مدیره، آقای مسعود صرامی به سمت نائب رئیس اول هیئت مدیره، آقای سید جواد موسوی به سمت نائب رئیس دوم، آقای حمیدرضا کوروش فر به سمت خزانه دار و عضو هیئت مدیره و آقای کیوان اقبالیان به سمت منشی و عضو هیئت مدیره انتخاب و آقای محمدرضا نظری به سمت دبیر کل انجمن تعیین شده و قبول سمت نمودند در همین جلسه، محل اقامتگاه قانونی انجمن مجتمعهای تجاری چند منظوره ایران، تهران- میدان آرژانتین- خیابان بخارست- کوچه دهم- پلاک 8- طبقه پنجم تعیین شد.
آقای ابوالفضل انصاری، رئیس هیئت مدیره انجمن مجتمعهای تجاری ایران از جمله مهمترین اهداف انجمن، تلاش برای ساماندهی فعالیت ذینفعان مرتبط با صنعت مجتمعهای تجاری چند منظوره و صنعت خرده فروشی جهت بهبود کیفیت خدمت رسانی اعضا و بالتبع، ارتقای این صنعت در کشور عنوان نمود و در خصوص ساز و کار اجرایی دبیرخانه، از تشکیل نه کارگروه تخصصی ذیل دبیرخانه انجمن خبر داد. کمیته های تخصصی انجمن مجتمعهای تجاری چند منظوره ایران به نقل از رئیس هیئت مدیره انجمن مجتمعهای تجاری چند منظوره ایران (آقای ابوالفضل انصاری) عبارتند از: 1) کمیته خرده فروشی 2) کمیته بین الملل 3) کمیته حقوقی 4) کمیته گردشگری 5) کمیته آموزش 6) کمیته رسانه و ارتباطات 7) کمیته استانداردسازی 8) کمیته حمایت از مسئولیت اجتماعی 9) کمیته عضویت
رئیس هیئت مدیره انجمن مجتمعهای تجاری چند منظوره ایران در اشاره به مهمترین اولویتهای دبیرخانه انجمن به شروع فراخوان عضوگیری اشاره کرد و از آغاز گسترده ارتباطات بین المللی این انجمن خبر داد. وی توجه ویژه به مقوله آموزش را از اولویتهای اصلی انجمن خواند و خبر از انتشار نخستین کتاب سه جلدی راهنمای جامع مدیریت مجتمعهای تجاری چند منظوره با حمایت انجمن مجتمعهای تجاری چند منظوره ایران در چند ماه آتی داد.
رئیس هیئت مدیره انجمن مجتمعهای تجاری چند منظوره ایران (آقای ابوالفضل انصاری) در اهمیت این اماکن اینطور تشریح نمود که بازار و صنعت فروشگاهی (خرده فروشی) هر کشور ویترین سلامت و رونق اقتصادی آن کشور است و اصناف فروشگاهی که بدنه و ساختار بازار را شکل میدهند یکی از پایه های هر اقتصادی هستند. تجربه اقتصادی دهه های اخیر حکایت از جایگاه ویژه صنعت ساخت در تحرک اقتصادی در ایران داشته و مجتمعهای تجاری چند منظوره، تلاقیگاه دو بازیگر اصلی اقتصاد ایران یعنی صنعت ساخت و صنایع فروشگاهی هستند. وی در ادامه به ظرفیتهای بیشمار مجتمعهای تجاری چند منظوره در جذب سرمایه گذاریهای خارجی و تاثیر چشمگیر آنها در ایجاد اشتغال مستقیم و غیر مستقیم و ایجاد تحرک اقتصادی در شرایط پسا تحریم اشاره کرد.
ایشان در اهمیت آثار فعالیت مجتمعهای تجاری چند منظوره اینطور عنوان نمودند که به دلیل تنوع نیازهایی که این اماکن از مراجعین خود برآورده میسازند آثار متعددی از فعالیت این اماکن ایجاد شده که بهره گیری هوشمندانه از این ظرفیت خواهد توانست فرصت های زیادی را در جمهوری اسلامی ایران شکوفا نماید. وی اینطور عنوان کرد که از جمله آثار، تاثیر فرهنگی این اماکن است چرا که انبوهی از جمعیت روزانه به این مراکز مراجعه کرده و لاجرم تحت تاثیر پیامهای متعدد مجتمعهای تجاری قرار میگیرند. از دیگر آثار فعالیت مجتمعهای تجاری چند منظوره، تاثیر اقتصادی آنهاست چرا که تحرک حلقه های پایانی زنجیره عرضه به رونق در بخش تولید و توزیع و حرکت سالم جریان اقتصاد منجر میگردد. وی از دیگر آثار فعالیت مجتمعهای تجاری به تاثیر این اماکن در رونق صنعت گردشگری اشاره کرد و تاکید نمود که یکی از جاذبه ها و مقاصد گردشگری که به رونق صنعت توریسم هر کشور کمک میکند مجتمعهای تجاری هستند.. از دیگر آثار فعالیت مجتمعهای تجاری چند منظوره که دبیر کل انجمن مجتمعهای تجاری چند منظوره ایران از آن نام برد، مجتمعهای تجاری در نقش رسانه بود. وی فضای مجتمعهای تجاری را به دلیل مخاطبین زیادی که هر روز در مواجهه با این محیط قرار دارند رسانه ای قدرتمند توصیف نمود.

Translation - English The Official Formation of Iranian Council of Shopping Centers (IRICSC)
The official formation of Iranian Council of Shopping Centers (IRICSC) was announced by Aboulfazl Ansari, the chairman of this council. In an interview with the official journal of ICSC, Ansari declared that the activity license of this council, numbered 439 by Iran Chamber of Commerce, Industry, Mines and Agriculture (ICCIMA), was issued on August 3rd 2015 and registered in Company Registration General Office on August 19th 2015.
He explained the legal process gone through during the past few months as follows: Based on the principle No. 11199/3/10/D dated February 16, 2015, in the ICCIMA on the establishment of Iranian Council of Shopping Centers (IRICSC) and following the call published in Donya-e-Eqtesad Newspaper dated May 7, 2015, the first general assembly of the founders of the Council was held on May 18th 2015 at the ICCIMA. The representatives of the ICCIMA and the individuals enrolled for the assembly took part in this assembly. Among the resolutions passed by the first General Assembly of the IRICSC are the laws of the council, the settlement of the entrance and annual membership fee, and the selection of a widely-read paper for publishing the relevant ads. Other resolutions include the selection of the main and alternate members of the board of directors for a three-year period, the main inspector (Isaac Asqari) and the alternate inspector (Mr. Tofiq Behjatpour) for a period of one year. The first meeting of the board of directors of the IRICSC was held at the Ceremonies Department of the ICCIMA on August 1st 2015. Of the most important resolutions passed in this meeting are deciding on the positions of the members of the board and the selection of the Council Secretary General.
At the first official meeting of the board of directors of IRICSC, Aboulfazl Ansari was elected as the board chairman, Masood Sarrami as the first deputy chairman of the board, Seyyed Javad Mousavi as the second deputy, Hamid Reza Kouroshfar as the treasurer and a member of the board, Keyvan Eqbalian as the clerk and a member of the board and Mohammad Reza Nazari as the Secretary General of the Council. In this meeting, the headquarters of the Council was approved to be located in: 8 Tenth Alley, Bokharst St, Argentina Sq, Tehran, Iran.
According to Ansari, the chairman of the board of directors, the main objective of the Council is the attempt to organize the activities of the shareholders of Shopping Centers industry and retail industry in order to improve the quality of members’ service provision and consequently promote this industry in the country. He also elaborated on the executive set-up of the Secretariat of the Council, and the formation of nine specialized committees within the Secretariat. According to Ansari, the specialized committees of IRICSC are as follows:
1) The Retail Committee
2) The International Committee
3) The Legal Committee
4) The Tourism Committee
5) The Education Committee
6) The Media and Communications Committee
7) The Standardization Committee
8) The Social Responsibility Committee
9) The Membership Committee
Ansari set the priorities of the Secretariat of the Council as the call for registration and the extension of international relations. He also put education among the top priorities of the Council announcing the upcoming release of the first three-volume Comprehensive Guide on Managing Shopping Centers with the support of IRICSC.
The chairman of IRICSC explained that such centers are important because the store industry (retail industry) is an indication of the safety and prosperity of the economy of the nation other than being one of the foundations of the economy. He also added that the economic experience of the recent decades highlights the special position of the manufacturing industry in the economic mobility of Iran leading the shopping centers to be the result of the interplay between the two main players of Iran's economy, namely manufacturing industry, and retail industry. He also pointed out that the enormous potential of shopping centers can bring the country the attraction of foreign investments and have a significant impact on offering employment opportunities directly or indirectly and further create economic mobility in the post-sanctions era.
Considering the importance of the impacts of shopping centers, he stated that due to the variety of needs met in such centers, they have been influential in many ways and they also have the potential to turn the Islamic Republic of Iran into a land of opportunity if used wisely. Among the impacts of these centers, he mentioned the cultural influence. He took the view that since many people go to these centers, they would undoubtedly get influenced by the cultural messages of these complexes. Among other impacts of these centers is their economic influence since the mobility of the final circles of the supply chain results in an improvement in the production and distribution sectors and subsequently has the economy to be put on the right track. He mentioned the improvement in tourism industry as one of the other impacts of these shopping centers and emphasized that one of the tourism attractions that can help the tourism industry thrive is the shopping centers. Acting as mass media was another role assumed for the centers by the Secretary General of IRICSC because of the large number of people going to these centers every day. The Secretary General of the Council mentioned Iran Mall, Mashhad Mall, Tehran Megamall, Isfahan City Center, Iranian Land, Palladium Mall, Furniture Markets, Iran Mobile, and Tabriz Laleh Park to be among the founding members of Iranian Council of Shopping Centers (IRICSC).
