Production in Education

In this essay Rubén A. Gaztambide-Fernández uses a discursive approach to argue
that mainstream arts in education scholarship and advocacy construes “the arts”
as a definable naturalistic phenomenon that exists in the world and is available to
be observed and measured. In the course of his analysis, he examines how this construction
is employed through what he calls the rhetoric of effects as part of the
mainstream discourses used in arts in education research today. He describes how
this positivistic rhetoric masks the complexity of those practices and processes associated
with the arts, limiting the possibilities for productively employing such practices
in education. In addition, he explores how discourses of the arts both arise out
of and continually reify hierarchical conceptions of artistic practices in education
and broader society. He concludes by proposing an alternative rhetoric of cultural
production, arguing that moving toward this new way of understanding practices
and processes of symbolic creativity is critical for expanding our vision for the arts
in education.

Source text - English Approximately one hundred million people in over 55 countries depend on artisanal small-scale mining (ASM) for their livelihood. The vast majority of these countries are situated in Africa, Asia, and Latin America. It is estimated that ASM activities account for between 20 and 30% of the annual global gold production. This occupation involves an estimated 10 to 15 million miners, including 4.5 million women and 1 million children. ASM operations are typically reliant on rudimentary methods and technology, and are often performed by miners who lack economic capital. Thus, many ASM activities operate in an informal economic sector, in many cases illegally, and are poorly organised. As mercury-gold amalgamation is an inexpensive, efficient and simple gold extraction method, it is the most common method employed in ASM. It is anticipated that mercury consumption and demand in the ASM sector will reach a historically unprecedented level.
Current mercury amalgamation practices in ASM result in the discharge of 1,000 tonnes per annum of mercury equivalent to one third of the total global anthropogenic mercury release to the environment. Indeed, considering all uses of mercury such as in batteries, and in chlorine factories, this is the largest source of mercury intentionally discharged to the environment. In addition to the severe occupational hazards associated with mercury use, ASM has generated thousands of polluted sites with impacts extending far beyond local ecological degradation. Serious long-term environmental health hazards to populations living in, near or downstream of mining operations have arisen. In addition to localised pollution impacts, air emissions and tailings discharge contaminate international air and water bodies.
The Global Mercury Project (GMP), an initiative of the United Nations Industrial Development Organization (UNIDO), was launched in 2002, with financial support from the Global Environment Facility (GEF), and was co-financed by partner countries and civil society. Several countries participated in this pilot programme, including Brazil, Indonesia, Lao People’s Democratic Republic, Sudan, Tanzania and Zimbabwe. Over the past five years, the GMP has worked with governments, non-governmental organisations (NGO’s), industry, and community stakeholders to remove existing barriers that prevent the introduction of cleaner artisanal gold mining extractive technologies.
