Source text - English O planeamento escolar na Escola Industrial e Comercial do Mindelo/ GDC/EICM-GDC (objeto deste estudo) é tema do presente trabalho, motivado pelo exercício docente da A. - de modo a poder contribuir, identificando as lacunas a esse nível inerentes às práticas, para a construção de um paradigma no domínio do planeamento educativo cabo-verdiano - e pela escassez de estudos sobre o mesmo existente atualmente em Cabo Verde. A relevância e a pertinência do tema está baseada nas sucessivas Reformas do Sistema Educativo Cabo-verdiano e justifica-se desde o ponto de vista teórico, prático, metodológico e social no respeitante ao Planeamento e Gestão Escolar eficazes, efetivas e eficientes em Cabo Verde. O problema enunciado na seguinte pergunta de partida - Que relação existe entre a gestão praticada e os normativos? - tem estado no centro das discussões atuais sobre o planeamento escolar. Conhecer o tipo de relação entre a gestão praticada na EICM-GDC e os normativos é o objetivo geral; identificar os procedimentos de elaboração da planificação administrativa e financeira da referida escola e analisar os processos de planificação pedagógica e didática da EICM-GDC os específicos. Para tanto procedeu-se à revisão dos conceitos de organização, gestão escolar e planeamento de acordo com as teorias e modelos organizacionais. A metodologia quanti-qualitativa foi a escolhida neste estudo por possibilitar um maior número de informações e condições para ampliar os estudos e o estudo de caso como método, com recurso à entrevista, questionários para a coleta de dados aos quais se aplicou a análise de conteúdo e documental. O resultado desta análise confirmou o estado atual do planeamento e possibilitou concluir que a gestão da EICM carece da adoção do planeamento enquanto ferramenta operativa, funcional em articulação com os diversos níveis de gestão.
Translation - Portuguese The school planning at the Industrial and Commercial School of Mindelo - GDC / EICM-GDC (subject of this study) is the theme of this study, motivated by the teaching exercise of A. - in order to contribute, identifying the gaps inherent to these practices, for the construction of a paradigm in the field of educational planning in Cape Verde - and for the currently scarcity of studies on the matter in Cape Verde. The relevance and pertinence of the theme is based on subsequent Reforms of the Cape Verdean Educational System and is justified from the theoretical, practical, methodological and social point of view regarding successful, effective, and efficient School Planning and School Management in Cape Verde. The stated problem in the following question - What is the relationship between management and regulation? - has been at the centre of current discussions about school planning. Knowing the type of relation between the management practices in use at EICM-GDC and the normative is the general objective; identify the procedures for the preparation of the administrative and financial planning of that school and study the pedagogical and didactic planning processes of the EICM-GDC the specific ones. For this, the concepts of organization, school management and planning were revised according to organizational theories and models. The quantitative-qualitative methodology was chosen in this study because it allows a greater number of information and conditions to extend the studies and the case study as a method, using interview and questionnaires for data collection to which the content and documentary analysis was applied. The result of this analysis confirmed the current state of planning and made it possible to conclude that the management of EICM requires the adoption of planning as an operative and functional tool in articulation with the different levels of management.
