Between 21 and 40 days after the petition is filed, the case trustee (described below) will hold a meeting of creditors. If the U.S. trustee or bankruptcy administrator* schedules the meeting at a place that does not have regular U.S. trustee or bankruptcy administrator staffing, the meeting may be held no more than 60 days after the order for relief. Fed. R. Bankr. P. 2003(a). During this meeting, the trustee puts the debtor under oath, and both the trustee and creditors may ask questions. The debtor must attend the meeting and answer questions regarding the debtor's financial affairs and property. 11 U.S.C. § 343. If a husband and wife have filed a joint petition, they both must attend the creditors' meeting and answer questions. Within 10 days of the creditors' meeting, the U.S. trustee will report to the court whether the case should be presumed to be an abuse under the means test described in 11 U.S.C. § 704(b).
It is important for the debtor to cooperate with the trustee and to provide any financial records or documents that the trustee requests. The Bankruptcy Code requires the trustee to ask the debtor questions at the meeting of creditors to ensure that the debtor is aware of the potential consequences of seeking a discharge in bankruptcy such as the effect on credit history, the ability to file a petition under a different chapter, the effect of receiving a discharge, and the effect of reaffirming a debt. Some trustees provide written information on these topics at or before the meeting to ensure that the debtor is aware of this information. In order to preserve their independent judgment, bankruptcy judges are prohibited from attending the meeting of creditors. 11 U.S.C. § 341(c).
In order to accord the debtor complete relief, the Bankruptcy Code allows the debtor to convert a chapter 7 case to a case under chapter 11, 12, or 13 (6) as long as the debtor is eligible to be a debtor under the new chapter. However, a condition of the debtor's voluntary conversion is that the case has not previously been converted to chapter 7 from another chapter. 11 U.S.C. § 706(a). Thus, the debtor will not be permitted to convert the case repeatedly from one chapter to another.

* In North Carolina and Alabama, bankruptcy administrators perform similar functions that U.S. trustees perform in the remaining 48 states. These duties include establishing a panel of private trustees to serve as trustees in chapter 7 cases and supervising the administration of cases and trustees in cases under chapters 7, 11, 12, and 13 of the Bankruptcy Code. Si el lugar de la convocatoria designado por el síndico federal o el administrador concursal* no contara con personal fijo de tales sindicaturas o administraciones, el plazo para llevar a cabo la reunión no podrá ser superior a 60 días contados a partir de la declaración de quiebra. Art. 2003, inc. a) del Reglamento Judicial Federal de Procesos Concursales. En esta reunión, el síndico toma juramento al deudor, y tanto los acreedores como el propio síndico pueden realizar preguntas. El deudor debe asistir a la reunión y responder preguntas acerca de su situación financiera y sus bienes. Art. 343 de la Ley Federal de Procesos Concursales. Es importante que el deudor coopere con el síndico y le facilite todos los registros financieros o cualquier otro documento que le solicite. La Ley Federal de Procesos Concursales exige que durante la reunión de acreedores el síndico formule preguntas al deudor a fin de asegurarse de que conoce las posibles consecuencias de procurar su liberación patrimonial a través de un proceso concursal, p. ej. los efectos sobre sus antecedentes crediticios, la posibilidad de solicitar la apertura de otros procedimientos previstos en la Ley Federal de Procesos Concursales, las consecuencias de ser liberado de sus deudas, y las implicancias de celebrar un acuerdo concursal con un acreedor obligándose al pago de un crédito por fuera del concurso. Algunos síndicos brindan información sobre estos temas por escrito durante la reunión de acreedores o con anterioridad a ella para asegurarse de que el deudor esté informado. Con el objeto de preservar su independencia de criterio, los jueces con competencia concursal tienen prohibido asistir a las reuniones de acreedores. REGLAMENTO DE PROCEDIMIENTOS PARA LA CONTRATACION
DE BIENES, OBRAS Y SERVICIOS DE LA
AUDITORÍA GENERAL DE LA NACIÓN
TITULO I
DISPOSICIONES GENERALES
ARTICULO 1. OBJETO Y AMBITO DE APLICACION. El presente régimen tiene por objeto reglamentar el Decreto delegado N° 1023/2001 (Régimen de Contrataciones del Estado) dictado en virtud de la ley N° 25.414 y será de aplicación a todos los procedimientos de contratación en los que sea parte la Auditoría General de la Nación.
ARTICULO 2. CONTRATOS COMPRENDIDOS. Se regirán por este Reglamento los contratos de compraventa, suministro, servicios y locaciones que celebre la Auditoría General de la Nación y todos aquellos contratos no excluidos expresamente.
ARTICULO 3. CONTRATOS EXCLUIDOS. Quedan excluidos los siguientes contratos:
a) Los de empleo público.
b) Las compras por Caja Chica.
c) Los que se celebren con Estados extranjeros, con entidades de derecho público internacional o con instituciones multilaterales de crédito.
d) Los que se financien con recursos provenientes de los Estados o de las entidades a que se hace mención en el inciso anterior, sin perjuicio de la aplicación supletoria de las disposiciones del presente Reglamento cuando así se establezca.
e) Los contratos de profesionales independientes en el marco del artículo 64 de la ley N° 11.672 (t.o. 2005) y Resolución N° 137/93, 40/95 AGN y Disposición N° 164/95, 10/06-AGN.
ARTICULO 4. CRITERIOS DE SELECCION DEL COCONTRATANTE. La adjudicación deberá realizarse en favor de la oferta más conveniente para la Auditoría, teniendo en cuenta el precio, la calidad, la idoneidad del oferente y demás condiciones de la oferta.
Cuando se trate de la compra de un bien o de la contratación de un servicio estandarizado o de uso común cuyas características técnicas puedan ser inequívocamente especificadas e identificadas, se entenderá, en principio, como oferta más conveniente, la de menor precio.
En materia de preferencias se estará a lo que disponga la normativa vigente en cada caso.
ARTICULO 5. FORMALIDAD DE LAS ACTUACIONES. Deberán realizarse mediante el dictado del acto administrativo respectivo, con los requisitos establecidos en el artículo 7° de la Ley 19.549 y sus modificatorias, como mínimo las siguientes etapas, sin perjuicio de otras que por su importancia así lo hicieran necesario:
a) La convocatoria y la elección del procedimiento de selección.
b) La aprobación de los Pliegos de Bases y Condiciones Particulares.
c) La declaración de que el llamado hubiere resultado desierto o fracasado.
d) La preselección de los oferentes en la licitación con etapa múltiple.
e) La aplicación de penalidades y sanciones a los oferentes y/o adjudicatarios.
f) La aprobación del procedimiento de selección y la adjudicación.
g) La determinación que deje sin efecto el procedimiento.
h) La revocación de los actos pertinentes del procedimiento de contratación.
i) La suspensión y la rescisión del contrato.

REGULATION FOR THE PROCUREMENT OF PROPERTY, WORKS AND SERVICES OF THE ARGENTINE OFFICE OF THE AUDITOR GENERAL [AGN for its acronym in Spanish]
CHAPTER I
GENERAL PROVISIONS
SECTION 1. PURPOSE AND SCOPE OF APPLICATION. This regulation is intended to implement Executive Order No. 1023/2001 (National Public Procurement Rules) as enacted under the authority delegated by Law No. 25414. This regulation shall apply to all procurement processes to which the Office of the Auditor General is a party.
SECTION 2. CONTRACTS TO WHICH APPLICABLE. These Rules shall govern all contracts for purchases, supplies, services, works and leases of property entered into by the Office of the Auditor General, as well as any other contracts not expressly excluded.
SECTION 3. EXCLUDED CONTRACTS. The following contracts shall be excluded from the application of these rules:
a) Public employment contracts
b) Petty cash purchases
c) Contracts entered into with foreign Governments, international public entities or multilateral lending institutions.
d) Contracts funded with resources from any of the Governments or entities mentioned in the previous subsection. This is without prejudice to the application of these rules in default of specific provisions elsewhere established, where so provided.
e) Contracts involving independent professionals under section 64 of Law No. 11672 (as re-stated in 2005) and Resolution No. 137/93, 40/95 AGN and Order No. 164/95, 10/06-AGN.
SECTION 4. CRITERIA FOR SELECTING CONTRACTORS. Contracts shall be awarded to the bid most advantageous to the Office of the Auditor General taking into consideration prices, quality, bidders' qualifications and any other terms of the bids.
In the case of contracts for the procurement of property or services that are standardized or in common use and whose technical features may be unequivocally specified and identified, the lowest-price bid shall, in principle, be deemed to be the most advantageous.
Preferences shall be subject to the provisions of the laws, rules and regulations in force as appropriate.
SECTION 5. FORMAL REQUIREMENTS. Procurement processes shall include at least the stages set out below. Such stages shall be implemented under an administrative resolution adopted to that effect, which shall be in compliance with the requirements set forth in section 7 of Law 19549 as amended. The foregoing is without prejudice to any other stages that may be deemed necessary based on the relevance thereof.
a) Call for bids and determination of the selection criteria.
b) Approval of the specific bidding terms and conditions.
c) Declaration that no bids were submitted or accepted.
d) Pre-selection of bidders in multiple-stage procurement processes.
e) Imposition of penalties and sanctions on bidders and/or awardees.
f) Approval of the selection procedure and the award.
g) Decision to cancel the procurement process.
h) Revocation of the relevant resolutions adopted as part of the procurement process.
i) Suspension and termination of the contract.
