Source text - English For many years the banks themselves decided what reserve ratio constituted a safe proportion of currency to hold against their demand deposits. Today, however, most large banks are members of the Federal Reserve, a central banking system established in 1913 to strengthen the banking activities of the nation. Under the Federal Reserve System, the nation is divided into twelve districts, each with a Federal Reserve Bank owned by the member banks of its district. In turn, the twelve Reserve Banks are themselves coordinated by a seven-member Federal Reserve Board in Washington. Since the President, with the advice and consent of the Senate, appoints members of the board for fourteen-year terms, they constitute a body that has been purposely established as an independent monetary authority. One of the most important functions of the Federal Reserve Board is to establish reserve ratios for different categories of banks, within limits set by Congress. Historically these reserve ratios have ranged between 13 and 26 percent of demand deposits for city banks, with a somewhat smaller reserve ratio for country banks. Today, reserve ratios are determined by size of bank and by kind of deposit, and they vary between 18 percent for the largest banks and 8 percent for the smallest. The Federal Reserve Board also sets reserve requirements for time deposits (the technical term for savings deposits). These range from 1 to 6 percent, depending on the ease of withdrawal. A second vital function performed by the Federal Reserve Banks is that they serve their member banks in exactly the same way as member banks serve the public. Member banks automatically deposit in their Federal Reserve accounts all checks they get from other banks. As a result, banks are constantly clearing their checks with one another through the Federal Reserve System, because their depositors are constantly writing checks payable to someone who banks elsewhere. Meanwhile, the balance that each member bank maintains at the Federal Reserve—its “checking account” there— counts as part of its reserves against deposits, just like the currency in its tills.

Source text - English One of the reasons for the mystification that obscures economics is the vocabulary it employs. Not only does it use common, ordinary words, such as saving or investing, in ways that are not exactly the way we use them in everyday talk, but it leans on barbarous and intimidating terms like macroeconomics or gross national product. It would be nice if we could purge economics of its jargon, but that would be like asking doctors to tell us about our troubles in plain English. Instead, we must learn to speak a certain amount of economics—that is, to become familiar with, and easy about, some of the basic terms in which economists tell about our economic condition. One of these is that odd word “macroeconomics”. It comes from the Greek macro, meaning big, and the implication is that macro-economics therefore grapples with very big problems. It does, including such problems as inflation and recession and unemployment and economic growth. But that is not what distinguishes macro from its brother, microeconomics, whom we will meet later. Rather, macroeconomics refers to a perspective, a vantage point, that throws into high relief certain aspects of the economic system. What does the economy look like from the macro perspective? The view is not unlike that which we have gained in the chapters just past. We look down on the economy, as from a plane, to see it as a vast landscape populated by business firms, households, government agencies. Later, when we take up the micro perspective, we will examine the selfsame landscape from a worm’s-eye, rather than a bird’s-eye view, with surprising changes in the features of the landscape that spring into sharp focus. The purpose of looking down on the economy from the macro vantage point is that it allows us to see, more clearly than from ground level, a process of crucial and central importance. This is the ceaseless activity of production on a national scale, the never-ending creation and re-creation of the wealth by which the country replenishes and renews and expands its material life.

Source text - English We begin our assessment of opportunities for participation in the U.S. energy, transport, and water-related infrastructure sectors by estimating the required capital investment needs for these sectors for the years 2013 through 2030. We chose these three segments for their size, definable needs, and past openness to foreign participation. Importantly, in all cases we project minimum floor levels of required investment using conservative assumptions and cover only those subsectors least likely to give rise to controversy.
We do not, for example, estimate the amount of investment required to adapt to the likely impacts of climate change; doing so would have resulted in much higher numbers, but may have distracted attention from the principle message of this study—that U.S. infrastructure needs are huge and offer plenty of room for major growth in foreign participation—by inviting side debates about climate science. We thus estimate capital investment for only those subsectors of energy, transport, and water-related infrastructure offering reliable economic data, third-party analysis, and general consensus among experts.
The report’s qualitative analysis discusses additional components of energy, transport, and water-related infrastructure not included in our quantitative floor estimates. We discuss, for example, the Chicago parking meter lease and concession, yet we have excluded parking from our projections of transport investment needs due to the absence of solid forecasting data. We also address opportunities in the renewable energy space, though we have similarly excluded renewable energy from our investment projections, given the small percentage that renewables currently represent in the U.S. energy mix, the speed of technological change, and the significance and uncertainty of policy support for the sector.
