Source text - Vietnamese Khu phố cổ Hà Nội đã tồn tại 13 thế kỷ, có các mẫu kiến trúc đặc trưng gồm kiến trúc nhà cổ truyền thống Việt Nam, kiến trúc Trung Hoa, kiến trúc Pháp và kiến trúc thời bao cấp 1954 -1989.
Phố cổ Hà Nội có các phố nghề và nhiều di tích tôn giáo, lịch sử, văn hóa.
Theo Sở Quy hoạch Kiến trúc Hà Nội, phố cổ Hà Nội có 550 công trình có giá trị, trong đó có 215 công trình có giá trị đặc biệt.
Tuy nhiên, không gian khu phố cổ đang có nhiều biến động. Nhiều ngôi nhà trăm năm tuổi đã và đang bị xuống cấp nghiêm trọng.
Nhiều hộ dân tự ý phá bỏ nhà cũ để xây nhà bê-tông cao tầng.
Nhan nhản nhà mặt phố có chuồng cọp xen lẫn nhà cao bảy, tám tầng với kiến trúc, màu sắc lạ.
Nhiều trong số các công trình được coi có giá trị cũng đã biến dạng nhiều.
Trong khi đó, công cuộc bảo tồn và tôn tạo di tích phố cổ lại triển khai rất chậm chạp.
Suốt hơn chục năm trời chỉ có bốn công trình đơn lẻ được tôn tạo.
Năm 2010, nhờ có sự hỗ trợ của thành phố Tu-lu-dơ (Pháp), dự án bảo tồn mặt ngoài hơn 50 mét phố Tạ Hiện được thực hiện.
Kiến trúc Pháp thường được xem như một di sản của Hà Nội.
Các công trình tiêu biểu nhất, hiện vẫn đóng vai trò quan trọng về công năng, là Nhà hát Lớn, Nhà Thờ Lớn, Phủ Chủ tịch (trước là dinh Toàn Quyền Pháp ở Đông Dương), trụ sở Bộ Ngoại giao, Ngân Hàng Nhà nước (trước là Ngân Hàng Đông Dương), Bảo tàng Lịch sử, Bảo tàng Mỹ thuật, Khách sạn Metropole.
Hơn 3000 biệt thự mang phong cách kiến trúc nhiều vùng nước Pháp được xây cất dọc các phố “Tây” (bao gồm khu nhượng địa, thành cũ và nam hồ Hoàn Kiếm) từ cuối thế kỷ 19 đến giữa thế kỷ 20.
Ngày nay, các công trình cao tầng và các ngôi nhà giả phong cách Pháp làm khu phố Pháp trở nên khó nhận diện.
Những hàng rào thấp dọc các con phố, những màu sắc tiêu biểu – tường vàng và cửa gỗ màu xanh – cũng bị thay đổi và che lấp bởi các biểu hiệu quảng cáo.
Hiện Sở Quy hoạch Kiến trúc Hà Nội với sự giúp đỡ của vùng Île-de-France đang triển khai dự án bảo tồn khu phố này.
Một nét kiến trúc mới đáng lo của Hà Nội là các căn nhà siêu mỏng, siêu méo trên các tuyến đường mới mở. Cái nhô ra, cái thụt vào, cái nằm chéo với mặt đường. Một số ngôi nhà 5 tầng, với diện tích mặt bằng chưa đầy 10 m2.
Chính quyền thành phố đã ra nhiều nghị quyết chống nhà siêu mỏng. Tuy nhiên, số nhà siêu mỏng tiếp tục tăng theo số km đường mới mở.
Nhiều đường phố mới khá rộng, nhưng nhà cửa hai bên đường lại nhỏ bé, lộn xộn, thiếu thẩm mỹ.
Hàng trăm nhà chung cư 4 hoặc 5 tầng được xây dựng thời bao cấp nay đã cũ nát, mất an toàn. Một số đang trong tình trạng sụp đổ bất cứ lúc nào.
Chính quyền thành phố đã có chủ trương phá dỡ các chung cư nguy hiểm để xây chung cư cao tầng hiện đại. Tuy nhiên, đến nay mới chỉ có vài chục dự án thành công.
Trong 10 năm qua, nhiều khu đô thị mới đã xuất hiện, cung cấp chỗ ở cho hơn 1 triệu dân, tạo nên một dáng vẻ mới cho thành phố.
Tuy nhiên, nhiều khu đô thị mới có lối kiến trúc và các yếu điểm giống nhau. Mỗi khu thường bao gồm các nhà cao tầng, nhiều nhà 3-4 tầng liền kề và đơn lập, mật độ xây dựng cao, thiếu công viên, cây xanh, mặt nước, trường học, bãi đỗ xe, nước sạch.
Ách tắc giao thông và úng ngập thường xuyên xảy ra tại một số khu đô thị mới.
Đặc biệt, một số lượng lớn nhà 3-4 tầng liền kề và đơn lập xây dở dang hoặc chưa hoàn thiện mặt ngoài, tạo nên sự nham nhở khó coi.
Một điều tra sơ bộ của một nhóm phóng viên cho biết có tới trên 50000 căn bị “bỏ hoang” tại hầu hết các khu đô thị mới.
Từ năm 1996, Hà Nội ngày càng có nhiều các khách sạn hạng sang, các trung tâm thương mại, các tòa công sở và chung cư cao tầng hiện đại. Chúng mang lại sự đa dạng kiến trúc và diện mạo mới cho thành phố.
Các khách sạn 5 sao trong thanh phố đều là các công trình kiến trúc đạt đẳng cấp quốc tế. Một số tòa nhà trung tâm thương mại, văn phòng và chung cư là các điểm sáng kiến trúc.
Tuy nhiên, đi trên đường phố hay nhìn từ trên cao, người ta dễ dàng nhận thấy sự vá víu, thụ động, khập khễnh, bất hợp lý trong quy hoạch và kiến trúc của thành phố.
Gần như toàn bộ các dự án xây dựng tại các quận nội thành đều khởi nguồn từ nhà đầu tư có đất, thay vì từ quy hoạch như ở các nước tiên tiến.
Nhà đầu tư mua gom vài nghìn mét vuông đất, rồi lập dự án xây dựng một tòa nhà văn phòng, khách sạn hay chung cư cao tầng, và vận động chính quyền phê duyệt.
Sự thể này đã gây ra nhiều vấn đề nan giải trong quản lý đô thị, giao thông và cảnh quan.
Một số dự án xây nhà cao tầng quanh Hồ Hoàn Kiếm và trong một số công viên đã trở thành đề tài tranh cãi gay gắt.
Một bên là các nhà đầu tư và quan chức hậu thuẫn dự án; một bên là những người muốn bảo vệ cảnh quan và lợi ích công cộng.
Trước sự phản ứng mạnh của dư luận, chính quyền thành phố đã phải đình chỉ các dự án này và ra quy định về chiều cao công trình xây dựng tại quận Hoàn Kiếm và trong các vành đai 1, 2.
Translation - English Hanoi old quarter has existed for 13 centuries. It involves architecture works belonging to the architecture of Vietnamese traditional housing, the Chinese architecture, the French architecture and the architecture emerging in the period of pursuing the command economy 1954 – 1989.
Hanoi’s old quarter consists of many guild streets and religious, historical and cultural monuments.
According to Hanoi’s department of planning and architecture, Hanoi’s Old Quarter has a collection of 550 valuable structures including 215 specially valuable ones.
Nevertheless, there has been so many changes in the space of the old quarter. Many hundred-odd year-old houses have been seriously dilapidated.
Quite a few households arbitrarily demolish their old houses to build new concrete multi-floor ones.
Townhouses with steel cages protruding from their windows stand beside seven or eight-floor buildings with odd designs and colors.
While a large majority of structures in the old quarter considered to be valuable are seriously deformed, preservation and restoration activities have been dilatorily carried out.
Only 4 single structures were restored over the last 10 years.
In 2010, thanks for support of the city of Toulouse (France), the project to restore the façade of townhouses in more than 50 meters of Ta Hien street was carried out.
French architecture has been considered as one kind of tangible heritage of Hanoi.
Quite a few typical structures have been playing important roles in terms of their functions including the Grand Opera House, St Joseph Cathedral, Presidential Palace (formerly the house of French Governor – General of Indochina), Headquarters of Ministry of Foreign Affairs and the State Bank of Vietnam (formerly Indochina Bank), museum of Vietnamese History, Vietnam national museum of Fine Arts, Hanoi Metroplole Hotel.
Over 3000 villas that are??? typical of architectural styles of various regions of France were constructed along the colonial quarter (consisting of compromised area, old citadel and the southern of Hoan Kiem Lake) from the late 19th to the early 20th century.
Today, high-rise buildings and houses simulated ????French architectural style lead to confusion between newly built and original French architectural style structures.
Typical French architectural style represented by low fences along streets and featured colors –orange walls and dark green doors and windows is changed and covered by giant hoardings.
Hanoi’s department of planning and architecture with the assistance of Île-de-France has been carrying out projects to preserve the quarter.
A new worrisome type of architectural style of Hanoi is super-slim, super-crooked buildings sprung up on newly expanded streets that are arbitrarily built without any official plan. Individually, there are some five-floor buildings with the area of less than 10 square meters.
The local authority has been issuing various resolutions to tackle the problem. Nevertheless, the number of this type of buildings has been swelling along with the number of recently opened roads and streets.
There have been contrasts between new spacious roads and cluttered, fragmentary houses and buildings at the roadsides.
Besides, hundreds of 4 to 5 floor condominiums built in rations period are old, dilapidated and unsafe. Moreover, some are about to collapse in no time.
Despite the fact that the local authority issued guidelines to replace dilapidated condominiums by new modern ones, there are now only a few dozen projects successful.
Over the last 10 years, many new resident areas providing dwellings for over 1 million people have appeared that create a new appearance of the city.
Nevertheless, most of them have the same architectural style and weaknesses. Specifically, one of them consists of several buildings, 3 or 4-floor townhouses in a highly dense area lacking of green areas, schools, car parks and portable water.
Traffic jams and flood are very common in several new resident areas.
Particularly, there are a large number of unfinished townhouses that ruin the image of a new resident area.
According to investigations of a group of reporters, there are more than 50000 apartments abandoned.
Since 1996, there have been more and more luxury hotels, shopping malls and modern office and apartment buildings that create architectural diversity and a new appearance of Hanoi.
All 5-star hotels of the city are international class structures. Quite a few shopping centers, office and apartment buildings are shining points in terms of architectural quality.
However, generally, it is obvious that fragmentation, illogicality are weaknesses of the city’s planning and architectural strategies.
Almost all construction projects arbitrarily executed in inner districts of Hanoi that do not follow official plans as seen in developed countries.
Developers collect thousands of square meters of land, compose a? project to build a hotel, an office or apartment buildings and then lobby the authorities for the project approval.
The phenomenon has caused various problems in urban, traffic and landscape management.
For example, some high-rise buildings projects expected to be built by Hoan Kiem Lake and some parks have become controversial topics between investors and supporting State officials against landscape and public interest protectors.
In response to the public comments, the local authority suspended those projects and issued quite a few regulations on the height of a structure in the district of Hoan Kiem and in the first and second belt areas.
