Source text - English The third set of locks in the Panama Canal is set to be finished in December 2015 after the companies in charge of construction and the Panama Canal Authority ended a dispute over cost overruns, authority administrator Jorge Quijano said Friday.
GUPC had halted construction of a third set of locks February 5 after the talks broke down. The disagreement, which stemmed from the financing for a 1.6-billion-dollar cost overrun on the 5.2-billion-dollar project, appeared to have been solved.
GUPC will not be granted the extra cash it had demanded, but the Panama Canal Authority agreed to inject 100 million dollars into the project while the consortium will contribute a further 100 million dollars so construction can return to its normal pace in March. It resumed last week.

La ciudad es una realidad que se nos viene encima, directa y tangencialmente. Nos empuja hacia delante, atrás, arriba y abajo. Es el enorme espacio que se extiende entre el hogar y el trabajo, el descanso y el placer, lo local y lo global, lo capitalino y lo regional. Incluye zonas completamente dominadas por la arquitectura, la publicidad y las comunicaciones; en otros casos, mantiene reductos todavía campestres o rurales. Tiene una dimensión político económica fundamental para el funcionamiento estructural, aunque eso no impide que este sobrepasada de recuerdos, deseos y emociones que la habitan y que se alojan en los recovecos más impensados. La ciudad es uno de los entornos más complejos de analizar y de entender; desde cualquier punto que se le quiera ver se estará generando una enorme sombra, cual efecto de perspectiva. Las huellas de su pasado son visibles para cualquiera que participe de los recorridos históricos y eso no es incompatible con que al mismo tiempo y en el mismo lugar en que lo pretérito se conserva el futuro va golpeando la puerta con fuerza.
Desde comienzos de los setenta del siglo XX una porción relevante de artistas chilenos se ha volcado hacia la difícil tarea de cuestionar la manera en que se ha transformado la ciudad. Sus intenciones modernas y propositivas fueron seguidas por un ánimo deconstructivo que se ha hecho la seña más identificable del arte contemporáneo. Hoy los artistas están lejos de sumarse a la estabilidad estructural del modelo neoliberal imperante. The city is a reality that comes to us directly and tangentially. It drives us forward, backwards, upwards, and downwards. It is that enormous space that encompasses our home and work, leisure and pleasure, the local and the global, big cities and small towns. It includes areas that are entirely dominated by architecture, advertising, and the communications; while in other cases, it still maintains bastions that remain countryside or rural like. The city has a crucial political-economical dimension to be structural functioning, although that does not stops it from being overcome by memories, ambitions, and emotions that inhabit and dwell in the most unforeseen hideaways. The city is one of the most complex environments to analyze and to understand. Any perspective you take, will be covered by a huge growing shadow, perhaps as a perspective effect. The traces of its past are visible to anyone who is involved in the historical tours of the city, which is perfectly compatible with the fact that, at the same time and in the same place in which past is preserved, the future is strongly knocking on the door.
From the beginning of the 1970s, a significant number of Chilean artists have faced the difficult task of questioning the manner in which the city has been built. Their modern and proactive intentions were followed by a deconstructive spirit that resulted in being the most striking characteristic of contemporary art. Today, artists are far from joining the structural stability that the neoliberal model offers us. This research presents some of the most daring and radical projects that have undertaken the contradictions that being addressed and produced in an urban context mean.

In the U.S., most prescription drug products with a high potential for addiction and abuse are regulated by the U.S. Drug Enforcement Administration, as well as by the FDA. Prescription drugs regulated by the DEA are called controlled substances. Popular controlled substances include Adderall, hydrocodone, Oxycontin, Valium, and Xanax. Whereas regular prescription drugs such as Lipitor, Nexium, and Viagra are only regulated by the FDA but not by the DEA. U.S. pharmacies that sell controlled substances must have a special license issued by the DEA. View a list of controlled substances.
Unfortunately, some “rogue” pharmacies sell controlled substances to consumers without requiring a prescription. Americans with a valid prescription may legally order controlled substances online if they are dispensed from a licensed U.S. pharmacy. Reputable Canadian and other non-U.S. pharmacies will not ship controlled substances to Americans into the U.S. The PharmacyChecker.com Verification Program is closed to all international online pharmacies that offer to ship controlled substances into the United States.
The Ryan Haight Online Pharmacy Consumer Protection Act of 2008 (“Ryan Haight Act”) regulates the practice of online pharmacy at the federal level by making it “unambiguous that it is a per se violation of the [Controlled Substances Act] for a practitioner to issue a prescription for a controlled substance by means of the Internet without having conducted at least one in-person medical evaluation.” (Federal Register/Vol. 74 No. 64, April 6th, 2009, p. 15599).
