Source text - Russian Самостоятельная разработка университетами программ развития без строгого анализа реальных возможностей и обоснованных предложений по достижению планируемых показателей и индикаторов привели как к недопустимо «комфортным» условиям выполнения программ, так и к практически недостижимым результатам их реализации. Кроме того, установленные критерии оценки эффективности программ отражают исключительно результаты собственно институционального развития и не характеризуют вклад университетов в развитие приоритетных направлений развития территорий и ключевых отраслей экономики. Отсутствие установленных «пороговых» критериев для участия в конкурсном отборе НИУ и создание федеральных университетов без учёта реального потенциала интегрируемых учреждений привели к резкому различию стартовых условий для выполнения предложенных и утверждённых программ развития.
Translation - English University efforts to establish their institutional development programmes independently, with no proper preliminary analysis of practical potential opportunities and no justified proposals as per how to achieve the set goals and indicators, have led to an unacceptably “laid-back” project implementation mode and have made project outcomes practically unattainable.
Moreover, the pre-set criteria of programme performance evaluation, which have been based solely on the institutional development outcomes, fail to feature the universities' contribution to the priority development projects implemented by regions and key economic sectors.
The lack of the pre-set threshold eligibility criteria for institutions to participate in the competition-based selection process for the National Research Universities (NRU) league, as well as the fact that Federal Universities were often established disregarding realistic potential of those institutions that had been merged, have caused dramatic discrepancies in initial conditions that universities had for the implementation of their proposed and approved development programmes.

Source text - Russian При существующих системе финансирования и типе заключенных договоров у национального исследовательского университета (НИУ) возникают обязательства по уплате следующих налогов:
- В соответствии с гл. 21 Налогового кодекса РФ данный вид договора в структуре цены в обязательном порядке предусматривает НДС, т.е. часть поступивших по договору средств федерального бюджета перечисляется в бюджет в виде НДС, а не направляется на реализацию Программы развития НИУ.
- В соответствии с Программами развития НИУ основная сумма поступающих по договору средств федерального бюджета направляется вузами на закупку оборудования и модернизацию учебных аудиторий и научных лабораторий, т.е. на увеличение стоимости основных средств НИУ, т.е. согласно законодательству (гл. 25 Налогового кодекса РФ) данные расходы не могут быть отнесены на затраты по данному договору, поэтому возникает прибыль и, соответственно, обязанность уплаты налога на прибыль. «Методические рекомендации по расчету показателей оценки эффективности реализации программ развития университетов, в отношении которых устанавливается категория "национальный исследовательский университет"» от 18.11.2011г. № ИБ-111/12вн предоставляют право НИУ при выполнении определенных условий засчитывать сумму налога на прибыль по данному договору, уплаченную в бюджет, в качестве софинансирования. Таким образом, большая часть средств софинансирования НИУ направляется на уплату налога на прибыль, а не на финансирование мероприятий Программы.
- При реализации договоров НИУ возникает проблема восстанавливаемого НДС, который влияет на финансовые результаты деятельности вуза в целом.
Translation - English Under the current finance system and the types of contracts in use, tax obligations of the National Research Universities (NRU) involve the following:
- According to Chapter 21 of the Russian Federation Tax Code, the price structure under the above-mentioned type of contracts must involve VAT. Practically it means that a portion of funds received from the federal budget under the institutional agreement has to be transferred to the budget through VAT payments, instead of being spent on the NRU development programme implementation.
- According to the established NRU development programmes, federal budget funds received by the national research universities under their institutional agreements are mostly spent on purchasing equipment and modernizing study rooms and research laboratories — that is, on increasing the NRU fixed assets value. According to the law (Chapter 25 of the Russian Federation Tax Code), these expenditures cannot be classified as contract expenses, then there is profit. Therefore, the recipient of the benefit of the expenditure is obliged to pay profit tax.
- According to the official regulations*, the national research university has the right, under certain conditions, to allocate the sum of profit tax, paid to the budget within these agreements, to co-financing items. The major part of the NRU co-financing budget therefore goes to profit tax payments, rather than to co-financing programme activities.
- Restored value-added tax, emerging from the contracts implemented by the national research university, affects its overall finance outcomes.

Source text - English The realisation that HIV is holding back progress in reaching Millennium Development Goal 5 on maternal health, at least in sub-Saharan Africa, has spurred welcome discussions about mechanisms to actively link the progress in fighting the AIDS epidemic with efforts to reduce maternal mortality. This realisation is driving greater collaboration between maternal health and HIV constituencies, and an integrated approach to service delivery, so that women with HIV—and their children—benefit from improved HIV care and treatment and improved reproductive health services. A comprehensive approach to the prevention of mother-to-child transmission of HIV could lead to improved services for HIV-infected women, including family planning and early initiation of lifelong antiretroviral treatment for women in need. However, reducing maternal mortality in women with HIV will also require improvements in antenatal care and obstetric services, as well as specific attention to the management of conditions that are aggravated by the underlying HIV infection. The time has come to respond to the call to place maternal health within a continuum of care that integrates a comprehensive range of interventions, to make an impact on maternal, newborn, and child-health outcomes, including those related to HIV.
Translation - Russian Осознание того, что ВИЧ препятствует достижению Цели развития тысячелетия №5 «Улучшение охраны материнства», сформулированной в Декларации развития тысячелетия — особенно в регионах Африки к югу от Сахары, — дало толчок для активного обсуждения механизмов, которые позволят активно связать деятельность по борьбе с эпидемией СПИДа с теми усилиями, которые предпринимаются для сокращения материнской смертности. Понимание этого активизирует сотрудничество между структурами в сферах охраны материнства и противодействия ВИЧ, и применение интегрированного подхода к предоставлению услуг в данных сферах, чтобы женщины, живущие с ВИЧ, и их дети могли получить более качественный уход и лечение в связи с ВИЧ-инфекцией, а также более качественные услуги в сфере охраны репродуктивного здоровья. Результатом комплексного подхода к профилактике вертикальной передачи ВИЧ от матери ребенку может стать совершенствование услуг для ВИЧ-положительных женщин, в том числе в вопросах планирования семьи и раннего начала пожизненного приема антиретровирусной терапии для всех женщин, которые в ней нуждаются. Source text - English Articulating a definition of art is a tricky undertaking at best. Historically, art has been a flag to cover many different cargoes and has taken on many shapes. Following the tradition, contemporary art always tries to introduce a ‘dismeasure’ in the ordinary measure of a culture with which we are familiar. This ‘dismeasure’ is not solely aesthetic or formal; it can also be political, cognitive, or affective. For instance, when we laugh while watching a scene in a play that would normally bring us to tears in real life, there is an affective ‘dismeasure’ at work that derails the measure of our everyday cultural experience. Sociologist Niklas Luhmann’s notion of art is very similar, as witnessed by his functionalist scheme. When he asks himself what role art plays in contemporary society–art that is often regarded by society as ‘useless’ and therefore without function–Luhmann concludes that art creates a ‘sense of possibility’ (Möglichkeitssinn). ‘Nothing is either necessary or impossible’ or ‘Everything that is, can also always be otherwise’ is the message that art brings to contemporary society.
This constant tendency to ‘dismeasure’ is the very reason why confrontations with contemporary artistic expressions often lead to debate and dissent, if only about whether something is art or not. When beauty is no longer the main issue in art, the debate will focus on the distinction between art and non-art. It is precisely this debate that has been at the core of artistic practice ever since modernity–to show that other visions, opinions, and interpretations are always possible. The point is not so much whether this alternate vision is more beautiful or more interesting or comes closer to the truth, but rather that there is always another way of looking at things. Like democracy, contemporary art is also polyphonic and post-foundational. The artist always proposes another possibility, which then has to be grounded. This is the very boundary where art becomes a commodity, an interesting artefact for the art market.
Simply put, the so-called ‘free market’ is the place where the ‘dismeasure’ becomes a measure again. The de-territorialized becomes re-territorialized as a format, which is highly protectable. For the record, let it be clear that I am talking here not about the art market, but about the modern art world with its own ontology and internal laws. We cannot neglect the contemporary influence and dominance of the art market, but let it be understood that this is a different system altogether, with its own laws. Its attempts to mimic the law of ‘dismeasurement’ of the art system (with fashions, trends, hypes, etc.) are destined for failure because the market cannot function without measures and measurable products. Thus, an artwork on the art market becomes something else other than an artwork in the described art system. The moment an artefact becomes a quantifiable thing, it loses its ‘dismeasure’ power. The reason being that today’s free neo-liberal market has a foundation: the number and the accumulation of the number. In contrast to contemporary art, artefacts on the market are founded. That’s why it stimulates homogeneity, and not polyphony, and that’s why the neo-liberal market can never be post-foundational.
Translation - Russian Сформулировать определение искусства — задача по меньшей мере непростая. Как исторически сложилось, под флагом искусства перевозилось много различных грузов, и формы искусство принимало самые разные. По традиции современное искусство всегда пытается ввести отклонение (‘dismeasure’) в обычный, привычный для нас масштаб измерения культуры. Это «отклонение масштаба измерения» не является чем-то чисто эстетическим или формальным; оно может быть политическим, когнитивным или эмоциональным. Например, когда мы смеемся во время просмотра пьесы над сценой, которая в реальной жизни обычно доводит нас до слез, тут можно говорить о проявлении эмоционального отклонения в оценке, которое переводит на другие рельсы масштаб нашего повседневного культурного опыта. У социолога Никласа Лумана (Niklas Luhmann), как видно из его функционалистской схемы, очень похожее понятие искусства. Спрашивая себя, какую роль играет в современном обществе искусство — которое зачастую, по мнению общества, является бесполезным, а следовательно, не несет функциональной нагрузки, — Луман приходит к выводу, что искусство создает «ощущение возможности» (Möglichkeitssinn). «Ничто не является ни необходимым, ни невозможным» или «Все, что есть, может быть и по-другому» — вот смысл послания, которое искусство несет современному обществу.
Эта постоянная тенденция к «изменению масштаба» (‘dismeasure’) и есть причина того, что конфронтации с проявлениями современного искусства часто приводят к дебатам и разногласиям — по меньшей мере о том, является ли нечто искусством или нет. Когда красота перестает быть главной целью в искусстве, предметом споров становятся различия между искусством и не-искусством. Спор об этом занимает центральное место в художественной практике современной эпохи: его цель — показать, что всегда возможны и другие концепции, мнения и интерпретации. Суть — не столько в том, является ли эта альтернативная концепция более прекрасной, более интересной или более правдоподобной, а в том, что всегда возможен какой-то другой взгляд на вещи. Как и демократия, современное искусство является полифоничным и постфундаменталистским. Художник всегда предлагает другую возможность, которую еще надо обосновать. Это и есть та грань, где искусство становится продуктом потребления, интересным артефактом на рынке искусства.
Проще говоря, так называемый «свободный рынок» — это место, где отклонение в масштабе измерения (‘dismeasure’) вновь становится единицей измерения. Лишенное территориального признака вновь возвращается в формат территориальности — который предполагает высокую потребность в защите. Во избежание недоразумений отметим, что здесь речь идет не об арт-рынке, а о мире современного искусства со свойственными ему онтологией и внутренними законами. Мы не можем не учитывать современное влияние и господство арт-рынка, но надо понимать, что это — совершенно другая система со своими собственными законами. Его попытки имитировать закон «отклонения масштаба измерения» арт-системы (со всеми стилями, трендами, рекламной шумихой и проч.) обречены на провал, потому что рынок не может функционировать без количественных показателей и поддающихся количественной оценке продуктов. Поэтому художественное произведение на арт-рынке становится уже чем-то другим, а не просто художественным произведением в описанной арт-системе. Как только артефакт становится вещью с количественными характеристиками, он теряет силу предмета, не поддающегося измерению. Причина этого — то, что у сегодняшнего свободного неолиберального рынка есть фундамент: числа и накопление чисел. В отличие от современного искусства, у артефактов на рынке есть база. Поэтому здесь стимулируется однородность, а не полифоничность, и поэтому неолиберальный рынок никогда не может быть постфундаменталистким.
