توصلت "مجموعة العمل الدولية بشأن سوريا" السبت في مدينة جنيف السويسرية إلى "خطة انتقالية لنقل السلطة في البلاد"، ودعت إلى تشكيل حكومة وحدة وطنية وعدم عسكرة النزاع ووجوب تسمية المعارضة لممثلين فعليين لها للعمل على تنفيذ الخطة الانتقالية والبدء بحوار وطني شامل.
وكان كوفي عنان، المبعوث الدولي الخاص إلى سوريا، قد أعلن في وقت سابق أن وزراء الخارجية المشاركين في اجتماع جنيف اتفقوا على الخطة المذكورة بهدف دفع عملية السلام في سوريا قدما إلى الأمام.
وجاء الاتفاق على النقاط المذكورة في إطار ما وصف بـ "الخطة الانتقالية لنقل السلطة في سوريا"، والتي ترمي إلى إيجاد حل جذري للأزمة التي تضرب البلاد منذ بدء الاحتجاجات الشعبية ضد نظام الأسد في 15 مارس/آذار من عام 2011.
خطة العمل الدولية للسلام في سوريا
في ما يلي النقاط الرئيسية للخطة الانتقالية التي اقترحتها "مجموعة العمل الدولية" بشأن معالجة الأزمة السورية، والتي اجتمعت في مدينة جنيف بسويسرا السبت برعاية الأمم المتحدة وبوجود المبعوث الدولي إلى سوريا، كوفي عنان:
تشكيل حكومة انتقالية تملك كامل الصلاحيات التنفيذية
على الحكومة السورية أن تسمي محاورا فعليا عندما يطلب المبعوث الدولي ذلك، للعمل على تنفيذ خطة النقاط الست والخطة الانتقالية
يمكن للحكومة الانتقالية أن تضم أعضاء من الحكومة السورية الحالية وآخرين من المعارضة، وسيتم تشكيلها على قاعدة التفاهم المتبادل بين الطرفين
على جميع مجموعات وأطياف المجتمع السوري التمكن من المشاركة في عملية الحوار الوطني
من الممكن البدء بمراجعة للدستور، إضافة إلى إجراء إصلاحات قانونية، أما نتيجة مراجعة الدستور، فيجب أن تخضع لموافقة الشعب
حالما يتم الانتهاء من المراجعة الدستورية، يجب الإعداد لانتخابات حرة ومفتوحة أمام الأحزاب كافة
أن تحظى النساء بتمثيل كامل في كل جوانب العملية الانتقالية

أن يتمكن ضحايا النزاع الدائر حاليا من الحصول على تعويضات أمام القضاء
وضع حد لإراقة الدماء في البلاد، وأن يجدد كل الأفرقاء دعمهم لخطة النقاط الست التي قدمها عنان، خصوصا وقف إطلاق النار
على جميع الأفرقاء احترام بعثة مراقبي الأمم المتحدة والتعاون معها
مجموعة العمل على استعداد لتقديم دعم فاعل لأي اتفاق يتم التوصل إليه بين الأطراف المعنية، ويمكن لهذا الدعم أن يتخذ شكل مساعدة دولية بتفويض من الأمم المتحدة
سيتم تخصيص امكانات مادية مهمة لإعادة إعمار البلاد
يعارض أعضاء مجموعة العمل أي عسكرة إضافية للنزاع
على المعارضة تدعيم تماسكها بهدف تسمية ممثلين فعليين للعمل على خطة النقاط الست والخطة الانتقالية
يمكن لمجموعة العمل أن تلتئم مجددا بطلب من المبعوث الدولي الخاص إلى سوريا
وفي مؤتمر صحفي عقده في جنيف في ختام اجتماع مجموعة العمل الدولية بشأن سوريا"، عبَّر عنان عن اعتقاده بأن "العمل الشاق يبدأ الآن، ويجب أن نعمل سويا لتطبيق ما تم الاتفاق عليه".
لكن لم تأتِ الخطة على ذكر ما إذا كان الرئيس السوري بشار الأسد سيلعب دورا في حل الأزمة أم لا، وإن كان المؤتمرون قد أكدوا أن السوريين أنفسهم هم المعنيون بإيجاد حل لأزمتهم، ولا يمكن فرض أي حل عليهم من الخارج.
تصريحات لافروف
وكانت روسيا قد رفضت إضافة بند يدعو الأسد إلى التنحي لتمهيد السبيل لتشكيل حكومة وحدة وطنية.
فقد عقد سيرغي لافروف، وزير الخارجية الروسي، مؤتمرا صحفيا في أعقاب مؤتمر جنيف قال فيه إنه لن يُفرض أي شئ على السوريين.
وشدد لافروف على أن "خطة جنيف لا تنص على تنحي الأسد".
وقال إن المهم في اتفاق جنيف أنه لا يفرض تسوية للأزمة السورية على أي طرف، مشيرا إلى أن اتفاق السبت يقضي بوضوح بأن السوريين هم الذين ينبغي أن يحددوا مصيرهم.
وأضاف أن لدى روسيا ثقة كاملة في بعثة المراقبين الدوليين في سوريا بقيادة الجنرال مود، مشددا على أهمية وقف العنف وبدء التفاوض بين الحكومة والمعارضة.
وأشار لافروف إلى أنه لا يمكن الحديث عن قرار من مجلس الأمن وفقا للفصل السابع من ميثاق الأمم المتحدة، الذي يقضي باستخدام القوة لتنفيذ قرارات المجلس، إلا بعد بذل الجهود لتطبيق خطة عنان السلمية.
وتابع قائلا: "إن روسيا ستحض الحكومة السورية على تطبيق التزاماتها، كما ستسعى لتأمين التزام الجيش السوري الحر المعارض بها."
وقال إن المعارضة تتلقى السلاح من الخارج والإعلام الغربي يؤجج ما يحدث، مضيفا أنه "إذا توافرت النوايا الحسنة، فسنتوصل إلى حل."
وبخصوص الأسلحة التي ترسلها روسيا إلى سوريا، قال لافروف: "لا يمكن استخدام الأسلحة التي أرسلناها إلى سورية ضد المعارضة السلمية. كما ينبغي أن تتخلى المعارضة عن سلاحها."
وأضاف: "ينبغي على الحكومة سحب آلياتها، ويجب على المعارضة التخلي عن الانخراط في أعمال العنف."
وقال: "لقد ارتكب النظام السوري الكثير من الأخطاء، لكن على الجهات التي لها تأثير على المعارضة إقناعها بضرورة التخلي عن العنف."
مجلس الأمن
من جهتها، قالت وزيرة الخارجية الأمريكية، هيلاري كلينتون، إن بلادها ستنقل الخطة المقترحة إلى مجلس الأمن الدولي من أجل إقرارها.
أما وزير الخارجية البريطاني، وليام هيغ، فقال إن قرارات اجتماع السبت يجب أن يقرها مجلس الأمن الدولي بحيث تسمح باتخاذ إجراءات لتطبيق خطة السلام.
وكرر هيغ موقف بلاده القاضي بعدم إشراك الأسد والمقربين من مساعديه بإدارة الخطة الانتقالية التي ناقشها مؤتمر جنيف.
تطورات ميدانية
ميدانيا، قال ناشطون سوريون معارضون إن أكثر من 30 شخصا قُتلوا السبت في بلدة زملكا بريف دمشق عندما أطلقت قذيفة مورتر على مشيعي جنازة رجل توفي في قصف في اليوم السابق.
وأضافوا أن لقطات فيديو التقطها أحد الهواة وبثت في موقع التواصل الاجتماعي على الإنترنت أظهرت لحظة وقوع الانفجار وسط الحشد في الحي المذكور.
وأظهرت لقطات فيديو أخرى آثار الانفجار، حيث ملأت سحب الدخان الجو، بينما ظهرت جثة رجل ملفوفة بكفن أبيض وملقية على الأرض.
وقال الناشطون إن الانفجار وقع خلال تشييع جنازة الرجل الذي كان قد قضى يوم الجمعة.
وأظهرت اللقطات أيضا جثثا قال نشطاء إنها تعود لأشخاص قتلوا في الانفجار، وأمكن التعرف بالكاد على بعضها، بينما ظهرت جثث أخرى مبتورة الأطراف.
من جانبه، رجَّح المرصد السوري لحقوق الإنسان، ومقره العاصمة البريطانية لندن، أن يرتفع عدد ضحايا الانفجار نظرا لعدد من أُصيبوا جرَّاءه.
هذا ولم تأتِ وكالة الأنباء الرسمية السورية "سانا" على ذكر نبأ الانفجار في "زملكا"، إلا أن موقع "شام برس" الخاص نشر الخبر بشكل مقتضب نقلا عن "وكالات أنباء عالمية".
وجاء في الخبر: "أكد مصدر محلي في بلدة زملكا أن سيارة مفخخة انفجرت قرب جامع التوبة خلال تشييع أحد القتلى الذين سقطوا في المواجهات بين الجيش السوري ومسلحين، ما أدى إلى مقتل 30 شخصاً على الأقل وجرح أكثر من 50 آخرين، جراح بعضهم حرجة."
وقد ركَّزت "سانا" على جملة حداث أمنية أخرى شهدتها البلاد، ومنها تفجير "سيارة مفخخة قرب مبنى مديرية مالية حلب"، والعثور على "معمل لتصنيع العبوات الناسفة ومخزن لها وبعض هذه العبوات المعدة للتفجير" في جديدة عرطوز، العثور على "ثلاثة مستودعات للأسلحة المتنوعة ومعمل لتصنيع العبوات الناسفة" في بلدة دوما بريف دمشق.
Translation - English International action plan on Syria: A call to form national unity govt and non-militarization of conflict
"The International Action Group for Syria” reached on Saturday in the Swiss City of Geneva a “transitional plan to transfer power in the country”. It also called for forming a national unity government, non-militarization of the conflict and the opposition to name some of its actual representatives to work on implementing the transitional plan and starting a comprehensive national dialogue.
The international special envoy to Syria, Kofi Annan, announced earlier that the Foreign Ministers participating in the Geneva meeting agreed on the said plan to push the peace process in Syria ahead.
The agreement on the following points come in the frame of what has been described as “the transitional plan to transfer power in Syria” which aims at finding a radical solution to the crisis that has hit the country since the outbreak of anti-Assad regime public protests on 15 March 2011.
International Action Plan for peace in Syria
The following are the main points of the transitional plan proposed by “the international action group” to handle the Syrian crisis. The group convened in Geneva under the auspices of UN with the attendance of the international envoy Kofi Annan:
A transitional government shall be formed with full executive authorities
The Syrian government shall name an effective person for dialogue when the international envoy demands so, to work on implementing the six-point plan and transitional plan.
The transitional government can involve current government members and other opposition members. It will be formed on the basis of mutual understanding between the two parties.
All categories of Syrian people shall be able participate in the national dialogue process.
Reviewing the constitution and making legal reforms can be a beginning. The result of the former must be admitted to the people approval.
As soon as the constitutional review is finished, preparation for free elections open to all parties is a must.
Women shall have full representation at all transitional process sides.
Humanitarian assistances shall be brought into the more affected areas, and captives shall be st free.
The continuity of facilities and bodies shall be ensured. Renovations can be made to them including the military and security bodies.
All government institutions shall respect human rights.
The current conflict victims shall get reparations before justice.
Bloodshed shall be ended, and all parties shall re-back the six-point plan presented by Annan, particularly ceasefire.
All parties shall respect the UN monitors' mission and cooperate with it.
The Action Group is willing to offer any effective support to any agreement reached by the parties concerned. This support can be international assistance authorized by the UN.
Important tangibles will be allocated to reconstruct the country.
The Action Group members shall oppose any further militarization of the conflict.
The opposition shall stead fast to name actual representatives to work on the six-point plan and transitional plan.
The Action Group can convene again at the request of the international special envoy to Syria.
In a press conference held in Geneva at the conclusion of the “International Action Group for Syria” meeting, Annan believed that the “tough work” is beginning now, and said “we have to work together to carry out what we have agreed on”.
However, the plan did not mention whether the Syrian President Bashar al-Assad would play a role in the crisis settlement, even if those present at the conference confirmed that the Syrian people itself is concerned with the settlement, and any solution can not be imposed upon it from abroad.
Lavrov statements
Russia has rejected adding an item calling for Mr Assad to leave power to pave the way to form a national unity government.
Russian Foreign Minister, Sergey Lavrov, held a press conference at the heels of Geneva conference in which he said that nothing could never be imposed on the Syrians.
He asserted that “Geneva plan does not stipulate that al-Assad shall step down”.
He also said that the important thing in Geneva agreement was that any settlement to the Syrian crisis could not be imposed on any party, pointing out that Saturday's agreement clearly provides that the Syrians are who should determine their destiny.
Russia has a complete confidence in the Gen. Mod-led-international monitors in Syria, Lavrov added asserting the importance of ending violence and starting negotiation between the government and opposition.
Lavrov stated that he can not talk about a Security Council resolution in accordance with the 7th chapter of the UN charter stipulating that force shall be used to implement the council resolution, until exerting every effort to carry out the Annan's peaceful plan.
"Russia will urge the Syrian government to carry out its obligations, and will seek to ensure the commitment of the opposing Free Syrian Army” he said.
He also said that the opposition was receiving weapons from abroad and the western media was fueling the matter.
"If good will is available, then a solution can be reached” he added.
Speaking about the weapons Russia sends to Syria, Lavrov said “such weapons can not be used against the peaceful opposition. The opposition should give up arms”.
"The government should pull out its machinery. The opposition should end its engagement in violence acts” Lavrov said.
He added “The Syrian regime has committed many mistakes. But all bodies influencing the opposition have to persuade it of the necessity of ending violence”
Security Council
US Secretary of State, Hillary Clinton, said that the US would admit the proposed plan to the International Security Council for passing it.
UK Foreign Minister, William Hague, said that Saturday's meeting decisions should be passed by the Security Council to allow the procedures of peace plan implementation to be taken.
He reiterated his country's position; Mr Assad and his close assistants can not participate in managing the transitional plan discussed at Geneva conference.
Field developments
On the field, Syrian opposing activists said that more than 30 people had been killed in the country town of Zamalka in a mortar fired at those walking in the funeral of a man killed in a selling the day before.
They added that video shots by a amateur and broadcast on a social network on the web showed the moment of explosion among the crowds in the town.
Other video shots showed the explosion aftermath. Smoke clouds were everywhere, and there was a male corpse in a while coffin on the ground.
The explosion took place during the funeral of the man killed on Friday, activists said.
These shots also showed other corpses left dead in the explosion, the activists say. They were hardly identified. Other corpses were found with their limbs cut.
The London-based Syrian Observatory for Human Rights sees that the death toll is most likely to increase because there are many injured people.
Syrian Arab News Agency SANA did not refer to the Zamalka explosion. However, the private website “Sham Press” published the piece of news briefly, citing “international news agency”.
It reads “A local source in Zamalka town stated that a bomb car exploded near al-Tawba Mosque during the funeral of a man killed in the Syrian military-militants clashes, killing 30 people and wounding more than 50. Some of them are seriously injured.”
SANA focused on other security events in the country. “A bomb car near Aleppo Financial Department Building detonated”. “A lab for making explosives, depots of explosive depots and some explosive prepared to be detonated found in Jdeidet Artouz” . “Three depots of various arms and a lab for making explosives found in the country town of Douma”.
