Source text - English Zambia's Minister of Home Affairs, Edgar Lungu, granted the first three residency permits to Pinto, his wife and their daughter Filipa in a ceremony in the capital Lusaka on 18 December, witnessed by UNHCR and a delegation from the African Union, which supported the local integration process by donating US$100,000.
Mr. Pinto spoke of his great happiness, after years of traveling on a United Nations Conventional Travel Document and being asked by immigration officials when he was returning to Angola. He thanked UNHCR for paying for the permits and encouraged the Angolan government to continue providing passports to former Angolan refugees to facilitate their regularization.
"This is a very momentous day for me and my family. I want to thank the Zambian government for having made this possible for us to receive these permits after a long wait. Zambia is now my home. I have a family of five. The three of us, my daughter and my wife are the ones getting permits. The other two children are minors," he said.
"My fellow Angolans should now have hope that a solution, which seemed impossible, is now here. I hope this happiness I am feeling will extend to other Angolans here," said 55 year-old Pinto, an interpreter based in the Zambian capital, Lusaka.
The hand-over of the documents marked the launch of issuing the local integration permits to up to 10,000 former Angolan refugees who meet the criteria under immigration laws. The permit was issued to Pinto on the basis of his self-employment as an interpreter.
Angolans who qualify for local integration will be eligible for citizenship after a period varying with the type of residence permit but averaging 10 years. Those with one Angolan parent can apply immediately for citizenship.
Pinto recounted that he arrived in Zambia in 1979 from Benguela, making him a refugee for over 33 years. After first living in the refugee settlement Meheba, he later moved to the capital for college and decided to stay in Lusaka. Initially he did various small-scale businesses but found a niche providing interpretation services in Portuguese/English.
"I don't know any other country to call home," Pinto said when asked why he did not opt for voluntary repatriation now that there is peace in Angola. "I have lived here for over 30 years now and my children go to school here, a place they consider home."
Minister Lungu, who presided over the ceremony to present the permits, said his government had decided to grant various permits to 10,000 former Angolan refugees who meet the criteria under immigration laws.

El señor Pinto expresó sentir una inmensa alegría al no tener que utilizar más el Documento de Viaje de la Convención de las Naciones Unidas, el cual le era solicitado por las autoridades de inmigración cada vez que regresaba a Angola. Pinto agradeció al ACNUR por pagarle los gastos para los permisos y alentó al Gobierno angoleño a continuar proporcionando pasaportes a ex refugiados angoleños para facilitar su regularización.
“Este es un día memorable para mi y para mi familia. Quiero agradecerle al Gobierno de Zambia por haber hecho posible que recibiéramos los permisos después de una larga espera. Zambia es ahora mi hogar. Somos una familia de cinco y tres de nosotros, mi esposa, mi hija y yo, hemos obtenido los permisos. Mis otros dos hijos son menores de edad”, señaló.
“Mis compatriotas angoleños pueden tener la esperanza en que la solución, que antes parecía imposible, es ahora una realidad. Espero que la felicidad que estoy sintiendo, se haga extensiva a otros angoleños en este país”, dijo Pinto, un interprete de 55 años de edad residente en la capital de Zambia, Lusaka.
La entrega de los documentos de residencia, marcó el inicio del otorgamiento de los permisos de integración local de casi 10.000 ex refugiados angoleños que reúnen los requisitos establecidos de acuerdo a las leyes de inmigración. El permiso otorgado a Pinto fue posible debido a su trabajo como interprete por cuenta propia.
Los angoleños que califican para los permisos de integración local serán elegibles para la ciudadanía después de un período de tiempo promedio de 10 años y que se relaciona en mayor o menor grado con el tipo de permiso de residencia que tengan. Source text - English Guterres visited a refugee centre in New Delhi on Thursday and met eight exiles from Afghanistan, Myanmar and Somalia. They told him about the financial difficulties they face, and the challenge finding places to stay.
"We live on railway station platforms and in open fields. We have nothing to eat. The world is watching our plight, but no one is doing anything," claimed 44-year-old Fazal, a Rohingya refugee from Myanmar. India has kept its borders open to the Rohingya and allowed them to stay and work.
High Commissioner Guterres spoke warmly about India's generosity towards all refugees. On Wednesday, he met External Affairs Minister Salman Khursheed and Home Affairs Minister Sushil Kumar Shinde for talks on boosting refugee protection and strengthening ties between UNHCR and India.
"It is a special time in relations between UNHCR and the government," he said. The government has discussed possible timelines to address issues like the issuance of long-stay visas and work permits to refugees and the naturalization of Hindu and Sikh refugees from Afghanistan.
Although India has not signed the 1951 UN Refugee Convention and does not have a national refugee law, the human rights of refugees and asylum-seekers are protected by the constitution. They have access to health care and their children can go to school.
However, they say that they face challenges as refugees on a day-to-day basis, such as discrimination, finding accommodation and employment. Women, especially in New Delhi, don't feel safe, even in their homes.
