Source text - Arabic لقد عرفت الضريبة لاول مرة بصورتها الجبرية في بريطانيا اثناء حروبها مع نابليون سنة 1799 حيث تم فرضها بصورة استثنائية لتغطية نفقات الحرب وتم الغاؤها في سنة 1803 واعيد العمل بالقانون سنة 1803 ثم الغيت سنة 1815 واعيد العمل بالقانون من جديد سنة 1842.
أما في الولايات المتحدة الأمريكية فقد اصدرت قانون الضريبة على الدخل اثناء الحروب الاهلية سنة 1861 وظل العمل ساريا بالقانون حتى سنة 1872 حيث تم الغاؤه، وفي سنة 1913 تم ادخال تعديل على الدستور الامريكي يقضي باصدار تشريع ينظم الضريبة على الدخل.
أما في الوطن العربي فقد كان الاردن من اوائل الدول التي سنت القانون للضريبة على الدخل وكان ذلك سنة 1933 وتلتها مصر والعراق سنة 1939، وفلسطين في عهد الانتداب البريطاني سنة 1941.
وبعد تطور حاجات الدولة للمال مع توسع خدماتها وبعد أن كانت الضريبة طوعية، أصبحت تفرض فرضاً دون النظر إلى منافع الفرد حتى أصبحت واجباً يقوم الفرد بدفعه خدمة للصالح العام، وأصبحت الدولة في العصر الحديث تعتمد على الضرائب باعتبارها أساس النظام المالي للدولة.
Translation - English The coercive form of tax has initially emerged in Britain during the era of its wars against Napoleon in 1799, where it was exceptionally imposed to cover the war expenses, to be canceled later on in 1803. Although the same law was reinstated in the same up to 1815 were it was canceled, to be finally reestablished inn 1842.
The United States of America has primarily issued its income tax law during the civil wars era in 1861, remaining in force until 1872. In 1913 an amendment was introduced to United States constitution, postulating issuing a statute to regulate income tax.
In the Arab world however, Jordan was one of the first countries to introduce an income tax law which was embraced in 1933, followed by Egypt and Iraq in 1939, while such law was imposed in Palestine at the era of British mandate in 1941. As the State's need for funds had increased due to expansion of its services, and after the tax was optional, it became compulsory without considering the individual's interests to the extent it became a duty performed by the individual in service of the public interest, to the extent that contemporary States became dependant on taxes as the base of the State's financial system.

يقصد بالتهرب الضريبي: إفلات المكلف من عبئ الضريبة من خلال عدم دفع الضريبة بشكل كلي أو جزئي في السنة الضريبية الواحدة.
من هذا التعريف يتبين أن الضريبة عبء على الفرد، تدفع من خلال اقتطاع جزء من دخله دون أن يكون هناك مقابل يحصل عليه، مما يزيد من أعباء المكلف وخاصة عندما يكون محمل بالعديد من الضرائب أو عندما تكون أسعارها مرتفعة.
والذي يؤدي بدوره إلى دفع المكلف إلى محاولات التخلص من هذا العبء كليا أو جزئيا بنقل عبئها أو التخلص منها بطريق التهرب ولكن يجب التنويه هنا إلى الاختلاف بين التهرب الضريبي و نقل عبء الضريبة ففي الحالة الثانية فإن عبء دفع الضريبة ينتقل من المكلف بدفعها إلى شخص أخر ويستقر عليه هذا العبء بشكل نهائي بحيث يصبح هذا الأخير هو المكلف بدفع الضريبة ويتم اقتطاعها منه. أم في حالة التهرب الضريبي لا يقوم المكلف بدفع الضريبة إلى خزانة الدولة مما يؤدي إلى ضياع حق الدولة في الضريبة. كما ويجب التفرقة بين التهرب الضريبي والتهريب الضريبي فالتهريب الضريبي يقتصر على التهرب من ضريبة معينة بالذات وهي الضريبية الجمركية بالمخالفة لأحكام قانون الجمارك.
Translation - English Definition of Tax Evasion:
Tax evasion can be defined as the taxpayer action of escaping the tax burden by non-payment of applicable taxes whether totally or partially during the taxable year.
Based on the forgoing, it can be concluded that tax is burdened upon the individual, which is deducted from the individual's income without having anything in return, increasing the burdens imposed thereupon, especially in case of multiple taxes or the high costs of such taxes.
Such situation drives the taxpayers various attempts to escape such burden either totally or partially by passing it on or through evasion attempt. Nevertheless, it should be noted here the difference between tax evasion and passing on the tax burden, as in the second case the tax burden is passed on from the taxpayer to another individual, who shall assume such burden definitively, taking liability to pay such tax by deduction. On the other hand, in the case of tax evasion, the taxpayer refrains from paying the applicable taxes to the State's treasury, causing loss of the State's right to those taxes. It is also essential to distinguish between tax evasion and tax avoidance, which involves evasion of a certain type of tax; namely the custom duty in contrary to provisions of the custom law .

These Terms are supplemental to the terms of the tender invitation and the General Conditions of Contract and shall have the contractual applicable power for the purchase of medicines, and shall be binding on bidders and contractors. The Tenders' Board shall have the right to exclude any bid contrary to some or one of these conditions.
First: -
a)
1. The delivery of medicines shall be made in two batches, in cooperation with the Joint Procurement Department, which coordinates with the ordering bodies, provided that the expiration period at furnishing each batch is not less than 66%, and case of the contractor desire to supply the material at once, then he shall pledge to replace (50%) of the quantities supplied which will be expired prior to use, with the approval of the resource.
2. The substituted material shall be supplied subject to a replacement pledge in one batch within three months of the replacement notification by the Department, and according to the conditions contained in the First article (a) above (provided that the tenders boards shall have the right to accept replacement of items with others, and re-calculating the value of material based on the alternative referral price of the substituted material, in line with the terms of the referral, provided that that Tender Board shall be entitled to waive replacement and deduct the item price from the contractor's payables with the department).

Translation - English 1 - the concept of diplomatic law: It is a branch of public international law which deals with the organization of external communication between states and illustrating means of State representation in other countries, it is also concerned with management of international affairs and the modality of consulting and negotiation among them. The most important characteristic of such law is its flexibility and scalability with the circumstances and needs that arise within the international relations arena. It clarifies all matters related to States' representatives in the international environment in terms of their capacity, functions, and powers granted thereto, as well as their duties, rights, and privileges. It also guides the practice of diplomatic activity in terms of authorities and jurisdiction, including procedures and special protocol in reference to diplomatic actions in the context of international negotiations and relations in general.

Source text - English Marine vegetation and the services it provides as food, a source of medicines, a home for other species, a water filter and a carbon sink are also the subject of discussion and study in our region. In this respect, IUCN has joined forces with the Andalusian Regional Department of the Environment in a LIFE project starting in January 2011, for the protection of Posidonia oceanica seagrass meadows at six locations on the Andalusian coast. Planned activities for 2011 include assessment of the conservation status of these seagrass beds, organization of a Posidonia Sea Festival in Malaga in June 2011, the development of a virtual library and symposia on marine phanerogam beds and participation in the project’s Technical Advisory Committee on phanerogam beds.
Aspects of the seagrass meadows’ resilience to climate change are also being examined and will be the subject of a publication in 2011, which will supplement existing knowledge on the ability of the species to adapt to the consequences of global warming, one of the main threats together with trawling. We have also begun to take steps to assess the conservation status of marine phanerogam species found in the Mediterranean in 2011.
At a local level, in the Al Hoceima National Park in Morocco, IUCN-Med, together with the Park management and SEO/Birdlife, has developed two Strategic Action Plans for two bird species in the area that are noteworthy for their ecological importance and conservation status: Audouin’s gull (Larus audouinii—Near Threatened according to the IUCN Red List) and the osprey (Pandion haliaetus—Least Concern on the IUCN Red List). We have also set up a Cetacean Observation Programme for dolphins and whales in collaboration with local organizations.
The ecosystem chain: Out of sight, but not out of mind.
Pelagic ecosystems, those relating to the open sea and the great mass of water away from the coast and the sea bed (and which are sometimes termed high seas, although they are different) are unknown to many people but no less important for all that. The study published this year on ‘The Mediterranean Pelagic Habitat: Summary of oceanographic and biological processes’ seeks to apply a dynamic process approach to the conservation of this habitat, with a view to ensuring that not only pelagic marine species but also the dynamic pelagic habitats upon which they depend are taken into consideration when Marine Protected Areas are set up.
The importance of these ecosystems in the Mediterranean Sea—a hatchery and habitat for many species of fauna and flora and an area of transit on migratory routes—is underlined by the fact that most of its waters beyond those areas declared to be territorial waters (12 nautical miles from the coast) are traditionally viewed as high seas. That means that what happens in these waters is beyond national jurisdiction and therefore they are ‘no man’s sea’, so to speak, in which threats to biodiversity are not considered the responsibility of any particular country.

Overview
The International Organization of Supreme Audit Institutions (INTOSAI) and 15 Donors have signed a Memorandum of Understanding (MOU) with the objective of providing a common approach towards increased strategic focus and coordination for Donors and the SAI community in strengthening SAI capacity in partner countries. This stocktaking was designed to identify, at a high level, the needs and indicative funding gaps of SAIs in partner countries.
The stocktaking instrument was distributed to 204 SAIs globally and eight INTOSAI Regions and Sub regions, achieving an overall response rate of above 90 percent. This encouraging response rate is attributable to the valuable efforts of the INTOSAI Regional Secretariats in mobilizing their members to respond to the stocktaking survey.
The basic objective of the stocktaking questionnaire was to obtain a broad understanding of the nature and extent of needs across the SAI community and identify funding gaps. While there is demonstrated considerable ongoing support of SAIs, the aggregate funding gap estimated for SAIs is estimated at 269 million US$, where approximately 228 million US$ refer to SAIs from Low Income (LI) and Lower Middle Income (LMI) countries. This entails an average funding gap of 2.1 million US$ per SAI with a high or medium defined need for capacity development support.
Based on the needs assessment, and the other data gathered as part of the stocktaking exercise summarized in the following paragraphs and detailed in this report, there is a need for an Action Plan to outline the way forward based on opportunities for better donor coordination for SAIs to include:
• Determining what can be done in the short term to provide a strategic focus to effective SAI support that renders demonstrable outcomes.
• Developing a practical framework for effective SAI support in the medium to longer term range, that is also consistent with the principles of the MOU.
SAI Audit Coverage and Timeliness
The stocktaking began with a section gathering some basic institutional facts from the participating SAIs, and those responses are summarized in detail in Annex E. In terms of audit coverage, the data shows substantial variations among SAIs in the different INTOSAI Regions and across World Development Indicator (WDI) classifications. توقيت ونطاق التدقيق للأجهزة العليا للرقابة المالية العامة والمحاسبة
تمثلت بداية استمارة الاستطلاع التقييمي بقسم لجمع بعض الحقائق المؤسسية عن الأجهزة العليا للرقابة المالية العامة والمحاسبة (SAI) المشاركة، حيث تم تلخيص تلك الاستجابات بشكل مفصل في الملحق (هـ). أما بالنسبة لنطاق التدقيق، فقد أظهرت البيانات تفاوتا كبيرا في أوساط والأجهزة العليا للرقابة المالية العامة والمحاسبة (SAI) في الأقاليم التابعة للمنظمة الدولية للأجهزة العليا للرقابة المالية العامة والمحاسبة (INTOSAI) في جميع تصنيفات مؤشرات التنمية العالمية (WDI). وعلى الرغم من أن النطاق المالي للتدقيق يبدو واسعا في أوساط الأجهزة العليا للرقابة المالية والمحاسبة ضمن المنظمة الافريقية والمنظمة العربية، الا أن الأرقام المقابلة ضمن منظمة الأجهزة العليا للرقابة المالية العامة والمحاسبة للكاريبيك ومجلس المحاسبة الفرنسي كانت أقل بكثير. وقد جعلت تلك الجهات من معالجة التحديات التي تواجه الرقابة المالية أولوية لها وفقا لما هو موضح في تقارير تقييم الحاجة. وقد ذكر 59% من الأجهزة العليا للرقابة المالية العامة والمحاسبة في الدول ذات الدخل المنخفض أو ذات الدخل المتوسط المنخفض أن نطاق الرقابة المالية يتجاوز 50%، في حين أن 16.5 من تلك الأجهزة تحظى بنطاق تغطية للرقابة المالية دون 10%.
