Die Offshore-Windenergie-Nutzung ist eine der großen Hoffnung für die Energiewende in Deutschland. Allerdings haben die aktuell bestehenden Windparks in Nord- und Ostsee zusammen eine Leistung von gerade mal 200 Megawatt (MW). Das erscheint wenig im Vergleich zu Ländern wie Großbritannien mit derzeit knapp 1600 MW oder Dänemark mit 850 MW installierter Offshore-Leistung. Aber die Ausbaupläne in Deutschland sind sehr ambitioniert: Bis zum Jahr 2030 sollen nach dem Willen der deutschen Regierung 25 Gigawatt (GW) auf dem Meer erzeugt werden. Um dieses Ziel zu erreichen, muss die Ausbaugeschwindigkeit deutlich erhöht werden – im Moment geht es allerdings sehr langsam voran. Die Gründe dafür sind neben rechtlichen und finanziellen Unklarheiten und Problemen auch die zu lösenden technischen Herausforderungen.
Eine Schlüsselrolle spielt dabei die Netzanbindung : Wie kommt der Strom von den Windkraftanlagen auf hoher See an Land und von dort weiter dorthin, wo er letztlich gebraucht wird? Da alle derzeit weltweit existierenden Windparks relativ nahe an den Küsten liegen, war es bislang ausreichend, den von den einzelnen Windkraftanlagen produzierten Drehstrom zu einer Umspannplattform auf See zu leiten und von dort per Hochleistungs-Wechselstromleitung ans Land zu schicken. Das funktioniert allerdings nur bei Kabellängen von bis zu 80 km: Ab dieser Länge kommt bei Seekabeln mit Drehstrom praktisch keine Energie mehr an. Aufgrund von Landschaftsschutz und höherer Windausbeute liegen die meisten geplanten und in Bau befindlichen deutschen Windparkprojekte deutlich weiter draußen auf See.
Als Lösung bietet sich die Hochspannungs-Gleichstrom-Übertragung an. Der Drehstrom, den die Windräder erzeugen, wird auf Offshore-Umspannwerken gesammelt, von dort per AC-Seekabel zur Offshore-Konverter-Plattform übertragen und dort in Gleichstrom umgewandelt. Mittels HGÜ wird dieser Gleichstrom weitgehend verlustfrei an Land transportiert, dort in Konvertern wieder in Wechselstrom zurückgewandelt und schließlich in einem Umspannwerk ins Stromnetz eingespeist.
Über Land oder bei der Seeverbindung zwischen zwei Festlandspunkten ist diese Technik gut etabliert: Weltweit gibt es derzeit HGÜ-Verbindungen, die zusammen etwa 100 Gigawatt Leistung übertragen können. Auf See sieht die Sache anders aus: Hier wurde erst eine einzige HGÜ-Station auf einer Offshore-Plattform aufgebaut. Die im Jahr 2009 installierte Plattform BorWin alpha, 125 km vor der niederländischen Küste, wurde auf einer Werft in den Niederlanden gebaut. Die elektrische Ausrüstung stammt von ABB aus Schweden. Sie kann eine maximale Leistung von 400 MW übertragen.
Mit etwas Verspätung wird nun auch Siemens als Weltmarktführer für Offshore-Netzanbindungen in diesen viel versprechenden Markt einsteigen. „Wir sehen hier einen großen Bedarf – und zwar nicht nur in Deutschland. Auch bei Offshore-Projekten vor Großbritannien ist die HGÜ mit zukünftig größerer Küstenentfernung der projektierten Windparks alternativlos“, sagt Tim Dawidowsky, seit Juli 2012 CEO der Siemens Business Unit Transmission Solutions. Im Wechselrichter-Bereich hat seine Abteilung in den letzten Jahren bereits sechs Offshore-Netzanbindungen mit zusammen 1,6 GW Leistung in Betrieb gesetzt. Trotzdem sind die Herausforderungen für die ersten HGÜ-Netzanbindungen groß. „Die HGÜ-Konverter-Plattformen sind mit bis zu 15.000 Tonnen fünfmal so schwer wie eine Offshore-Wechselstromanbindung. Außerdem müssen sie in bis zu 70 m tiefem Wasser aufgestellt werden – doppelt so tief, wie die bisherigen Anlagen vor Großbritannien“, erläutert Dawidowsky.
Im Moment hat Siemens Aufträge für vier Offshore-HGÜ in Bearbeitung. Für den Bau der dazugehörenden Offshore-Konverter-Plattformen hat der Energiespezialist den Schiffsbauer Nordic Yards ins Boot geholt. Bei einer Presseveranstaltung vergangene Woche auf der Nordic Yards-Werft in Wismar/Deutschland hatte ich Gelegenheit, einen Eindruck von den gewaltigen Dimensionen dieser Stromnetzkomponenten zu gewinnen. In einem überdachten, 370 m langen Trockendock ruht ein 50 m breiter, 70m langer und 35m hoher Stahlquader, die sogenannte Topside der Konverterstation HelWin 1. Im Inneren des siebenstöckigen Aufbaus bereiten die Werftarbeiter und die Siemens-Spezialisten derzeit große Hallen vor, in denen bald Konverter mit einer Leistung von insgesamt 576 MW installiert werden sollen. Um sie herum gruppiert sind die „lebenserhaltenden“ Systeme der Station, wie zum Beispiel Dieselgeneratoren zur Eigenstromversorgung oder die Meerwasserkühlung.
Vor der Trockendockhalle liegt die schon fertige Baseframe für die ebenfalls unter der Regie von Siemens projektierten Konverter-Station BorWin 2. Das 50 m hohe Tragesystem aus bis zu 80 mm starken Stahlrohren soll einmal eine Konverterstation ähnlich der HelWin 1 aus der Nordsee heben, etwa 20 Meter über die Meeresoberfläche. Dazu wird sie am Meeresboden mit Pfählen verankert werden.
Sowohl Topside als auch Baseframe stehen noch lange Seereisen zu ihren Einsatzorten bevor. „Es wird etwa drei Wochen dauern, die Topside von HelWin 1 aus der Werft in der Ostsee um die Nordsitze von Dänemark herum in die Nähe der deutschen Nordsee-Insel Helgoland zu schleppen“, berichtet Christian Schmitt, Vice President for Offshore Platforms Power Transmission Solutions bei Siemens. „Und dabei sind wir auf ein möglichst ruhige Wetterperiode angewiesen.“
Bezogen auf die ursprünglichen Planungen sind die Siemens-HGÜ-Konverterplattformen etwa ein Jahr in Verzug. „Wir haben den Personalbedarf, das Know-how, die einzuhaltenden Standards und die Genehmigungsprozedur bei diesem Vorhaben unterschätzt“, sagt Tim Dawidowsky. Die vier aktuellen Projekte sind Einzelanfertigungen und werden von Siemens als Pilotprojekte eingestuft. Die hierbei gewonnenen Erfahrungen sowie die zukünftig klarere Normierung und Standardisierung sollen die Lieferzeit in Zukunft stark verkürzen.
Um das neue Geschäftsfeld der Offshore-HGÜ-Netzanbindungen noch besser bedienen zu können, hat Siemens an seinem Standort in Hamburg sein Personal in diesem Frühjahr von 180 auf rund 300 Beschäftigte aufgestockt.

Using offshore wind energy is one of the big hopes for energy turnaround in Germany. The existing wind parks in the North Sea and the Baltic Sea, however, have a performance of only 200 megawatt (MW) altogether. Compared to countries like Great Britain with a current offshore performance of almost 1600 MW, or Denmark with 850 MW, this seems pretty low. Germany, however, has very ambitious expansion plans. The German government wants to produce 25 gigawatt (GW) on the sea by 2030. In order to achieve this goal, the speed of expansion has to increase significantly - currently, however, it is very slow. Besides legal and financial obscurities and problems, other reasons for this are the technical challenges that have to be coped with.
A key role in this process isgrid access : how is the electricity to be transported from the wind power stations on the high seas to the mainland and from there to the consumer? As all of the existing wind parks worldwide are relatively close to the coast, it was sufficient, so far, to transport the three-phase current from the individual wind power station to a substation platform at sea, and from there viahigh-voltage alternating current to the mainland. This, however only works with cables, not longer than 80 km. If the undersea cables using three-phase current exceed this length, practically no energy can be transported. Due to landscape protection and a higher wind yield, most of the German wind parks,planned or under construction, are considerably much farther out on the ocean.
High-voltage direct current (HVDC) transmission is one possible solution for this problem The three-phase current produced by wind turbines is collected at offshore substation platforms, from which it is transported to offshore converting platforms via AC- undersea cables, where it is converted into direct current. This direct current is transported to the mainland viaHVDC largely lossless, where it is converted back into alternating current and fed into the power grid in a substation platform.
When it concerns overland transport, or undersea transport between two places on the mainland, this technology works well. Worldwide there are HVDC connections, which, altogether, can transmit about 100 gigawatt. At sea, however, things are different: there, only one single HVDC station has been constructed on an offshore platform, so far. The platform BorWin alpha, which was constructed 125 km off the Dutch coast, was built in a shipyard in the Netherlands. The Swedish company ABB provided the electrical equipment for this platform, which can transmit a maximum power of 400 MW.
A little delayed, world market leader in offshore grid connection, Siemens, is entering this promising market. "We expect big demand in this market - not only in Germany. There is also no alternative for HVDC in offshore projects in British waters, whose future wind parks are planned to be farther out in the sea," Tim Dawidowsky, CEO of Siemens Business Unit Transmission Solutions since July 2012, says. In the inverter sector his department has already put six offshore grid connections into operation, which have a total power of 1.6 GW. However, the challenges for the first HVDC grid connections are great. "With a weight of 15,000 tons, the HVDC converting platforms are five times as heavy as an offshore AC grid connection. They also have to be mounted in 70m deep water - which is twice as much as the platforms existing so far off the British coast," Dawidowsky explains.
Currently Siemens is processing four orders for offshore HVDC. For building the corresponding offshore converting platforms, Siemens has brought the shipbuilder Nordic Yards in. At a press event at Nordic Yards' shipyard in Wismar, Germany, last week, I had the opportunity to get an impression of the huge dimensions of these grid access components. In a drydock with a length of 370 m rests a steel cuboid, which is 50 m wide, 70m long, and 35m high - the so called topside of the converting station HelWin 1. Inside the seven-story construction, employees of the shipyard and specialists of Siemens are currently preparing large halls, in which converters with a total power of 576 MW are soon to be installed. The "life maintaining" systems of the station, like diesel generators for an own power supply or the seawater cooling, are placed around it.
In front of the drydock lies the already completed base frame of the converting station BorWin 2, which is also a Siemens project. The carrying system, which is 50 m high and built out of steel pipes up to 80mm thick, is constructed to lift a converting system similar to HelWin 1 out of the North Sea, into a height of about 20 meters above sea level. For this purpose it is anchored with piles in the sea bed.
Long shipment to their place of action lies ahead topside and base frame. "It will last three weeks to tow HelWin 1's topside from the shipyard at the Baltic Sea around the northern tip of Denmark to a place near the German island Heligoland in the North Sea," Christian Schmitt, Vice President for Offshore Platforms Power Transmission Solutions of Siemens, reported. "Therefore a period of weather, as mild as possible, is essential."
With regard to the original plans, Siemens' HVDC converting platforms are about one year in default. "We underestimated the manpower requirements, the know-how, the standards that had to be met and the approval process for this project," Tim Dawidowsky says. The four current projects are individual constructions and are regarded as pilot projects by Siemens. The experience gained in this project, as well as more explicit normalization and standardization in the future, are to shorten the delivery time in future.
For an even better handling of the new business field of offshore HVDC grid connection Siemens had an increase in human resources from 180 to around 300 at its location in Hamburg, in spring.
