Superiority of Quran
Allah (SWT) revealed the Quran as a book of guidance, mercy and light to release human from rooted ignorance and blind misguidance. Quran is the last scripture revealed by Almighty Allah to be an eternal spring of wisdom; the miracle of the message, and the light and insights to the path of Allah and to survival on the hereafter.
Allah (SWT) Says: “And is it not enough for them that We have sent down to thee the Book which is rehearsed to them? Verily in it is Mercy and Reminder to those who believe”, [Surah Al- Ankaboot, verse No. 51].

فضل القرآن العظيم
أنزَلَ اللهُ القرآنَ كِتَابَ هِدَايةٍ ورحمة، ونورًا وضياءً، أخرجَ اللهُ بهِ البشريةِ من جاهليةٍ مستحكمةٍ، وضلالةٍ عمياء، كتابٌ خُتِمَت بهِ الكُتبُ المنزَّلة، فهو ينبوع الحكمةِ، وآية الرسالةِ، ونور الأبصارِ والبصَائرِ، ولا طريقَ إلى الله سواه ولا نجاةَ بغيرهِ.
قال تعالى: (أوَلَمْ يَكْفِهِمْ أَنَّا أَنْزَلْنَا عَلَيْكَ الْكِتَابَ يُتْلَى عَلَيْهِمْ إِنَّ فِي ذَلِكَ لَرَحْمَةً وَذِكْرَى لِقَوْمٍ يُؤْمِنُونَ) [سورة العنكبوت: آية 51].
وقال: (يَا أَيُّهَا النَّاسُ قَدْ جَاءَتْكُمْ مَوْعِظَةٌ مِنْ رَبِّكُمْ وَشِفَاءٌ لِمَا فِي الصُّدُورِ وَهُدًى وَرَحْمَةٌ لِلْمُؤْمِنِينَ) [سورة يونس: آية 57].

No person shall work in projects or engineering matters unless obtains designs and drawings signed and approved by a Government body or licensed engineering office to practice engineering profession.
Article 4
Practicing studies’ works , providing consultancy , conducting engineering designs , drawings and supervising the implementation of other engineering projects or works shall be entrusted to the Engineering Directorates in Governmental institutions, public entities or engineering offices licensed according to the provisions of this Law.

يُحظر على الكافة تنفيذ مشاريع أو أعمال هندسية إلا بموجب تصاميم ومخططات معدة وموقع عليها ومعتمدة من جهة حكومية أو مكتب هندسي مرخص له بمزاولة المهنة.
المادة (4)
تكون مزاولة أعمال الدراسات وتقديم الاستشارات ووضع التصاميم والمخططات الهندسية، والإشراف على تنفيذ المشروعات والأعمال الهندسية الأخرى عن طريق الإدارات الهندسية بأجهزة الدولة والهيئات العامة أو المكاتب الهندسية المرخص لها طبقاً لأحكام هذا القانون.
