El Parlamento Europeo
Elegidos directamente por los votantes de la UE cada cinco años, los diputados del Parlamento Europeo representan a los ciudadanos. El Parlamento es una de las principales instituciones legisladoras de la UE junto con el Consejo.
El Parlamento tiene tres funciones principales:
• debate y aprueba legislación de la UE junto con el Consejo
• somete a control a otras instituciones de la UE, en especial a la Comisión, para garantizar su funcionamiento democrático
• debate y adopta el presupuesto de la UE junto con el Consejo.
Aprobar la legislación de la UE
En muchos ámbitos, como la protección de los consumidores y el medio ambiente, el Parlamento y el Consejo (en representación de los gobiernos nacionales) trabajan juntos para decidir el contenido de la legislación de la UE y adoptarla oficialmente. Este proceso se denomina "codecisión".
Con el Tratado de Lisboa ha aumentado el número de ámbitos de actuación que se regulan por codecisión, lo que da al Parlamento más poder para influir en el contenido de la legislación relativa a aspectos como la agricultura, la política energética, la inmigración y los fondos de la UE.
Además, se requiere la aprobación del Parlamento para determinadas decisiones importantes, como permitir que nuevos países entren a formar parte de la UE.
Control democrático
El Parlamento ejerce su influencia en otras instituciones europeas de varios modos.
Cuando se nombra una nueva Comisión, sus 27 miembros, uno de cada país de la UE, no pueden tomar posesión de su cargo hasta que el Parlamento les haya dado el visto bueno. Si los diputados del Parlamento Europeo no están de acuerdo con el nombramiento de uno de los miembros (comisarios), pueden rechazar a la Comisión en pleno.

The European Parliament
Elected directly by voters in the EU every five years, Members of the European Parliament (MEPs) represent the citizens of the Union. Together with the Council, the Parliament is one of the main legislative institutions in the EU.
The Parliament undertakes three major tasks:
- Together with the Council, it debates and approves EU legislation
- It supervises other institutions in the EU, especially the Commission, in order to ensure that they officiate democratically.
- Along with the Council, it debates and endorses the EU Budget.
Approving EU legislation
In many spheres, such as consumer protection and the environment, the Parliament and the Council (as representatives of the Member States) work in unison to decide on EU legislation and its official adoption. This process is known as “codecision”.
The signing of the Lisbon Agreement has seen an increase in the number of fields that are regulated by codecision, and which has invested the Parliament with further powers to influence legislation in such sectors as agriculture, policies on energy, immigration, and EU funds.
Moreover, Parliamentary approval is required when some important decisions -such as the accession of new Member States to the EU- need to be made.
Democratic Control
The Parliament exerts its influence on other European institutions in various other ways.
On the appointment of a new Commission, its 27 members -one for each Member State- cannot assume office prior to the consent of the Parliament. If MEPs do not agree with the appointment of any of its members (commissioners), they may reject the Commission outright.
The Parliament can also force the Commission to resign at anytime during its mandate. This is known as the “Censorship Motion”.
The Parliament monitors the work of the Commission by way of examining the reports produced by the latter, and by posing questions to the commissioners. This operation plays a vital role in the said supervisory task.
MEPs peruse petitions from citizens and are authorized to lead investigations in this respect.
When national leaders attend a summit by the Council of Europe, the Parliament submits its opinion on the agenda.
Budgetary supervision
The Parliament, as well as the Council, keeps an eye on the annual EU budget.
The Parliament engages a special committee to help examine how a particular budget has been exhausted, also approving, on an annual basis, the management of the previous year´s budget on the part of the Commission.
Composition
Broadly speaking, the number of MEPs held by any Member State is commensurate with its population. However, no country is allowed fewer than 6 MEPs or more than 96.
MEPs are grouped according to political affinity and concurrence rather than nationality.

NASA'S Kepler Discovery Confirms First Planet Orbiting Two Stars
WASHINGTON -- The existence of a world with a double sunset, as portrayed in the film Star Wars more than 30 years ago, is now scientific fact. NASA's Kepler mission has made the first unambiguous detection of a circumbinary planet -- a planet orbiting two stars -- 200 light-years from Earth.
Unlike Star Wars' Tatooine, the planet is cold, gaseous and not thought to harbor life, but its discovery demonstrates the diversity of planets in our galaxy. Previous research has hinted at the existence of circumbinary planets, but clear confirmation proved elusive. Kepler detected such a planet, known as Kepler-16b, by observing transits, where the brightness of a parent star dims from the planet crossing in front of it. "This discovery confirms a new class of planetary systems that could harbor life," Kepler principal investigator William Borucki said. "Given that most stars in our galaxy are part of a binary system, this means the opportunities for life are much broader than if planets form only around single stars. This milestone discovery confirms a theory that scientists have had for decades but could not prove until now."

I am British, but I also have Spanish blood running in my veins. I initially languished at Grammar School, but eventually enjoyed reasonable GCE success both at ´O´ and ´A´ levels.
In 1973, I enrolled in a 1-year full-time course in Foundation Art & Design at the North East London Polytechnic and, subsequently, in a 3-year course in Graphic Design at the East Ham (London) College of Technology. I have been a member of the Chartered Society of Designers (London), the Society of Graphic Fine Artists (London), and member of the Association of Illustrators (London).
I have worked full-time for a television channel as its chief designer, and I have also owned and run two design consultancies that focused on design for print, including Illustration, Corporate Identity and Promotional Literature, Environmental Design, philately, Television/Press/ Magazine Advertising, Copywriting and Marketing. I have coordinated projects in these fields in the U.K., Spain and France.
During my 14-year spell in Spain, I have worked as a freelance English teacher. Clients included companies, public and private schools and individuals from all walks of life. I also undertook translation and interpretation work, satisfying some very demanding clients, such as the Toledo Regional Government, hotels, federations, real estate agencies, consultancies, tourist-guide companies, pharmaceuticals, vintage-car dealers, and individuals.
I have lectured on Ancient Civilizations, Comparative Religions, Graphic Design and Marketing. I enjoy reading and writing, and I have authored and published a handful of magazine articles and books to date. My latest book, for instance, “Religious Confluence”, is currently available from Amazon.com and Issuu.com. I am interested in Current Affairs, Science and Astronomy in particular, Ancient History and Sociology. I also enjoy the occasional spot of painting and have held a couple of exhibitions in the UK and Spain.
