Source text - English The argument of this book is fairly straightforward. It consists in the claim that most ethical theories can be assigned to one of Jacques Lacan’s three psychoanalytical categories of the imaginary, the symbolic and the Real, or to some combination of the three. Using these registers rather broadly, I try to weight the strengths of each of these types of ethical thought alongside their defects, and to contrast them with what seems to me the richer ethics of socialism and the Judaeo-Christian tradition. Some of my friends and readers will be dismayed to see me wasting my time yet again on theology. It is true that religion has proved one of the most noxious institutions of human history; but that squalid tale of oppression and superstition stands under the judgement of the version of Christianity advanced in this book. It is a paradox of our times that while it has bred various lethal brands of religious fundamentalism, it has also given birth to a current of radical theology – one which, ironically, represents one of the few surviving enclaves of materialist thought in these politically patchy times, and which is often more revolutionary in its political implications than much secular leftist thought. It may well be a dismal sign of the times that it is to the science of God, of all things, that we must look for such subversive insights. But there is no reason to look a gift horse in the mouth. ‘If a man could write a book on Ethics which really was a book on Ethics,’ comments Ludwig Wittgenstein, ‘this book would, with an explosion, destroy all the other books in the world.’1 I am pained to report that when I glanced up from the last sentence of my text, the volumes on my bookshelves were still intact. I trust, even so, that this work makes an original contribution to ethical theory, if only because few such studies investigate both Hume and Levinas, Burke and Badiou. My hope is that the book will be disliked by Anglo-Saxon philosophers for taking Parisians seriously, and scorned by Parisians for finding something of value in English thought. As ever, my philosophical minders, Peter Dews, Simon Critchley, Peter Sedgwick and Slavoj Zizek, have rescued a rank amateur from some of his customary errors and howlers, and I appreciate their kindness in taking the trouble to do so. In case anyone assumes that only those of impeachable moral stature have the authority to write on ethics, I can only recall, mutatis mutandis, Marx’s comments on his own labours, when he remarked that nobody had written so much on money and had so little. Birçok etik kuramı Jacques Lacan’ın üç psikanalitik kategorisinden –imgesel, simgesel ve Gerçek– birine ya da bu üçünün bir birleşimine bağlanabilir türünden bir iddiaya dayanıyor bu argüman. Bu üç kategoriyi daha kapsamlı bir şekilde kullanarak, etik düşüncenin sözkonusu türlerinin her birinin eksik ve güçlü taraflarını tartmaya, bana daha zenginmiş gibi gelen bir sosyalizm etiğiyle ve Yahudi-Hıristiyan geleneğiyle bu türleri karşılaştırmaya çalışıyorum. Bazı arkadaşlarım ve okurlarım, zamanımı bir kez daha teolojiye harcadığımı görünce umutsuzluğa kapılacaklar. Yine de bu çalışmanın etik kuramına özgün bir katkı yapacağına olan inancım tam, çünkü bu tür çalışmalardan sadece birkaçı Hume ile Levinas’ın, Burke ile Badiou’nun her ikisini birden inceler. Parisliler ciddiye alındığı için kitabın Anglo-Sakson felsefeciler tarafından hoş karşılanacağını beklemiyorum, Parisliler tarafından da İngiliz düşüncesinde kayda değer bir şeyler bulunduğu için hakir görülecektir bu kitap. Source text - English Preliminary Impact Assessment Directive 2002/96/EC of the European Parliament and of the Council of 27 January 2003 on Waste Electrical and Electronic Equipment WEEE DIRECTIVE 4 November 2010 • Introduction • This preliminary report was prepared by REC Turkey for the Turkish Ministry of Environment and Forestry. The report aims to inform the project Steering Committee members and senior officials of the MoEF and obtain their validation regarding the preliminary impact assessment of the adoption (transposition and implementation) of the WEEE Directive (2002/96/EC). The report focuses on the main problems concerning the implementation of the Directive and the Government’s objectives for the RIA. More specifically, this preliminary RIA presents six policy options identified to tackle the noted problems. • Once the MoEF validates the problems identified, objectives of the RIA and policy options presented in this preliminary RIA, The Task Force will launch a, “consultation” and “data analysis” process which will feed into an extended RIA. “Further Analysis” and “Follow-up”, sections give details about consultation and data analysis process. • This preliminary RIA is based on a series of workshops, bilateral meetings and literature survey between June - October 2010 to identify main reasons of the problem and to examine cause-result relationship between the main reasons. • Problem definition Turkey aims to become a full member of the EU, thus has a program for alignment with the Acquis Communautaires. For this, Turkey needs to transpose and implement the directive of the European Parliament and of the Council of 27 January 2003 on Waste Electrical and Electronic Equipment (AKA the ‘WEEE Directive’, 2002/96/EC). • The WEEE Directive aims to tackle improper treatment of waste electrical and electronic equipment (WEEE). This is the fastest growing waste stream in the EU, producing 8.3-9.1million tons in 2005, and expected to grow to 12.3 million tons of WEEE by 2020. • The WEEE Directive is covering almost all electrical and electronic equipment used by consumers or business that may end up in the municipal waste stream within defined ten categories of products. The directive envisaged recovery and recycling targets within these categories. • Different projections of WEEE amounts have been calculated for Turkey. Turkey had 319.000 tons of WEEE in 2007 according to UNEP/MAP project, and this amount would grow to 390.000 tons by 2015. United Nations University (UNU) was calculated 566.521 tons of WEEE for 2007 and projected 770.096 tons by 2015. The average cost of disposal of WEEE in line with the directive is 1,5 EUR per kg. Based on these assumptions, full implementation of WEEE directive will costs 430 million EUR per year to Turkey. However and despite these estimates, the actual WEEE collection rate from the households in Turkey is still not precisely known. • The general process of EEE and WEEE flows is presented in Annex 1. • There are two central problems with disposing of WEEE: A) disposal of WEEE to landfill and B) suboptimal recycling and recovery of WEEE by techniques that release or generate harmful substances. Both waste disposal ways imply losing significant valuable recyclable resources and damaging the environment and health, in the EU and in developing countries. Hence, the adoption, transposition and implementation of the WEEE Directive will provide considerable environmental and economic benefits. However, it will also require important legal, technical and institutional reforms that will have also economic, social and environmental costs as well as require budgetary and financial expenditures for the Turkish Government and for the relevant stakeholders.
