Schwarzenegger called Victor Perez , an unemployed construction worker who resides in the same town, a hero, and called upon local businesses to give him a job.
Perez is a legal resident of the United states, born in Ensenada, México. He arrived to the United States as a child and went to school in Fresno. He said that he recently returned to live with a cousin after spending some time in San Diego and has been picking grapes to make a living.
He appeared to be moved by the ceremony in his honor at the Fresno town council, and gave thanks to God.
"I only wish...to give thanks to the family and that the baby is in her mother’s hands, he stated as press cameras flashed around him, "To me the true hero is that the mother and daughter are reunited again Thank you".
Because of the kidnapping of the little girl, an Ambar Alert was signaled throughout the state. Perez remembered that he had seen on television how they had tried to stop the kidnapper, and saw a description of the red pick up truck that was driven.
He said that he saw it in front of his house, and quickly jumped into his own vehicle, blocking the escape of the truck three times until the girl could escape. Then he stayed with the girl and called 911, shortly afterward, the police arrested 24 year old, Gregorio Gonzalez, a presumed member of the "Bulldogs" gang.
Gonzalez was accused on Thursday of eight serious charges including multiple charges of rape and kidnapping of a minor. He will be formally charged on Friday

"No operábamos nosotros.
Translation - English MINSK, Belarus—During a tour of the countries of the old Soviet Union, President Hugo Chavez rejected the vocal criticisms of his plan to sell Venezuelan shares of a refinery in Germany to Russia.
The refinery Ruhr Oil, located in the German city of Bochum, is a joint venture of British Petroleum (BP) and the state corporation Venezuela Petroleum S.A. (PDVSA). In 1983, amongst the great producing and consuming countries of crude oil in the world, it was one of the first mixed companies.
The governor accused his adversaries in Venezuela of unleashing a ferocious campaign of lies attacking the decision to sell the refinery.
He justified his move by arguing that the refinery “did not refine Venezuelan petroleum, did not hire Venezuelans and brought no profit to Venezuela; everything stayed in Germany”.
”We did not operate it. Everything was in the hands of the English (BP)”, added Chavez, as reported by the national radio of Venezuela during his stay in the capital Belarus, the second step of his international tour, which began Friday in Moscow.
Chavez’ opponents are not in agreement with the sale, affirming that at present “you cannot construct a refinery like that for less than 7,000 or 8,000 million dollars”. Ruhr Oil has a refinement capacity of 23.4 million tons of crude oil per year.
This is bad business, they are giving away the refinery”, said ex- president of PDVSA and ex- minister of Energy Humberto Calderon Berti, to the press in Caracas.
The Rosneft Company, the major oil company of Russia, announced that it will pay 1,600 million dollars for the shares in PDVSA.
The oil expert added that he could not understand how Venezuela would let go of a refinery located in a country “not only industrialized but also great consumer, while simultaneously announce the intention to invest in the construction of a refinery in Belarus. This is truly a thoughtless action”.
Chavez has stated that “we have been looking for a strategic partner to sell off our part in that refinery for 10 years”.
Chavez, did not mention the cost of the transaction, but he guaranteed it was the right price for both parties, and revealed that the British company “did not want us to sell and neither did the Germans… it was an even agreement, but not for us. It is very attractive to the Russians because it is within their geopolitical boundaries”.
The Venezuelan leader did not mention that the refinery in Germany was part of the framework of a tri-parte deal that for decades Venezuela maintained with the extinct Soviet Union: Venezuela placed tens of thousands of barrels of crude oil in Soviet partnerships in the West, such as Cuba, in return for a similar action by the USSR and later Russia towards clients of Venezuela in Europe.
When Chavez, a close friend and ally of the ex- Cuban leader Fidel Castro, assumed power in Venezuela, he directly administered the provision of petroleum to Cuba, with preferential prices and easy terms of payment.
Chavez’ tour continues in the Ukraine and includes additional visits to its allies Iran, Syria and Libya.
Before his return, set for the 23 of October, Chavez will make a stop in Portugal, where he will review the progress of a series of cooperation agreements with Prime Minister Jose Socrates.
