Source text - English 2010 OFFICER NOMINATION AND ELECTION NOTICE
Nominations and election of officers will be conducted at the dates and times in the manner described in this Notice. The nominations and election shall be conducted according to the Constitution and Bylaws. The General Election Chairperson shall be assisted by an Alternate Election Chairperson and Election Judges. Any active member shall be eligible to participate in the nomination and election of officers under the following rules and guidelines.
The offices to be filled through the nomination and election procedure are President, Secretary/Treasurer, Recorder, and 56 Vice Presidents. According to the Constitution, the President and Secretary-Treasurer shall be a delegate to the regular Convention by virtue of their election. The offices of President, Secretary/Treasurer, Recorder and two at-large Vice Presidents are to be filled through nomination and election by and from the full membership from all Regions. The offices of the remaining 54 Vice Presidents are to be filled through nomination and election by and from the members in each Region. The Vice Presidents' positions are numerically designated for nomination and election purposes only:
At-Large: 2 Vice Presidents numbered 1 and 2 [for example: Vice President #1, Vice President #2]
Western Region: 19 Vice Presidents numbered 3 through 21 [for example: Vice President #3, Vice President #4, etc.]
Central/Northeastern Region: 17 Vice Presidents numbered 22 through 38 [for example: Vice President #22, Vice President #23, etc.]
Southeastern Region: 18 Vice Presidents numbered 39 through 56 [for example: Vice President #39, Vice President #40, etc.]
NOMINATIONS
In accordance with the Constitution and Bylaws, eligibility requirements for nomination of all officer positions are described below.
The nominee must be an active member who has either:
1. Continuous active membership since June of 2009; or
2. Continuous active membership since June of 2008.
In all cases, the individual must maintain continuous active membership in the Local Union in order to remain eligible to run for or hold office.
Nominations for officers will be accepted from the floor only at nomination meetings beginning promptly at 9:00 a.m., 1:00 p.m., and 7:00 p.m. on the dates, and locations indicated herein.
The following rules will be observed during nominations:
1. No business other than the nomination of officers will be conducted at the nomination meetings.
2. You must provide picture identification or the last four digits of your social security number to attend a nomination meeting.
3. You must be an active member in good standing to be eligible to nominate.
4. With the exception of President, Secretary-Treasurer, Recorder and at-Large Vice Presidents (#1 and #2), a nominee must be an active member within the Region in which he or she is nominated for Vice President in order to be eligible to run for election for that position.
5. A nominee must be nominated for the office of Vice President (#3 through #56) by an active member from the Region represented by that position.
6. No member may accept nomination for more than one office.
7. One nomination shall be sufficient to cause a nominee's name to appear on the ballot. 8. Self-nominations are permitted.
9. Nominations shall be recorded at the conclusion of each meeting.
10. There shall be no campaigning at the nomination meetings.
11. Nominations must be accepted in writing.
12. A nominee need not be present at a nomination meeting to be nominated; provided, however, that the nominee must accept their nomination as set forth below.
A nominee must accept or decline the nomination by notifying the General Election Chairperson; in writing of their decision to be a candidate for the office they were nominated. There will be acceptance/declination forms available at the nomination meetings, or forms may be requested from the General Election Chairperson. While all persons nominated are encouraged to use these forms, any writing clearly accepting or declining a nomination is permitted, together with your name, and other contact information. All acceptances must be received by the General Election Chairperson no later than 12:00 p.m. on July 12, 2010, at the headquarters. Acceptance forms may also be submitted by facsimile or e- mail. The names of those nominees who do not accept in writing by the deadline will not appear on the ballot. Those members making nominations are encouraged to advise their nominees of the methods and timeframes relative to accepting a nomination and to provide contact information for their nominees.
After the nomination acceptance deadline has passed, if there are unopposed candidates, those unopposed candidates shall be deemed elected by acclamation, and no vote on that position shall be conducted.
ELECTION
Election of officers will be conducted by a secret ballot election at the dates, times and locations indicated herein. Write-in candidates and proxy voting shall not be permitted in the officer election. Those elected will serve a three-year term beginning on January 1, 2011 and ending on December 31, 2013.
The General Election Chairperson has established the polls will be open from 8:00 a.m. to 7:00 p.m. on the following dates and locations for voting in the officer election:

The following rules will be observed during the Election of Officers:
1. You must be an active, dues paying member to be eligible to vote.
2. Active members should vote at their designated polling place as indicated by your store number above. Members may vote at a polling place other than their designated polling place but they will be given a challenged ballot.
3. Active members must provide picture identification or the last four digits of their social security number to the election judge before they receive a ballot. Voters unable to produce identification or remember their social security number will be given a challenged ballot.
4. All active members will sign the Membership Registration/Verification list at their designated polling place and receive their ballot. If for any reason the member's name is not listed on the Membership RegistrationNerification list at their designated polling place they will sign the Challenged Voter Register and vote a challenged ballot.
5. Active members shall take their ballot and enter the voting area. The member shall in secrecy mark their ballot. After marking their ballot the member shall fold and place their ballot in a secured ballot box. If any identifying marks are made on the ballot that would identify the voter the ballot will be voided and not counted.
6. After the member has placed the ballot in the ballot box they must leave the immediate area where the voting is taking place.
7. No campaigning in the polling area or near the entrance to the polling area.
Tally Procedures and Rules
At the close of each polling location, the election judge along with their counters shall open and count the ballots. All election supplies shall be brought to headquarters. The General Chairperson shall receive the election materials and supervise summarization of the tallies of the polls.
In the event of a need for a run off for any position there will be a run off election conducted only for those positions.
The results of the election shall be reported on the website and on the Bulletin boards at individual locations.
Translation - Spanish NOTIFICACIÓN DE NOMINACIÓN Y ELECCIÓN DE OFICIALES
PARA EL AÑO 2010
Las nominaciones y elección de oficiales se llevarán a cabo en las fechas y horarios que se describen en esta Notificación. Las nominaciones y elección deberán ser conducidas de acuerdo a la Constitución y a las Normas. El Presidente General de la elección deberá ser asistido por un Presidente Alterno de Elecciones y por los Jueces Electorales. Cualquier miembro activo deberá ser elegible a participar en la nominación y elección de oficiales bajo las siguientes reglas y procedimientos.
Las posiciones oficiales que se estarán llenando a través del procedimiento de nominación y elección son para Presidente, Secretario(a)/Tesorero(a), Registrador(a) y 56 Vice Presidentes. De acuerdo a la Constitución, el Presidente y el Secretario-Tesorero deberán ser delegados a la Convención regular por virtud de su elección. Las posiciones oficiales del Presidente, Secretario(a)/Tesorero(a), Registrador(a) y dos Vice-Presidentes por votación general serán llenadas a través de nominación y elección hechas por toda la membrecía de todas las Regiones. Las posiciones oficiales de los restantes 54 Vice Presidentes del Local 951 se llenaran por medio de la nominación y elección hecha por los miembros en cada Región. Las posiciones de los Vice Presidentes son numéricamente designadas solamente para el propósito de la nominación y elecciones:

NOMINACIONES
De acuerdo con la Constitución y normas, los requerimientos de elegibilidad para la nominación de todas las posiciones oficiales se describen enseguida:
El nominado deberá tener una membrecía activa con cualquiera de:
1. Membrecía activa continua desde junio del 2009; o
2. Membrecía activa continua desde junio del 2008.
En todos los casos, la persona deberá mantener membrecía activa y continua en la Unión Local para bien de mantenerse elegible para postularse para ocupar un cargo oficial.
Nominaciones para Oficiales serán aceptadas desde la audiencia solamente en las reuniones de nominación, comenzando puntualmente a las 9:00 am, 1:00 pm y 7:00 pm en los días y locales indicados aquí mismo:
Las siguientes reglas serán observadas durante las nominaciones:
1. Solamente el tema de la nominación de oficiales será presentado en las reuniones de nominación.
2. Usted deberá proveer identificación con foto o proveer los últimos 4 dígitos de su número de seguro social para asistir a la reunión de nominación.
3. Usted deberá ser un miembro activo y con buena conducta para ser apto a ser nominado.
4. Con la excepción del Presidente, Secretario-Tesorero, Registrador y Vice Presidentes por votación general (#1y #2), un candidato deberá ser un miembro activo dentro de la Región en el cual él o ella es nominado como Vice Presidente para poder estar apto a postularse para dicha posición.
5. Un candidato deberá ser nominado para la posición de Vice Presidente (desde el #3 hasta el #56) por un miembro activo de la región representada por esa posición.
6. Ningún miembro podrá aceptar una nominación para más de un puesto.
7. Una nominación deberá ser suficiente para introducir el nombre de un candidato a votación.
8. Las auto-nominaciones están permitidas.
9. Las nominaciones deberán ser registradas a la conclusión de cada reunión.
10. No deberá haber ninguna campaña en las reuniones de nominación
11. Las nominaciones deberán ser aceptadas por escrito.
12. No es necesario que un nominado esté presente en la reunión de nominación para ser nominado; con la reserva, sin embargo, de que el candidato deberá aceptar su nominación como se expone abajo.
Un candidato deberá aceptar o declinar a la nominación, notificando al Presidente General de la Elección por escrito de su decisión de ser un candidato para la posición a la que fue nominado. Habrá formularios disponibles de aceptación/declinación en las reuniones de nominación, o los formularios podrán ser solicitados al Presidente General de Elección. A pesar de que a todas las personas nominadas se les pide usar estos formularios, cualquier escrito claramente aceptando o declinando una nominación es permitido, junto con su nombre, y otra información de contacto. A aquellos miembros que hagan nominaciones se les recomienda el notificar a sus nominados de el método y tiempo límite relativo a la aceptación de una nominación y el de proveer su información de contacto.
Después de que el tiempo límite para la aceptación de una nominación haya pasado, si es que existen candidatos que no tienen ninguna oposición, dichos candidatos sin oposición deberán de ser considerados como elegidos por aclamación, y ningún voto para dicha posición deberá de llevarse a cabo.
ELECCIÓN
La elección de los oficiales será conducida por una votación secreta en boletas, en las fechas, hora y lugares indicados aquí mismo. El agregar candidatos de forma manual o votación por delegación no será permitido en la elección de oficiales. Los elegidos servirán un período de 3 años, comenzando el 1 de Enero del 2011 y terminando el 31 de Diciembre del 2013.
El Presidente General de Elección ha establecido que los lugares de votación estarán abiertos desde las 8:00 am hasta las 7:00 pm en las fechas y lugares siguientes para la votación de elecciones de los oficiales.
INSERTAR LOCALES (los lugares necesitan ser proveídos para 2 días y 16 locales por cada día y en el sitio para dar la lista de la unidades asignadas para cada lugar).
Las siguientes reglas serán observadas durante la elección de los oficiales.
1. Usted deberá ser un miembro activo y estar al día en el pago de sus cuotas para ser elegible a votar.
2. Los miembros activos deberán votar en sus lugares de votación designados como es indicado por número de local más arriba. Los miembros podrán votar en otro lugar lugar de votación diferente del que se les haya asignado, pero se dará un voto que se pudiera encontrar deficiente.
3. Los miembros activos deberán proveer una identificación con foto o los últimos cuatro dígitos de su número de seguro social al juez de elecciones antes de recibir una boleta de votación. A los votantes que no puedan proveer una identificación o recordar los números de su seguro social se les dará una balota pero su voto pudiera ser encontrado deficiente.
4. Todos los miembros activos firmarán la lista de Miembros Registrados/ Verificados en el lugar de votación designada y recibirán su balota. Si por cualquiera motivo el nombre del miembro no está en la lista de Miembros Registrados/ Verificados en el lugar de votación designada, ellos firmarán el registro de balotas deficientes y su voto será considerado deficiente.
5. Los miembros activos deberán tomar su balota y entrar al área de votación. El miembro deberá marcar la balota en secreto. Después de marcar la balota el miembro deberá doblar y colocar su balota en una caja de votos segura. Si la balota contiene cualquier marca que pudiera identificación al votante, la balota será anulada y el voto no se contara.
6. Después de que los miembros hayan colocado su balota en la caja de votos, ellos deberán salir de las inmediaciones del área de votación.
7. No se permitirá ningún tipo de campaña en el área de votación o cerca de la entrada del área de votación.
PROCEDIMIENTOS Y REGLAS PARA EL CONTEO DE VOTOS
Al cierre de cada local de votación, el juez de elección junto con los contadores de balotas deberá abrir y contar los votos.
