Source text - English We defended the rights of people living with HIV and
marginalised groups.
In Senegal, we dealt with the aftermath of nine male AIDS
activists being arrested and imprisoned for “indecent acts
against nature.” The Court of Appeal eventually overturned the
conviction following interventions from civil society organisations,
including Linking Organisation Alliance Nationale Contre le SIDA
(ANCS) with support from the secretariat, donors and the National
AIDS Council. ANCS also stepped up its advocacy for legal reform
to support effective HIV programming.
W e also co-launched an initiative to address structural
barriers to effective HIV responses in the Commonwealth,
particularly through the repeal of discriminatory laws and
reducing stigma.

Au Sénégal, nous avons contesté l’arrestation et l’emprisonnement de neuf activistes masculins pour « actes indécents et contre nature ». La cour d’appel a finalement fait annuler la condamnation suite aux interventions d’organisations de la société civile, y compris l’organisation de liaison Alliance Nationale Contre le SIDA (ANCS) ,avec le soutien du secrétariat, des donateurs et du Conseil National de Lutte contre le SIDA (CNLS). ANCS a aussi entrepris de plaidoyer pour une réforme légale visant à soutenir l’efficacité des programmes VIH.
Nous avons aussi participé au lancement d’une initiative, destinée à éliminer les obstacles structurels à l’efficacité des réponses au VIH dans le Commonwealth, en particulier par l’abrogation de lois discriminatoires et en réduisant la stigmatisation.

Source text - English Social services in time of recession: What can the EU do to ensure their continued provision?

Over the last 18 months the EU has seen many growing pressures on its social services provision. The unemployment rate in the EU has been rising steadily since April 2008, with Estonia, Spain, Ireland, Lithuania and Latvia being particularly adversely affected. The number of recipients of unemployment benefits has started to rise and the percentage of older workers claiming early retirement or disability has also started to increase. Many pension schemes have faced sharp declines in the value of their investments and credit availability has been scaled back. With no sign of a return to previous employment levels in the near future and combined with other pressures on income, more households are likely to default on rent and mortgage repayments and housing solutions will need to be sought. As such, budgets for social assistance are coming under increasing pressure, although capacity to meet this growing demand varies greatly between Member States.

L’Estonie, l'Espagne, l'Irlande, la Lituanie et la Lettonie ont été particulièrement touchées. Le nombre de bénéficiaires d’allocations chômage et le pourcentage de travailleurs âgés réclamant leur retraite anticipée ou la reconnaissance de leur invalidité a commencé à augmenter. De nombreux régimes de retraite ont été confrontés à d’importantes baisses de la valeur de leurs investissements et la disponibilité du crédit a été réduite. Sans signe d'un retour aux précédents taux d'emploi dans un futur proche associé à d'autres pressions sur le revenu, un plus grand nombre de ménages risquent de ne pas pouvoir payer leurs loyers et les mensualités de leurs prêts immobiliers. Il faudra donc réfléchir à des solutions pour le logement. Les budgets alloués à l'aide sociale sont de ce fait soumis à de fortes pressions, bien que la capacité à répondre à cette demande croissante varie fortement entre les États membres
