Background
The Government has attached great importance to tackling anti-social behaviour (ASB), and has introduced a range of new measures, such as anti-social behaviour orders (ASBOs), dispersal orders and the Home Office's TOGETHER campaign, to deal with it.
To examine people's views on ASB and experience of it, the study commissioned an Office for National Statistics (ONS) national survey and looked at three case-study neighbourhoods with high levels of ASB.
Views on ASB: the national picture
For most people in Britain, ASB is not a big problem. For example, 61 per cent of respondents in the 2003/04 British Crime Survey (BCS) reported no bad effects from any of 16 types of ASB. On the other hand, ASB is an acute concern for a significant minority of people. Rowdy teenagers in the street had a fairly or very big effect on the lives of one in five respondents to the ONS survey commissioned for this study. ASB tends to be concentrated in deprived urban areas. A third (34 per cent) of BCS respondents in inner-city areas thought that levels of ASB were high in their area.
ASB can take many forms. Youth ASB appears to be the most visible and worrisome. For example, 27 per cent of the ONS respondents said that rowdy teenagers on the street or youths hanging around were the worst forms of ASB where they lived. Surprisingly, adults under 45 were more concerned about youth ASB than their elders, possibly because they may be more at risk. The ONS survey showed that other forms of ASB, such as vandalism, litter and rubbish, had a smaller impact on people's lives, though a larger proportion of the population was exposed to these less serious problems.
Asked about methods of tackling ASB, the ONS respondents were more likely to opt for 'preventive action to deal with the causes' than 'tough action against perpetrators'. Only 20 per cent chose the latter, compared with 66 per cent who opted for preventive action and 11 per cent who favoured both.
ASB in the three case-study neighbourhoods
To learn more about local views on experiences of ASB, possible causes of the problems and potential solutions, three neighbourhoods were selected on the basis of their high levels of ASB and apparently contrasting local strategies for tackling it. However, the similarities in the local ASB strategies turned out to be greater than the differences. In all three areas, graduated enforcement strategies culminating in the use of ASBOs were combined with a range of preventive measures by different agencies. Some of these measures were funded through mainstream services and others through special initiatives.
In each of the neighbourhoods, interviews and focus groups were organised with residents and ASB practitioners. In all three areas, issues relating to children and young people caused particular concern. Residents and practitioners spoke about boisterous and rowdy behaviour by children, young people congregating, young people causing damage to property and the environment, and anti-social use of cars and motorbikes by children and young people. People were also concerned about drug and alcohol misuse, and the impact of neighbour disputes and 'problem families'.
Focus groups with residents showed how exposure to ASB can provoke a profound sense of powerlessness and lack of control over the social environment. People had real concerns about retaliation if they intervened, and felt that the statutory agencies were largely impotent in the face of serious misbehaviour by young people. This sense of powerlessness appeared to be both a consequence of ASB and a cause, as it increased the chances that worsening ASB would go unchecked.
Explaining and responding to ASB: three perspectives
When talking about the causes of local ASB problems, respondents largely focused on issues relating to young people. They tended to provide explanations rooted in broader conceptions of social and cultural change. Three main strands of thought or perspectives on ASB emerged, although these were by no means mutually exclusive or discrete:
1.Social and moral decline – ASB problems were seen as symptoms of wider social and cultural change, and more specifically a decline in moral standards and family values.
2.Disengaged youth and families – ASB was thought to be rooted in the increasing disengagement from wider society of a significant minority of children and young people and (in many cases) their families.
3.'Kids will be kids' – ASB was seen as a reflection of the age-old tendency for young people to get into trouble, challenge boundaries and antagonise their elders.
The first two perspectives assumed that problems of ASB are getting worse because of a generalised process of decline, or because of the increasing disengagement of a minority of British youth and/or their families. The third did not assume that problems of ASB are necessarily getting worse, but suggested that the context of youthful misbehaviour is changing. As a result, people were more likely to perceive young people's behaviour as anti-social and to worry about it.
To some extent, the perspectives played out tensions between younger and older generations, with the older generation more likely to articulate the first (and possibly the second) viewpoint, and the younger to suggest the third. In contrast, ASB practitioners with social welfare and support roles tended to favour the second perspective and to a lesser extent the third.
Those who saw ASB as an issue of social and moral decline were often highly cynical about the effectiveness of the new range of provisions for tackling it, such as ASBOs and dispersal orders. However, they also saw little hope in alternative approaches other than, possibly, community mobilisation against ASB perpetrators. Those who largely viewed ASB in terms of 'disengagement' thought that early preventive intervention, intensive youth work and community partnership offered the most promise. From this perspective, enforcement was necessary, but had to be used selectively and with great care. The 'kids will be kids' viewpoint implied that diversionary activities for young people should be the cornerstone of local ASB strategies.

Antecedentes
El gobierno británico ha otorgado gran importancia a combatir el comportamiento antisocial y ha introducido una serie de nuevas medidas para lidiar con este problema: anti-social behaviour orders, (ASBOs; leyes disciplinarias contra el comportamiento antisocial), dispersal orders (leyes de dispersión de jóvenes) y la TOGETHER campaign, una campaña del Ministerio del Interior inglés para combatir dicho comportamiento.

BETWEEN
THE CONSEIL DES ARTS ET DES LETTRES DU QUÉBEC,
hereinafter referred to as "the Conseil",
represented by Anne-Marie Jean, Chief Executive Officer
AND
THE MINISTRY OF CULTURE OF THE REPUBLIC OF CUBA,
hereinafter referred to as "the Ministry",
represented by Abel Prieto, Minister of Culture
hereinafter designed as “the Parties".
The Parties agree as follows:
1. OBJECTIVE
With a view to bringing together an array of different artistic perspectives, fostering the establishment of long-term links between artists and writers in Cuba and Québec, contributing to the development of their artistic approaches and forging cultural ties between Québec and Cuba, this Agreement seeks to put in place a Québec/Cuba exchange program involving artists and residency workshops in the following areas: crafts, theatre (in particular, puppet theatre), literature and music.
Under this exchange program and for each year during the term of this Agreement, two Cuban artists will undertake a two-month residency in Québec and two Québec artists will undertake a two-month residency in Cuba.
In both Cuba and Québec, the selected artists will be hosted by professional organizations operating in the relevant artistic fields. The residencies will take place in 2019, 2020, 2021 and 2022. The residency calendar and host locations are listed in Appendix A.
2. PARTIES' ROLES AND OBLIGATIONS
2.1 The Conseil undertakes as follows:
2.1.1 For each year during the term of the Agreement, to cover the expenses (insurance, travel, living, project completion) of the two Québec artists selected for the two-month residency in Cuba by awarding a CA$5,000 grant to each artist (for a total of CA$10,000).
2.1.2 For each year during the term of the Agreement, to cover the expenses (insurance, travel, living, project completion) of the two Cuban artists selected for the two-month residency in Québec by awarding a CA$5,000 grant (equivalent to 3,775 Cuban convertible pesos/CUC) to each artist (for a total of CA$10,000), in collaboration with the partner ministries in Québec.

3. SELECTION CRITERIA
The Parties undertake to meet the following selection criteria:
3.1 A call for applications will be issued by the Conseil and the Ministry in each of their respective jurisdictions. The application criteria will be established by mutual agreement of the Parties prior to the publication of the calls for applications.
3.2 After validating the applicants' eligibility, the Conseil and the Ministry will provide each other with a list of the persons having submitted applications in their respective jurisdictions.
3.3 In collaboration with Québec organizations operating in the relevant artistic fields, the Conseil will pre-select three Cuban candidates and will inform the Ministry thereof.
3.4 In collaboration with Cuban artistic organizations operating in the relevant artistic fields, the Ministry will pre-select three Québec candidates and will inform the Conseil thereof.
3.5 The Conseil will be responsible for making the final selection of the Québec artists taking part in the program.
3.6 The Ministry will be responsible for making the final selection of the Cuban artists taking part in the program.
3.7 The applications and partner choices (pre-selection and final selection) will be sent electronically.
4. EFFECTIVE DATE, DURATION, RENEWAL
AND MODIFICATIONS
4.1 This Agreement will take effect on the date on which it is signed by the Parties and will be valid for a period of four years (2018-2019 to 2021-2022). It may be renewed for an additional four-year period upon evaluation by the Parties. Either Party may terminate this Agreement at any time by giving the other Party prior written notice of at least six months.
4.2 This Agreement may be modified by mutual agreement of the Parties by means of a written document signed by the Parties specifying the effective date of the modifications.
5. DISPUTES
Any disputes concerning the interpretation or application of this Agreement will be resolved by mutual agreement of the Parties.
IN WITNESS WHEREOF, the Parties signed this Agreement in Montreal on the _____ day of _____________ 2018 and in Havana on the _____ day of _____________ 2018, in two copies, one in French and one in Spanish, with both versions having equal validity.

4.1 Este convenio entrará en vigor en la fecha en la cual sea firmado por las Partes y será válido por un periodo de cuatro años (2018-2019 a 2021-2022). Se podrá renovar por un periodo de otros cuatro años tras la evaluación de las Partes. Cualquiera de las Partes puede poner fin a este convenio en cualquier momento mediante un preaviso por escrito de al menos seis meses.
4.2 Este convenio podrá ser modificado de mutuo acuerdo por las Partes mediante un documento escrito firmado por las Partes que especifique la entrada en vigor de las modificaciones.
5. RESOLUCIÓN DE CONFLICTOS
Cualquier discrepancia que se suscite en relación con la interpretación y aplicación de este convenio será resuelta por las Partes de mutuo acuerdo.

CALENDARIO DE RESIDENCIAS Y UBICACIÓN DE LOS ARTISTAS.
1 Calendario
1.1 Las residencias de artesanía y teatro (en particular, teatro de marionetas) tendrán lugar en 2019 y en 2021 en Quebec y Cuba.
1.2 Las residencias de literatura y música tendrán lugar en 2020 y 2022 en Quebec y Cuba.
2 Ubicación de los artistas
2.1 Los artistas cubanos del campo de la artesanía estarán ubicados en talleres artísticos en colaboración con el Conseil des métiers d’art du Québec.
2.2 A los artistas quebequeses del campo de la artesanía los acogerá la organización Mano a Mano, ubicada en Matanzas.
2.3 A los escritores cubanos los acogerá la Union des écrivains et écrivaines du Québec (UNEQ), ubicada en Montreal.
2.4 A los escritores quebequeses los acogerá XXXXXX (por confirmar), en La Habana.
2.5 A los músicos cubanos los acogerá la organización Musiciens du monde, ubicada en Montreal.
2.6 A los músicos quebequeses los acogerá la organización XXXXXX (por confirmar), ubicada en La Habana.

I am from Galicia (Spain) and I studied Hispanic Studies at the University of Santiago de Compostela (2002). Soon after finishing my degree, I moved to the UK, where I was awarded an MA in Applied Translation (Distinction) from the University of Exeter (2009) and a PhD in Translation (2014) from the same university.
I have worked as a professional translator and copy-editor since 2009 and I have experience in the following fields: tourism, journalism, medical and pharmaceutical, legal, humanities.
I have taught practical translation courses at the University of Exeter, University of Oxford and Oxford Brookes University and I have given talks about translation at different European universities.
