Source text - Ukrainian С февраля текущего года, с момента оформления первоначальных контуров действующей украинской власти, ее оппоненты написали сотни (если не тысячи) статей и блогов, посвященных взаимоотношениям власти и оппозиции. Подавляющее большинство из них констатировало абсолютно очевидную вещь — оппозиция в Украине слаба, растерянна, разобщена, некреативна, ее лидеры доверием избирателей не пользуются, эффективно оппонировать власти она не способна.
Некоторые наиболее профессиональные авторы указывали на главную предвыборную и поствыборную ошибку Юлии Тимошенко, стоившую ей не только победы на выборах, но и возможности, проиграв, эффективно противостоять действующей власти из оппозиционной ниши. Юлия Владимировна сделала ставку на правонационалистические силы, отказавшись от общедемократической риторики.
Между тем даже Ющенко в 2004 г. понимал, что «голый» национализм не позволит ему получить более-менее заметную народную поддержку и маскировал свою пещерную сущность «десятью первыми указами», подписанными на «майдане» еще до его судебного назначения президентом и так и не введенными в действие ввиду того, что после инаугурации Ющенко посчитал свои собственные обещания «антиукраинскими».
С той поры, не в последнюю очередь из-за бездумной политики Ющенко, которого Андрухович назвал «адским разрушителем идеалов», националисты ощутимо потеряли поддержку избирателей. Практически все партии националистического спектра ныне маргинальны, то есть не могут в общенациональном масштабе рассчитывать на прохождение 3%-ного барьера, а подавляющее их большинство не в состоянии и в отдельно взятом регионе победить. Совокупный же электоральный потенциал всех националистических партий вместе взятых едва дотягивает до 10%. При этом надо учитывать, что националисты, у которых «гетманов» больше, чем членов партий, органически не способны объединиться. Зато они с удовольствием цепляются к любой «социально близкой» политической силе, способной на собственном горбу привезти их в парламент. При этом они требуют права определять идеологию партии-благодетеля, засоряя информпространство вокруг нее своими голодоморно-геноцидными, ксенофобскими изысками, препятствуя расширению ее электоральной базы за пределы интеллектуально убогого, но крайне агрессивного радикально-националистического люмпен-избирателя, разочаровавшегося в Марксе и Каутском, которые не смогли обеспечить ему «взять все и поделить», и перенесшего свою ставку на украинских «тонкошеих гитлеров».
Так вот, оппозиционные публицисты, политтехнологи и простые блоггеры да форумчане ломают копья, пытаясь выбрать оптимальный — наиболее короткий — путь возвращения во власть нынешней оппозиции, а также до хрипоты спорят о том, что после победы делать с нами (действующей властью) и нашими сторонниками. Вариантов до убогости немного: пересажать, перевешать или просто выслать за пределы страны. В то же время их духовным лидерам стала понятна простая как мир истина — нынешняя оппозиция никогда не составит конкуренцию действующей власти и никогда больше не станет властью сама. Потому что нынешняя оппозиция в ее и тягнибоковском, и тимошенковском, и постющенковском исполнении сделала ставку на радикальный национализм, а радикальные националисты настолько скомпрометировали себя в ходе ющенковской пятилетки, что их возвращение во власть в обозримой перспективе, в условиях сохранения территориального и политического единства украинского государства, невозможно.
Translation - English Starting from February this year, from the moment the first outline of the present power in Ukraine transpired, its opponents wrote hundreds (if not thousands) of articles and blogs on relations between the power and the opposition. The overwhelming majority of them stated an obvious thing – opposition in Ukraine is weak, confused, uncoordinated, lacking creativeness; opposition leaders are not trusted by the voters and are unable to oppose the power efficiently.
Several of the most professional analysts indicated the principal pre-election and post-election mistake of Yuliya Timoshenko that cost her not only the victory in the election, but also a chance to efficiently counter the power as opposition after her defeat. Yulia Vladimirovna opted for right nationalists and turned her back on general democratic values.
In the meanwhile in 2004 even Yuschenko realized that nationalism alone will not allow him to secure more or less substantial popular support and camouflaged his crude beliefs by “first ten decrees” signed on Maidan even before his legitimate appointment as President. The decrees never materialized since after inauguration Yuschenko announced his own promises to be “anti-Ukrainian”.
Since then and thanks in no small part to senseless policy of Yuschenko called by Andrukhovich “the hellish myth buster” the nationalists sustained substantial losses in terms of voters’ support. Practically all nationalist spectrum’s parties are currently marginal that unable to mount the 3% barrier nationwide and majority of them would not win even regionally. Aggregate electoral potential of all nationalist parties taken together would hardly reach 10%. And one needs to bear in mind that nationalists, who traditionally have more “het’mans” than there are party members, are inherently unable to unite. Instead they gladly stick to any “socially close” political force able to carry them into the Parliament. While at that they never forget to claim their say in benefactor party’s ideology polluting its image with their famine-genocide-xenophobish oddity, preventing its electorate from expanding beyond intellectually degenerated but extremely aggressive radically nationalistic lumpen voters, the voters disillusioned in Marx and Kautski who failed to help them “grab and share” and bidding for Ukraine’s “thin-necked hitlers”.
Thus, opposition’s political essayists, political analysts and rank-and-file bloggers and forum frequenters lock horns trying to generate an optimal option for the opposition to regain its power. They are arguing hoarse as to what to do with us (the present power) and our supporters upon their victory. The suggested options are appallingly few: jail everyone, hang or send out of the country. At the same time their spiritual leaders realized a simple age-old truth: the present opposition will never be a worthy competitor to the present power and will never be in power on its own because the present opposition in its tiagnybok-timoshenko-post-yushenko-like form opted for radical nationalism and the radical nationalists so much compromised themselves over the five years under Yuschenko that their comeback in the nearest future is impossible if we speak of the territorially and politically united state.

У столиці розпочато реформу міського бюджету
Київською міською державною адміністрацією та Інститутом бюджету та соціально-економічних досліджень за підтримки Агенції США із міжнародного розвитку розпочато реформу міського бюджету. Про це повідомили в Головному фінансовому управлінні КМДА.
«Бюджет – це головний інструмент життєзабезпечення міста. Сьогодні в Україні діє успадкована з радянських часів система управління бюджетними коштами на місцевому рівні, яка спрямована на збільшення бюрократичного апарату, а не на вирішення проблем, які цікавлять киян», – зазначив Перший заступник Голови КМДА Олександр Попов. За його словами, це стало однією з причин того, що КМДА розпочала роботу, спрямовану на реформування фінансової системи міста.
«Ми наведемо порядок у фінансових питаннях і ліквідуємо будь-які можливості зловживання бюджетними коштами. Жодна народна копійка більше не буде вкрадена у киян. Одним із перших кроків на шляху до створення ефективного і прозорого бюджету м. Києва є застосування сучасних підходів, які широко використовуються розвиненими країнами світу. Одним із таких підходів є програмно-цільовий метод бюджетування (ПЦМ)», – наголосив Олександр Попов.
Так, при застосуванні ПЦМ увага зосереджується не на розвитку мережі та утриманні установ, а на досягнутих результатах. Тобто на тому, наскільки послуги, які надані за бюджетні кошти, відповідають потребам громадян. Тому, бюджет виглядає не як перелік галузей та коштів для їх фінансування, а як перелік окремих програм. Причому, для кожної програми встановлюється чітка мета та низка показників, за допомогою котрих можна оцінити економічні та соціальні результати від використання коштів. Саме така інформація про бюджет користується великим попитом з боку громадян завдяки її простоті та, одночасно, комплексності.
«Через актуальність цього питання ми плануємо формувати бюджет міста на 2011 рік саме із застосуванням ПЦМ. Експеримент із запровадження ПЦМ на місцевому рівні проводиться Міністерством фінансів України за підтримки проекту технічної допомоги «Зміцнення місцевої фінансової ініціативи». Проект реалізується ВГО «Інститут бюджету та соціально-економічних досліджень» (ІБСЕД) за фінансуванням Агенції США із міжнародного розвитку (USAID)», – повідомив начальник Головного фінансового управління Володимир Репік.
За словами Володимира Репіка, будь яка реформа вимагає підготовлених кадрів. Тому, протягом вересня-жовтня 2010 року заплановано проведення серії тренінгів та консультацій щодо складання проекту бюджету міста Києва за ПЦМ, якими будуть охоплені представники усіх галузей.
У відповідності до плану-графіку проведення тренінгів, затвердженому першим заступником голови КМДА Олександром Поповим, експертами ІБСЕД вже проведено два тренінги із запровадження програмно-цільового методу у місті Києві.
Так, 14 вересня слухачами тренінгу з методологічних основ запровадження ПЦМ були представники Головного фінансового управління, всіх Фінансових управлінь районних у м. Києві державних адміністрацій, Головного управління економіки та інвестицій КМДА, а також представники постійної комісії Київської міської ради з питань бюджету та соціально-економічного розвитку. 15-16 вересня проведено тренінги для відповідних фахівців галузі «Освіта». 21 вересня розпочато тренінги для Головного управління соціального захисту населення КМДА, Головного фінансового управління КМДА, Управління у справах жінок, інвалідів, ветеранів війни та праці КМДА, Служби у справах дітей, управлінь праці та соціального захисту населення, фінансових управлінь районних у місті Києві державних адміністрацій.
Під час проведення тренінгів експерти ІБСЕД особливу увагу звернули на особливості формування бюджетних програм та показників їх виконання, специфіку документообігу та звітності, порядок підготовки проекту бюджету та організацію його виконання. Крім того, на тренінгах відпрацьовується структура та відповідні показники бюджетних програм у зазначених галузях. Цей процес наразі завершено по галузі «Освіта». Проведення тренінгів для фахівців інших галузей триває.

City Budget reform has been initiated in the capital
The Kyiv City State Administration and the Institute of Budget and Social and Economic Research with support of the USAID have initiated reform of the City Budget. This information came from the KCSA Main Financial Administration.
“Budget is the principal tool in supporting a city. Currently the inherited from the soviet era budget management system is applied in Ukraine at the local level. The system is aimed at inflating bureaucratic ranks and not at resolving problems of interest for Kiev dwellers”, first deputy head of the KCSA O. Popov said. According to him this was one of the reasons for the KCSA to start its work directed at reforms in the city’s financial system.
“We will put financial issues in order and eliminate any opportunity for embezzlement. Not a single budget kopeck will be stolen from Kyivites. One of the first steps on the way of creating an efficient and transparent budget in Kyiv is to apply modern approaches that are widely used by developed countries. One of such methods is PPB”, underscored Mr. Popov.
Under PPB attention is focused not on network proliferation and maintenance of the outlets, but on the results achieved, in other words on how much the budget funded services comply with public requirements. That is why the budget looks not like a list of industries and funds, but as a list of programs. Each program has a clear objective and a string of indicators to evaluate economic and social impact of the funds used. It is this type of information that is in huge demand among people due to its simplicity and at the same time comprehensiveness.
“Because of this issue’s urgency we are planning to form the 2011 city budget based on PPB. PPB is piloted at the local level by the Ministry of Finance with support of the “Strengthening local financial initiative” project. The project is implemented by the Institute of Budget and Social and Economic Research (IBSER) with USAID financing”, head of the Main Financial Administration V. Repik informed.
According to Mr. Repik any reform requires well-trained personnel. So over September-October of 2010 it is planned to hold a number of trainings and consultations on drafting Kyiv’s budget based on PPB to cover representatives of all industries.
In keeping with the trainings schedule approved by the First Deputy Head of the KCSA O. Popov the IBSER experts have already conducted two training on introduction of the PPB in Kyiv.
On September 14 the training on basic methods of PPB introduction was attended by representatives of the Main Financial Administration, all financial administrations of Kyiv district state administrations, Main Administration of Economy and Investment of the KCSA as well as representatives of the KCSA standing committee for budget and social and economic development. On September 15-16 trainings for education specialists were conducted. On September 21trainings for representatives of the KCSA Main Administration for Social Protection, KCSA Main Financial Administration, KCSA Administration for Women, Disabled People, WWII and Labor Veterans Issues, Children Service, labor and social protection administrations, KCSA district financial administrations.
In the course of the trainings the IBSER experts paid particular attention to particular nature of forming budget programs and indicators of their completion, specific nature of documents circulation and reporting, budget drafting and its realization. In addition to that the trainings allow working out structure and pertinent indicators of the budget programs in the above industries. This process has been completed on “Education”. Training of other industries’ specialists is underway.
